In line with its efforts to find alternative work for Filipino nurses working as household helpers in Hong Kong, the Department of Labor and Employment-Philippine Overseas

Labor Office (POLO) in Hong Kong conducted a free seminar on dementia care.

Labor Attaché Jalilo O. Dela Torre of POLO-Hong Kong reported to Labor and Employment Secretary Silvestre H. Bello III that the seminar was offered by the Jockey Club Centre for Positive Ageing and led by Ms. Mariam Lee, the service manager of the POLO’s seniors’ training program, along with the core group of Philippine nurses in Hong Kong.

“The seminar taught 17 Filipina nurses in understanding the conditions associated with old age, such as loss of memory and other mental abilities,” Dela Torre said.

They were also briefed that an elderly has special needs–from physical, psychological and emotional, to social, spiritual and even intellectual–as well as safe environment, and let them feel that they are secured, loved and cared for.

“Elderlies still need to feel recognized and appreciated for their ideas, abilities and talents, thus caregivers must make them feel that their choices are followed and that they are given the chance to make their own decisions,” Dela Torre added.

In order to help the elderly patients, the participants were also taught on how to identify and resolve problems; make an effort to understand the elderly, and avoid judging or overreacting towards them.

After the activity, participants expressed their appreciation for the seminar, which helped upgrade their skills on geriatric care.

The Philippine Overseas Labor Office (POLO) in Dubai has launched an agricultural business program that will encourage overseas Filipino

workers (OFWs) to venture into business undertakings and eventually provide employment in hometowns and communities.

In her report to Labor and Employment Secretary Silvestre H. Bello III, Labor Attaché Ofelia Domingo said the program, dubbed “Dubai Entrepinoy Reintegration Program,” will provide a doorway for economic and social reintegration for OFWs in Dubai and Northern Emirates, and will reduce the social costs of migration as it endeavors to assist returning OFWs and their families.

“The program also seeks to develop, implement, and evolve progressive and responsive reintegration programs for OFWs and their families that are attuned to their communities’ needs, and maximize the benefits of migration for the development of the country,” said Domingo.

Implementing the program are the POLO-Dubai in collaboration with the Philippine Consulate General Dubai and Northern Emirates (PCG-DNE), Filipino Human Resources Practitioners’ Association (Fil-HR-Dubai), Don Bosco Multipurpose Cooperative (DBMC), and the municipality of Mlang, North Cotabato.

Domingo said that the program will involve the production of organic rice, which will come from the municipality of Mlang, North Cotabato, identified as one of the poorest provinces in the Philippines, and will be distributed in the UAE, through DBMC.

The DBMC owns 159 hectares of rice land planted with internationally certified organic and halal rice in Mlang, where the household service workers (HSWs) will be given slots.

“While the production will be in the Philippines, OFWs in the UAE will handle the marketing, distribution and financing activities,” said Domingo.

Prior to the launch, Romano Laurilla, general manager of DBMC has conducted a briefing for the technical working group, including the first 15 investors on organic farming and marketing at the POLO-Dubai.

He shared that aside from jobs generation, the program will promote health among the farmers and consumers, and will help preserve the environment as inorganic fertilizers and pesticides will not be used in the rice production.(POLO-Dubai report/Tim Laderas)

The National Reintegration Center for OFWs (NRCO), an attached agency of the Department of Labor

and Employment (DOLE), together with the Integrated Seafarers of the Philippines (ISP), awarded seafarer Ryan Mark Antiquera with P500,000 for bagging the title, “2016 BUSINESS PLAN OF THE YEAR” during the recently concluded NRCO-ISP Business Plan Competition.

Held at the Century Park Hotel in Manila, the final round of the competition saw the 10 finalists present their business proposals before a panel of judges to determine who among them deserves the half a million cash prize to turn his or her dream business into reality.

For this year’s competition, which is dubbed, “From Seafarers to Entrepreneurs: The 2016 NRCO-ISP Business Plan Competition (Harnessing Seafarers’ Capacities for Business Enterprises Development),” the finalists were shortlisted from a total of 41 competition entries received from June to August, followed by screenings in September, and mentoring in October.

The ‘walis tambo’ business proposal, which was presented by Ryan Mark’s parents, Freddie and Elsa, stood out among the finalists. Aside from its simplicity and

practicality, the proposal also lives up to the competition’s objective of encouraging seafarers to become entrepreneurs and at the same time support the growth of jobs in the localities.

Aside from the cash prize courtesy of ISP, NRCO Director Chona Mantilla said that Ryan Mark and his parents, who are from the Bicol region, will get assistance in availing business registration and other services from their local government unit.

