I t BLACK LIBERATION ARMY COMMUNIQUE JULY 16, 1983 On this, tbe third anniversary to honor New Afrikan Freedom'- Fiqhters, we send our revolutionary qreetinos and our committment to continue to carry out our responsibilities in our liberation struqqle to Free the Land of Mew Afrika. We holrl in the highest esteem all- the comrades who are on trial in federal court in Manhattan in the PICO conspiracy case, the comrades in the Rockland Countv Brinks case, and the comrades on trial in Queens. Our respect and committment aces to our a rand jury resisters that their urnustified imprisonment will not be in vain because we, alonq with others, are qoinq to no it, do it, "til we do it riqht. •* At this staae we would like to claj.m aU New Afrikan Freedom Fighters as heroes of our revolution. When comrades are enqaqed in a relentless battle to orqanlze the masses of Black people to political, spiritual and military efforts and are witling to sacrifice their lives for the fruition of an independent, socialist Republic and are captured, tortured or assassinated in their attempts to do so, it becomes our responsibility to recoqnize these sacrifices differently then nust a casual resistance. Even though these sacrifices are the conseauences of war, those who suffer them should be recoqnized as heroes and martyrs of our New Afrikan nation. Historical analvsis of oppressed people overcoming their oppressors shows that various •-•onilit'.ens dictate the pace, momentum and tactics used that will ultimately lead to victory. For New Afrikan people subjective conditions are aualitativelv different when you have a Black subjugated nation fightinq aqainst a manoritv white colonial power than when both the subjugated people and their Depressor are white or of the same race. For New Afrikan Freedom Fkjhters the room for covert and overt operations are much more'limited, arduous and protracted, especially in this highly technical imperialist state. Therefore we must recognize New Afrikan Freedom Fiqhters1 tactics developed from trial and error as an intricate part of a protracted process in the pursuit of national liberation. The fact that the historical resistance by our New Afrikan Freedom Fiqhters has left us with many victories and the amount of flexibility we have as a people to fiqht our oppressor should not be taken for qranted. We must leave our children with more flexibility or a total victory throuqh the process of struqqls or we as a people will have betrayed our ancestors, past and present heroes and our martvrs. And ultimately we will- denv ... the evolution of mass struggle and peoples war. These doas, traitors, have temporarilv effected the heroic deeds of members of the BLA, FALN and other nationalist clandestine formations, both in and outside the US borders. However, historicaUv it must be understood that even thouqh these enemies have betrayed comrades, the honor of their national liberation struagle as well as their own self-respect for blood money and personal safety, the effect is only temporary. We should not allow traitors to determine the pace of our respective nationalist revolutionary movements or impede our development. Instead, we should analyze these acts of treachery to determine how they can be prevented in the future, we should be cognizant of character traits-in individuals which would lend to such deviant behavior.

We should eauip cadre with the necessary i^eoloaical development to preventsuch actions and as important, we should make traitors understand that thereis no escapinq the wraith of the p.-eonle.

We must also deter traitors bv proving to the world that regardless ofwhat thev and this fascist racist state does, nothing wuT stop us from wagingarmed struggle for land, independence and self-determination.

Organizationally, we must prepare our cadre with the following: "absolutedistrust of the enemv, the motive behind whatever the enemv does to acaptive is one thing and one thing alone — to persuade a fighter to part withhis secrets and therebv weaken the movement. Kindness, torture, threats,abuse, various tales about traitors w*r> turned their backs on their ideals areall designed for this purpose. Hence, it is imperative that we should face theenemv with constant vigilance and distrust his actions, whether they seemimportant or apparently insignificant. It is fatal to forget this. It is vitaUvimportant to refuse to accept the enemy's kind gestures. Loneliness, constanttorture, and various mental occupations are a breeding ground for theacceptance of such gestures. There is a bad motive behind the enemy's kindbehavior. A little resistance to it will reveal the real motive behind hisactions and will also strengthen the fighter's morale."

In this period of history when the US government seems to feel thatsome of the Present setbacks in the most advanced elements of nationalliberation struggle allow them to breed more repression on the Black Nationand other national- liberation formations, it is our dutv to turn these repressivetactics on our enemv. We must push the concept from all levels thatrepression breeds resistance. We must pursue this concept not f rom atheoretical position, but from a materialist position. Our priority at this timeshould be the organizing of our people into organizations to prepare them tofight peoples war against repression and genocide and for land andindependence. Historically we have witnessed that when repression isanswered with spontaneous rebellions we as a people have seen thatQualitatively there are very few positive results and our people andcommunities suffer the most casualties. The fact that spontaneous resistanceexists is an indication that our com munities are in need of organizedresistance. Organized resistance is the only answer to organized repression.The organizing of our people falls on the backs of the Black revolutionarynationalist movement. The Black revolutionary nationalist movement mustbuild trust amongst the masses of Black people and Black people must havefaith and trust in the movement that thev, the movement, will standsteadfast. In organizing our people we must use the tools that are availableto us. i. We must recruit to build a comprehensive mass peoples'oraanization. ?. We must provide concrete services that respond to thedav-to-dav suffering of our people. 3. We must diligently and tacticallypresent our program for self-determination, the end of oppression andself-defense. 4. Our movement must be seen on the frontline whenever thefascist racist monster decides to disrespect our people. 5. We must handleall of our responsibilities in a professional, predictable manner to gainconfidence among the masses. 6. We must organize our youth and give themtraining and leadership responsibilities. 7. The use of propaganda tools such

as grafitti, buttons, leaflets, street corner theatres, street corner speakingmust be escalated.

