ANNEXURE-I

Shri B. Surender Mohan, being a Mining Engineer with vast experience in the mechanized opencast mines has immensely contributed in the areas of production, growth, diversification, socio-economic development etc.

In 2003, as the Unit Head of Mine-I & IA, Mine-I & IA exceeded their installed capacity of 10.5 MTPA and 3 MTPA.

In 2008, took major role in implementing NLC’s New Lignite Mines viz., Mine-II Expn. (4.5 MTPA) & Barsingsar, Rajasthan Mines (2.1 MTPA).

Mine-II Expn. project won Vishwakarma award for implementation without any cost overrun.

I. Production :

During the tenure as Director/Mines and subsequently as CMD, Production performance right from the year 2008-09 onwards increased every year successively setting new records.

In 2013-14, achieved record performance in all its operational areas in mining and achieved the ever highest Over Burden removal of 1681.72 lakh cubic meter, ever highest lignite production of 266.09 lakh tones since inception.

Similarly achieved ever highest power generation of 19988.65 million units, highest power export of 17983.47 million units since inception. The Thermal Power Station-I Expn. of 2 x 210 MW has achieved (PLF) Plant Load Factor of around 92% under and TPS-II achieved a PLF 86.81%. NLC’s power plants achieved more than the National average PLF.

Production capacity of power generation has been increased from 2740 MW to 4240 MW,(An increase of 55% was achieved).

II. Financial Performance :

Achieved ever highest sales turnover of 6087.68 Crore for the year 2014-15 since inception as against 5967.23 Crore in the previous year 2013-14 registering a growth of 2.02%.

Profit before tax stands at 2383.33Crore for the year 2014-15 as compared to 2209.13 Crore in the previous year 2013-14 (7.89% higher). The PBT earned is the ever highest in any year since inception.

Profit after tax stands at 1579.68 Crore for the year 2014-15 as compared to 1501.88 Crore in the previous year 2013-14 registering a growth of 5.18%. The PAT earned is the ever highest in any year since inception.

III. Projects :

Instrumental in implementing the 2.10 million tones/annum Lignite Mines at Baringsar, Rajasthan, a new venture outside Tamilnadu by Neyveli Lignite Corporation Limited. Because of untiring efforts, Barsingsar Lignite Mines had achieved commencement of lignite production in November 2009 and attained full production in January 2010, well ahead of commissioning of linked Pit Head Thermal Power Plant.

Commissioned the much delayed TPS II expansion of 250 MW CFBC, lignite fired boiler, first of its kind in India. With strenuous effort and coordination with BHEL, Ministry of Coal, Ministry of Heavy Industries

IV. Allotment of Coal Blocks in India :

With the sincere efforts & constant follow up and with the support of MOC, GOI, Coal Blocks were allotted viz., Pachwara South Coal Block in Jharkhand State with a reserve of around 279 Million tones to meet the fuel requirement of Ghatampur Thermal Power Plant (3x660 MW) in Uttar Pradesh and JilgaBarpali Coal Block in Chatisgarh State with a reserve of 396 Million tones to meet the fuel requirement of proposed Sirkali Thermal Power Plant (3x660 MW) in Tamilnadu.

V. Diversification to Coal (Acquisition of Coal Assets Abroad) :

To meet the future coal requirement & upcoming coal based power plants, Expression of Interest has been floated for acquiring Coal Assets Abroad and it is in the process of due diligence.

VI. Diversification to Green Energy (Wind & Solar Power) :

In order to harness green energy, took all efforts to enter in to Wind and Solar based power generation.

A wind power project of 50 MW is under implementation.

On the Solar power side, a 10 MW plant was implemented at Neyveli. For another 100 MW solar plant, NLC’s own land has been identified at Neyveli Township, Tamil Nadu.

Active measures are being taken to set up a Solar Power Plant of 10 MW at Barsingsar, Rajasthan. Further expansion in Solar Power projects is also planned in Southern States.

VII. New Initiatives :

With a clear vision to reduce the cost of lignite production, OB removal and lignite production of Barsingsar Mines were outsourced first time in the history of Neyveli Lignite Corporation Limited. Because of outsourcing, the project cost with IDC was brought down from 590.54 Crore (Base 2002) to 254.60 Crore (Base 2009). Cost of Lignite production was reduced from 1057 per tonne to 646 per tonne.