The remaining nine finalists, on the other hand, received consolation prizes ranging from P20,000 to P100,000 sponsored by various seafaring and manning agencies.

In second place was Jackie Lou Abejaron from Region 9 who was awarded with P100,000 for her “hermosa weaving” business proposal.

The Industry Choice Awardees, who received P50,000.00 each were Ma. Socorro Nonato from the National Capital Region (NCR) for her organic farming proposal; Michaelle Legaspi from Region 4A for his “crickets as alternative to meat” proposal; and Juncel Rosal from Region 11 for his hog integrated business proposal.

Majan The remaining finalists, who received P20,000 each were: Angelo John Carlo Cruz from NCR for his poultry farming proposal; Karen Anastacio from Region 9 for her quail raising, native pig farming, and cow lending proposal; Mitchelle Bringas from Region 11 for her integrated farming of butterfly garden along with vermiculture, plants, and other animals proposal; Zelda Into and group from Region 7 for their coco products proposal; and Nydia Delfin from Region 5 for her proposal on producing and selling naturally-grown rice, ducks, and eggs through integrated rice-duck farming system.

During the event, the ‘Gabay ng Pamilyang Marino’ handbook was also launched. Published and distributed by ISP for free, it contains relevant and practical information for seafarers, their families, and would-be seafarers.

NRCO Director Mantilla encouraged seafarers aspiring to stay in the country for good to start their own business by joining the competition next year. She cited the successful story of 2015 Business Plan of the Year awardee, William Gaspay for his seaweeds farming project proposal which is now operational in Masinloc, Zambales.

Some 40 Aetas from Bamban, Tarlac are now budding entrepreneurs thanks to a P200-T livelihood assistance they recently received from

the Department of Labor and Employment (DOLE). DOLE Regional Director Atty. Ana Dione reported

to Labor Secretary Silvestre Bello III that the indigenous beneficiaries reside from remote villages of Sitio San Martin and Mabilog.

“We are reaching out to far flung areas of Central Luzon with the goal of providing more livelihood programs for marginalized individuals and groups. We are hopeful that through our help, those who do not qualify for formal employment, would have gainful opportunities by venturing into small businesses instead,” Dione said.

DOLE Tarlac Field Office head Efren Reyes said that the beneficiaries received their livelihood assistance in form of 200 pieces of rice cavans for their rice-retailing project.

Sr. Labor and Employment Officer David Estanislao, Bamban PESO Manager Teresita Ronquillo, and Skills Registry System Coordinator Desire Julian, facilitated the distribution of rice cavans to said beneficiaries.

Reyes also noted that the livelihood assistance was sourced from the DOLE Integrated Livelihood and Emergency Employment Program (DILEEP).

“We have partnered and coordinated with the Public Employment Service Office (PESO) of Bambam in profiling and determining the possible livelihood assistance for our Aeta-beneficiaries,” Reyes explained, adding:

“Based on our consultation with them, the most viable project for them is rice-retailing since the production of rice in their uplands is not enough to supply their community’s consumption because

they plant rice only once a year, hence, majority of their lands were planted with other commodities such as sweet potato, taro, corn and ginger.”

The beneficiaries have also undergone an Entrepreneurial Development Training (EDT) to ensure that they can manage and transform their livelihood projects into formidable and sustainable businesses.

The livelihood assistance is a blessing for new opportunities says LoidaPunzalan, a group leader representing one of two Aetacommunities which received the livelihood assistance.

“Kami po ay lubos na nagpapasalamat sa DOLE at PESO sa ipinagkaloob nilang tulong pangkabuhayan sa amin. Dati, ang mithiin lamang namin ay kahit hindi na kami yumaman, basta kumain lang nang sapat ang aming mga pamilya, pero dahil sa mga natutunan namin sa inyo, nais na naming mapa-unlad ang kabuhayan na ito at makatulong sa iba pa naming kasamahang katutubo,” Punzalan said.

Lina Sanchez, who represents the other group leader, added that they will strive to do their best in making their rice-retailing project sustainable for their communities.

“Umasa po kayo na ang ipinagkaloob po ninyong tulong sa amin ay aming pagyayamanin upang umangat ang antas ng buhay ng aming mga pamilya,” Sanchez said.

The DILEEP is one of the flagship programs of the DOLE that is geared to uplift the lives of marginalized individuals or groups.

Some 104 members of the Philippine Pyrotechnics Manufacturers Dealers

Association, Inc. (PPMDAI)-Bocaue Chapter have undergone a Basic Occupational Safety and Health (BOSH) Seminar.

