Southeast Texas might not feelthe devastating effects of theHouse’s vote to turn down a fed-eral rescue package like otherparts of the country, local bankerssay.
But borrowers here will feel apinch.
“We’re in serious financial trou-ble,” said Kevin Brady, a Republi-can who is a member of the JointEconomic Committee. “This
won’t be contained (just on WallStreet). It’ll affect bank accounts
here at home.”The House voted 228 to 205
against a $700 billion bailout planfor the nation’s financial systemon Monday, despite warningsfrom President Bush and con-gressional leaders of both parties
who predicted the economy could plunge without it.
On Wall Street, the Dow Jonesindustrial average sank almost800 points, a drop of almost 7 per-cent, the largest single-day loss in
its history.The legislation would have
allowed the government to buy bad mortgages and other badassets held by troubled banks andfinancial institutions, according to the Associated Press.
That would have strengthenedthose companies’ balance sheets,making them more inclined tolend.

Three weeks in deserted PortBolivar was apparently enough forone gray cat, who hitched a rideunder an Escalade and made itunharmed to Beaumont Monday.
“When we drove up to the house, we heard him again,” said ArethaSaldana, a 44-year-old home deco-rator. “It was amazing. How did hedo it?”

BEAUMONT — The laughs were audible as the students inJune Rocio’s first period classraced for the empty chairs.
The theater students at Mar-tin Luther King Jr. Elementary School were playing a warm-upgame of lion, tiger and bear —racing to find a new chair when
their character’s name wascalled. But smiles soon turnedto tears for some.
Rocio invited students toshare about their experience
with Hurricane Ike. Somespoke of last-minute evacua-tions, riding out the storm,
waiting for electricity and eventhe death of a pet.
“I thought we was going tofall off,” said 12-year-old Teddy
Knighton. The seventh-gradersaid he spent the latter half of the storm on his roof with his
