Bio for Rebecca Reid I started in the public service with DFO in 1990, and have changed jobs and relocated many times over the past 24 years, but always within BC. My present job is the Regional Director, Fisheries Management, Fisheries and Oceans Canada, Pacific Region, located in Vancouver. Program responsibilities include management of all marine and salmon commercial, recreational, and First Nation fisheries in BC and Yukon, including regulatory management of marine and fresh water aquaculture in BC. Lead for aboriginal and treaty program delivery, including supporting AANDC at the treaty table for fisheries negotiations. Other responsibilities include delivery of G&C funded programs directed at aboriginal organizations and First Nations. Some days I feel like I might as well move into my office because the days can be long, but occasionally I can escape to the field, and have fun seeing and doing – including a ride in a submarine to check out newly discovered sponge reefs!

Biography

My Squamish ancestral name is Xalek, from the lineage of Xatslanexw

My Chieftain name is Sekyu Siyam from the village of K'ik'elxn (Port Mellon) on west side of Howe Sound

I was born on the fourth of June, 1973

I am one of 16 Hereditary Chiefs of the Squamish Nation.

I am currently serving my second term as an elected Councillor for the Squamish Nation Chiefs and

Council, appointed as a Political Spokesperson.

I have been employed since 1999 as the Cultural Ambassador & Negotiator for the Intergovernmental

Relations Department of the Squamish Nation. 

A strong history of protecting and enhancing the Aboriginal Rights and Title of the Squamish Nation,

Land Use Planning, Natural Resource Management, Renewable Energy, Forestry, Wildlife Management,

Co Management of Provincial Parks and Conservancies.

He is also President Emeritus of the Public Policy Forum, an adjunct professor atthe School of Public Administration at UVic and Senior Fellow at the Graduate School of Public and International Affairsat the University of Ottawa.

Donald MacPherson Can Drug Policy Coalition

Executive Director

Donald MacPherson is the Executive Director of the Canadian Drug Policy Coalition and one of Canada’s leading figures in drug policy. He advocates policies based on principles of public health, human rights, social inclusion, and scientific evidence and moving away from a criminal justice paradigm where people with health problems are criminalized. MacPherson worked for the City of Vancouver for 22 years, first as Director of the Carnegie Community Centre in the Downtown Eastside and the last 12 as Drug Policy Coordinator for the City. In 2000 he published Vancouver’s groundbreaking Four Pillars Drug Strategy that precipitated a broad public discussion on issues related to addiction. In 2007 he received the Kaiser Foundation National Award of Excellence in Public Policy in Canada. In 2009 the City of Vancouver was awarded the Canadian Urban Institutes Secure City Award for the Four Pillars Drug Strategy. In 2009 MacPherson was awarded the Richard Dennis Drug Peace Award for Outstanding Achievement in the Field of Drug Policy Reform by the Drug Policy Alliance in the United States. MacPherson is involved at local, national and international levels and is a founding member of the Drug Policy Coalition.

Don Wright

Don Wright became Deputy Minister to the Premier, Cabinet Secretary and Head of the Public Service in British Columbia inJuly 2017.

Don’s career has spanned the academic, government and private sectors. His government service has included positions assecretary to treasury board and as deputy minister in the ministries of forests, trade and investment, and education in theSaskatchewan and British Columbia governments.

From 1997 to 2001, Don worked for Weldwood of Canada, a forest products company, and was a vice president there beforehe returned to government service in 2001. From 2003 to 2008 Don was the principal of Analytica Consulting, which providedadvice to public and private sector clients. From 2008 to 2013 Don was President of the British Columbia Institute ofTechnology. From 2014 to 2017 he was President and CEO of Central 1 Credit Union.

Don has served on a number of profit and not-for-profit boards.

Dr. Wright holds a Bachelor of Commerce from the University of Saskatchewan, a Masters in Economics from the University ofBritish Columbia, and a PhD in Economics from Harvard University.

Don and his wife Nancy have three children, living in Tokyo, Boston and New Westminster.

