When Chris Stapleton won three Country Music Association Awards and got tongues wagging about his electrifying per-formance with Justin Timberlake, much of Nashville’s music industry was excited — a talented guy was getting his due, and it might reconnect mainstream country with the genre’s roots.

Music Health Alliance (MHA) executive director Tatum Hauck Allsep and director of operations Shelia Shipley Biddy had more practical rea-sons for optimism. The atten-tion on Stapleton practically guaranteed their March 1, 2016 benefit would sell out. The event, announced Nov. 16, will fund roughly a quar-ter of the agency’s annual budget, and in turn potentially keep scores of musicians and music-industry professionals from going broke.

According to MH A, sev-enty-six percent of workers in Nashville’s music industry — including 80 percent of musicians — operate without health insurance. A large majority of those uninsured are independent contractors with unpredictable revenue streams, and they have never figured out how they can afford difficult premiums. But when a health emergency arises, they really can’t afford the astronomical medical bills. That includes the musician whose heart attack racked up $68,000 in debt for a three-day hospital

stay. Or the player whose daughter developed cervical cancer and needs $20,000 up front just to start six weeks of treatment. Or the former label exec whose bouts with cancer left her un-able to afford a new mattress when her previous one went to pot.

That’s where MHA steps in. Both Hauck Allsep and Shipley Biddy have survived medical horror stories and have a passion for aiding the creative class in working through the maze of

bureaucracy in the health care industry. Shipley Biddy has one particular client whose finances were destroyed by a bout with esophageal cancer. No one else had been able to help, and his family was skep-tical that MHA would assist. But the agency found ways to have $100,000 of expenses written down.

“His wife said we gave hope back to his children, because

they’d come to believe nobody was coming,” Shipley Biddy says. By mid-December, MHA will have helped some 2,200

music-industry professionals save more than $10 million in health costs and insurance premiums during the past three years, an impressive achievement for a staff of two full-time employees and one part-timer.

the hospital as a liaison to the music industry in 2006. The facility is located just three blocks from Music Row, and administrators wanted to attract more business from Nashville’s music community. But Kix Brooks told her their efforts weren’t realistic.

“Nobody’s going to come here,” he said, “unless you can figure out a way to get health insurance to the music industry.”

So Hauck Allsep met with 17 different insurance companies — “I felt like I needed a shower after every one,” she quips — but she was impressed with independent insurance agent RJ Stillwell. They founded Sound Healthcare specifically for the music industry, and for a time, the company provided a group policy for the Country Music Association.

When the Affordable Care Act went into law, it opened up numerous programs that would help music professionals, and Hauck Allsep decided to form a nonprofit to help the music community become aware of them and navigate the red tape. Even before the agency officially launched, then-ailing “Cow-boy” Jack Clement planned a live celebration with such artists as Emmylou Harris, Rodney Crowell and Kris Kristofferson in January 2013. The event raised $16,000, which became seed money for MHA. In turn, any commissions that MHA receives from securing insurance policies go into the agency’s Jack Pot — named after Clement — providing a pool to assist clients with expenses under $500, such as doctor visits or equipment that’s uncovered by a policy.

Despite a load of politically charged media, the ACA has had positive re-sults for scads of musicians and executives who were previously unable to secure coverage.

“It created access where there was none,” says Hauck Allsep. “The law itself has a lot of garbage in it, but before the Affordable Care Act, if you had taken more than two anti-depressants, which is most of the music industry, it would make you uninsurable. Or if you’d had cancer five years ago, that made you uninsurable, and that puts your whole estate at risk.”

While MHA has made an obvious difference, the work keeps piling up. Re-cent premium hikes have created panic for a lot of rank-and-file music workers, and MHA added 300 new clients in a 10-day period this month. Many can be helped with a phone call or a short meeting. And plenty of others can benefit from MHA’s Get Covered 101 seminars, a 90-minute crash course on health insurance. (The next one takes place at 2 p.m. on Nov. 17 at ASCAP. Reach Shipley Biddy here to attend.)

MHA is actively seeking an artist to serve as a spokesperson for the cause. Meanwhile, Stapleton’s win helps with those ticket sales for the First and the Worst, the March 1 benefit at Nashville’s City Winery in which songwriters play the first and the worst songs they have written. The lineup for the second annual event also features Lee Brice and writers Jessi Alexander (“I Drive Your Truck”), Bobby Braddock (“He Stopped Loving Her Today”) and Sandy Knox (“Does He Love You”). If it sells out, it ensures that MHA can keep slog-ging it out for the 80 percent of musicians who don’t have insurance.

