1) Eligibility Criteria: BSNL Electrical wing Enlisted contractors of in class IV (E) or above subject to there

financial limit. The firm should have valid Electrical License to work in Uttrakhand state.

The contractor shall submit and confirm:

Documentary proof of satisfying eligibility conditions and valid Income tax clearance certificate or Chartered Accountant certificate for turn over with attested copies as applicable along with application on their printed letter heads.

The tenderer shall submit the tenders in 2 sealed covers marked as cover 1st and 2nd. The first cover should contain the earnest money deposited in the shape of Demand Draft/ Pay order from the scheduled Bank or Nationalized Bank/State Bank guaranteed

by Reserve Bank of India drawn in favour of Accounts Officer (Cash), O/o GMTD, BSNL, Haldwani and the second cover should contain the tender documents. In case 1st cover is not annexed or earnest money is not in proper form, the 2nd cover containing tenders will not be opened at all.

The tender documents and all other relevant information/condition can be had on all working day on payment of tender cost in the form of Demand Draft (Cash deposit will not be entertained) of amount as mentioned above.

In case Holiday is declared on the opening date tender will be opened at 3.30 P.M. on next working day.

Page No-4A. The Credentials for meeting the eligibility conditions shall be submitted along with the cost of the tender documents (in the shape of demand draft) and Earnest Money in first envelope. The credentials shall be self attested and certified by any BSNL Executive. If not certified by BSNL Executive then original document shall be produced at the time of tender opening after verification of the contents of this envelope and if found eligible then the second envelope containing the bid documents shall be opened.

The tenderer shall submit the downloaded original computer printout of the document from website. The photocopy shall not be accepted. If during the process of tender finalization, it is detected the tenderer has submitted tender documents after making any changes/additions/deletions in the tender documents downloaded from the web site, the offer shall be summarily rejected and the EMD deposited by tendered shall be forfeited in addition to any other action as per prevalent rules.B. Second envelope shall contain duly filled in tender documents.

The same shall be clearly written on the envelopes2. The 1st envelope containing tender fee, attested documents providing fulfillment of eligibility criteria and EMD in proper shall be opened first.In case if:-i) Tender fee is not submitted in proper form.ii) EMD is not in proper form.iii) Firms fails to fulfill eligibility criteria on the basis of documents submitted in envelope. The second envelope shall not be opened.3. If any difference /discrepancies found between downloaded. NOTICE INVINTING TENDER1. Item rate tenders are invited on behalf of the B.S.N.L. from approved and eligible

contractors of B.S.N.L as Per NIT1.1 The work is estimated to cost as per Rs. 1,52,775.00

1.2 Tenders will be issued to eligible contractors provided they produce definite proof from the appropriate authority not below the rank of Executive Engineer, of having satisfactorily completed requisite number of works of magnitude as specified below. It is clarified that the works done for Central Government/State Government/PSU shall only be considered for eligibility.

2. Agreement shall be drawn with the successful tenderer on prescribed Form No. B.S.N.L.W.-8 which is available as a B.S.N.L. Publication, Tenderer shall quote his rates as per various terms and conditions of the said form which will form part of the agreement.

3. The time allowed for carrying out the work will be One Month from the 10th day after the date of issue of written order to commence the work at individual site.

4. The site for the work shall be made available.____________________________________________________________________

5. The last date of receipt of applications for issue of tender forms and date of issue of tender forms will be as follows:

(i) Last date of receipt of application 31.10.2017

(ii) Last date of issue of tender form 31.10.2017

6. Tender documents consisting of plans, specifications, the schedule of quantities of the various classes of work to be done and the set of terms & conditions of the contract to be complied with by the contractor whose tender may be accepted and other necessary documents can be seen in the office of the EE(E), BSNL, ED, Haldwani, between 11:00hrs. & 16:00hrs. Everyday except on Saturdays, Sundays and Pubic Holidays. Tender documents, excluding standard form, will be issued from his office during the hours specified above, on payment of Rs. 500+ GST (18%) in cash or Crossed Indian Postal Order/Money order in favour Accounts Officer (Cash), O/o GMTD, BSNL, Haldwani.

7. Tenders, which should always be placed in sealed envelope, with the name of work and due date written on the envelopes, will be received by the EE (E), BSNL, ED,

8. The tender shall be accompanied by Earnest Money of Rs. 3,056.00 in form of B.G. /Demand Draft/FDR /Deposit at Call Receipt of a Scheduled Bank guaranteed by R.B.I. / issued in favour of Accounts Officer (Cash), O/o GMTD, BSNL, Haldwani. The Earnest money shall be placed in separate sealed envelope annexed with the envelope containing the Earnest Money shall be opened first. The tenders of tenderers, who do not deposit and place the Earnest Money in the prescribed form & manner, shall be summarily rejected.

9. The description of the work is as follows:As per schedule on P.No. 21-24 as per sheet attached.

10.1 Copies of other drawings and documents pertaining to the work will be open for inspection by the tenderers at the office of the above-mentioned officer.

