Architecture is the only creativeindustry that has been

An intricate networko local and regionalorganisations andarchitecture centres arededicated to knowledgemanagement and

This dense tapestryo individual roleso various players inthe golden triangle iswhat characterises theinnovation networko Dutch architectureservices industry today.
Creative frms such asClaus en Kaan, OMA,UNStudio, MVRDV, KCAP,Maxwan, and West 8 actas international hubso designers and oten

Dutch architecture andplanning enjoy a stronginternational reputation.
Given the act thatmany spin-os arestarted by oreigners, that openness should beextended towards themand their frms as well.
The high quality in designis developed by the Dutchpolitical system in whichscience, creativity andplanning were closely linked. The Modern movement, the Randstad concept, andthe Superdutch architectureare all phenomenaborn rom this special
tradition, characterisedby conceptual power, pragmatism, exibility, cratsmanship andoriginality. The geographicalconcentration o leadingdesign frms as well as thedense institutional abrico ormal and inormalinstitutions underpins the

The existing fne-grainedgovernment-fnancedinrastructure is aboutto change as well. The institutes orarchitecture (NAi), design(Premsela) and new

The sector as a whole isrethinking its creativeentrepreneurial position, and is considering movinginto other design areas. The leading design ofceshave geographically
diversifed their marketsduring the last decadeand have become trueinternational frms withofces in New York, Beijing,Hong Kong, Shanghai,Toronto, and Zrich.
The crisis has set thestage or a radical shake-up o the entire industry, signalling that the sectorneeds to change. As shownby previous crises (e.g. the1980s), severe conditions
can push frms to adoptnew market approachesand innovations, includingorganisational innovations. The current generationo Superdutch architectsis the child o such aprevious crisis. CLICK//BEAU similarly perceivesthe current crisis as an
innovative opportunity, and not as a threat.

The Dutch architectural service industry has the opportunity toperceive the Dutch society as a living lab, a territory that acesgrand challenges such as climate and energy.

A undamental researchapproach is requiredthat delves into therequirements o newand retroftted buildings. How can they respond todierent types o usesand users? The answers
need to be translated intoconcepts to be tested inliving lab conditions.A similar challenge existson an urban scale as well.City centres and urbandistricts oten lack adesign strategy that givesserious considerationto the requirements o

with work or decades tocome. The task allowsthe introduction o newand innovative high-techmaterials with propertiesthat help to improvethe quality o lie inbuildings and the overallurban environment.
RESOURCE EFFICIENCYA pressing innovative leapthat the Dutch architecturalservice industry has tomake concerns the recasto the EU directive onenergy perormance obuildings (2002/91/EC).
This directive requiresthat rom 2020, all newbuildings (and all buildingsthat undergo majorrenovation) become nearlyzero energy buildings.
In the course o thenext decade, Dutchdesigners will need to
explore how to turn thisrequirement into newdesign concepts that allowthem to innovate Dutcharchitecture once more.Becoming internationalleading experts in the feldo zero energy buildingwill allow the architecturaldesign industry to expand
Cutting edgeprogramme
From time to time, the architecture and built environment sector is able to take a collectiveleap orward as a result o external impulses, such as the introduction o national or EUregulations or the current economic crisis. The next innovative leap that the architectureservices industry has to make concerns resource efciency, user-inspired design, and reuse.

The challenge is todevelop new conceptsor services oered byarchitects, crossovers withother design industries, and new collaborationswithin the value chain.New ways o developing

An architectural serviceindustry that becomesinternational will howeverencounter many morecommissioning partiesthan just Dutch clients.Commissioning is urthercomplicated through
the rules o Europeanprocurement that otenpose obstacles or youngand innovative designofces. Research isrequired into solutionsthat allow new ospringofces to bid or procuredcommissions as youngtalent struggles with

Value Chainprogramme
The role o designers in the value chain is oten limited to providingservices to a commissioning party. The designers role strongly dependson the quality o that party. Enlightened commissioning receives muchdeserved attention in the Dutch architectural and design policy.

in European programmes are

the development o European
research proposals.
NWO Fundamental research
is required into the topics o
energy efciency, user behaviour
and reuse. These areas cover
respectively the traditional NWO
felds o technology (STW), social
sciences and the humanities. In assessing the quality o
researchers and proposals,
NWO should incorporate design

TNO The TNO budget includes
instruments such as Technology

position in the Energy Efciency
Building association could be
o strategic importance in the
area o resource efciency.
UNIVERSITIES The universities
operate in the areas o
undamental research, applied

REGION National, regional
and local governments can
status as technology in this
respect. Design is a solid driver
o innovation in the architectural
services industry. Instruments
that are aimed at supporting
innovation need to underscore
this. Defnitions should beadjusted where necessary.

IPC subsidy however amounts
to 25k per SME or projects
with a total o 10 to maximum
20 SMEs. An IPC project can
thereore be budgeted between
250k (small) and 500k (large).
FDCI INNOVATION VOUCHERS
The Federatie Dutch Creative
Industries (FDCI) proposes to
introduce innovation vouchers
that acilitate short-term research
projects, initiated by the creative
industry and conducted by
research institutes, universities
and the industry itsel. These
vouchers will be relatively small, worth 7,500 each, but there are
hundreds o SMEs in the sector
that could make use o them.
FIRMS A recent poll o the
members o the Federatie Dutch
Creative Industries (FDCI) shows
that creative entrepreneurs
are willing to invest an average
o 14,000 out o pocket and
3,500 in sta time in theCLICK programme. The goal
is to include up to hundred
participating entrepreneurs.
MINISTRY OF EL&I The same
FDCI poll revealed that 55% o
them were aware o instruments
such as the WBSO, but never
applied or them, while 25% o
the members had even neverheard o them. In all, 80% o
the creative entrepreneurs have
no experience with the WBSO,
or have even heard o it.
EL&I needs to ensure that the
instruments such as the WBSO,
RDA, RDA+ or IPC are tailor-
made or the creative industry.
