MINUTES of the ORDINARY MEETING of BLACKTOWN CITY COUNCIL held in the Council Chambers, Blacktown on Wednesday, 22 August 2018. The Mayor declared the meeting open at 6.41 p.m.

I am proud to inform you that Jesica Varela, Blacktown City Council’s children and youth development officer was announced this morning (22 August) as one of Westfield Mount Druitt’s local heroes. As part of this recognition, Jesica will receive a $10,000 prize to work on a local community initiative of her choice. The award recognises that Jesica does some incredible work for the young people in Blacktown. Her determination and commitment to her job as Children and Youth Development Officer for our Council has made her a popular and well-known local, especially in Mount Druitt. The projects she is involved in include the Council’s youth advisory committee, Willmot school holiday programs and Mount Druitt’s Youth Week celebrations. Jesica has worked in Mount Druitt all her life and, in her current job at Blacktown Council, she is based at the Mount Druitt Hub. Highlights of her work include 2 programs that take place at the mall: the free music festival The Burbs and the twice-weekly social events of the Collab Movement, which include sport, barbeques and more music. ORD5.2 - AD380126 - Mayoral Minute No. 516 - Blacktown City Council wins atboth the Local Government Awards and NSW Stormwater Awards F18/4

Tonight I am delighted to report that Council and its staff have received a number of awards at both the Local Government Awards night and the NSW Stormwater awards breakfast within recent weeks. These awards recognise the Council officers’ excellent work and commitment to serving Blacktown City. Local Government Week Awards Council was recognised in 4 categories at the Local Government Awards presented by the Local Government Minister and Local Government NSW President. Of course the awards include the Leo Kelly OAM Arts and Culture Awards, Youth Week Awards, Planning Awards and the RH Dougherty Awards for Excellence in Communication. To be recognised at our industry awards is a wonderful achievement. Blacktown Council was awarded:

NSW Stormwater Awards Blacktown City Council won the Excellence in Infrastructure category for the Stormwater and Reuse project at Blacktown International Sports Park. This project was part of a $4.5 M Federal Grant for Blacktown International Sports Park. Council officers investigated alternate options to irrigate the sport park fields. Craig Bush, Catchments Project Officer, was our project leader, with Keysha Milenkovic, Lee Toscan and John Molteno. Councillors, I feel that we should be proud of and appropriately recognise these achievements by council staff.

ORD5.3 - AD380127 - Mayoral Minute No. 517 - Recognition of Council staffMembers F18/4

Tonight I would like to recognise 2 outstanding Blacktown City Council staff members. Dennis Myers and Shane Berwick are street cleaning operators based at our Rooty Hill Works Depot. As they were carrying out their official duties on the morning of Wednesday, 4 July, they saw smoke coming from a house in the suburb of Prospect. Upon investigating they could see the house was alight. Dennis and Shane reacted quickly by calling emergency services as they tried to reach the house and the occupant. They opened the locked gate to provide direct access for the emergency service teams to immediately reach the occupant. Emergency Services officers advise that the quick response by Dennis and Shane helped to save the life of Daniel Lyons, who was alone in the house and unable to escape from the fire. Mr Lyons suffered extensive burns but I am pleased to report that he is on the road to recovery at Concord Hospital. Dennis and Shane are an example to us all on looking out for others and taking care of our community. Tonight we are joined by Mr Lyons’s parents, Peter and Robyn, who wanted to personally thank Dennis and Shane for their quick reaction to this emergency. Dennis and Shane, on behalf of Council and our community I say thank you and commend you on exemplifying Blacktown City Council’s values of commitment to safety, being customer focused, embracing teamwork and innovation.