10.2 Tenderers are advised to inspect and examine the site and its surroundings and satisfy themselves before submitting their tenders as to the nature of the ground and sub-soil (so far as is practicable), the form and nature of the site, the means of access to the site, the accommodation they may require and in general, shall themselves obtain all necessary information as to risks, contingencies and other circumstances which may influence or affect their tender. A tenderer shall be deemed to have full knowledge of the site whether he inspects it or not and no extra charges consequent on any misunderstanding or otherwise shall be allowed. The tenderer shall be responsible for arranging and maintaining at his own cost all materials, tools & plants, water, electricity, access, facilities for workers and all other services required for executing the work unless otherwise specifically provided for in the contract documents. Submission of a tender by a tenderer implies that he has read this notice and all other contract documents and has made himself aware of the scope and specifications of the work to be done and of conditions and rates at which stores, tools and plant, etc. will be issued to him by the Government and local conditions and other factors having a bearing on the execution of the work.

11 The competent authority on behalf of the B.S.N.L. does not bind himself to accept the lowest or any other tender, and reserves to himself the authority to reject any or all of the tenders received without the assignment of any reason. All tenders in which any of the prescribed conditions is not fulfilled or any condition including that of conditional rebate is put forth by the tenderer, shall be summarily rejected.

12 Canvassing, whether directly or indirectly, in connection with the tenders, is strictly prohibited and the tenders, submitted by the contractors, who resort to canvassing, will be liable to rejection.

13 The competent authority ob behalf of B.S.N.L. reserves to himself the right of accepting the whole or any part of the tender and the tenderer shall be bound to perform the same at the rate quoted.

14 The contractor shall not be permitted to tender for works in the B.S.N.L. zone(responsible for award and execution of contract) in which his near relative is posted as J.A.O./A.A.O./A.O./ Sr. A.O./C.A.O. or as an officer in any capacity between the grades of Chief Engineer and Junior Engineer(both inclusive). He shall also intimate the names of persons who are working with him in any capacity or are subsequently employed by him and who are near relatives to any Gazetted officer in the Dept. of Telecom or in the Ministry of communications. Any breach of this condition by the contractor would render him liable to be removed from the approved list of contractors of this Department.

15 No Engineer of Gazetted rank or other Gazetted officer employed in Engineering or Administrative duties in an Engineering Department of the Government of India is

Page No-7allowed to work as a contractor for a period of two years after the date of his retirement from Government service, without previous permission of the Government of India in writing. The contract is liable to be cancelled if either the contractor or any of his employees is found any time to be such a person who had not obtained the permission of the Government of India as aforesaid before submission of the tender or engagement in the contractor’s service.

16 The tender for the work shall remain open for acceptance for a period of 90 days from the date of opening of the tenders. If any tenderer withdraws his tender before the said period or makes any modifications in the terms and conditions of the tender which are not acceptable to the department, then the Government shall, without prejudice to any other right or remedy, be at liberty to forfeit 50% of the earnest money as aforesaid.

17 The successful tenderer shall be required to execute an agreement with the Engineer-In-Charge in the Performa annexed to the tender document, within One Month of issue of letter of acceptance by the B.S.N.L. In the event of failure on part of the successful tenderer to Sign the Agreement, the Earnest Money will be forfeited and the tender cancelled.

18 This Notice Inviting Tender (B.S.N.L. W.-6) shall form a part of the contract document. The contract shall be deemed to have come into effect on issue of communication of acceptance of the tender in favour of the successful tenderer/contractor. On such communication of acceptance, the successful tenderer/contractor shall, within 30 days from such date, formally sign the agreement consisting of:-

a) The notice inviting tender, all the documents including additional conditions, specifications and drawings, if any, forming the tender as issued at the time of invitation of tender and acceptance thereof together with any correspondence leading thereto.

b) Standard B.S.N.L. W.-8.

c) Agreement signed on non-judicial paper as per Performa annexed to the tender document.

19 First running account bill shall be paid only after signing of the agreement/contract by both the parties.

Page No-10GENERAL RULES AND DIRECTIONS

1. All works proposed for execution by contractor will be notified in a form of invitation to tender displayed on Notice Board in select BSNL offices and signed by the officer inviting tender or by publication in News papers/internet (designated web page) as the case may be.

2. This form will state the work to be carried out, as well as the date of submitting and opening tenders and the time allowed for carrying out the work; also the amount of earnest money to be deposited with the tender, and the amount of performance guarantee to be deposited by the successful tenderer(s). Copies of the specifications, designs and drawings and any other documents required in connection with the work signed for the purpose of identification by the Officer inviting tender shall also be open for inspection by the contractor at the office of Officer inviting tender during office hours.

