PARTICIPANT CODE OF CONDUCT

All participants are expected to exhibit appropriate behavior at all times while participating, spectating or attending any program or activity conducted or sponsored by the City of Blaine Park and Recreation Department. The following guidelines are designed to provide safe and enjoyable activities for all participants:

• Show respect to all participants and program staff. • Take direction from program staff/supervisors. • Refrain from using abusive or foul language. • Refrain from causing bodily harm to self, other participants or program staff/supervisors. • Refrain from damaging equipment, supplies or facilities.

Failure to follow these rules may result in a suspension of participation. The City of Blaine Park and Recreation Department strives to make your participation fun-filled, rewarding, educational and safe. We thank you in advance for your cooperation.

The Park and Recreation Department strives to provide community programs and services where unmet interests and needs exist, and to promote cooperation with schools, athletic and civic organizations, community agencies and interested individuals in the areas of education,

recreation and social and cultural pursuits.

OUR MISSION

REGISTRATIONPAYMENTSCash, check and credit card payments are accepted. Specific modes of registration may require a certain type of payment.

NO NEWS IS GOOD NEWS! You will only be notified if the class/activity is full or canceled. You will not receive a confirmation letter or call.

REFUNDSRefunds are given if programs are canceled or if registration fails because the activity is full. Refunds cannot be guaranteed after deadlines or if the program has begun. Trip refunds are subject to specific policies on a per-trip basis based on advanced purchases. Participants must contact the Park and Recreation Department to request a refund. Refunds will not be given after a program is complete.

DAY CAREProviders are welcomed to enroll children in activities. Parents must sign individual registration forms.

AGE GROUPSActivities are designed to meet developmental guidelines. The Park and Recreation Department does not allow children to register for activities above or below their grade/age.

ONLINEVisit the Park and Recreation homepage at www.blaineparks.com and find the online registration link. A

username and password are needed to register; click on “Individual Account Setup.” Only credit card payments are accepted online. Online registration is available at no additional charge.

ACCESSIBILITYAll programs listed in this brochure are open to people with disabilities. If you need assistance or inclusion services, please call 763-785-6164. Inclusion services must be set up at least three weeks prior to program start.

WEATHER POLICYEvery attempt will be made to inform participants of program cancellations due to inclement weather. When weather is a factor, parents or participants may call the Parks and Recreation Department at 763-785-6164 or our 24-hour hotline at 763-717-2709 for updated program information.

PHOTO POLICYPhotographs of program or park participants are periodically taken. These photos may appear in the local newspapers and/or Parks and Recreation Department publications. If you do not want your photo used, please tell the photographer.

ADOPT-A-PARKWant to improve parks and trails? Consider adopting a park as a family, neighborhood group or community service organization. As a partner with the City of Blaine, your group can help accomplish needed park and trail improvements. Fun and challenging activities may include monthly cleanup, planting flowers or creating new landscape features or maintaining landscapes. Talk with others about taking on a project in your neighborhood. Contact 763-785-6162 for more information.

PARK SHELTER PERMITSLarge shelters are available to rent for family or group gatherings at Aquatore (2), Lakeside Commons and Town Square Parks. A facility use application must be completed and rental fess apply. Applications, fee schedule and guidelines are available online or at the office.

PARK REPAIRSPlease notify park maintenance at 763-785-6165 about damage, vandalism or equipment cleanliness issues.

HELP END PARK VANDALISMThe Blaine Police Department and Park Patrol need your help to prevent vandalism and apprehend those who vandalize parks and recreation facilities. Vandals destroy what tax dollars have created. Costs associated with repairing vandalized property takes money away from recreational programs and facilities. Help stop vandalism. Always call 9-1-1 to report a crime in progress, including vandalism. To report a crime that occurred in a park but does not require immediate police response, call 763-427-1212. Calls are accepted 24 hours a day and you can remain anonymous.

PARK BOARD MEETINGSRegular meetings of the Blaine Park Board are conducted on the fourth Tuesday of each month at 7 p.m. at Blaine City Hall. All residents encouraged to attend. Persons wishing to present a discussion topic should contact Parks and Recreation in advance.

