District Heating in Estonia

• 60% of the population used DH

• 70% of heatenergy consumption in DH

• 151 out of 226 local municipalities

• 287 boiler houses

• >1447 km of DH pipeline

Natural gas 44%

Wood fuels 25%

Data 2010, According to National Audit Office Estoniaand Statistics Estonia

District Heating in Estonia

Average price of MW·h of heat 60 €/(MW·h)

Median price of MW·h of heat 74,5 €/(MW·h)

For smaller companies – 70% of costs is made on fuels

(natural gas; shale oil)*

Data from august 2012

*Estonian Competition Authority. Aastaraamat 2011.

District Heating in Elva

• Managed by OÜ Elva Soojus

• Shares 100% owned by town of Elva

Major Investments: Conclusions

• 197,9 EUR per kW of biomass-fired boiler heat power output

• 205,3 EUR per m of DH dual pipeline

• 27,5 EUR per m2 of net heated surface

* The standard expenditures were not taken into account

Heavy metals 25,5 kg/y 8,5 kg/y

In year 2010 in Elva was avoided 4734 t of CO2 em.

For chiping and transport of fuel emission is 8 kg CO2 /MWh

Page 13: BIOENAREA regional examples Transition from fossil fuels to biofuels -

Conclusion, future perspective

•Different development scenarios to be sustainable:

more consumerscloser involvment in energy suply chain

connecting grids to one network CHPuse other renewable resources (solarenergy, ground –thermal energy etc )
