Action Plan for Training and Awareness raising on FRA

(1) TRAINING : Comprehensive Training Programme Consists oftraining at four levels :

(a) State Level :

Training of master trainers will be at Jaipur. Master Trainersgroup will consist of CEO, ACEO, POT, DFO/ACF, AEn(mining). AEn(Irrigation). Revenue Officers (SDM/Tehsildars). As well as reputedNGO's representatives who is working in these areasNGO s representatives who is working in these areas.

(b) District Level :

These trained master trainers will go at districts level to imparttraining at Zila Parishads. They will be targeting publicg y g g prepresentatives, zila parishad members, DLO's of differentdepartments (Revenue, Irrigation, Forest, Mining) etc. CDPO's.BDO's Panchayat Prasar Officers for training These trainedBDO s, Panchayat Prasar Officers for training. These trainedpersonnel in turn will train block level & panchayat level officers.

NGO's alongwith their master trainers will impart training here atgrass root level and educate tribals about the act and the recentgchanges. They will also take up extensive awareness campaign inthese areas.

Overall monitoring and facilitation by POT's in their respectiveareas.

Trainer's will be encouraged to impart training in local dialect.

(3) Awareness :Extensive promotional campaign at district, block and panchayat levellevel.‐ Promotion in local language by Radio, Newspapers and local TV Channels.  P ti d th h l l t ti‐ Promotion and awareness through local representatives and elected representatives. In the awareness campaign special focus will be on :

(i) Empowerment of  Gram Sabhas(ii) Capacity building of FRC's(iii) Community rights and minor forest produce(iii) Community rights and minor forest produce(iv) Quorum requirements

‐ Hamlets which were not part of any existing forest  ill h b dd dvillage has been added.

‐ Constitution of FRC Committees under (4)(i)(e)‐ Updation of revenue records.

In 18 districts out of 33 districts in State DLC's has been formed. In

Formation of DLS, SDLC & FRCsFormation of DLS, SDLC & FRCsall the blocks of these districts SDLC's have also been operational.

In 13 districts formation of DLC & SDLC pending. Efforts are on toform in these districts. Order have been given to Collectors & CEO'sof all these districts. In two districts Ajmer & Churu DLC's have beenformed but SDLCs have not been formed.

In all those districts where claims have not been received yetCollectors have been directed by SLMC to submit "no claim

d " fpending" certificates.

In all the district DLC's and SDLC's have been constituted as perrulesrules.

All the District Collectors have been directed to ensure to constituteFRC's by Gram Sabhas before the Commencement of Prashashan

Training modules for Gram Sabha & FRC's are being preparedby IGPRS, Jaipur in order to educate motivate at the sameby IGPRS, Jaipur in order to educate motivate at the sametime involvement of reputed NGOs for awareness campaignalong with news papers and media is also proposed.

OTFD's who have been left out can also put their claims alongwith tribals & forest dwellers.

In the SLMC, 3rd May 2012 it was decided that forest dwellerswho are occupying forest land will not be dispossessed untill andwho are occupying forest land will not be dispossessed untill andunless their claims are settled. No claim by admissable evidenceshould be rejected on the basis of official record only.

As per the guidelines & clarifications DLC may review the claimsof OTFOS where the claims have been wrongly rejected withoutfollowing correct procedures rules mandatory to Gram sabhas.

On finalization of the lists of hamlets and habitation the processof recognition and vesting of rights in these hamlets.

Pastoralists and nomadic communities been recognized. Tribalsand forest dwellers of criteria of forest right act SLMC has givenand forest dwellers of criteria of forest right act. SLMC has givendirections to all district collectors that those who are occupyingforest land will not be dispossessed untill and unless their claimsare settled.