There are many areas for our movement to address at this time.Reaaan*s racist regime and capitalist amerikkka's move toward totalitarianismand aenocide aaainst the Black Nation highlights the following conditions: USorisons have more Black people in jail proportionally than any other race;oolice have a riqorous campaign to murder and torture Black people and ThirdWorld people; "red, white and blue", "love it or leave it" job policies have putmillions of Black people on the SOUP lines; chemical warfare against ourpeople in the form of drug addiction and alcohol addiction abounds. The lackof positive role models for our vouth leads us to self-hatred andBlack-on-Black crime. Oraanizing around the above concerns will allow us toeliminate the ills that effect our communities and will us a solid foundationon which to oraanize our people around land and independence.

New Afrikan Freedom Fighters also honor the deeds of freedom fightersaround the world. The strugale for liberation of Azania has taken on aQualitative leap that will eventually lead the indigenous people to victoryaqainst the racist colonial settler domination supported by Zionists, racists andimperialists. The comrades of the ANC has assessed their errors of the pastdecades and have opened up a ?-level strategy of peoples war with betterexpertise in covert operations, rural battles are coupled with urban guerillawarfare. The Azanian freedom fiahters recently captured in this newoffensive have been tried by the doqs who hold QO % of the population inservitude and miser/. The conviction and the public assassination must beexposed to the international community and New Afrikan Freedom Fightersand the revolutionary movement must at every opportunity confront the racistreaime in South Africa. Advancement of the liberation struggle in Azania isan advancement of our strugale in this country. We honor the threecombatants that were assassinated bv hanging for their ultimate sacrifice.Their revolutionary spirit will be inspiration for New Afrikan Freedom Fightersto see our struggle through to the end.

The revolutionary movement for Puerto Rico being carried out by FALNand the continual resistance bv MLN has forced US imperialists to enlistInterpol and their ruthless interrogation techniques. The fact that theirmilitary battle and strategy has expanded into three territories in NorthAmerica, Mexico, US and Puerto Rico, proves that US domination over thesoverekm Puerto Rican people is on its last legs.

The exposure of covert operations in El Salvador and Nicaragua showsthat Puerto Rico is in a parallel struggle with other Latin American people inthe Western Hemisphere. There can be no question of the alliance betweenPuerto Rican and New Afrikan Freedom Fighters because we fight on thesame battlefield for a nationalist revolutionary socialist Republic for ourrespective people. We hold in the highest reqard comrade William Morales forhis continuing to carry on his responsibilities as a freedom fighter as opposedto using his physical handicaps as an excuse not to continue to fight for hispeoples' liberation. His victories and his efforts will go down in the annals ofPuerto Rican history. The comrades who valiantly fought to prevent his

capture from the CIA and Interne! must be considered heroes of theirrevolution and we honor those that died. To their families and their childrenwe send our revolutionary condolence and promise to uphold the revolutionaryprinciples of our alliance.

Mew Afrikan Freedom Fighters of the Black Liberation Army honor thealliance we have with our white North American allies. Truly they have stuckto the political and ideoloaical relationship which which lead to the downfallof US imperialism air* the unconditional pursuit of self-determination for theBlack Nation and the committment of a proletarian revolution in NorthAmerica. Their actions as Prisoners of War and political prisoners have shownthe worW their dedication to their ideoloqy and practice. In this period whentendencies are pushing the revolutionary nationalist movement to amulti-nationalist party which we re-iect, the material basis of our alliance hasprovided the accurate strategy for alliance between the oppressed nation andthe revolutionary proletarian vanguard oraanization. Revolutionary nationalistsin the New Afrikan movement's suagestions for the formation of the JohnBrown Anti-Klan mass organization was carried out, producing a massoraanimation to fight racism head-on in the streets of North America. Fortheir leadership in this area we should applaud their practice and results. Wedaresay that efforts on the part of white anti-imperialists during the electoralprocess for Zimbabwe and its unconditional support for Z A N U would beconsidered interventionist by Marxist-Leninist international elements. But webelieve that resources in a capitalist society is a privilege and when thatprivilege is used in a correct ideological way and not for racist hegemonisticstyle of work it can be important for the emergence of a legitimateself-determination struggle, a struggle that is unpopular in the bourgeois press,but popular among the suffering masses. The consistent tactic of exposing thecounterintelligence techniques of the FBI throuoh the Patrick Grev suit is oneof the reasons why escalated repression and entrapment has been waged onour white anti-imperialist allies. It is from these programs and politicalobjectives that the fundamental basis for Quality, reliable whiteanti-imperialist comrades have emerqed as true allies of our movement. Tous these comrades are the true leadership of a proletarian anti-imperialistrevolution. The recognition of self-determination for oppressed nationsparalleled with a white-led proletarian revolution is the best formula for theDismemberment of US imperialism and its world domination. We honor andrespect our white anti-imperialist North American allies. We ask ourmovement to do the same.
