General Notes Error messages in PEIMS reports come in three types:
o FATAL - *F* in Skyward reports – Fatal errors MUST be corrected, as all fatals must be corrected before a submission can be finalized and signed off by Dr. Brown in the TEA system.
o SPECIAL WARNINGS - *SW* in Skyward reports – Special Warnings should be carefully reviewed, as this indicates that the data appears to be incorrect to the TEA system, but can still be sent if we verify that it is correct.
o WARNINGS - *W* in Skyward reports – Warnings should be checked to ensure the data is correct. Warnings are the least serious of the error messages.
All corrections should be made by Nov 13th. Staff Profiles and Reporting from TEA should be available the week of Dec 5th. PEIMS Submission 1 is due on December 7th, with the Resubmission due Jan. 18th.

TSDS PEIMS Data TransitionPEIMS is now a part of the Education Data Warehouse (eDW), the new data management system Texas has been constructing/implementing over the past several years.
PEIMS data consists of five categories:
1. education organization,
2. finance (budget, payroll, and actual),
3. campus course section,
4. staff, and
5. student.
Campus PEIMS personnel will be working primarily with the Student category data, though there will be limited review of some areas of Staff and Campus Course data. The five PEIMS data categories are detailed in Appendix A for reference purposes.
Local education agencies (LEAs - like BISD) and Education Service Centers (ESCs) will transmit their PEIMS data collection to the Education Data Warehouse (EDW) using one or more Interchange Schemas drawn from the Ed-Fi Core and Texas Core Extension Schemas.
PEIMS data will continue to be collected four times each school year at present. The collections are:
Submission 1 (Fall Snapshot [including student leaver] data), Submission 2 (Mid-Year [prior year financial actual] data), Submission 3 (Summer [school year attendance] data), and Submission 4 (Extended Year [summer program] data).

Student InterchangeReporting Requirements
The StudentExtension Complex Type inherits data elements from the Student Complex Type and contains data elements that are attributes of a student.
Each student enrolled in an LEA on the “PEIMS fall snapshot date” must have one, and only one, Student Enrollment record.The StudentExtension Complex Type must be reported for the following submissions:
Do not report the following students in any PEIMS Submission: Adult basic education students Adult secondary education students Nonpublic school students living in the LEA, but who are served totally by a nonpublic school Home-school students except those who receive Special Education services from the LEA
(e.g., Nonpublic Day School or Residential Nonpublic School Program)
All student demographics changes including Student ID must be managed through the TSDS Unique ID Application.
Submission 1:Students who on the as-of date:
Are served only by a public school; Are served by both a public and a nonpublic school (including students served under an
individualized services plan); Are in a special education nonpublic day school; Are in a special education residential placement, or; Do not fit any of the above situations but were served in grades 7-12 in the LEA at any time
during the prior year and do not enroll in the LEA within the school-start window; do not enroll in another Texas public school; do not receive a General Educational Development (GED) certificate within Texas by August 31st; and are not accounted for by other state reconciliation processes.
The PEIMS fall as-of date or the “October snapshot” date, is the last Friday in October.
Due to hurricanes, the school-start window extends from the first day of school through the last Friday in October (same day at snapshot – generally this is the last Friday in September).
For Submission 1, because a student can only be enrolled in one LEA on the “PEIMS fall snapshot date”, only one LEA is to report a given student.
LEAs must take appropriate measures to ensure that prior year students who are "no shows" in the current year are not "rolled over" in the student system and reported as enrolled students in the LEA's PEIMS Submission 1. If this happens, these students may be on the LEA's underreported student listing the next year.
If a student was in grade 7-12 during the prior year, does not enroll in the LEA within the school-start window, does not enroll in another Texas public school, does not receive a General Educational Development (GED) in Texas by August 31st, and is not accounted for by other state reconciliation processes, then a Leaver information is reported.