3. In the event of the tender being submitted by a firm it must be signed by the authorized signatory.

4. Receipts for payments made on account of work when executed by a firm, must also be signed by authorised signatory.

5. Any person who submits a tender shall fill up the usual printed form stating at what rate he is willing to undertake each item of the work. Tenders, which propose any alteration in the work specified in the said form of invitation to tender, or in the time allowed for carrying out the work, or which contain any other condition of any sort, including conditional rebates will be summarily rejected. However, tenders with unconditional rebate will be acceptable. No single tender shall include more than one work, but contractors who wish to tender for two or more works shall submit separate tender for each. Tenders shall have the name and number of the works to which they refer written on the envelopes. The rates(s) must be quoted in decimal coinage. Amounts must be quoted in full rupees by ignoring fifty paise and considering more than fifty paise as rupee one.

6. The Officer inviting tender or his duly authorized assistant will open tenders in the presence of any intending contractors who may be present at the time, and will enter the amounts of the several tenders in a Comparative Statement in a suitable form. In the event of a tender being accepted a receipt for the earnest money forwarded therewith shall thereupon be given to the contractor who shall thereupon for the purpose of identification sign copies of the specifications and other documents mentioned in Rule 1.

In the event of a tender being rejected, the earnest money forwarded with such unaccepted tender shall thereupon be returned to the contractor remitting the same without any interest.

7. The officer inviting tenders shall have the right of rejecting all or any of the tenders, and, will not be bound to accept the lowest or any other tender.

8. The receipt of an accountant or clerk for any money paid by the contractor will not be considered as any acknowledgement of payment to the Officer inviting tender and the contractors shall be responsible for seeing that he procures a receipt signed by the concerned Accounts Officer.

9. The memorandum of work tendered for and the schedule of materials to be supplied by BSNL shall be filled and completed in the office of the Officer inviting tender before the

Page No-11tender form is issued. If a form is issued to an intending tenderer without having been so filled in and incomplete, he shall request the officer to have this done before he completes and delivers his tender.

10. The tenderer shall sign a declaration under the officials Secret Act, 1923 for maintaining secrecy of the tender documents drawings or other records connected with the work given to them. The unsuccessful tenderers shall return all the drawings given to them.

11. Rates quoted by the Contractor in the tender both in figures and words shall be accurately filled-in so that there is no discrepancy in the rates written in figures & words. However, if a discrepancy is found the rates which correspond with the amount worked out by the contractor shall unless otherwise proved be taken as correct. If the amount of an item is not worked out by the contractor or it does not correspond with the rates written in either in figures or words then the rates quoted by the contractor in words shall be taken as correct. Where the rates quoted by the contractor in figures and in words tally but the amount is not worked out correctly, the rates quoted by the contractor will unless otherwise proved be taken as correct and not the amount.

12. Performance Guarantee: The contractor is required to furnish performance guarantee for an amount equal to 5% of the contract value in the form of bank guarantee / CDR/FDR/DD (of a nationalized / Scheduled Bank in a standard format) within two weeks from the date of issue of award letter. The validity period of the performance security in the form of performance bank guarantee shall be one year from the date of actual completion of work.

Security deposit: In addition to performance guarantee stated above, a sum @ 10% of the gross amount of the bill shall be deducted from each running bill of the contractor till the sum be deducted with the sum already deposited as earnest money, will amount to security deposit of 5% of the Tendered value of the work.

13. All rates shall be quoted on the tender form. The amount for each item should be worked out and requisite totals given. Special care should be taken to write the rates in figures as well as in words and the amount in figures only, in such a way that interpolation is not possible. The total amount should be written both in figures and words. In case of figures, the word ‘Rs.’ Should be written before the figure of rupees and word ‘P’ after the decimal figures, e.g. ‘Rs.2.15 P’ and in case of words, the word, ‘ Rupees’ should precede and the word ‘Paise’ should be written at the end. Unless the rate is in whole rupees and followed by the word ‘only’ it should invariably be upto two decimal places. While quoting the rate in schedule of quantities, the word’ ‘only’ should be written closely following the amount and it should not be written in the next line.

Rates, Taxes and Duties 14A. The bidder shall give the total composite price inclusive of all levies and taxes(but

exclusive of GST as applicable) i/c packing, forwarding, freight and insurance charges as per existing BSNL policies. The evaluation and comparison of respective bids shall be done on the basis of Net Cost to BSNL on the prices of the goods offered inclusive of taxes and duties (but excluding GST), packing, forwarding, freight and insurance charges as per existing BSNL policies.

14B. The total composite price shall comprise of unit price and all other components of price need to be individually indicated quoted against the goods/material/service, it proposes to supply under the contract in the following manner:-

i) The Basic Unit Price of the goods /services/ materials, Freight, Forwarding, Packing, insurance and any other levies /charges already paid or payable by the contractor/ supplier (excluding GST) shall be quoted separately.

ii) The liability to pay all taxes, levies, etc shall be of contractor and BSNL will not entertain any

claim whatsoever in this respect. The applicable GST (Less Input Tax Credit on the part of the vendor) shall be reimbursed on production of valid GST invoice by the vendor and proof of payment of GST, as applicable under GST Laws.

14C. No concessional form shall be provided by BSNL.

The evaluation and comparison of respective bids shall be done on the basis of net cost to BSNL on the prices of the goods offered inclusive of duties and taxes (but excluding GST), packing, forwarding, freight and insurance charges as per existing BSNL policies.

