UMD’s Partnership with DOE
Participation in Better Buildings Alliance through
Maryland Energy Administration in 2013
Became member of higher education steering
committee in 2014
Chaired higher education steering committee since
2015
Working groups UMD has participated in: Energy Management Information Systems
Energy Savings Performance Contracts
Green Labs
Lighting
Building re-tuning
Facilities Benchmarking
Campus Growth
Benefits
Access to subject matter experts including research laboratories, vendors, peer groups (can be sector specific)
Ability to share information, best practices, challenges/solutions
Templates on proposals, report formats, business case for funding projects, contracts, financing models
Learn about training opportunities, pilot programs, funding opportunities
Collaboration & networking
Example 1: Building Re-tuning
Better Buildings Summit in 2014
Learned about a pilot project sponsored by DOE called Building Re-tuning
Was able to send two staff members to Atlanta, GA for 3 three day training session with PNNL
Training provided was free (UMD had to cover travel & lodging expenses)
Training focused on achieving 20% energy savings with low and no cost measures through the building automation system
Train the trainer aspect
Training was picked up by Maryland Energy Administration and offered to state agencies
Training is now offered through APPA
Example 2: EMIS
Technical team led by Lawrence Berkeley National
Laboratory
Vendor presentations
Peer exchanges on BAS integration
challenges/solutions
Fault detection and diagnostics (what it can and
cannot do)
Staff training & access issues
Example 3: ESPCs
Best practices; financing models; project management; ECM selection
Collaboration with UMD based Pacific Northwest & Lawrence Berkeley National Laboratories
US-China Energy Efficiency Agreement
China using ESPC model for energy efficiency improvements in government buildings
Foster partnerships with US and China ESCOs for business development and technical expertise
Invited by DOE & State dept to attend energy efficiency symposium in Beijing
Met with representatives from Housing, Energy, Finance Ministries, China Academy of Building Research, Chinese ESCO Association
Ongoing collaboration with PNNL and CABR