“What we do is sooo not sexy,” says Hauck Allsep. “And we can’t make it sexy. But it’s so needed.”

BILLBOARD COUNTRY UPDATE NOVEMBER 16, 2015 | PAGE 3 OF 18

“When I’m Gone,” (Vanguard/Sugar Hill/Concord), a moving ballad from Joey & Rory, re-enters Billboard’s Country Digital Songs chart (dated Nov. 28) at No. 7 with 27,000 downloads sold in the week ending Nov. 12. It logs a 1,303 percent gain (from 2,000), according to Nielsen Music. On Hot Coun-try Songs, “Gone” opens at No. 22, marking the pair’s strongest showing on the survey, besting its No. 30 peak with 2009’s “Cheater Cheater.”

It’s bittersweet news for the singer-songwriters. In 2014, Joey Feek was diagnosed with cervical cancer, which has since become terminal. Husband and duet partner Rory Feek announced recently that the couple decided to end treatment and that she has entered hospice care.

The song was recorded for the twosome’s 2012 album His and Hers, which peaked at No. 24 on Top Country Albums and has sold 15,000 to date. Penned by Sandy Lawrence, a friend of the duo, the track was written when Lawrence was losing her mother.

Fans of Joey & Rory have started a campaign to send the song to a No. 1 chart ranking, with a social media push that has been growing steadily. Artists including Terri Clark have joined the effort, encour-aging supporters to purchase the song.

No. 1 STAPLE Chris Stapleton’s “Tennessee Whis-key” (Mercury) tops Hot Country Songs for a sec-ond week. The cut re-entered the chart (dated Nov. 21) at the summit after his huge night at the Country Music Association Awards on Nov. 4, when he won male vocalist, new artist and album of the year honors, the latter for Traveller, which also notches a second week at No. 1 on Top Country Albums (97,000 in traditional sales, down 37 percent) and the all-genre Billboard 200 (124,000 equivalent album units, down 30 percent). The Billboard 200 ranks the most popular albums of the week based on multimetric consump-tion, which includes traditional album sales, track-equivalent albums and streaming-equivalent albums.

Traveller is one of only two albums to spend more than one week at No. 1 on

the Billboard 200 in 2015 — and both are country sets: Luke Bryan’s Kill the Lights led the list for the weeks of Aug. 29 and Sept. 5.

MORE ‘COUNTRY MUSIC’: Eric Church’s Mr. Misunderstood (EMI Nashville/Universal Music Group Nashville) steps 3-2 in its second week on Top Country Albums (58,000, down 18 percent), and Tim McGraw’s Damn Country Music (McGraw/Big Machine/Big Machine Label Group) opens at No. 3 (39,000), marking his 19th top 10. Also in the top five is Old Dominion’s debut full-

length, Meat and Candy (RCA Nashville/Sony Music Nashville), which starts at No. 5 (21,000).

‘OVER’-ACHIEVER Chris Young’s “I’m Comin’ Over” (RCA Nashville), co-written by Young, Corey Crowder and Josh Hoge, rises 3-1 in its 25th week on Country Airplay, up 5 percent to 49.1 million audience impressions. On Hot Country Songs, the track pushes 5-4.

“Over,” the lead single and title cut from Young’s fifth studio album, released Nov. 13, is his sixth Coun-try Airplay No. 1 and first since “You” (Feb. 11, 2012), which became his fifth consecutive leader (dating to 2009), following “Tomorrow,” “Voices,” “The Man I Want to Be” and “Gettin’ You Home.”

“I made [“Over”] with Corey and Josh, and we became a core,” Young told Billboard upon learning of his new No. 1. “I think they’re losing their minds right now, and I can’t wait to celebrate with them.” The album, produced by Young and Crowder, grants Young his first producer credit.

A TRUE ICON Also on Country Airplay, Hank Williams Jr.’s “Are You Ready for the Country” (featuring Eric Church), originally recorded by the late Waylon Jennings (No. 7 on Hot Country Songs, 1977), bows at No. 58. “Ready” is Williams’ first entry for the Nash Icon label and marks his sixth decade of denting the Billboard country charts. He first charted with 1964’s “Long Gone Lonesome Blues.”

LORETTA, CHICKS RETURN IN 2016Two important female country acts will be active again in 2016 following long layoffs from the road or from the recording studio.