14D. GST :- In view of the GST implementation w.e.f 01.07.2017, following points may be observed.

(i) The firm shall furnish correct HSN/SAC codes in GST challans / invoices for availing input tax credit by BSNL.

(ii) In case where the input tax credit is not offered by the vendor, and subsequently at any stage it is found that input tax credit is admissible as per GST Act 2017, then the vendors will be liable to refund the said amount if already paid to them.

(iii) Invoices should clearly indicate name address and GSTIN of the supplier, date, name address and GSTIN of the recipient, place of supply along with name of state, HSN code of goods or service accounting code (SAC).

15A. However, pursuant to the constitution (forty-sixth amendment) act, 1982, if any further tax or levy is imposed by statute, after the last date of receipt of tenders, and the contractors thereupon necessarily and properly pays such taxes/ levies, the contractor shall be reimbursed the amount so paid, provided such payment, if any, is not in the opinion of Superintending engineer (whose decision shall be final and binding) be attributable to delay in execution of work within the control of contractor.

15B. In case of statutory variation in regard to excise duty, only in respect of package AC units, EA set and Lifts. Within the stipulated date of completion of individual agreement, the same shall be paid or recovered as per the actual against documentary proof. However, beyond this period BSNL will take advantage of any duty reduction but will not pay extra on account of duty increase. Price adjustment provision on account of

Page No-13change in excise duty shall not apply in respect of equipment/components of equipment/materials, other than package AC units, EA set and lifts.

15C. The contractor shall, keep necessary books of account and other documents for the purpose of this condition as may be necessary and shall allow inspection of the same by a duly authorised representative of BSNL and further shall furnish such other information/ document as engineer-in-charge may require.

16. The Contractor shall, within a period of 30 days of imposition of any further tax or levy in pursuant to the constitution of (forty sixth amendment) act 1982 give a written notice thereof to the Engineer-in-charge that the same is given pursuant to this condition, together with all necessary information relating thereto.

17. BSNL shall deduct income tax and other statutory deductions from payments due to the firm as per rules of the State/Central Government. The Accounts Officer of the concerned Division shall issue certificates for such deductions to the firm.

18. The tender for the work shall not be witnessed by a contractor or contractors who himself/ themselves has/have tendered or who may and has/have tendered for the same work. Failure to observe this condition would render, tenders of the contractors tendering, as well as witnessing the tender, liable to summary rejection.

19. Other agencies will also simultaneously execute the works like horticulture, external services, installation of telephone exchange equipment and other building works for the same project along with this work in particular. The contractor shall afford necessary facilities for the same. No claim in the matter shall be entertained.

20. Some restrictions may be imposed by the security staff etc. On the working and/or movement of labour, material etc., The contractor shall be bound to follow all such restrictions /instructions and nothing extra shall be payable on this account.

21. The contractor shall comply with the provisions of the Apprentices Act 1961, and the rules and orders issued there under from time to time. If he fails to do so, his failure will be a breach of the contract and the Engineer-in-charge may in his discretion without prejudice to any other right or remedy available in law cancel the contract. The contractor shall also be liable for any pecuniary liability arising on account of any violation by him of the provisions of the said Act.

22. No engineer of gazetted rank or executive of BSNL employed in engineering or administrative duties in an engineering department of the government of India/BSNL is allowed to work as a contractor for a period of two years of his retirement from government service without the previous permission of government of India / BSNL. This contract is liable to be cancelled if either the contractor or any of his employee is found at any time to be such a person who had not obtained the permission of the government of India as aforesaid, before submission of the tender or engagement in the contractor’s service as the case may be.

23. EPF & ESI Registration – The Firm should have EPF and ESI registration. The Payment to the staff should be made as per the Minimum Wages Act. Labour report for this is to be furnished by the firm. Copy of EPF Challan and ESI Challan shall be submitted by firm before taking bill.

Page No-1424. The contractor shall comply/ fulfill the provision of the EPF & Misc. Provisions

Act- 1952 and Employees Provident Fund Scheme – 1952 as amended up to date in respect of labourers/ Employees engaged by them for performing this work .Any consequences arising due to non- complying of the provisions as specified above shall be the sole responsibility of the firm only.

25. For claiming the payment, the following documents are to be submitted to the paying authority--

a) Invoice clearly indicating breakup details of composite price i.e. basic, GST (Goods & Service Tax), any other duties and taxes.

b) Proof of payment of GST (Less Input Tax Credit on the part of vendor), as applicable under GST laws.

c) Timely uploading of correct and necessary information of GST portal is mandatory as prescribed in GST compliance

Note –1) If the vendor fails to furnish necessary supporting documents i.e. GST invoice and

also fails to upload the information on GSTN in respect of the duties/taxes for which input tax credit is available the amount pertaining to such duties/taxes will be deducted from the payment due to the vendor.

2) Tax amount will be paid to the supplier only after vendor declares the details of the invoices in its return in GSTR-1 and GSTR-3 uploaded by the vendor and the same is reflected in GSTR-2A of BSNL on GSTN portal.

