Counter Terrorism & FM

“We have to face the reality that locations such as primary schools, shopping malls, and leisure centres are all potential targets for terrorist attack today. They should all develop and rehearse an emergency response plan just as they do with fire drills.”

Chris Phillips

• What is the potential threat?

Managing the

The Terror Threat

Trusted to protect you, your business and your future

The bomb attacks in London in July 2005 demonstrated that

the threat from terrorism is real and serious. Although actual

attacks have so far been infrequent , it is possible that you

may find yourself or your organisation caught up in a

terrorist incident.

There are three strong business cases for why businesses

should plan to deter, or at least minimise, the impact of this

threat :

Page 16: BIFM North "Counter Terrorism" Seminar

The Terror Threat : Three reasons to be prepared

Trusted to protect you, your business and your future

• Legal Obligations

• Business Continuity

• Loss of Reputation

Page 17: BIFM North "Counter Terrorism" Seminar

The Terror Threat : The Risk Management Cycle

Trusted to protect you, your business and your future

1. Identify the threats.

2. Establish what you want to protect

and your vulnerabilities.

3. Identify measures to reduce

risk (security improvements /

plans).

Review your security measures

and rehearse / review your

security plans.

The Terror Threat : Manned Guarding

Trusted to protect you, your business and your future

Security Officers provide a highly effective first line of defence against

the terror threat across multiple industries including the critical national

infrastructure. Security officers can undertake various tasks from

physical guard duties, perimeter patrols, CCTV monitoring, searching,

operating X-ray equipment etc. The tasks carried out by security officers

are undertaken with the knowledge that the threat of a terrorist attack or

of espionage is persistent and potentially imminent. The environment in

which guard forces operate is typically one where the probability of a

threat occurrence is low but the failure to detect a threat can have

potentially catastrophic consequences.

Page 19: BIFM North "Counter Terrorism" Seminar

The Terror Threat : Characteristics of low motivation

Trusted to protect you, your business and your future

• Increased staff turnover

• Reduced productivity and task effectiveness

• Negative workforce perceptions about organisational practice

• Increased number of security officers exhibiting low morale and

enthusiasm for the job

• Communication issues

• Evidence of ineffective team-working behaviours

• Increased reactive training costs

• Poor punctuality and frequent absenteeism

Page 20: BIFM North "Counter Terrorism" Seminar

The Terror Threat : How can you motivate a guard force?

Trusted to protect you, your business and your future

• Positive feedback and recognition of good work

• High standard of working conditions and welfare

• Incentives

• Understanding of needs

• Evidence of a positive impact from work undertaken

• Treating all members of the workforce fairly

Page 21: BIFM North "Counter Terrorism" Seminar

The Terror Threat : Characteristics of high motivation

Trusted to protect you, your business and your future

• High security performance

• Workforce is proactive and continuously seeks improvements

• Good punctuality and low absenteeism

• Good staff turnover rates

• Organisational processes are run well

• Good internal communication

• Positive security culture throughout the organisation

Page 22: BIFM North "Counter Terrorism" Seminar

The Terror Threat : A highly motivated guard force

Trusted to protect you, your business and your future

By keeping the motivation levels of the guard force to a high level the

organisation provides an effective deterrent against the terror threat.

• People are greeted as they enter premises and checked to ensure

they have the adequate permissions to be on site.

• Searches are undertaken thoroughly and in a professional manner,

mitigating the risk of weapons or explosives coming onto a site.

• Vigilance and observation during patrols and routine duties is high, so

any persons who may be undertaking hostile reconnaissance can be

identified and challenged.