Dixie Chicks are set for a 40-city tour of Europe and North America, their longest run since the Accidents & Accusations Tour in 2006-2007. Meanwhile, Loretta Lynn is readying the release of Full Circle, her first album of new ma-terial since the Jack White-produced Van Lear Rose was released in 2004.

The Chicks’ schedule launches April 16 in Antwerp, Belgium, with 13 con-certs slated through May 4, when the group plays Dublin. Its North Ameri-can itinerary begins June 1 at the Riverbend Music Center in Cincinnati and continues through Sept. 2 at the Usana Amphitheatre in Salt Lake City. The band also plans an Oct. 10 appearance at the historic Hollywood Bowl in Los Angeles. Other key dates include a June 13 stop at New York’s Madison Square Garden; an Aug. 7 appearance in Austin, the town where the band got its start; and an Aug. 17 gig at Nashville’s Bridgestone Arena.

Lynn’s Van Lear Rose re-energized her career, garnering critical acclaim and two Grammy Awards, including best country album. Full Circle, produced by daughter Patsy Lynn Russell and John Carter Cash, features 13 tracks, including duets with Elvis Costello and Willie Nelson. Sony’s Legacy Record-ings will release the album on March 4, the same day that PBS presents Lo-retta Lynn: Still a Mountain Girl, an installment in its American Masters series.

BILLBOARD COUNTRY UPDATE NOVEMBER 16, 2015 | PAGE 12 OF 18

The signature guitar riff echoes the tone of a 1990s Alan Jackson hit. The shuffle groove is a nod to Shania Twain’s 1999 single “Man! I Feel Like a Woman!” Even the opening yell is akin to the opening “Let’s go, girls” on Twain’s trademark single.

Maddie & Tae’s “Shut Up and Fish,” the third single from the duo’s debut album, Start Here, channels much of its attitude from ’90s country, though its comedic storyline about someone who chooses angling over romance makes it a female take on a song from the 21st cen-tury: Brad Paisley’s “I’m Gonna Miss Her (The Fishin’ Song).”

“We tend to do that little role-reversal thing,” affirms Tae Dye. “That’s kind of our thing.”

So is the biting humor, which was present in their first single, “Girl in a Country Song.” The laughs come easily as “Shut Up” progresses, but they’re much more risky than they might appear at first glance.

“It’s a fine line to say something like ‘shut up’ and be likeable,” says co-writer Pete Sal-lis, who authored “Somebody Wrote Love,” a successful 2006 single for Canadian country artist George Canyon. “Because as an art-ist, you definitely want to be likeable to your audience.”

Maddie & Tae didn’t exactly have an audi-ence when they wrote “Shut Up.” They were 16-year-old hopefuls who were visiting Nash-ville periodically from Oklahoma and Texas during school breaks to write songs with a group of composers rounded up by songwriter-producer Aaron Scherz (“Girl in a Country Song”). The subject matter of those songs had its limitations — drinking, marriage and wild parties were all inappropriate topics — but the girls had an ability to comb their own lives for material. That’s exactly how “Shut Up and Fish” surfaced during a writing session at the Love Shack, a little ol’ place on 18th Avenue in Nashville where Scherz wrote and made basic demos. During this particular session, Dye and Maddie Marlow were fresh off a real-life experience with a couple of male friends they had invited on a fishing trip in Oklahoma.

“They thought it was going to be more of a date kind of thing,” recalls Dye. “No. We were there to fish. Well, they show up, and they don’t know how to do any of it. They can’t bait their hook, they’re scared to touch the worm, they’re in these brand-new clean clothes, and so we didn’t catch anything. Maddie and I were super annoyed, so we did what we do best and we wrote a song about it.”

All they had at the beginning of the writing session with Scherz and Sallis was the fast-paced opening lines of the chorus — “We were fishin’/He was wishin’/We were kissin’ ” — and they were determined to nail down the rest of the chorus first. Sallis started playing the Twain-like shuffle on guitar, but finding the next line was difficult. Eventually, the four took a break to clear their heads. When they came back to it, the solution appeared: “I was gettin’ madder than a hornet in an old Coke can.”

“We didn’t want to say ‘pissed off,’ because everyone says that,” notes Mar-low. “We wanted to make an image that would really describe how we were feeling at that moment, how irritated we were, that no one had said before.”

Once they had built the chorus, they turned to the first verse and put the guy in salmon shorts and a preppy shirt.