3) TDS/TCS shall be deducted a the prescribed tae if any ( as the case may be)

4) BSNL can adjust /forfeit Bank Guarantee obtained from vendor against any loss of input tax credit to BSNL on account of vendor’s defaults.

26. Termination of Contract on Death of Contractor: Without prejudice of any of the rights or remedies under this contract, if the contractor dies, the Engineer in charge on behalf of the BSNL shall have the option of terminating the contract without compensation to the contractor.

27. Indulging of Contractor in Criminal / Antisocial Activities and Cases under Investigation/Charge sheeted by CBI or any other Government Agencies:If the CBI / Independent External Monitor (IEM) / Income tax / GST/ Central Excise / Custom Departments recommends such a course – Action will be taken as per the directions of CBI or concerned department.

28. Increase / Decrease of tender quantity--- BSNL will have the right to increase or decrease up to 25 % of the quantity of goods

and Services specified in schedule of items with out any change in unit price or other terms and conditions at the time of award of contract .In exceptional and avoidable condition cases, BSNL can increase the quantity of goods and services beyond 25% of the tendered quantity with out any change in tendered and accepted unit price and also other terms and conditions as applicable at the time of award of contract.

Page No-15 It has been decided that the near relatives of BSNL Employees either directly

recruited or on deputation are prohibited from participation in tenders and execution of works in the different units of BSNL. The detailed guidelines in this regard are given in the following paragraphs :-

i) The near relatives for this purpose are defined as:

a) Members of a Hindu undivided family. b) They are Husband and wife. c) The one is related to the other in the manner as father, mother, son(s) & son’s

wife (daughter-in-law). Daughter (s) & daughter’s husband (son-in-law). Brother (s) & brother’s wife sister (s) & sister’s husband (brother-in-law).

ii) As per Government of India’s CCS Conduct rule 4, no Government servant shall in the discharge of his official duties deal with any matter or sanction any contract to any company or for any other person if any member of his family is employed in that company or firm or under that person or if he or any member of his family is interested in such matter or contact to his official superior. This clause is applicable to all BSNL employees and in view to this as soon as any BSNL employee becomes aware of the above aspect, he must intimate this to the prescribed authority.

For non executive employees this authority is SSA Head/Circle Head/Chief Engineer Chief Archt./ Corporate office under whom he is posted. For executive employees (at present some of them are called as Gazetted officers) the prescribed authority for this purpose is Circle Head/Chief Engineer/Chief Archt. Corporate office under whom he is posted.

iii)(a) The company or firm or any other person is not permitted to tender for works in BSNL Units in which his near relative(s) is (are) posted. The unit is defined as SSA/Circle/Chief Engineer /Chief Archt. /Corporate office for non executive employees and all SSA in a circle including circle office /Chief Engineer /Chief Architect /Corporate office for executive employees (those called as Gazatted officers at present). Therefore, it has been decided by the competent authority that a clause must be added in the tender and other related documents that the tenderer should give a certificate that none of his /her such near relative is working in the units as defined above where he is going to apply for tender/work. In case of proprietorship firm certificate will be given by all the partners and in case of limited company by all the Directors of the company. Any breach of these conditions by the company or firm or any other person, the tender/work will be cancelled and earnest money/security deposit will be forfeited at any stage whenever it is so noticed. The department will not pay any damages to the company or firm or the concerned person. The company or firm or the person will also be debarred for further participation in the concerned unit.

(b) In respect of case where the tender notice /work related orders have been issued and are waiting for submission the concerned unit should issue corrigendum for inclusion of above clause. However, where tender/work related documents have been opened and are waiting for finalization the certificate may be taken from the company or firm or any other concerned person giving details of the relatives employed in the jurisdiction of the tender. The company or firm or the person concerned will not be debarred in this case but his work will be kept under proper

(c) Where the tenders or the work are already in operation (or awarded ) the tenderer may be requested to give details of relatives employed in the jurisdiction of the tender and such cases the tenderer will be allowed to continue the work but special watch may have to be kept about his performance to avoid any complaint. The concerned relative will not be involved in execution and settlement of claims of the contractor.

The evaluation and comparison of respective bids shall be done on the basis of Net Cost to BSNL on the prices of the goods offered inclusive of taxes and duties (but excluding GST), packing, forwarding, freight and insurance charges as per existing BSNL policies.

(ii) The applicable GST (Less Input Tax Credit on the part of the vendor) shall be reimbursed on production of valid GST invoice by the vendor and proof of payment of GST, as applicable under GST Laws.

Page No-26TECHNICAL SPECIFICATIONS

1. General: All works shall be carried out as per CPWD specifications for Electrical works.

2. Tower Earthing: Earthing for Tower / Lightening Arrester:

Earthing with Copper earth plate 600 mm x 600 mm x 3 mm thick including accessories and providing watering funnel attachment shall be housed in a masonry enclosure of size not less than 300mm x 300 mm x 300 mm. A cast iron/MS frame with MS cover plate 6mm thick & having locking arrangement shall be suitably embedded in the masonry enclosure and 20 mm dia B class watering pipe shall be provided & complete with charcoal and salt as required.(Salt – 5 Kg. Charcoal – 96 kg. or Coke – 240 Kg)

(i) Plate earth placed in two diagonally opposite tower legs shall be interconnected by means of 25mm x 5 mm copper strip (for Tower Earthing only).