It is with sadness that I mark the passing of Peter Dickson. Peter had been a long term member of the Access Advisory Committee working on initiatives to improve accessibility across the City,

Peter suffered from MS and was wheel chair bound but he did not see this as an impediment. In fact, he frequently undertook site visits to review how accessible different shopping centres or footpaths were in order to prepare reports for the committee. The Access Advisory Committee participated in the Blacktown City Festival Streets Alive Parade 2018 to showcase our disability bus. The Committee also had a walking group to showcase the services and Peter was at the forefront ensuring our community was aware of the services available. During the festival, Peter led the walking group carrying the Committee banner before making his way to the Access Committee stall to interact with community members. Peter was also a representative on the Blacktown CBD Advisory Committee ensuring access for all was a topic agenda. He was a very practical, hands-on person, who campaigned for all those around him - a real friend to our local community. In recent years his declining health meant he moved into residential care – he did not seek nomination for this term’s advisory committee. Peter was also at the forefront of the Doonside lifts campaign for the past decade. Peter Dickson was a much-loved and valued member of his community. He will be missed.

PETITION

A. Petition requesting the installation of traffic signals in place of the roundabout at the corner of Stanhope Parkway and Majestic Drive RD3625-04; RD3789-04

Cr Quilkey presented a petition containing 325 signatures of local residents who requested Blacktown Council install a set of traffic lights in place of the roundabout on Stanhope Parkway and Majestic Drive.

The petitioners stated that they are appealing to the Hon. Melinda Pavey, Minister for Roads, Maritime and Freight as well as Blacktown Council, to put in place a strategy which makes Stanhope Gardens pedestrians safe.

On Monday, 16 July 2018, two friends from Gateway Lifestyle, were crossing Stanhope Parkway, Stanhope Gardens NSW. They were both on their way to the bus stop to go to work, when they were hit by car. Tragically one was killed, with the other in hospital, left with several injuries.

They are appealing for Council support to have a set of traffic lights installed on the corner of Stanhope Parkway and Majestic Drive, Stanhope Gardens. This stretch of road is notorious for motorists speeding and unfortunately the current roundabout is on deterrent. It is extremely difficult for pedestrians to cross this road safely and I have had many near misses; simply attempting to get to the bus stop.

Blacktown Council has been approached many times about this area and it’s time that residents of Stanhope Gardens were taken seriously. Both parents of children and the elderly fear crossing Stanhope Parkway. Council has trimmed trees at the roundabout on Stanhope Parkway and Majestic Drive which they are grateful of, however, it isn’t a sufficient solution to this safety issue, the petitioners stated.

The petitioners are appealing to all residents of Stanhope Gardens and beyond, to sign this petition to lobby for pedestrian safety on Stanhope Parkway, Stanhope Gardens. They have asked to help push for these changes, which can save lives and make motorists slow down.

The Mayor welcomed to the Chamber, the World Mission Society Church of God recently organised a clean-up of Rowood Road, Prospect.

The World Mission Society Church of God has continued to adopt various areas of Blacktown within their clean up campaigns. Council is very appreciative of these efforts which benefit our City.

MOTION (Cr Griffiths/Cr Bleasdale)1. Submit to LGNSW the 6 annual conference motions provided at attachment 1 of this report.2. Note the information provided by LGNSW regarding State Government response to Council’s 2017 motions.3. That further content in addition to the proposed annual conference motions referred to in paragraph 1. be included, that recommends that private certifiers are mandated to have Professional Indemnity Insurance and Public Liability Insurance. REPORTS FROM DELEGATES

Community Services Conference F18/2039

Cr Benjamin reported that yesterday and today he attended the Community Services Conference which was held at the Blacktown Workers Club and was attended by over 80 local community workers. He chaired a group of agencies to deliver this year’s Community Services Conference. many local community services agencies and organisation do not have funding for their staff and volunteers to attend conferences and that this gave an opportunity for free sector training and staff development. This is a very critical service and opportunity that we provide once a year. The conference was developed by Council’s Community Section in partnership with Community Resource Network and Sydwest Multicultural Services and he would like to thank Tito Scohel and his Manager Tony Barden for their team work and oversight of this year’s conference.

This year the conference focused on Asset Based Community Development, short form ABCD that is focussing on community’s strengths rather than its deficiencies. Participants completed a 2 day accredited training program run by the Jedder Institute, who is international renown for their work in this field. Cr Benjamin said he was impressed with Dee Brooks from the Jedder Institute who led the training and Om Dhungel, from Council’s Multicultural Advisory Committee, who facilitated sessions on newly arrived communities. It was a good combination of theory and practice.