“That whole first verse was my favorite part because we really got to paint this picture, and we got to exaggerate it, too,” says Marlow. “Of course, the [real]

guys didn’t exactly have salmon shorts on, but they had something close to it.”From there they built it to the bridge, where they once again exaggerated

the story by tossing the guy into the lake.“Any time you get to a bridge, it’s got to be a moment where something ties

the bow on the present,” says Sallis. “It was just an obvious place to go, throw-ing him in the lake. It just makes everybody smile and laugh.”

Scherz oversaw the work tape at the end of the day with Sallis playing the shuff le guitar and Maddie & Tae singing harmony on top. Later, he produced a more formal demo, where he decided to scrap the original guitar riff. Session player Rob McNelley worked with him to find a new one that provided a template for the final product. Then, it essentially went on the shelf.

“That was in the height of bro-country,” says Scherz. “We were like, ‘I don’t know what’s going to happen with this one.’ It’s a girl song about fishing, so it just sort of went away.”

“Girl in a Country Song” indirectly brought “Shut Up and Fish” back to life. Maddie & Tae went on a radio-promotion tour when their first single was released, and during a stop in the Midwest, the conversation with local broad-casters and Dot GM Chris Stacey turned to fishing. The duo said it had a song about the subject, and Scherz was stunned when the la-dies pulled “Shut Up” out of their back pocket on the spot.

“They hadn’t sung it in probably two years, and then they just busted it right out on key,

perfectly in-sync harmonies,” says Scherz. “It’s crazy.”It became part of the set, and they added it to the album as they were re-

cording at John and Martina McBride’s Blackbird Studios. Producer Dann Huff (Keith Urban, Brantley Gilbert) was inclined to make it more con-temporary, but Maddie & Tae — who were just 5 when the ’90s drew to a close — politely insisted they keep it kind of old-school.

“As a record producer, that’s perfect, because you want to work with people who can say yes and no,” says Huff. “That’s as important as anything, because otherwise I’m going to do what I gravitate toward, and that just takes them one more step away from who they are as artists.”

Huff was happy to accommodate, and he employed some of the same tech-niques he saw producer Robert John “Mutt” Lange use when Huff played on such Twain hits as “Any Man of Mine” and “Man! I Feel Like a Woman!” Derek Wells played a truncated solo, the shuffle beat became much more prominent, and — where Lange would hire three fiddle players for one song, Huff stacked three tracks of Ilya Toshinsky’s mandolin on “Shut Up.”

Marlow’s lead vocal and Dye’s harmonies were comparatively easy.“The thing about Tae is she doesn’t always sing over [the melody] or she

doesn’t always sing under. She kind of moves to where you naturally would sing it,” says Huff. “They don’t want it to sound like they’re struggling or they have to work too hard. They just want it to be friendly and natural.”

Which is how their pointed humor comes across in “Shut Up and Fish.” Dot released it to radio via Play MPE on Oct. 12, and it debuts this week at No. 51 on Country Airplay. It’s the oldest song they recorded for Start Here, and as the Chris Stapleton performance on the Country Music Association Awards has the industry re-examining its sound, “Shut Up” might also be perfectly timed.

“We always lean toward more country,” says Dye, “and that’s one of our country-ist.”

BILLBOARD COUNTRY UPDATE NOVEMBER 16, 2015 | PAGE 13 OF 18

When Ashley Gearing earned her degree in entertainment industry studies from Nashville’s Belmont University in 2013, she could easily have turned right around and begun teaching the same classes she studied. That’s because the singer-songwriter was by then already a veteran of more than a decade in the music business, having signed her first record deal with Lyric Street Re-cords at age 12 and her current deal with Curb Records at 16.

Gearing, now 24 and promoting a new single and EP to country radio, says, “I feel like a new artist with the memories and the knowl-edge of an old artist.” She’s currently on the fourth radio tour of her career, visiting secondary stations to promote single “Train Track,” with plans to hit the major markets in the new year. Since her previous radio tours took place before she was even old enough to drive, Gearing jokes that the difference this time out is “I can have some wine at dinner now.”

However, there’s another, more important difference: “I really know who I am,” she says. “I am confident and able to have fun with it. I don’t feel like I have to act a certain way to please people. I really am just being myself, and I think people are responding to that so much more.”

While she’s running into some of the same programmers she first met as a tween, she’s glad for the opportunity to reintroduce herself. “People still don’t really know who I am,” she says. “They think I’m still 12 years old.”

Gearing’s story began in her hometown of Springfield, Mass., where she performed locally as a child and developed a following. Jimmy Harnen, then a promotion executive at DreamWorks Records (and now president of Repub-lic Nashville), gave her a poignant song he had written following the death of his father, “Can You Hear Me When I Talk to You?”

