• NSER BISP - National Socio Economic Registry (Based on Socio Economic profiling at Household Level).

• NADRA - National Database and Registration Authority (Personal Information and Family Tree Profiling with Unique Identity Features).

• Punjab Health Care Census (Health facility profiling of Punjab)• Education Database (0 to 9 Years Children Profiling of KP)• EMIS (Education Supply Capacity, Infrastructure, School Profiling and

Coordination Mechanism of Gov Agencies

• Pakistan at broad lacks joint forum amongst different registries to be used as a platform for coordination.

• However, recent initiative of EHSASS program under Poverty Alleviation and Social Safety Division (PASS) is the upcoming platform with mandate of coordination amongst major social registries.

• Socio, Economic, Demographic, Education, Health and Enviro Registries will be integrated through this platform

• BISP NSER and IMPASS uses NADRA civil registry for particulars verification, biometric authentication and numerous operational activities

Public Facilitation & Interaction

430 Tehsil office of BISP to facilitate public for grievance redressal and complaints lodging and resolution.

824 Public facilitation centers/Mobile Units of NADRA for registration and issuance of National ID Documents.

NADRA has also provided Online Registration Facility for ID Documents issuance world wide for Pakistani citizens.

The Household Registry (PSC 2010)

• PAPI Questionnaire comprised of 23 Proxy Means Test (PMT) questions for PSC 2010 registry

• Data was collected using Door-to-Door through POs• Data Entry, Verification & PMT calculation (0-100)• Resulting from the activity, a database of 27 million HHs

(155 million population) was established.• 87 % coverage of entire population• 5.03 million active beneficiaries• Cut of score (16.17)

Senior Citizens are assigned with a particular score which helps the family to be identified as beneficiary

Disability profiling along with details of types and severity of disability of any family member.

The GIS mapping and Geo tagging has provided a capacity to asses the accessibility of different population units & remote areas

Outreach Strategy for various Ethnic and Linguistic Groups

Two pronged approach has been adopted for outreach off various linguistic and ethnic groups:

1. Community Mobilization (through participatory approach) BISP Beneficiaries Committees throughout country comprising of mother

leaders.Through corner meetings, community dialogues, focused group discussions and

other tools of community engagement including Mosque announcements and meetings with notables.

2. Public information campaign (through mass media mix)Print and electronic media advertisements.Newspapers, television, and radio ads in national and regional languages.

Posters, banners and leaflets.Use of social media campaigns

Recent Concept of Live Registry

After the completion of national rollout of NSER, the registry will be turned to live registry through following techniques: Grievance redress desks will be established at Tehsil level,

these will take: Coverage complaints Data quality complaints Change in socio economic status appeals.

Further update of NSER will be designed on cyclic basis, each cycle for overall country will complete in three years.