BLAINE ARTS COUNCILThe Blaine Arts Council is a volunteer organization open to all interested individuals. Its mission is to promote, advance and celebrate the arts in the community for the appreciation and participation of residents. The council sponsors ongoing art exhibitions at Blaine City Hall and organizes special arts events throughout the year. Council meetings are the fourth Thursday of each month at 7 p.m. at Blaine City Hall. Interested individuals are invited to attend a meeting and participate in events. Spend a special night with your child at our valentine sweetheart party. Dance to deejay music, make a valentine craft, get a sweet temporary tattoo, play in the gym, enjoy some refreshments, and have your pictures taken in front of our sweetheart backdrop! TEEN ART SHOWages 12 to 19

Do you paint or sculpt? If so, we need your talents. Art created by area teens is wanted for the 6th Annual Teen Art Show and Contest at City Hall. One submission per artist is allowed, and art must be framed and ready to be hung. Categories are: Painting, Drawing, Pastel, Photography, Sculpture and Best of Show. The Blaine Arts Council will judge submissions; ribbons and prizes will be awarded on Tuesday, March 20, at 6:15 at Blaine City Hall. Art will be on display at Blaine City Hall in March as part of Children’s Art Month. Call Tom at 763-717-2723 with questions. Sponsored in part by Blaine Arts Council. Submissions may be dropped off at Blaine City Hall from Feb. 20 through Feb. 24 from 8 a.m. to 4:30 p.m. Artists must fill out a submission form, found at www.blaineparks.com or at the Park & Rec office.

CHILDREN’S ART WORKSHOPFREE to grades K - 5

The Blaine Arts Council is celebrating Children’s Art Month by inviting area youth to Blaine City Hall to create a masterpiece under the guidance of professional artists. Children will create an original work of art using provided supplies. Artwork will be displayed at City Hall in March for public viewing. There is

no fee, but registration is required in advance. Limited to 40 participants. Projects will take approximately 45 minutes to complete. Parents must stay with their children.

WINTER HOLIDAY CELEBRATIONFREE to all families & ages

Join us for the 10th annual Winter Holiday Celebration at Blaine City Hall. There will be a variety of great activities for the whole family. Enjoy holiday entertainment, stories, crafts, hay rides a coloring contest, live holiday music, refreshments and much more. All activities are free and run continuously throughout the evening. The Anoka County Parks & Recreation Department, in collaboration with Lino Lakes and Blaine Park & Recreation Departments are thrilled to be offering the 12th annual Snow Day Event. Participants of all ages will have a chance to partake in a variety of winter activities, including: snow shoeing, ice fishing, kick-sledding, cross-country skiing, winter crafts, temporary tattoos, and Live Animal Presentation. ages birth to kindergartenThese engaging classes are filled with infants, toddlers, preschoolers and the grown ups who love them. You’ll move, sing, play rhythm instruments and share 45 minutes of pure fun with your child each week. Families receive CDs and songbooks of the session’s song collection so the fun and learning can continue at home. Materials cost is included in tuition.

Music Together is an internationally acclaimed early childhood music and movement program for children from birth to Kindergarten and their accompanying adults. All classes are mixed-age, so siblings can participate together. Infants born on or after May 11, 2011 for winter session & on or after July 28, 2011 for spring session are free with a paid sibling. Visit a FREE demo class before each session to learn more about the program.

ages 3 to 12 Mayer Arts’ belief about teaching is not only providing training for those who are serious about learning but also to just have fun. We teach proper technique, terminology, body awareness and an appreciation for the arts. Snow Whiteages 3 to 7

I’m wishing! In this musical theater class we will learn songs, dances and lines from Snow White and put them together in a show. We will also play fun creative games with scarves, animals and parachutes! Please wear comfortable shoes and clothes that are easy to move in. Parents and tots enjoy an exercise/activity class together. Tots enjoy playful songs, fun props and tumbling. Dads are welcome, too! Our instructor will guide parent and child through exercise and play activities. Please wear comfortable attire and clean tennis shoes or ballet slippers. Hogwarts Film Schoolgrades 1 to 5