(ii) The construction of pits with regards to salt & charcoal filling, watering arrangement etc. is based on CPWD specifications.

(iii)The resistance level of the earthing system is maintained to be below 2 ohms at the application points. The depth to which the earth electrode should be placed is standard for normal type of soil. But for sites with extra ordinary conditions e.g. rocky terrain or sites with low tables, necessary modifications should be done based on site conditions. All other specifications as per CPWD specifications ( Part 1- Internal –

2005)

(iv) PROVISION OF SOFT SOIL/ CHEMICAL FOR EARTHING:The existing soil of earth pit shall be replaced (if required) by the appropriated quality of soft soil in each above type of earthing or providing chemical treatment to achieve the required earth resistance values.

3. Ring Earthing:

(i) The trench around at one meter away from the tower base shall be excavated to a depth of one meter. 50 x 6mm GI Flat (with Zinc coating 610 gm/sqm, company certificate is required) shall be placed at the bottom of the trench. Both ends of GI plate shall be brought above to the ground. The GI Flats shall be interconnected by GI strip and bolted. The ends shall be terminated in an enclosed masonry chamber of internal size 300 x 300x 300 mm.

(ii) The chamber shall be provided with CI frame and cover and painted. All the tower legs shall be connected with ring earth with 50x 6 mm GI flat with two bolts. The ring earth shall be

connected to one of the plate earth.

4. AVIATION LIGHT: The work comprise:

a) SITC of 1 No. 230 V AC LED aviation obstruction lamp with Light Dependent Resistance Sensor (day night automatic timer) at the top of the 40 meter Tower.

b) Cable for Aviation Light: Supplying of 2x1.5 sq. mm PVC insulated armoured copper conductor cable ISI mark from

aviation light to existing MCB in DB and laying/fixing on the tower /wall/shelter surface with suitable clamp or in 25 mm dia. 2mm thick PVC pipe in ground at 60 cm depth including end termination with brass compression gland and lugs etc. as required.

The work comprise:(i) Supplying and fixing lightening Arrester with Multi Prong finial made of 25 mm, dia.

1500 mm long, copper hollow tube of minimum wall thickness of 1.6 mm fixed to the top of the tower with Teflon sleeve to avoid direct contact with tower i/c multi prong finial etc. complete as required.

(ii) Supply of 70 sq mm copper conductor multi stand PVC insulated cable and laying on the tower with suitable PVC tie bend & in suitable size PVC pipe laid in ground at 60cm depth, including connection with suitable arrangement of tinned brass bolts,nuts, check nuts and spring washers etc. as required.(from lightening arrestor to test- joint and from test joint to plate electrode

(iii) P/F testing joint made of 32mm x 6mm thick copper strip, 150mm long, with 04 nos. of tinned brass bolts, nuts, check nuts and spring washers, 02 nos. MS brackets etc. complete as required.

6. Engine Alternator set (ITC and associated work): The work comprise: (i) Foundation

Providing /Making raised floor for installation of 10/15 KVA RTU EA Set by making C.C Foundation with ratio 1:2:4 ( 1 Cement: : 2 Coarse Sand : 4 Graded stone Aggregate 20 mm) i/c excavation and mixing, curing and making plastering etc. ( Appx. Size 1200mm x2500mm x600 mm) .

(ii) Installation Testing Commissioning a) The DG set shall be installed on a suitable cement concrete foundation.b) Prior to commissioning of DG set, all necessary tests as prescribed by the DG set

manufacturer shall be carried out for commissioning of DG set.c) The 10/15 KVA DG set shall be tested on full load at site in presence of representative of

BSNL for six hours including overload for one hour. The artificial load, manpower, material, diesel and consumable shall be provided by the agency without any extra cost.

7. NEUTRAL / BODY EARTHING FOR E/A SET & SUPPLY COMPANY:-

(i) Earthing with G.I. earth plate 600 mm x 600 mm x 6 mm thick including accessories and providing watering funnel attachment shall be housed in a masonry enclosure of size not less than 300mm x 300 mm x 300 mm. A cast iron/MS frame with MS cover plate 6mm thick & having locking arrangement shall be suitably embedded in the masonry enclosure and 20 mm dia B class watering pipe shall be provided & complete with charcoal and salt as required.(Salt – 5 Kg. Charcoal – 96 kg. or Coke – 240 Kg)

(ii) Supplying and making connection of Earth Bus from Earth Plate to neutral of EA set, neutral of supply company & EA set body etc. with 25mm x 5mm GI strip.

(iii) The necessary civil work i.e. preparing of brick works, & plastering is included.