AT RISK Coding Back to Top
The state compensatory education (SCE) supplements the basic – or regular – education program with compensatory accelerated instruction in order to reduce any disparity in performance on assessment instruments administered under Subchapter B, Chapter 39 TEC, or disparity in the rates of high school completion between students at risk of dropping out of school and all other LEA students. BISD is required to offer direct supplemental accelerated instruction to each student who meets one or more statutory or locally-defined eligibility (“at risk”) criteria. The AT-RISK-INDICATOR-CODE indicates whether a student is currently identified as “at-risk” of not meeting standards or dropping out of school using state-defined criteria (TEC §29.081, Compensatory and Accelerated Instruction). A student “at-risk of dropping out of school” includes each student who is under 26 years of age and who:
1. was not advanced from one grade level to the next for one or more school years; [excludes prekindergarten or kindergarten students who were not advanced as a result of a documented request by the student’s parent under TEC 29.081 (d-1).]2. is in grade 7, 8, 9, 10, 11, or 12 and did not maintain an average equivalent to 70 on a scale of 100 in two or more subjects in the foundation curriculum during a semester in the preceding or current school year or is not maintaining such an average in two or more subjects in the foundation curriculum in the current semester;3. did not perform satisfactorily on an assessment instrument administered to the student under TEC Subchapter B, Chapter 39, and who has not in the previous or current school year subsequently performed on that instrument or another appropriate instrument at a level equal to at least 110 percent of the level of satisfactory performance on that instrument;4. is in prekindergarten, kindergarten or grade 1, 2, or 3 and did not perform satisfactorily on a readiness test or assessment instrument administered during the current school year;5. is pregnant or is a parent;6. has been placed in an alternative education program in accordance with TEC §37.006 during the preceding or current school year;7. has been expelled in accordance with TEC §37.007 during the preceding or current
school year;8. is currently on parole, probation, deferred prosecution, or other conditional release;9. was previously reported through the Public Education Information Management System (PEIMS) to have dropped out of school;10. is a student of limited English proficiency, as defined by TEC §29.052;11. is in the custody or care of the Department of Protective and Regulatory Services or has, during the current school year, been referred to the department by a school official, officer of the juvenile court, or law enforcement official;12. is homeless, as defined by 42 U.S.C. Section 11302, and its subsequent amendments ;
or 13. resided in the preceding school year or resides in the current school year in a residential
placement facility in the district, including a detention facility, substance abuse treatment facility, emergency shelter, psychiatric hospital, halfway house, or foster group home.

HOMELESS DefinitionAs defined by NCLB, Title X, Part C, Section 725(2), the term “homeless children and youths” —
(A) means individuals who lack a fixed, regular, and adequate nighttime residence [within the meaning of section 103(a) (1)]; and(B) includes —
(i) children and youths who are sharing the housing of other persons due to loss of housing, economic hardship, or a similar reason; are living in motels, hotels, trailer parks, or camping grounds due to the lack of alternative adequate accommodations; are living in emergency or transitional shelters; are abandoned in hospitals; or are awaiting foster care placement;(ii) children and youths who have a primary nighttime residence that is a public or private place not designed for or ordinarily used as a regular sleeping accommodation for human beings [within the meaning of section 103(a)(2)(C)];(iii) children and youths who are living in cars, parks, public spaces, abandoned buildings, substandard housing, bus or train stations, or similar settings; and
migratory children (as such term is defined in section 1309 of the Elementary and Secondary Education Act of 1965) who qualify as homeless for the purposes of this subtitle because the children are living in circumstances described in clauses (i) through (iii).
The McKinney-Vento Act requires that every school district designate a homeless liaison. Contact your local homeless liaison for questions about the statutory definition of homelessness in the McKinney-Vento Act, whether or not a student meets that definition, and what category of living situation is appropriate. Information can also be obtained from the Texas Homeless Education Office. To contact the Texas Homeless Education Office, call 1-800-446-3142.
SSI PROMOTION RETENTION definitions Back to Top
SSI-PROMOTION-RETENTION-CODE indicates whether the student was promoted or retained as a result of participation in the Student Success Initiative (SSI) as described in TAC Chapter 101, Subchapter BB and TEC §28.0211.
This indicator must be reported for every student meeting all of the following conditions:
1) the student was eligible for assessment/testing as specified by TAC §101.2003; and
2) the student in the previous school year was in a grade to which the SSI applies; and
3) a Grade Placement Committee as required by TAC §101.2007 was established for the student because the student had not met the SSI requirements after the second assessment/testing date; and the student did not meet SSI requirements after the third assessment/testing date.
May be blank. Codes 03-08 apply only to students in grades 5 and 6 beginning in the 2005-2006 school year. Codes 09-14 apply only to students in grades 8 and 9 beginning in the 2008-2009 school year.