Continuing, Cr Benjamin said this year’s conference on Asset Based Community Development showed how we as a Council can support and lead our local community services sector. Cr Benjamin congratulated the Community section of Council and its partners for delivering a wonderful event. Every year Council should lead a way to bring all the community organisations together. He also talked at the conference about importance of volunteering and encouraging organisations to go out recruit more volunteers who can be registered on the Council website for Council programs and he is sure the Events team would appreciate more volunteers into our fold. It would give the opportunity to those volunteers registered on our database to the local community organisations when they do any activities and match their skills and resources for their needs as well. He hoped into the future the Mayor and General Manager will allocate sufficient budget to really make this conference a conference that people look forward to participating and getting a whole lot of knowledge and experience from that, not only directly from the presenters but also through networking and sharing and caring for each other into the future, Cr Benjamin said.

Cr Collins reported that she attended the Liveable Cities Conference in Melbourne and the Safe Communities Conference in Wellington, New Zealand which really complemented each other. The Liveable Cities Conference was about designing places to be beautiful and safe and the Safe Communities conference is the organisation that we have recently acquired accreditation. It was really good to see our own officer Michael Maxwell who presented at both conferences on ‘3 cities’ and how we were managing to do 3 cities in 1, that is, Mount Druitt, Riverstone and Blacktown areas which she is sure many people took notice on how we do that.

Cr Collins said the interesting thing with the Safe Cities Conference was an address by a presenter on water safety, and a couple of points he made with regard to what happens when you plunge into ice cold water and made the point that we are basically training our children to swim but not training them to survive. So when she returned home, she made enquiries to the person in charge of our events with regard to what we were doing with swimming and she was very pleased to say that that we were doing it all right. It was a very worthwhile conference and she encourages everyone to attend.

India Economic Strategy to 2035 F18/1342; 145-177-32/2

Cr Benjamin reported on his attendance and participation at the launch of India Economic Strategy to 2035, navigating potential to delivery which was held in Sydney and was sanctioned by our Prime Minister. It was about the importance of our relationship with India which has a population in order of 1.4 billion and the population of India will be taking over the Chinese population in 2035 around the time that Blacktown will be taking over the population of Tasmania. So given the importance of that relationship, Australia looks to India as a stable partner who’s systems are based on rule of law and the largest democracy and given that importance Australia is focusing much in that direction.

Continuing, Cr Benjamin said this is the current government’s initiative but pointed out that Julia Gillard authorised the report also trying to look at the Indian relationship and particularly not just India but also the nation engagement by Australia. In the past few years, the largest amount of migrants have come from India and the Australian economy will be a great boost with this collaboration will benefit a lot with tourism, business and education. They are looking at about 6-8 years the population of ages 18-22 will be 400 million people so there is so much planning in Canberra about how to benefit from that expansion of the population. Thank you Mr Mayor, Cr Benjamin said.

QUESTIONS FOR NEXT MEETING119-234-1/3

Cr Benjamin: Mr Mayor I rise to seek some assistance from the Council Officers in respect of collaborative projects. As some of you are aware that I attended the National General Assembly of Local Government in Canberra a few weeks ago and there we had a meeting organised by the Commonwealth Department jobs for youth and in that the number of country Mayors were rising up and stating that ‘they were lacking in people to work on various projects and these companies are looking

for people and they can’t find’. I think that the recent article in the Sydney Morning Herald stated that the country Mayors across Australia have been lobbying the Commonwealth Department of Home Affairs, which was known before as Immigration, to bring in people from outside. That is the recent news but at that time, I rose and spoke there and the General Manager was in attendance at the breakfast meeting as well. I said that we have a lot of people who are unemployed and the national average seems to be something in the order of 11.5% and it appears that our local average seems to be something in the late teens and I am told if I am right, that around the Mount Druitt area, it is more like 26% of unemployment among the youth. Now given that situation, the reality is that there is no way we are going to ask people to go anywhere and people need to make their own choices for their future. I believe that employment is one of the dignities for an individual and I also see that the governments of the day have the responsibility to find and encourage people to work. It is a good idea but instead of these country Mayors trying to go around in Canberra knocking on the door to get special permission to bring people from overseas, why can’t we have some interaction session here in Blacktown? Where the country Mayors and most of them will think that is a possibility to come and give a description of what is there requirement and Council can facilitate some kind of dialogue between country Mayors and those who are looking desperately to work in NSW. They could make a presentation to the community organisations and employment agents and have some brainstorming session on a Friday evening or Saturday late morning subject to the country Mayors’ meetings. I believe that they come to Sydney on alternate months and have a meeting in Parliament House. They meet with the respective Members and Ministers and lobby for their own needs. I am just trying to see how this will be worked out and I am seeking a report from Council on the operational method of how we could work this out, something that could happen in a couple of months. I think that it is important that we help our young people. I am passionately committed to it and I am happy to contribute $500 to $1,000 from my own pocket, if it is required to make it happen.Cr Bali: I assume that your question is can Council prepare a report on the potential collaboration with country Mayors in relation to opportunities for employment in regional areas? Yes we can.