VIII. New Projects :

Re-structuring of Mine-I & Mine-IA lignite mine is proposed to be undertaken to cater the lignite requirement for New Neyveli Thermal Power Projects (2 x 500 MW) which is under implementation.

Another 2 x 500 MW Coal based Power Plant at Tuticorin has been commissioned.

As a result of efforts, various new Mine and Thermal Power Projects like Barsingsar Thermal Power Project Extension (250 MW) and linked Hadla Lignite Mine Project (1.90 MTPA). Bithnok Thermal Power Project (250 MW) and linked Bithnok Lignite Mine Project (2.25 MTPA) in Rajasthan, are in various stages of clearance for implementation.

The current Production capacity is 30.6 MTPA and Power generation capacity 2740 MW. During this year Production capacity of 1561 MW will be added to raise the capacity to 4301 MW with increase of 57%. The Net worth of the company is Rs 14772 cr and capital employed is Rs 12333 cr, Turnover is Rs.6088 cr.

We have drawn plans to raise the capacity of Lignite Mining to 49.50MTPA and Power generation to 12221 MW.

IX. IR Issues:

In 2012, 44 days of Contract Workmen strike demanding regularization and wage increase was handled effectively and normal production was maintained.

The Strike during July 2013 for about 13 days by NLC Regular workmen and contract workmen numbering about 28000 persons against the Government’s decision on Disinvestment of NLC’s Shares was effectively managed and normal production was maintained.

During the strike by the Non Executive employees from 20th July’15 to 27th August’15 (48 days) for their demand of higher wages, the normal lignite production and power generation was maintained effectively.

X. Ratings for the Company:

Excellent ratings for the Company were achieved for 3 consecutive years during my tenure as CMD.

XI. IT Solutions:

SAP, ERP Soft wares is being implemented for integration and interfacing of various IT application.

Reform the procurement action with the implementation of e-procurement and Reverse auction

XII. Others:

Besides technical excellence and commitment to the growth of the company, immense care is taken for the inclusive growth and conscious of socio and economic development of the region.

The annual CSR expenditure incurred was higher than the stipulated guidelines by DPE. NLC Spent 14.26 Crore in 2012-13, 26.30 Crore in 2013-14 and o spend more than 47Crore in 2014-15.

As per the requirement of companies Act NLC set aside 2% of the profit towards CSR and always spend more than the statutory requirements.

ANNEXURE-II

Few achievements during the tenure of Director/Mines

In May 2008, played a major role in commissioning Mine-IA of 3.0 MTPA, Mine II Expansion of 4.5 MTPA in addition to Barsingsar mine of 2.1 MTPA in Rajasthan.

‘Achievement Award for best Project under Mining Domain” was awarded for this Project by Construction Industry Development Council, New Delhi during its 3rd CIDC Vishwakarma Awards held on 7th March 2011, at New Delhi.

Land Acquisitions:

While assuming the charge as Director/Mines, the company was facing problems of Land Acquisitions for Mining operations. By means of close follow up with District Administration, about 1000 hectares of land were acquired and facilitated the mining activities and advancement.

Technology Innovation:

For Mine II Expansion Project, as a Technology innovation, Variable Voltage & Variable Frequency (VVVF) Drives were introduced to minimize power consumption.

Disaster Management:

Monsoon of 2011-12, in which a natural disaster (Thane cyclone) was tackled effectively and production in Mines sustained.

Thane cyclone devastated the entire Cuddalore District with the major impact of Neyveli Township uprooting several lakhs of trees, electrical towers etc., and the impact was tackled effectively

Restoration of Power Supply in Mines, approach roads, buildings and commissioning of all systems was done on war footing in a week time. Lignite supply from lignite bunker/lignite stock yard maintained during the hours of crisis.

ANNEXURE-III

During the tenure as CGM/Mine Planning & SME (8/7/05 to 30/4/08).

During the above period, the LOA for OB outsourcing and for construction of service building for Barsingsar Lignite Mine Project were issued within the MOU excellent leveltarget time schedule.

First time in the country OB outsourcing contract was awarded for 7 years adopting price variation clause for fuel.

