INTRODUCTION: Regional Institute for Mentally Handicapped (RIMH) has been established for creatingcomprehensive facilities for Special Education, Vocational Training & Rehabilitation, HumanResource Development, Medical Care, Diagnosis, Research, in view of recent advances in the field ofdisability under one roof.OBJECTIVES: 1. Diagnosis and medical care of children with Intellectual Disability, autism, cerebral palsy and children with multiple disabilities at OPD. 2. To create Infrastructure for human resource development in the area of disability. 3. Vocational training and job placement in a sheltered environment. 4. Provide comprehensive training and education to at least 1000 mentally challenged children. 5. Nodal agency for the implementation of provision of Persons with Disability Act (1995) & National Trust act (1999). 6. To carry out research in the area of mental retardation for early detection and prevention of disability. 7. To provide technical support to the NGOs and other organizations working in the area of mental retardation. 8. To set up a resource centre for providing day to day technical support to normal schools having special section for the mentally challenged children. 9. Empowerment of parents and guardians of mentally challenged children. 10. Genetic screening and counselling for prevention of disability. HISTORICAL PERSPECTIVE The Institute was established in the year 1964 with the aim of providing education and vocational training to mentally challenged with recognition of the fact that with proper training and facilities to such children they can be rehabilitated to adjust themselves to the demand of society and can lead a life with dignity. A small initiative with a small class of 4-5 mentally challenged children by Sh. J.S. Gandhi (Lecturer in Psychology) in the Govt. College of Education; Chandigarh in 1964 gradually took shape of an institute. Within a short period, the number of students increased & separate building was hired for these children. In the year 1973 the control of this Institute was transferred from Govt. College of Education to District Education Officer, Chandigarh Administration. In the year 1978 the control of Institute was transferred to Director State Institute of Education, Sector-32, Chandigarh. The building hired for the purpose could accommodate about 40 children. This was the only Government Institute in Punjab, Haryana and Chandigarh. Many parents were keen to get their child admitted. The residential facility for 12 seats was provided to the children whose parents resided in other cities/states. Later in 1988 the Government .Institute for Mentally Retarded Children were shifted in a news building in 3. Sector-32, Chandigarh to provide special Education and Training to such children. The Institute was transferred to Govt. Medical College, Chandigarh in December 1998. Currently there are 350 children on its roll and about 50 students in the Hostel. In order to accommodate children from waiting list, Regional Institute for Mentally Handicapped has been established in Sector-31, Chandigarh to cater to the needs of more than 1000 children & to develop human resource in thisregion. Course being conducted at RIMH: 1. B.Ed. Special Education (Mental Retardation) 2. Diploma in Vocational Rehabilitation (MR) 3. Foundation Course in Disability (distance mode) 4. Continuous Rehabilitation Education (CRE)1.NEED & NATURE OF THE COURSE:Special Education is an emerging field with the manpower requirement having increased inthe past decade. With the implementation of Inclusive Education and enactment oflegislations like Persons with Disabilities Act 1995 & Right of Children to Free andCompulsory Education Act 2009 , the role of special educators has further been emphasized.The Government of Indias flagship programme Sarva Shiksha Abhiyan (SSA), which is thecore of Right to Education Act, lays special emphasis on providing education to children withspecial needs. SSA has been harmonized with the RTE Act. Hence, the demand for specialeducators and other personnel in disability is on the rise. As per verdict of Delhi High Court,school authorities are to ensure that each school has at least two Special Educators. Forthose who have successfully completed 10+2, the career as a RehabilitationProfessional/Personnel is a better option than ever. Chances of securing a job in Govt.departments, medical and paramedical services, NGOs, are bright. There is an acuteshortage of trained manpower for teaching children with disability. With the increasing needof trained professionals and in order to meet the educational needs of children with mentalretardation, Regional Institute for Mentally Handicapped has started one year degree courseB.Ed. Special Education (Mental Retardation) with affiliation with Panjab University & thecourse is recognized by RCI, New Delhi. Bachelor of Education Special Education (MentalRetardation) programme aims to develop professionals for general as well as specialeducation within a broad perception of education in current millennium. This course willeducate and train human resource to enable them to acquire knowledge and develop 4. competencies and skills to impart education and training effectively to all children includingchildren with mental retardation.2.OBJECTIVES OF THE COURSEThe B.Ed. (Special Education) programme aims to prepare the students for the following: a)To acquire knowledge about change in the prevailing and emerging Indian society in view of recent trends in education and national development. b)To identify the special needs of children and develop confidence in them to realizetheir potentials and abilities to meet the national development with self respect,dignity and freedom. c)To develop skills and competencies to cater to the needs of children with mental retardation in general, and special class settings in particular, in cognitive, affective and skill domains. d) To equip in various techniques of teaching and evaluation in special and inclusive setup.3. Eligibility i. Eligibility for this B.Ed course is B.A./B.Sc. or equivalent degree at graduation level. ii. Minimum of 45% (40% in case of SC/ST) marks in graduation from a recognizeduniversity iii. Admission