Call to Order Chair Olson called the meeting to order at 4:00 pm.  Introductions followed.  Approval of Minutes Minutes were reviewed and approved:  Motion by Arellano and 2nd by Anderson.  Financial Report and bank statement was presented:  BHRC has arranged for Sauk Valley bank statements to be mailed to mayors starting next month.  Motion for approval by Arellano and 2nd by Anderson.  Passed.  Administrator Report In addition to submitted report, Shaw announced: 

Public hearing was held in Dixon last week for application to add tax districts to zone.  This includes resolutions passed by SVCC, Dixon School District, Dixon Park District in 2017. Steward Elementary and Alto Township also came in after zone application was sent and will be included in this application 

Re: Amboy School District abatement, have had difficulty getting in touch with superintendent, Mayor Schamberger reports same problem. Action item: Arellano and Olson suggest presentation during public comments to get noticed 

Beta Zone website available at leeoglezone.blackhawkhills.com, will present on this next time Action item: Present new website at December meeting 

New projects at: o I‐88 distribution center (former Stanley building): roofing repairs o Majeski Motors Dixon 

News from EZ conference: o Quad Cities (Moline) was not awarded an enterprise zone.  Whiteside‐Carroll was 

successful and will have new zone 1/1/18.  There will be up to 3 awarded in summer 2018 to start operation 1/1/19.

   Freight Study Dan Payette from Blackhawk Hills discussed the opportunity to add Lee and Ogle to the 8‐County Freight Study.  Inclusion can help marketing materials and produce data to support grant applications (EDA & IDOT infrastructure grants).  Funding assistance is potentially available from US‐EDA and IDOT.  Considerations include that the potential IDOT funding match could dry up and that we must work with RMAP (Region 1 Planning council) for areas in that MPO.  More information to follow.  Mt. Morris Presentation to join zone Mount Morris officials presented their request to be added to the Enterprise Zone.  They gave background on the village’s industrial past and the significant available vacant structure that is connected BNSF via Omnitrax RR. With iFiber is in place, and recent water and sewer upgrades, Mount Morris is ready for business expansion. Sullivan’s, Casey’s, and Dollar General are recent retail expansions that the Village EDG worked on.  Downtown is improving.  Truck routes connect the industrial sites to IL‐64 for quick access to major highways.  Mount Morris proposes 78 parcels (39 downtown), totaling 185 acres, all with commercial or industrial zoning.  700 acres of unallocated zone space remains for zone expansion if this were done.   Anderson noted his difficulty in finding access to dry storage, and a need for facilities along rail.  He might be able to refer businesses to Mount Morris, and noted it may be more valuable to sell Mount Morris rail‐adjacent buildings to companies that need rail.  Arellano added that before adding territory, we need to make sure the infrastructure is already there; otherwise, incentives are not as useful.  Gouker added that MM is probably the most shovel‐ready.  Anderson made motion to add Mount Morris for the acres requested. 2nd by Arellano.  Motion passed.   Action Item: Next steps include public hearing, Mt Morris officials assisting with abatement resolutions from schools, townships, fire, etc., drafting/passing amending resolutions and application to DCEO.  Next meeting was set for December 6, 10 am, at Mount Morris Village Hall with potential for a tour and lunch in Mount Morris.  Discussion of Additional Board Members Gouker feels the original 4 units of government should have two reps so he would like to see two additional county members (he see this already existing for the municipalities & it should be added for the counties). Arellano sees LCIDA doing that already for Lee County. Gouker asked that at some future meeting the board continues this discussion. Action item: Place it on the agenda for discussion in December.

1. Financial:  The financial report is attached to this month’s board material.   

2. Abatement Resolutions:  Last week, I held the public hearing in Dixon for the 

additional application that must go with the resolutions collected this year.  This is 

called an “Application to expand, limit, or repeal incentives”.  Additional resolutions 

to be submitted include Sauk Valley College, Dixon Schools, Dixon Park District, Alto 

Township, and Steward Elementary.  I will do one of these again in about 6 months 

to get the townships, more school districts, and others. 

3. Amboy Application:  The signatures came together and it was shipped out today. 

4. Mount Morris:  They are expected to request zone expansion at this meeting.  I 

have worked with them over the past months and will have some comments later. 

5. Website Status:  A temporary website is online at leeoglezone.blackhawkhills.com 

and we are filling out more of the details to move it to leeoglezone.com when 

ready.  It will have a zone map with search bar, information about the zone 

benefits, available property, zone demographics and economy, instructions to 

apply, and success stories/photos.  This will be presented to you at our next 

meeting.

former Stanley‐National, has application to do large‐scale roof repairs.

7. llinois Enterprise Zone Association’s October Conference  

o 6 of 12 new zone applicants were successful this year, including Whiteside‐

Carroll, Chicago 6, Douglas County, Effingham, Jersey‐Green, and Massac. 

o “Up to 3” to be awarded next year, with Quad Cities an important one to  

o After meeting with Department of Revenue, I have an updated list of non‐

filers from last year’s BMEC reporting that I will be sending reminders. 

Old Policy: if not filed they cannot get a new certificate 

Now IDOR has added penalties: a 30 day wait for new certificate 

after they file the old one 

o New best practices manual is being published by IEZA

October 24, 2017 Andy Shaw, Administrator Lee-Ogle Enterprise Zone 309 First Avenue Rock Falls, IL 61071 Dear Andy, The purpose of this letter is to officially request Enterprise Zone designation for parcels of property located within the Mount Morris Village limits. At its August 8, 2017 Board meeting the Village Trustees approved of our request and payment of the associated fees for Enterprise Zone parcels. We understand that a one-time application fee of one dollar ($1.00) per resident is required. The population of Mount Morris as of the last census was 3000. An estimated annual maintenance fee of $9.00 - $10.00 per acre is required for the duration of the Enterprise Zone designation. A map of the requested parcels we wish to be considered is attached for your review. Below is a list of questions asked with responses.

1) Is the site(s) in a previous or old Enterprise Zone?: Mount Morris currently does not have property located within an Enterprise Zone.

2) Is the site(s) owned by a willing seller(s)?: All properties are owned by willing sellers, and none of the sites are optioned.

3) Is it optioned and for how long?: None of the proposed site(s) are optioned. 4) Infrastrusture to the proposed site(s)?: Water, sewer, electrical power, natural gas, optical fiber,

road and rail access are in place in the proposed sites and or immediate vicinity as designated on the map. Expansion of utilities is doable if there is a need.

5) Is the site(s) annexed or zoned for industrial use or in a Comprehensive Plan?: All sites are zoned for industrial/commercial use and are in the Mount Morris 2035 Comprehensive Plan.

6) Geotechnical/Topo studies complete on the site?: No geo-technical or topographical studies have been completed for the proposed sites. The Village’s Engineer from Willett/Hofmann states that the 94.6 acre site is shovel ready.

7) Brownsfield site? Need for Phase 1 environmental study?: None of the parcels listed are Brownsfield sites. A Phase 1 & 2 Environmental Study has been completed on the 23.9 and 7.33 Acre sites shown in the top left corner of the map.

8) Are the taxing districts willing to accept tax abatement schedule of the Enterprise Zone? All taxing districts within the Enterprise Zone are willing to except a tax abatement in support of Mount Morris’s efforts to develop economic growth both industrially and commercially. 9) Will the Village of Mt. Morris support Industrial development?: Residents of Mount Morris encourage and support industrial growth. 10) Stormwater/floodway plan for the sites been identified?: Mount Morris is not in a flood zone.