1. The work shall be done as per current departmental specification.

2. The work shall be supervised by a qualified overseer.

3. Unapproved materials, if brought to site of work shall be removed immediately at his cost & risk.

4. Any damage done to the building by the contractor during the execution of work shall have to be made good at his cost and risk. If he does not do it himself with in a variable time as determines by the Ex. Engineer (E) then the same will be got done at his cost departmentally after giving notice to him.

5. The firm shall quote strictly as per NIT conditions.

6. Any deviation from NIT conditions will make the tender liable for rejection.

7. The rate shall be inclusive of all taxes, duties i/c excise, central or state sale tax, octroi charge, loading, freight and unloading at site but excluding Service Tax which will be paid extra on the proof of deposite of the same.

8. No. concessional form shall be issued by the department.

9. The parts required for the repairing should be purchased by the authorized dealer /service dealer of manufacturer and the complete repairing should be done within One Month time after starting the work.

10.The Contractor is advised to inspect the E/A set before quoting.

11. The firm shall submit the guarantee for the same for at least six months from the date completion.

Page No-29ADDITIONAL SPECIFICATIONS FOR THE WORK OF (E.I & FANS)-I

1. The work shall be done as per current CPWD specifications for electrical works as amended from time to time and Indian Electricity Rules as amended upto date.

2. The work shall be supervised by a qualified Engineer.

3. The layout of the work will be given by the Engineer-in-charge to the duly authorized representative at the site of work.

4. The following wiring shall be done on separate circuits.

Power plug wiring. Light and fan point wiring. Emergency light and fan point wiring. Telephone wiring Circuit wiring.

The Number of power plug points shall not exceed two per circuit in any of the cases.

5. The earthing sets shall be provided in the presence of the Engineer-in-charge or his authorized representative.

6. The contractor will have to be give the following tests at his cost in the presence of E – in – C or his authorized representative and intimate test results before final bills are paid. Nothing extra will be paid to him on this account.

Earth Test. Polarity Test. Insulation Test. Earth continuity Test of the recessed conduit pipes.

7. Any damage done to the building by the contractor during the execution of work shall have to be made good without any extra cost. If he does not made good himself within a reasonable time determined by the Executive Engineer (E) then the same will be get done at his risk and cost departmentally after giving notice to him.

8. The outlet boxes / I.C. boxes for switches and piece of conduits etc. for different categories of conduits runs catering for different type of electric wiring as mentioned in clause (4) above shall be painted inside with different colours each signifying the different categories mentioning so as to avoid mixing of various circuits and their wiring and nothing extra will be paid for this account.

9. All the time of laying conduit pipe in the slab and in recess the contractor will keep fish wire of 14 SWG (G.I.) throughout conduit pipe and will have to take special care so that the conduit do not pass through air conditioning ducts, grills, columns, beams etc. If any such necessity is foreseen special written permission of EE (E) will be obtained before such work is carried out. Successful tenderer should recess the conduit in the walls before they are plastered and in collaboration with building progress of work. Any damage thus done will have to be made good at the cost of the contractor. The conduit pipes should be mechanically and electrically continuous.

10. The runs of various circuits wiring at various places shall be kept minimum by taking the runs on walls where crossing columns is not necessary. This has to be decided before the casting of slab so that unnecessary lengths of conduits are not laid therein.

11. All the I. C. distribution board, sub main boards and their complete fittings shall be sign written clearly indicating the number of distribution board, the exact load of it is serving and the number of circuits contained in the distribution box.

Page No-3012. Underground cables both of 11 KV and 1.1 KV grade should be subjected to

pressure/insulation tests before and after laying the same in the ducts and in case of unsatisfactory tests, the cost of all repairs and replacements and all extra work removal and relaying will have to be made good by the contractor at his own cost and risk.

13. The MDB / LT Panels, drawings shall be got approved from the Engineer-in-charge before fabrication. The same shall also be offered for inspection to E-in-C before supply at site.

14. Termination of all connections of main Boards/Sub main board sub distribution boards will be done by crimping and nothing extra will be payable on this account.

15. Interconnection between busbar & switches i/c & above 100 AMP Sub – main boards will be done with solid copper conductor with PVC sleeve.

16. For the conduit already laid recovery shall be effected on the basis of DSR-94 rates plus abatement of corresponding item of this tender on linear basis.

17. The Department shall not supply any tools and plants unless otherwise specified.

18. The contractor must see the proposed site for the work and study the specifications and conditions to tender carefully before tendering. No claim of any sort shall be entertained on account of site condition or ignorance of specifications and conditions.

19. All the materials to be used on the work shall be ISI Marked and if ISI marked is not manufactured the confirmation to ISS shall be used. The same shall be approved by the Engineer-in-charge before use. All rejected materials are to be removed from the site of work immediately at contractor’s own cost.

20. The work is to carry out according to the drawings issued, kept in the office of the Engineer-in-charge who reserves the right to change the layout as and when required according to changed site conditions at any stage. The wiring and conduit routes are to be marked at site first and got approved by the Engineer-in-charge for commencement of actual work. No extra payment shall be made on this account.

21. The Electrical works shall be carried out in close liaison with the civil work in such a way that at no stage the electrical works lacks behind the civil works.