will be done as per reservation policy of Chandigarh administration. iv. Other rules and regulations applicable as per the Chandigarh Administration andPanjab University.4.Admission Criteriaa.Educational QualificationI.Essential qualification of graduation: 60 marksb.Weightage for candidatesI.Weightage for Diploma D.Ed/DVR/DECSE in MR or B.Ed (gen):10marksII. Counselling Applications for admission will be screened by a committee specially constituted for this purpose. Merit list based on the academic qualification as per rules will be prepared. Final merit list will be prepared based on the scores obtained by the candidates on the above mentioned criteria (Point No.4} . No TA/DA will be paid by the Institute for attending the counselling.4.Joining and submission of certificatesSelected candidates should join the course by the stipulated date. At the time ofjoining the course, the selected candidates will have to produce, a) A bond to the effect that the admitted candidates will not discontinue the courseb) Medical certificate of fitness from medical board declaring the candidatemedically fit.c) Migration certificate in case graduation is not from Panjab University.d) The original Matriculation certificate, Degree & Mark sheet of Graduation has tobe submitted at the time of admission & the same will be returned after thecompletion of the course.7. Number of seats The total numbers of seats are twenty five (25), Following will be distribution of seats as per the reservation policy of Chandigarh administration. RESERVATION OF SEATS: Reservation policy of Chandigarh Administration will be followed. Total Seats -- 25 U.T. Pool (60%) -- 15 Non-U.T. Pool (40%) -- 108.MEDIUM OF INSTRUCTION: i. Classroom sessions: English/Hindi/Punjabi ii.Practical & field work: English/Hindi/Punjabi. iii. Examination: English/Hindi/Punjabi. 6. 9.CONDUCT RULES: i.The students are required to participate in all scheduled activities of the college ii. The students are required to take all examinations and undertake all practical work. iii.Mobiles are not permitted in classrooms, library, Labs, corridors. iv. In case of damage to institution property , strict disciplinary action will be taken. v.No visitor can meet the student during the college hours, in case of emergency they can meet with prior permission of course co-ordinator in the visitor room/waiting area. vi. No student is allowed to leave the college premises during the working hours. In case of emergency written permission has to be taken from the course coordinator. vii.Any grievances, complaints must be timely taken up with the course coordinator.10. Ragging: As per directions of Honble Supreme Court of India ragging is prohibited. If any incident of ragging comes to the notice of the authority the concerned student shall be given liberty to explain and if his explanation is not found satisfactory, the authority would expel him from the College.11. Attendance Rules:1.All the students of B.Ed(S.E.-MR) class are expected to be regular in attending lecturers according to the time table in force.2. They must attend at least 75% of the total lectures delivered in each subject.3. A fine of Rs.5/- per day will be charged from the student.4. Memo will be issued to students falling short of lectures and their parents/ guardians will be called to meet the Joint Director of the college.5. Students can check out their lecture shortage statements from the Students notice Board from time to time.6. Students can claim benefit of Medical leave/special leave granted by the College as usual over their lecture shortage in any subject. They must note that the medical leave/special leave will just waive of the fine their during leave period.7. Attendance is compulsory in all the academic, cultural and sports functions of the college. A Special fine will be charged from the absentees.12. LEAVE RULES:1. Leave will be granted to genuine cases only.2. Leave for more than 6 working days will be sanctioned by the Joint Director.3. Application for sick leave for more than three days must be supported by Medical Certificate from a Medial Officer.4. Absence without leave will be considered a breach of discipline and will be dealt seriously. 7. 5. No leave will be sanctioned during the two house test & institutionalprogrammes.13. EXAMINATION 1. Examination will be conducted in English as per the Panjab University rules.A minimum of 40% in each theory paper with an aggregate 50% in all thetheory papers is required for passing the theory while a minimum of 50% isessential for passing in practical. A combination of internal and externalevaluation of 20% and 80% respectively will be followed for theory papers.The theory examination will be held for a total of 80 marks and the internalevaluations of term examinations of 20% will be added to make it 100%.Terminal Evaluation : 80 MarksInternal Assessment : 20 Marksa. Mid-term examination Theory: 5 marksb. Assignment/ Fieldwork: 10 marksc. Participation in classroom discussion: 0 3 marksd. Attendance : 02 marks Which includes:Below 75% : 0 marks75% - 85% : 1 marks85% and above : 2 marks2. On passing the annual examination, a candidate will be placed on the basis of aggregate marks as under: a. 50% or above but below 60% marks :IInd Division b. 60% or above but below 75% marks :Ist Division c. 75% or above marks: 1st Division withDistinctionorIn accordance with the latest University norms laid down for the credit system3. Aggregate percentage of marks of after the annual examination obtained shall be entered in DMC/Degree to be awarded by the University.4. 100% completion of practice teaching and practical work is required to appear for the examination.5. The students performance is evaluated continuously throughout the course.6. 75% attendance is compulsory as eligibility for appearing for examination.7. Students have to pass separately in internal and external of each course paper of theory and practical. 8. 8. A student who has completed the prescribed course, but does not appear in theexamination or having appeared in the examination, has failed, may be allowed toappear in the examination as a late college student for two consecutive yearswithout attending a fresh course of instruction. 