The 4-day seminar, initiated by the Department of Labor and Employment (DOLE), Occupational Safety and Health Center (OSHC), and Local Government of Bocaue, was held at the town’s covered court.

Other agencies present to extend technical assistance include the Philippine National Police (PNP), Department of Trade and Industry (DTI), and Bureau of Fire Protection (BFP).

Aside from this, DOLE Regional Director Atty. Ana Dione ordered the DOLE Bulacan Field Office to coordinate with the OSHC to conduct an Accident Investigation.

DOLE Bulacan Field Office head May Lynn Gozun said that the DOLE and OSHC have noted some violations of OSH standards based on itsinvestigation.

“We are holding this seminar for the association as part of the requirementsof all its member-companies should they wish to operate again but on strict adherence to occupational safety and health standards,” Gozun said.

Bocaue Mayor Joni Villanueva, in her welcome address, urged the association to seize the learning opportunities of safety and health and practicesat the workplace.

“The DOLE and OSHC are here to share their expertise on occupational safety and health. We do not want the unfortunate incident which happened over a month ago to repeat itself because of ignorance and neglect. We are hoping for your full cooperation and desire to learn various health and safety practices which can be applied in the fireworks industry,” Villanueva said.

Villanueva also urged the association to evade from manufacturing and selling any form of illegal or un-approved firecrackers or pyrotechnics which may have faulty issues.

Pertinent OSH topics discussed include Fundamentals of Safety Management, OH Hazard Recognition and Identification, Assessment and Control, Types of Hazards, Electrical and Fire Safety, Behavior Motivation, and Emergency Preparedness.

Other important topics discussed include Work Safety Inspection, Accident Causation Theories, Fundamentals of Industrial Hygiene, Materials Handling and Storage, Machine Safety, Job Hazard Analysis,

Personal Protective Equipment, and Accident Communication.

Meanwhile, DTI Bulacan Chief Jack Fulido, who discussed about Product Standards, said that firecracker retailers can only sell pyrotechnic products with the “P.S. Mark.”

“The DTI only allows retailers to sell pyrotechnic products with the P.S. Mark on them, otherwise, it will be compelled to confiscate products which do not have this seal during our rounds of product inspection visits,” Fulido explained.

More local firms in the region have voluntarily absorbed their contract workers 14

days after attending the Department of Labor and Employment (DOLE) Regional Office No. 5’s ‘endo’ regional consultation.

“Actually we were expecting this to happen. We know that our local firms would understand the context of ‘endo’ and will positively react to it,” DOLE-Bicol OIC Regional Director Atty. Ma. Karina Perida-Trayvilla said in an interview with the tri-media.

Based on recent records, 285 contract workers were absorbed as regular employees by 24 local firms or principals from all over the region. The term principal is used by DOLE to refer to the main business firm or establishment that hires the services of a manpower agency.

The absorbed contract workers were from shopping malls, restaurants, manufacturing, distribution, electric cooperative, sales and even from a national government agency.

“This is a very positive development. At least the absorption of the workers

were voluntary. We hope that other establishments will follow,” Trayvilla explained.

It can be recalled that during the regional consultation, DOLE Bicol OIC RD Trayvilla reiterated that it will be more beneficial to both the manpower agency and the principal to voluntarily absorb workers rather than wait for DOLE-Bicol to rule a Labor-Only-Contracting (LOC) arrangement.

“If we issue a compliance order, the process would have to be followed. What the order says must be upheld. So we really suggest that we do it the voluntary way,” Trayvilla added.

On the other hand, 10 manpower agencies went to DOLE Bicol to seek audience regarding the ‘endo’ issue. The meeting, which was aimed to clear more issues about ‘endo’, was a voluntary act of local manpower agencies operating in the region.

“Again, we welcome this development. It is a good indication that they are the ones coming to us already,” RD Trayvilla stressed.

DOLE Bicol have publicly announced that at least 50 percent of the recorded contract workers must be absorbed by the principals before the end of 2016 which is in adherence to the directives of DOLE Secretary Silvestre H. Bello III and President Rodrigo Duterte.

A German-based ISO-certifying body has commended DOLE Central Luzon for its steadfast

aim to raise its services within the internationally accepted standards.

DOLE Central Luzon recently received the recommendation from the DQS Holding GmbH for International Organization for Standardization (ISO) 9001:2015 certification after it passed, together with its field offices in Bataan and Pampanga, the first and second initial stages of audit.

