EL Roadmap Policy for Educational Programs and Services for English Learners
California’s Vision of Success for English LearnersEnglish learners fully and meaningfully access and participate
in a 21st century education from early childhood through grade twelve that results in their attaining high levels of
English proficiency, mastery of grade level standards, and opportunities to develop proficiency in multiple languages.

California Education for a Global EconomyInitiative (aka Prop 58)
Beginning July 1, 2017, the CA Ed.G.E. Initiative authorizes school districts and county offices of education to establish language acquisition programs for both native and non-native English speakers, and requires school districts and county offices of education to solicit parent and community input in developing language acquisition programs. As guidance for school districts and county offices of education, frequently asked questions (FAQs) inform transition to new California Education Code (EC).
Timeline:
July 1, 2017: CA Ed.G.E. initiative became effective
July 12, 2017: SBE approved the rulemaking process for the proposed initiative regulations
July 29-Sept 11: Public comment for proposed regulations
Sept 11: Public Hearing at CDE
Adoption of regulations: possibly as soon as November