9. Amount of examination fee to be paid by a candidate shall be as fixed by thesyndicate from time to time.10. Other Rules and regulation in respect of eligibility conditions, attendance feestructure will apply to students approved by Chandigarh administration & PunjabUniversity.14.OTHER INSTRUCTIONS: 1. The Joint Director of the college on recommendation of Course coordinator cancondone shortage may of upto 5 lectures in a subject at his discretion only. 2. The amount of examination fee to be paid by a candidate shall be as fixed by thesyndicate from time to time. 4. The college shall hold at least two house tests. The college would intimate theUniversity that names the names of such students who do not meet mandatoryrequirements at least 15 days prior to commencement of University examination. 5. The admission of a candidate who at later stage is found ineligible by PanjabUniversity, Chandigarh shall stand cancelled.15. CO-CURRICULAR ACTIVITIES: Number of co-curricular activities is organized in the college. It is obligatory for every student to enrol himself /herself in such activities.16.SPORTS:Sports and Athletics are held regularly and which are compulsory for all the student of thecollege.17.College Timings: Timing 9.00 a.m. to 5.00 p.m. = 8 hours a day. {5 day week}Theory: 4 hours (Monday to Friday)Ist period9-102nd period2-3 3rd period 3-4 4th period 4-5 Practicals3.30 Hours 10.00- 1.30 (Monday to Friday) Lunch- 30 minutes 130 to 2.00 p.m. Saturday: 9.00 a.m. to 1.00 p.m. 9. {Library References and Assignments}8. College Uniform: Students will bear the college uniform on all working days and specialfunctions except on Wednesday of every week. No self prints or embroiders variation of the uniform will be permitted.b. It is mandatory for all the students to wear their Identity Card before entering into the college premises.19 Duration of Course: One academic year comprising of duration of the course is of 10months consisting of 220 working days.20.AWARD OF DEGREE: Panjab University will award degree in B.Ed. (Special Education)specialization in mental Retardation. Specified rules and regulations of the university will befollowed while awarding the degree.21.CERTIFICATION AS A REGISTERED PROFESSIONAL: It is mandatory for every teacher of special education to obtain a Registered Professional Certificate from the Rehabilitation Council of India to work in the field of special education in India. As continuous professional growth is necessary for the renewal of the certificate, the teachers as well as educators in special education should undergo in-service certificate, the teachers as well as educators in special education should undergo in service programme periodically to update their professional knowledge.22.IDENTITY CARD: It is mandatory for every student of the college to carry Identity card while enteringthe institutional premises.. Duplicate Identity card will be issued on payment of Rs. 50/-if lost or damaged.23. LIBRARY RULES: 10. 1. The college provides library facilities to all the students on production of their identitycum library cards.2. Students are responsible for the safety of library books issued to them.3. Loss of the borrowers card should be immediately reported to the librarian who willissue a duplicate card on payment.4. Students can borrow two books at a time for a period of 10 days.5. A fine of Rs. 1 per day per volume will be levied if a book is kept beyond permissibleperiod of 10 day. In case the member does not pay the fine, the librarian is authorizedto detain his card till the amount is paid.6. If book is much in demand, the librarian may curtail the number of days or even shift itin the list of reference books which cannot be issued and may be used in the libraryonly.7. Books issued may be recalled at any time.8. Re-issue of the same book to the same student will be permitted if the book is notrequired by others.9. Reference books, rare books, thesis, journals, periodicals & temporarily reservedbooks will not be issued.10. A person losing, defacing, underlining or otherwise damaging books shall be requiredto pay the entire cost of the book replacement.11. The books reported to have been lost shall be either replaced by the latest edition orpaid for at the price available in the latest catalogues/books plus 10% of the price asservice charges.12. In case the book is out of print or rare and its price is not available, the librarian willdecide the amount to be charged i.e. the cost of the lost book to be realized from themember shall be calculated by adding 10% price to the original cost of the book everyyear from the date of its publication till the case is settled and cost thus arrived atshall be further enhanced by 10%.13. A student found tearing off or removing pages or illustrations from a book or journalwill be dealt strictly and a fine upto Rs. 100 will be imposed.14. Borrowers should not get the mutilated books issued without getting the signature ofthe librarian mutilated place otherwise they will be held responsible for mutilation.15. Books borrowed from the library must be returned to the librarian and should not bpassed on to others.16. The student will surrender the library card along with readers ticket to the librarianafter returning all the books at the end of the academic session and get NO DUEScertificate.17. Students must get the issued books checked by the official deputed for this purposebefore leaving the library.24. LABORATORIES: College provides the facilities of well equipped and well maintained laboratories to the students facilitating them to enhance their teaching skills through experiments, demonstrations and presentation. The college has Special education Lab, Psychology lab and Computer Lab.25. REFUND OF SECURITIES: Refund of Securities: The application for the refund of securities must be accompanied by No Dues Certificate from the head of various departments, college office, Librarian etc.26. FEES ( To written after approval from UT Admin) 11. Fes for the course is Rs. _________ (as per norms) to be deposited before the beginningof the session. Fees will not be refunded in case the student has discontinued the courseor rusticated from the college.