She recorded it and soon found herself playing it for then-WSIX Nashville PD Mike Moore in his office. Moore immediately walked her down to the stu-dio and had her play it live on the air. By the end of the day, she had invitations to meet with six record labels.

Gearing and her family decided the Disney-owned Lyric Street would be a

good fit, and the label took her on her first radio tour. Her parents alternated going on the road with her, along with a tutor. She remembers that first tour as “an adventure … like summer camp.”

While the song ultimately peaked at No. 36 on the Hot Country Songs chart in 2003, Gearing did set a chart milestone with it: She became the youngest solo artist to enter the country charts, beating a record previously held by Brenda Lee.

After that, Gearing says, her burgeoning career stalled. “There was a lot of confusion because no one really knew what to do with a 12-year-old at the time, and there wasn’t a lot for me to sing about,” she recalls. Her family made the decision to return to their previous life. “It was time to go back to sixth grade,” she says, admitting, “I felt a little bit defeated.”

She periodically returned to Nashville to write, and at age 16 performed at the Bluebird Cafe, where a Curb ex-ecutive heard her and offered a new deal. She accepted with the provision she would remain in Springfield and finish school. The label worked three singles from her between 2008 and 2011, and while all of them peaked in the 50s, Gearing says she got to enjoy a normal life, going to the prom and playing on her school’s varsity volleyball team.

At 18 she finally moved to Nashville and enrolled at Belmont. Once she graduated, she immediately began working on her self-titled six-song EP, re-leased to digital retailers in September. While music had previously “always been a juggling act for me,” for the first time she says she’s now “really able to pursue this 110 percent.”

As an industry veteran before her 25th birthday, Gearing says she has learned the value of perseverance. “There have definitely been ups and downs, but music has always been a part of my life and I always want it to be,” she says. “I don’t know if I’ll ever be Carrie Underwood, but I’m trying to do what I do best and always keep a positive outlook. I definitely want the positivity and the perseverance and the confidence to come through in the new music. [And] I want to keep doing it as long as I can.”

Country Indicator

CHARTS LEGENDRANKINGSCountry Airplay is ranked by total audience impressions for the week ending Sunday based on monitored airplay of 150 stations by Nielsen BDS. Audience totals on the chart are derived, in part, using certain Arbitron Inc. copyrighted Persons 12+ audience estimates (under license © 2015, Arbitron Inc.) Country Indicator is tabulated using reported playlists and Nielsen BDS-monitored airplay at 106 stations, ranked by total plays.

BULLETSl Awarded on Country Airplay to titles gaining audience or remaining flat from the previous week. A song will also receive a bullet if its percentage loss in audience does not exceed the percentage of monitored

station downtime for the format. Titles that decline in audience but increase in detections will also receive a bullet if the total audience erosion for the week does not exceed 3%. Bullets are awarded on Country Indicator to titles gaining plays or remaining flat from the previous week.

TIESOn Country Airplay, if two songs are tied in total audience, the song with the larger increase in audience is placed first. On Country Indicator, if two songs are tied in total plays, the song with the larger increase in plays is placed first.

RECURRENTSOn Country Airplay, descending titles below No. 10 in either audience or detections are moved to recurrent after 20 weeks, provided that they are not still

BILLBOARD COUNTRY UPDATE NOVEMBER 16, 2015 | PAGE 18 OF 18

On Nov. 22, 1980, Kenny Rog-ers rose 2-1 on Hot Country Songs with the Lionel Richie-written and -produced “Lady.” While it was Rogers’ 10th of 21 No. 1s on the tally, it was his first leader on the Billboard Hot 100 (spending a second of six weeks on top). The love song would breed more crossover success for Rogers, who would top both charts again in 1983 with his Dolly Parton duet “Islands in the Stream,” written by the Bee Gees.

“Lady” was R ichie’s f irst pro-duct ion project outside of t he

Commodores, leading to further inroads at country. 1987’s “Deep River Woman” hit No. 10 on Hot Country Songs, while Rogers and Richie covered “Lady” on Richie’s Tuskegee, which ruled Top Country Albums for four weeks in 2012.

Rogers was inducted into the Country Music Hall of Fame in 2013 and recently released the hol-iday LP Once Again It’s Christmas, which includes features by Alison Krauss and Jennifer Nettles. Now 77, Rogers has announced a retire-ment tour for 2016. —JIM ASKER