For the 2016-2017 academic year (July 1, 2016-June 30, 2017),Prof. Yu was on sabbatical from UBC as the Stanley Kelley, Jr.Visiting Professor for Distinguished Teaching in AsianAmerican Studies at Princeton University. Henry Yu is involved in the collaborative effort to reimagine thehistory of Vancouver and of British Columbia through the concept of"Pacific Canada," a perspective that focuses on how migrants fromAsia, Europe, and other parts of the Americas engaged with eachother and with First Nations peoples historically. Read "Our OwnNot-So-Quiet Revolution" and Prof. Yu's essay "Global Migrants andthe New Pacific Canada," written for the 25th Anniversary of theAsia Pacific Foundation. Prof. Yu has been the Principal since 2011of St. John's GraduateCollege, UBC's international graduate college, and served as itsAssociate Principal from 2005-2009.

Prof. Yu is also the Director of the Initiative for Student Teachingand Research in Chinese Canadian Studies (INSTRCC), the firststage of a long term commitment at UBC to the study of trans-Pacific migrations and the long history of interactions betweenAsian and European migrants and First Nations peoples in PacificCanada. Between 2015-2017, Prof. Yu served on the HistoricalDiscrimination Against Chinese Peoples Advisory Committee to theCity of Vancouver after City Council voted to consider a formal civicapology for the City's role in legislating and supporting historicalanti-Chinese racism and discrimination. The final report to Councilwas adopted on October 30, 2017 (found hereand with theformal presentation to Council here). As a member of theCommittee, Prof. Yu has been involved in helping shape thefulfilment of one of the recommendations endorsed by Council topursue UNESCO World Heritage Designation for Vancouver'sChinatown. Hugh Stephens Principal, Trans-Pacific Connections Hugh Stephens has more than 35 years of government and business experience in the Asia-Pacific region. Before returning to Canada in December 2009, he served as Senior Vice President, Public Policy (Asia Pacific) for Time Warner, based at the company’s regional headquarters in Hong Kong, and continued to serve as a Senior Advisor to the company until 2013. Prior to joining Time Warner in January 2001, Mr. Stephens spent 28 years with the Department of Foreign Affairs and International Trade (DFAIT), including postings to five Canadian missions in Asia. His final assignment was as Assistant Deputy Minister for Policy and Communications at DFAIT. Mr. Stephens has served on the Executive Committee of the Boards of the US National Center for APEC and the US-Korea Business Council. He is currently the President of the Victoria branch of the Canadian International Council and an Associate Faculty member in the School of Business at Royal Roads University in Victoria.

Chief Superintendent Jamie Zettler, Commanding Officer, Northwest Territories

Chief Superintendent Jamie Zettler was born and raised in southwestern Ontario and joined the RCMP in 1990. Followingtraining he was posted to Hope, BC. Chief Superintendent Zettler was promoted to the rank of Corporal in Squamish, BC,Sergeant in 100 Mile House, BC and Staff Sergeant in Fort St. James, BC.

In 2009, he was commissioned to the rank of Inspector as the OIC of the Canadian Air Carrier Protective Program "O"Division. In 2011 Inspector Zettler transferred to "G" Division as the OIC of the South District. In 2013 he was promoted to therank of Superintendent as the District Policing Officer East "B" Division..

Chief Superintendent Zettler has contract operational experiences as a Detachment Commander, Operations NCO, UnitCommander and District Manager in "E", "V", "G" and "B" Division. Chief Superintendent Zettler has Protective andInternational Policing experience in "O" Division. In addition, he has provided service in various other capacities includingthe 2010 Vancouver Olympics and the 2010 G8/G20 Summits in Ontario.

Chief Superintendent Zettler has a Bachelor's Degree from Brock University in Ontario, and has been awarded the RCMPLong Service medal and the Queen's Diamond Jubilee Medal.

Chief Superintendent Zettler resides in Yellowknife, with his wife Susie and their two children. While not at work he enjoysvarious sports and outdoor activities with his family and watching his children participate in various sports and activities.