119-616-1Cr Collins: Mr Mayor, I would like to call for a report to establish a memorial to the

prisoners of war who were involved in a death march from Sandakan to Ranau in Borneo between 1942 and 1945, I would just like to speak to that for a moment. Mr Mayor, when Singapore was taken over by the Japanese in 1942, there were lots of people imprisoned in Changi and there were a number (2,500) who thought that was not probably the best place to spend the rest of their war years and so they proposed to go with the Japanese to a place called Sandakan in Borneo. Little did they know that they were going to be marched to their death by carrying 20kg bags of rice from Sandakan to Ranau and in between times if they gave up and sat down or did anything they were immediately killed on the spot. The end of that story is that 6 soldiers returned out of 2,500 and majority were Australians, 1 of who lived in Seven Hills which makes the whole story a little bit closer to home. This is the disgrace of any war, it is never recognised and I go

to many RSL celebrations and ceremonies and there is never a mention of those 2,500 soldiers that no one in the allied forces bothered to find out where they were, what had happened to the them, were they still alive and there are stories told about the 4 years where people could be seen in bushes seeing those soldiers struggling and getting down to 45kg or less. Those people would go away and not report it to anyone. People who escaped did not actually seem to be able to gender in the enthusiasm from the allies to come and find those troupes. At the end of the war, the Japanese shot the remaining prisoners and somehow 6 managed to escape. I would like to set up a memorial for those people and there is a walk that anyone could do from Sandakan to Ranau and you can live the whole experience through that walk. I think that it is time that we bring attention to Sandakan and we must not forget those people.Cr Bali: Yes, call for a report.Cr Bleasdale: I just want to join the comments if I can of Cr Collins in regards to Sandakan and support her in calling for that report in regard to a memorial. Let me say this, this atrocity of Sandakan by Japanese forces in Borneo was kept a secret for over 50 years. The Australian Government will not and decided to not reveal what happened to their loved ones for over 50 years. The atrocity is a significant and there is a book called Sandakan and as you say 6 or 7 men survived and 2,500 perished at a Sandakan prison camp. Of course, what happened was that Macarthur and Co decided to pardon all Japanese people or soldiers who were involved in that atrocity. They were pardoned and they all returned to Japan and led normal civil lives but of the heartache of families in regards to Sandakan still continues and as it has been said it was probably one of the worst atrocities that Australia ever faced. The Australian Government for over 50 years decided to not tell anyone about it and you could imagine if you wanted to know what happened to your brother, father, etc. and it was absolutely sealed. It was a conspiracy by the Australian Services in Federal Government to make that happen. I think that it is appropriate at this time to join with Cr Collins and support a lasting memorial and let me say this that there is no executions and in the book, Sandakan names every criminal that was participating in the murder and destruction of 2,500 allied troupes (500 or 600) Australians and not one of them was ever prosecuted. It is all detailed as to who, where and what they did. So again, we as a nation need to remember these young men who perished and nobody today seems to want to talk about it. So I join with Cr Collins on that Mr Mayor.Cr Bali: Yes we will bring a report forward.

having an Aboriginal name included in the list of choices for roads, walkways, community centres as well as reserves.Cr Bali: Sounds good, there will be a report coming.

The crowd-funding campaign is being run by residents of the Gateway Lifestyle Village.