The only crisis code that applies to our evacuatees is 5A, per Region XI.
5A – This specific code indicates a student was enrolled or was eligible to enroll in anLEA impacted by Hurricane Harvey, and the student enrolled in a different LEA during the 2017-2018 school year.

All students who lack a fixed, regular, and adequate nighttime residence are considered homeless according to the McKinney-Vento Homeless Education Assistance Act. In order for the agency to determine the total number of students who are homeless because of Hurricane Harvey, these students must be reported in TSDS PEIMS as both homeless and with the appropriate crisis code (5A, 5B, 5C)

If the Birth Year is either of the calendar years spanned by the school year, then calculated Age is 0.
Otherwise, the Birth Year is subtracted from 2015 resulting in the Age. The Age is then adjusted for the month and day to get September 1 Age.
If the Birth Month is Before September then no adjustments are needed. If the Birth Month is After September then 1 is subtracted from the Age. If the Birth Month Is September and the Birth Day is after the first, then 1 is

State law only authorizes collection of the “foster care” status of students in the custody of the Texas Department of Family and Protective Services (DFPS), so students in foster care from other states are NOT reported as in foster care.
T-STEM Indicator Code is a new addition this year, and is a separate item from the AAR endorsement. Check with your Curriculum department regarding offerings in this area.

Special Ed uses eSPED software for tracking their students. There is a limited amount of data that has to be entered into Skyward for PEIMS reporting. This report is a check to make sure all Special Ed students are correctly identified and coded in Skyward.
This should be taken care of by diagnostician at your campus. Please run this report and provide it to them for review.

This should be taken care of by the Counseling office for grades 7 - 12. This report currently does not apply to other grades. It is likely that this report should be run multiple times with different criteria, such as pictured in the screenshot above, then with just the Print Students with Non-Leaver Reasons box checked, etc. so that both the dropouts and the other leavers can be reviewed for accuracy. Please run these reports and provide them to Counseling for review.
203 records are now reported in Sub 3 as well. Individual Graduation Committee Graduate Code, reported in Submission 1 on a student for
whom a committee was established and the student graduated based on a committee decision, and the Individual Graduation Committee Review Code, reported in Submission 3, which indicates that a committee has been established for this student, and are now in effect.
The Campus ID field reports the campus where the student was last enrolled. For example, if an 8th grader does not enroll at high school for 9th grade, the 8th grade campus is reported because it is the last campus attended.

The Skyward 090 report should contain data about all teachers with scheduled students and other campus personnel that have had responsibility records entered for them at the campus level.
Other 090 records will come from Munis for auxiliary staff and district level personnel. The campus principal will have the opportunity to check a complete set of staff profiles after the initial draft submission is uploaded to TEA.
Check for Role ID: Regular teacher = 087 and sub = 047. Check Population Served, which is what type of student the class is designed for. Check number of students in class for accuracy. Check Class Type code. Check Monthly Minutes for accuracy, with extra attention for low and high extremes. This
calculation is based on a 5 day week, 4 weeks in the month. Do not figure in non-school days if calculating by hand.