Dr. John B. Zoe was the Chief Land Claims Negotiator forthe former Treaty 11 Council of the NWT from 1992 until itsconclusion with the establishment of the Tłı̨chǫ Government in 2005. John is now asenior advisor to the Tłı̨chǫ Government.

He has an Honourary Doctor of Laws from the University of Alberta in recognition ofhis work in the development of the new government, as well as his contributions toinvolving elders and youth in projects that are built upon a foundation of Tłı̨chǫlanguage, culture and way of life.

His own publications include articles on Dogrib ethno-archaeology and place names,Dogrib sacred sites, and the history of settlement types and traditional architecture.

John is the Community Advisor for the Tłįchǫ region with the NWT On The LandCollaborative, bringing invaluable experiences developing and supporting land-based programs in Tłįchǫ N’de. He played a pivotal role in the creation and ongoingsuccess of Wha Dǫ Ehtǫ K’è (Trails of Our Ancestors), an annual canoe trip thatkeeps Tłįchǫ history and culture alive by retracing traditional routes.

John was elected as a Fellow of the Arctic Institute of North America in 1997.

Lori Wanamaker, FCA, FCPA, was appointed Deputy Minister, Finance, on July 18, 2017. A long-time public servant, Lori comes to Finance from the Ministry of Children and Family Development, where she was the Deputy Minister. In this role, Lori had responsibility for child protection, services for children and youth with mental health or special needs, childcare programs, and developing strategies to address the over-representation of aboriginal children and youth in care.

From 2010 to 2016, Lori was the Deputy Minister of Justice and the Deputy Solicitor General with responsibility for corrections, policing, victims’ services, road safety, liquor, gaming and justice reform. She also served as the Chair for the BC Justice and Public Safety Council. Prior to this appointment, Lori was:

• Deputy Minister of Tourism, Culture and the Arts, and Chief Executive Officer for Tourism BC (2009-2010);

• Deputy Minister of Labour and Citizens’ Services (2006-2009), with responsibility for government’s shared services, including accommodation and real estate, workplace technology, purchasing and procurement, Service BC, and the Office of the Chief Information Officer; and

• Associate Deputy Minister of Housing (2005-2006), with accountability for housing and homelessness policy and programs, building and safety policy, and residential tenancy.

Lori’s career with the Province of British Columbia began in 1990 at the Office of the Auditor General. She subsequently held several senior positions within the Ministry of Municipal Affairs (1993-2001), including her appointment to Assistant Deputy Minister of Corporate Services in 1998. From 2001-2005, Lori served as an Assistant Deputy Minister for several different portfolios within the Ministry of Community, Aboriginal and Women’s Services. In June 2014, Lori was awarded the Lieutenant Governor’s Silver Medal for Excellence in Public Administration. She was also selected as one of Canada’s Most Powerful Women: Top 100 in 2013. The Institute of Chartered Accountants of British Columbia honoured Lori by bestowing a Fellowship upon her in 2011. This FCA designation recognizes the service that she has provided to the profession and distinction in her career. Prior to joining the BC public service, Lori worked at a public accounting firm in Winnipeg, Manitoba. In her spare time, Lori enjoys yoga, gardening, reading and spending time with family and friends.

Rebecca was born and raised in Yellowknife. After graduating from the University of

Calgary with a Bachelor of Communication Studies, Rebeccareturned to Yellowknife and worked for the Government of the Northwest Territories(communications and website advisor), followed by the Stanton Territorial Hospital Foundation(Executive Director), and then AVENS - A Community for Seniors (Director of Communicationsand Community Development). Most recently she was the Manager of Communities andExternal Relations for Diavik Diamond Mine Inc.

Outside work and City Council, Rebecca is also an active volunteer in sports, arts and culture.

Sheway: A Community Program for Women and Children Sheway is a Pregnancy Outreach Program (P.O.P.) located in the Downtown Eastside of Vancouver. The program provides health and social service supports to pregnant women and women with infants under eighteen months who are dealing with drug and alcohol issues. The Honourable Chief Justice Robert Bauman

On September 21, 2009, the Honourable Mr. Justice Robert Bauman was sworn in as the 15th Chief Justice ofSupreme Court of British Columbia. A well-respected judge, he had served for 13 years on the trial andappellate courts of this province. His appointment by the Prime Minister was universally well received by thepublic and the court.

