COVID19 is a worldwide pandemic that has caused over 1 million deaths, likely over 50 million illness, and trillions of dollars in financial impact. While in many places a first wave has ended due to lockdowns, a second wave is now returning to most of the world. For this case, we will assume it is now June 2020, a time when everyone in the world has realized the dangers of the disease and it is still 12 to 18 months before a vaccine will be widely available.