“We commend the entire DOLE Central Luzon family for its strong commitment in further elevating its Quality Management System (QMS) to the 2015 version as evidenced in the effective implementation of ISO-processes across departments in the regional and audited field offices,” Engr. Marlou Aquino, lead auditor of the DQS Holding GmbH.

Aquino also underscored the effective building maintenance of both interiors and exteriors of the regional office including the maintenance of posted information that will fast track services to its clients.

“Indeed, those are commendable practices with more planned improvements to come. With the new version in place, this means you now have more liberty in documenting your Quality Management System,” Aquino added.

Alamares, for his part, extolled the regional office, particularly the Technical Support and Service Division for Employment and Welfare, for consolidating the Project Jobs Fit 2020 Vision Report.

DOLE Central Luzon’s Career Guidance Advocacy Program, which was implemented through convergence with other agencies, such as TESDA, DepEd, CHED, and PESO, was also acknowledged for its “proactive implementation and a remarkable practice of continual improvement.”

Zamora, who audited the field offices of Bataan and Pampanga with Maestre, commended both field offices for their respective recognition based on their performance on program implementation.

“We wish to congratulate the Pampanga Field Office for being hailed

as the Best Performing Field Office and Bets Project SPEED Implementer in December 2014 while the Bataan Field Office is lauded for being awarded with the Silver Trailblazer for Labor Guidance and Livelihood Projects in June 2016. These are proofs of your genuine desire to provide quality services for your clients,” Zamora said.

Maestre, on the other hand, noted that opportunities for improvements can be done in the conduct of internal audits in the field offices.

“You may consider establishing all non-conformities (NC) to track the full picture of all issues raised during the holding of internal audits in your regional or field offices,” Maestre suggested.

Several ISO-processes obtained a rating of 2, which include Management Review, QMS Processes and Roles, Documentation, Equipment Maintenance, Risks, Competency Evaluation, and Communication, among others.

A minor non-conformity on performance and evaluation was identified but will be immediately corrected by the regional office.

Overall, the management system of the initial three audited offices was generally found to be effective

and fulfilled the requirements of the standard.

The DQS Audit Team has recommended the issuance of ISO 9001:2015 certificate as soon as implementation of the corrective actions have been demonstrated.

The DQS’s affiliates in Germany--UL Management Solutions Systems, and IQNET – The International Certification Network--will also recognize the regional office’s certification upon corrective action as well.

DOLE Regional Director Atty. Ana Dione thanked the Audit Team and the DOLE Central Luzon personnel for their full support and commitment as the DOLE Central Luzon move towards ISO 9001:2015.

“We are facing new challenges ahead as we level up to ISO 9001:2015. Like before, we are looking forward to your commitment in ensuring that we continuously improve the way we do things as country’s premier labor and employment agency for the betterment of our clients and program partners.”

“The regional office, along with its field offices, will be transitioning from its current ISO 9001:2008 to ISO 9001:2015,” Dione said.

The Department of Labor and Employment, Regional Office No. X (DOLE-X), through its Eastern Misamis Oriental Provincial Field Office

(EMO PFO) released PhP1,000,000 financial assistance for six livelihood associations in Misamis Oriental.

DOLE-X EMO PFO Head Errol A. Natividad informed that the livelihood projects given paved way to the poor but deserving members of the community to augment their income and find their way out through poverty.

Natividad said the groups who received financial support for rice trading were Talisayan Market Vendors Association, Women of Wisdom, Upper Sta. Ana Women Organization, Magkarila United Women Organization, United Sindangan Women Action Group, and Mandahilag Farmers Multipurpose Cooperative.

“We in the Department always advocate that there should be a strong relationship among the members of the association to sustain the funds given by the government in order to successfully sustain it,” Natividadsaid.

He also enjoined the recipients of livelihood assistance to use the government’s funds wisely and make sure that it will bear fruits of from their hard-earned labor.

Mayor Rommel C. Maslog graced the turnover ceremonies. Natividad expressed his gratitude to the Local Government Unit of Talisayan for the continued support of the programs of DOLE.

Mayor Maslog appreciated the time given by the DOLE-X EMO PFO team for the release of the financial assistance and for their efforts in evaluating, reviewing, and approving the submitted documents.

“We will continue to support the advocacy and the implementation of DOLE’s programs,” Maslog ensured.

He also further advised his constituent-beneficiaries to use their projects as inspiration in the improvement of their lives.

“Do not let poverty prevail on what is yet to come in your future. Help yourselves in uplifting the quality of your lives by striving hard with the help of the government’s funds,” Maslog further advised.

Mayor Maslog shared his hopes for the projects to be successfully sustained.