The Chief Justice's family moved from Toronto, where he was born, to Montreal when he was a young boy. Hewas educated at Loyola High School and Loyola College, and ultimately obtained a degree in history from theUniversity of Western Ontario. From an early age, his dream was to become a lawyer. He attended theUniversity of Toronto Law School and, as good fortune would have it, during his �rst year of law school hemet the love of his life, his wife now of 35 years, Sue.

Much like the �rst Chief Justice of the Supreme Court of British Columbia, Sir Matthew Begbie, Bob had adesire not only to live in British Columbia, but to travel in the interior of BC. With his place on the podium forthe silver medal at law school �rmly in place, he made a dramatic move from Toronto to Prince George forarticles with Wilson King. Before leaving on the cross-Canada road trip to British Columbia, he presented hiswife with a book that was inscribed: "From Here to Paradise." The young couple settled in Prince George, andtheir sons, Rob and Dave, were born in 1975 and 1977. Bob soon became a partner at Wilson King, a �rmfounded many years earlier by the father of J.O. Wilson, the eighth Chief Justice of the Supreme Court of B.C.In 1978, he joined Galt Wilson to practise in Kelowna under the �rm name of Wilson Bauman. By this time,still early in his career, he was already considered a leading expert in administrative law and localgovernment law, subjects on which he wrote and taught extensively. In 1982, he moved with his family toVancouver, where he joined Bull Housser & Tupper, the former home of two other Chief Justice, the RightHonourable Beverley McLachlin, now Chief Justice of Canada, and the Honourable William Esson, respectivelythe 11th and the 12th Chief Justice of the Supreme Court. He practised there for 14 years.

The hallmarks of the Chief Justice's practice as a lawyer were hard work, extensive preparation, inclusiveargument and concise writing. The Chief Justice continued to display these traits after he was appointed tothe court in 1996. He quickly developed a reputation as an excellent judge, handling di�cult cases in all areasof the law-civil, criminal and family-with skill, courtesy and good humour. Mr Justice Bauman was invariablycalm, respectful, astute and e�cient. He was known for his ability to isolate the important issue or issues inthe case, and to explain his decisions in clear, uncomplicated language. His writing in single-sentenceparagraphs is unique. His judgment-writing style, like his physical structure, is compact.

Bob's sense of humour is always present, usually self-deprecating, but never mean-spirited. Given that, andhis love of language, it is not surprising that he was asked by Chief Justice McEachern, the 10th Chief Justice ofthe Supreme Court, to take over the editing of "Doublespeak", an annual collection of verbal missteps madein the heat of litigating. One example will su�ce: one counsel, in the throes of a cross-examination, asked abeleaguered witness, "Sir, did you have a birthday last year?"

Appointed to the Court of Appeal in 2008, he served in that capacity until September 2009, when he returnedto the Supreme Court as Chief Justice. The new Chief is deeply dedicated to the fairness, independence andimpartiality of the courts and to the importance of meaningful access to the justice system. He has becomeChief Justice at a time when access to justice is increasingly threatened and when there is intense scrutiny ofthe courts and the justice system. In the years ahead, the court will likely see signi�cant changes in the natureof litigation and the parties who come before it. With the assistance and support of his colleagues, the ChiefJustice will shepherd the court through new and changing social circumstances. Having practised law "up thecountry", he will be conscious of the fact that he leads the Supreme Court of British Columbia, not theSupreme Court of Vancouver.

Chief Justice Bauman has a big heart. He is an empathetic and compassionate individual. He recognizes thatjudges most serve the community as a whole, in all of its diversity. He has for many years been assisted inunderstanding these issues by his wife, Sue, who is the executive director of Family Services of the NorthShore, a non-pro�t organization that provides education, support and counselling to those who live on the

North Shore. Beyond his family and the law, which are his twin passions, his interests are more mundane. Inthe past 20 years he has become an avid golfer, caught up in all-and I do mean all-of the trappings of thegame. One particularly strong aspect of a good-looking but otherwise inconsistent game is his play ofbunkers, hence the nom-de-golf, De Sand. His administrative skills came to the fore in the court's goldtournament, the Rough Justice Invitational, when after careful organization of the foursomes he became amember of the winning team of the tournament. This organizational skill should hold him in good stead whilesetting the daily rota for the court.