All aboard for lots of hands-on fun. Join in the escapades of Harry and his friends. Let’s create and make some fantastic Harry Potter movies. Students working in teams can recreate film scenes from the movie, books, or use your imagination to create your own Harry Potter Adventure. We will have Harry Potter Lego Sets, backgrounds and various props for use in class. Handle all of the technical details including using a digital movie camera, filming scenes, stop-motion animation, downloading footage to the computer, digital editing and adding finishing special effects and transitions to the movie. In this exciting hands-on learning class, our instructors will take your student through the entire digital film making steps from start to finish using Frames Software. Student groups’ final projects will be available online for all to see, or students may bring a USB jump drive the last day to take home their films immediately. New Projects! Imagine, Build, Explore and Learn with this hands-on class designed for students. Students working in small teams will build and explore a variety of models as they investigate science concepts related to speed, friction, motion and more using our K’Nex dynamic, open-ended, spatial building system. Students will put their engineering skills to the test as they build and design their own KNEX® high performance racers. Max. 20. Class held at Schwan Center Gold Room B. Register by Feb. 24.

Construct cool machines and moving structures! Students working in small teams will explore the world of designing and building with our K’Nex dynamic, open-ended spatial building systems. Discover engineering principles while building up to 4 different replicas of real-world machines. Models demonstrate concepts of mechanical advantage using different classes of levers. Students will be challenged to use their creativity and skills to expand their models or build new ones to solve engineering challenges. Let the engineer in you loose! Max. 20. Cheer America ages 4 and up

Get active and have fun in this class. Students will learn popular junior high and high school cheers, chants, choreographed pom/dance routines, parade marching techniques and other performance skills. This program promotes physical fitness, self-esteem, teamwork and learning from an adult role model. At the end, students will perform a group recital for families and friends. Students will also receive a certificate and medal. Open house and registration on Wednesday, Feb. 8, at the National Sports Center in the Schwan’s Super Rink Dance Studio. Kris Holtmeyer owns and operates Artistic Moments, a Minneapolis-based on-site business, which provides artistic instruction to students of all ages. Kris teaches courses for the Intermediate District #287 Gifted and Talented program, as well as the Minnesota Council for the Gifted and Talented. She also has a background working with special and regular education students.

Basic Cushion SewingIf you have a spring or summer cushion sewing project you’re thinking about tackling, this is the class for you! Blaine Parks and Recreation Department needs outgoing, responsible teens who enjoy working with children to become Leaders in Training this summer. Get valuable volunteer experience, gain leadership skills, turn it into a Recreation Leader Job in the future, and feel valued in the community.

Leaders in training are supervised by Blaine Recreation staff. Space is limited. Application deadline is April 20; interviews will take place in early May. Training will be in early June. Volunteer times will vary, with approximately two and half hours twice a week Monday through Thursday. Program locations vary, but we will attempt to place you at a park closest to your home. Do you have a green thumb?

For the fourth year, community garden plots will be available to residents interested in growing flowers and vegetables. Plots are located adjacent to Blaine City Hall’s south parking lot. The city will prepare the soil for planting, stake each plot and make

water accessible. Plots are 15-by20-feet and will be ready on May 19. Rental fees for gardeners are $48.21 per plot for Blaine residents, $37.49 for Blaine senior residents ages 55 and older and $69.63 for non-residents (all rental fees include tax). Only one plot will be assigned per household.

The registration dates and priority for renting a garden plot will be as follows:

1. Returning 2011 Blaine resident gardeners from last year can register for their same 2011 garden plot beginning Feb. 27 through March 16, 2012.

2. Returning 2011 Blaine resident gardeners who would like to switch to a different garden plot can register beginning March 19 through March 21, 2012, if different plots are available.

3. New Blaine resident gardeners can register beginning March 22 through March 23, 2012, if plots are available.

4. Returning non-residents gardeners can register for a plot beginning March 26 through March 30, 2012, if plots are available.

5. New non-resident gardeners can register for a plot beginning April 2, 2012, if plots are available.