22. The contractor has to make his own arrangement for stores watch and ward arrangement for material brought by him and also the material issued by the Department at the site of work to contractor and nothing extra will be paid on this account.

23. The contractor shall have to arrange for insulation, earthing and other tests governing specifications as amended upto date in the presence of the representative of the Engineer-in-charge as and when required by him and submit the test report before the work can be considered as completed. Otherwise recovery at the rate of 2.5% of tendered amount with a ceiling of Rs. 2500/- shall be deducted from his final bill. However the decision of the Superintending Engineer (E) in this connection shall be final and binding. Insulation test report shall be separately given for each main/sub switch.

24. CI/MS junction boxes / conduit boxes are to be provided with aluminium / phenolic. Laminated sheet cover as approved by the Engineer-In-Charge and nothing extra shall be paid on this account.

25. The contractor to get approval for layout drawing arrangement of the switch boards before fabrication and installation in the work. The earthing of all the metal parts (as per Indian Electricity Rules) has to be made with suitable lugs and. No. extra payment shall be on made this account.

26. All connections-inter-connections on the main board and distribution boards made out of angle iron shall be done with a suitable size of cable drawn in solid conduit and termination with appropriate size of lugs/thimbles.

27. Bricks for protection of underground cable, locally manufactured of 2nd class quality shall be accepted if used.

28. All cable work shall get checked by the Engineer-In-Charge before refilling of trench is done. No pit work is to be left upon. If due to unavoidable circumstances this is to be left open, the contractor shall make adequate arrangement during right to avoid any accident.

29. No. Compensation shall be payable to the contractor for any damage caused by rain, fire, wind, storm, flood or otherwise and no claim on this account shall be entertained.

30. The contractor shall drain out rainwater collected during execution of work from the excavated portion at his own cost. Nothing extra will be payable on this account, however the contractor shall be entitled for extension of time under clause No. 5 of the Agreement.

31. The tenderer shall see the approach conditions of the site. In case of any approach from main road is required at site of existing approach to be improved for cartage of material by the tenderer, the same shall be provided and maintained by the successful tenderer at his own cost and nothing shall be paid extra on this account.

32. The contractor shall maintain in good condition all work executed till the completion of work allotted to him.

33. For reasons such natural calamity if any damage takes he should make good of all such damages.

34. The contractor has to lay the conduit in slab as well as in walls within three days from the intimation to avoid hindrance in execution of civil work failing which the same shall be got done in that portion, at the risk and cost of contractor.

35. The Electrical work is to be carried out in close Co-ordination and according to the progress or civil work. No claims for any delay in civil work shall be entertained.

36. No sharp edges of conduit shall be left unrounded.

37. The threaded portion of MS/GI boxes shall be at least 1.6mm thick.

38. The PVC insulation of Busbars shall be at least 1mm thick.

39. All MDB’s should be complete cubical and dust & vermin proof.

ADDITIONAL SPECIFICATION-II

1. All wiring and earthing shall confirm to IS Rules and regulations amended upto date.

2. The supplier shall have to submit drawings for approval before starting the installations.

3. The suppliers have to obtain approval from concerned fire brigade authorities.

4. All minor bldg. works, if any shall be done by the supplier and if any damage to the bldg/instrument is caused during the execution of work, that should also be made good at this cost and risk.

5. Within One Month of the date of the order the contractor shall submit lay out drawings in triplicate indicating the position and size of holes if required in the wall and floors these holes of course should be finalized after approval by Engineer-in-charge.

6. All building works such as construction of foundation for the equipments, chases in the wall for conduits etc. if required shall be including in the tender.

7. Contractor shall be responsible for removal of debris and waste materials arising out of the work done by him from the site.

8. Prior approval of the Engineer in charge shall be obtained by the successful tenderer before commencement of the installation of the system in all respects and the decision of Engineer in charge shall be final and binding. The installation of detectors etc. in equipment room should be carried out only with the permission of officer in charge.

9. The electrical load requirements for the equipment installed shall be indicated and the necessary electrical test report shall also be furnished when the work is completed. All electrical wiring shall confirm the latest ISI specification and IEE regulations. Earthing arrangements for the electrical panel shall be provided by the contractor.

10.Necessary technical literature (6 complete sets) pertaining to the system along with maintenance and operating instructions for the smooth operation of the system shall be supplied with the tender.

11.Four copies of the equipment layout, smoke detectors having and other drawing relating to the system installed shall be supplied before of the system.

12.The installation will be tested in the entire satisfaction of the Engineer in charge and whose decision will be final in all respect.

13.During the installation period of the above system the successful tenderer shall impart training to P&T personnel in the maintenance of the system.

14. Supplier shall give guarantee of at least 12 months from the date of completion of work against any material/manufacturing defects and shall include free normal maintenance for a period of 12 months in their offer which consist of periodical instructions, adjustment and changing the system as required.

15.All necessary spares required in two years normal maintenance and set of tools shall be provided including operating and maintenance manual and special instruction if any for repair and maintenance.
