What is Fenceline Monitoring?

• Action Level – 9.0 ug/m3 rolling

annual average (2.8 ppb)

• Fugitive Benzene Monitoring at

Fenceline

• Refinery MACT 1

• All Refinery Major Sources

• No exemptions

Monitors and Locations

• # Monitors

• Radial (chart)

• Linear – Every 2000 feet

• Extra Samplers

• Where? Consider…

• Facility Configuration

How to Monitor?

• Passive diffusion tubes

• Set # of monitors + blanks +

duplicates

• Sampling Period = 2 weeks

• Tubes to lab, deploy

replacement tubes

How to Monitor?

• Method 325A

• VOCs from Fugitive and Area

Sources

• Method 325B

• Sampler Preparation and

Analysis

Reporting

• Collect 1 year of data

• Report Quarterly

• Due 45 days after end of Quarter

• Submit via ERT/CEDRI [40 CFR §63.655(h)(8)]

CEDRI, ERT and CDX

• Increasing # of NSPS and NESHAPs/MACT require electronic reporting, or

“E-Reporting”.

• E-Reporting is completed using U.S. EPA’s Compliance and Emissions

Data Reporting Interface (CEDRI).

• CEDRI is located on U.S. EPA’s Central Data Exchange (CDX).

• Some reports (e.g., stack test results) compiled using the

Electronic Reporting Tool (ERT) before being uploaded to

CEDRI.

• Two separate entities

Reduced Monitoring

Step Down Approach, per monitor

• Every biweekly sample < 0.9 ug/m3 for 2 years, sample monthly

• Every monthly sample < 0.9 ug/m3 for 2 years, sample quarterly

• Every quarterly sample < 0.9 ug/m3 for 2 years, sample semiannual

• Every semiannual sample < 0.9 ug/m3 for 2 years, sample annual

• Any result above 0.9 ug/m3, back to biweekly

Other Rule Considerations

• Use of Meteorological Station

• Corrective Action Plan/Root

Cause Analysis

• Site Specific Monitoring Plan

• Alternative Monitoring

3/2/2016 Page 14Refinery Benzene Fenceline Monitoring

So I have two years?

• Conduct preliminary monitoring program

• Address seasonal variability

• Develop alternative monitoring plans

• Develop corrective actions

• Financial planning

• Proactively identify compliance challenges

• Establish database and public interface

• Sample equipment availability

• Identification and contracting of laboratory(ies)