The Chief Justice, although traditional, is not in�exible. As a year-round golfer, he created and instituted the"leaf rule" which allows a player not to claim a lost ball if it might be under one of the many leaves that covershis Point Grey golf course in the autumn. The Chief Justice would describe this as �lling a lacuna or gap in therules, something that appears quite reasonable. However, his partners found themselves quite distressedearly one spring to see His Lordship climbing a tree and shaking it in order to invoke the "leaf rule."

The Chief Justice takes pride in being nattily dressed and well appointed. If there was any Chief Justiceinterested in reinstituting wigs, something prohibited since the time of Chief Justice Gordon Hunter (thefourth Chief Justice), our current Chief would be a likely candidate. However, other more serious projects arelikely to occupy his time. The Chief Justice has excellent taste and believes that aesthetics matter. He is anenthusiast for the Arthur-Erickson-designed Vancouver courthouse and will do his best to preserve andprotect it as the treasure that it is.

Bob and Sue have two sons and two daughters-in-law, of whom they are justly proud. Bob performed themarriage of his son Rob to Angela, and performed the marriage of his son Dave to Ashley. All four youngpeople are active in the community. Rob is the director of operations for a global media and Internettechnology company, and Angela is the principal of a strategic philanthropy consulting �rm. Dave recentlyworked for VANOC on the "venue look" for BC Place and Thunderbird Stadium for the 2010 Winter Olympics,and Ashley is a vice-president for a marketing and advertising �rm. Bob and Sue have downsized to theextent that their cat and dog have been outsourced to their children on a revolving loan.

On January 21, 2010, the new Chief Justice and George McIntosh QC joined emceed a dinner of over 500attendees to recognize the accomplishments of Chief Justice Donald Brenner (the 14th Chief Justice), who ledthe court with distinction during the �rst decade of this century. Brenner C.J. left the Supreme Court to hissuccessor in excellent shape. It comprises not only the judges, but also the court sta�, sheri�s, legalassistants, librarians and law clerks who are all dedicated to ensuring that justice is administered in a fair andaccessible manner. The Chief is responsible for a large and complex organization. Chief Justice Bauman'sleadership will establish its character for the second decade of the 21st century.

Weledeh Yellowknives Dene

Weledeh Yellowknives Dene are one of the peoples of the T’satsaot’ine (translation metal or copperpeople). The people were known for the pots, knives, and other tools they made from copper collected inthe northerly parts of their territory. Before trapping for the fur trade changed traditional occupancy andland-use pattern north of Tinde’e (Great Slave Lake), the traditional territory of the T’satsaot’ineconsisted of lands around Great Slave Lake north to the Copper-mine River, and east to the TheronRiver. Since 1959, descendants of the T’satsaot’ine tribe have lived mostly at Deninu Kue, Rocher River,Lutsel K’e, Reliance, Ndilo, Dettah and Enodah. Today, the people call themselves and their territoryafter the great T’satsaot’ine leader Akeh-Cho: The Akaitcho Peoples and Akaitcho Territory.

Weledeh Yellowknives Dene call themselves after the river (the Weledeh) in the southerly parts of theirterritory, where they traditionally spent summer. The Weledeh (translation Coney River) is shown ongovernment maps as the Yellowknife River. In the Weledeh Yellowknives dialect, weleh in Englishmeans fish known as coney (or inconnu) and deh means flowing water or river. Weledeh YellowknivesElders tell a story in which Alexander Mackenzie decided to call the river “Yellowknife” after what theEuropean explorer thought the people camped at the mouth were calling themselves. Elders todaybelieve their ancestors and the interpreter were actually informing Mackenzie about the copper knivesthey held in their hands at the time.