Further, the project cost as per 2007 base, was Rs.315.45 Crores with lignite transfer price of Rs.648/Ton. Again, by suggesting the lignite operation also for outsourcing, the project cost was brought down to Rs.254.60 Crores with a transfer price of lignite as Rs.646/T.

Correspondingly the manpower requirement brought down from 260 to 90 persons.

Preparation of FR for ‘Bithonok’ Mine Project by M/s.CMPDI, Ranchi was dealt with.

LOA for preparation of FR for Jayamkondam Project was issued to M/s.Poltgeor, Poland.

Led the team of SME Zone with strength of 1101 persons and coordinated the activities of all maintenance, overhauling etc. and thus made myself responsible for maximum availability of SMEs to achieve the production targets.

Functioned as Technical Head of Mines Sub-stores of NLC holding an inventory of Rs.120 crores (Approx.) and manpower of around 92.

Around 39% declared obsolete spares were arranged for sale and thus achieved excellent level target for reduction of obsolete spares at that time. Also around 86% of IRR (Inspection cum receiving report) were released within 6 days of targeted time schedule.

The LOA for preparation of FR for Mine III project under USTDA was processed within the excellent target time schedule.

Meeting organized and all required details/ reports furnished to MOC/GOI with regard to various sub-Groups for XI Five Year Plan and various working groups.

Also functioned as Nodal officer, for furnishing the legal compliance certificate for each quarter in respect of Mines Unit.

Instrumental for clearing the proposal for depreciation of SMEs, based on which GOI/Ministry of Corporate Affairs, vide their G.O. dated 31.08.2007, accorded approval to provide depreciation @ 6.33% per annum on SMEs based on useful life of 15 years against the previous procedure of adopting 11.33% for 8 years. This action has been taken to bring down the cost of production in the upcoming projects.

ANNEXURE-IV

During the tenure as GM/Mine Planning (24.12.2001 to 19.08.2003).

During the above period, Long Term Planning & excavation of Overburden, Lignite production, external dumping system etc. were carried out.

The conceptional Report for alternative Mining technology in respect of Mine III project (8 MTPA) was prepared.

Planning for the new projects such as Barsingsar Lignite Mine Production, Mine III (8 MTPA) & Mine II Expansion project were undertaken.

The capital cost of Barsingsar/Lignite Mines was initially estimated at Rs.551.15 Crores by adopting Specialised Mining Technology by using Bucket Wheel Excavators, conveyors and spreaders for mining operations.

Subsequently, I have modified the same to conventional Mining technology by using the dumpers and shovels and also by outsourcing the overburden excavation and by lignite operation departmentally and thus brought down the capital cost from Rs.551.15 crores (June 2002 base) to Rs.254.07 crores (March 2004 base), which was agreed and sanctioned by Government.

Because of this alternate proposal the manpower requirement was also reduced from 930 to 260 persons.

The transfer price of lignite @ 85% capacity utilization has brought down from Rs.1056.92 to Rs.611.00 per tonne.

PERFORMANCE & ACHIEVEMENTS OF PREVIOUS POSTS HELD

I have performed duties as DGM/Operation in Mine I & Mine II during the period from 19.1.98 to 23.12.01

OB excavation in Mine I (1998-2000) had exceeded the targets.

Lignite production of 109.71 LT in Mine II during 2000-2001 was the highest since inception.

Apart from discharging duties as Deputy General Manager, the function of Unit Head (General Manager) was also carried out during their absence.

During the period of 26/09/03 to 7/7/05, I have performed the duties as Unit Heads of Mine I (10.5 MTPA) and Mine IA (3.0 MTPA).

I have managed a manpower of 4700 regular employees which includes 750 executives. Apart from this around 2300 contract workmen in Mine I and 800 in Mine IA were also engaged for maintenance and different ancillary activities in Mines.

Trade Unions were dealt with and many day-today IR problems were amicably solved.

As one of the tender committee member, involved in processing tender for procurement of Specialised Mining Equipments required for Mine II Expansion project and savings to the tune of around Rs.100 crores was done.

Again during the above said period, the new records were set for OB and lignite production.

During the period 2004-05, the Lignite production of Mine I and IA were 105.28 LT, 32.11 LT respectively and thus achieved more than 100% capacity of the respective Mines.
