BLM Aviation Program Updates•BLM Financial system converted to Financial Business Management Systems (FBMS).

Charge code strings now up to 38 characters long.New AMD-23E (Electronic) for utilization in AMS coming

•Aviation Management System (AMS) Internet based aviation payment system for DOI. Electronic entry system of both Fleet and Non-Fleet

(Vendor) aircraft usage reports. Contractor required to enter/confirm data.

Built in query and reporting engine allows reporting on anything entered from AMD-23s.

Major implementation issues in 2010IBs to be issued in the spring of 2011 communicating

changes to AMS process & Procedures

Changes to AMS1. Government representative

to complete and sign AMD-23E.

2. Original, signed AMD 23E provided to vendors. Vendors responsible for AMS input and attaching original/signed AMD-23E to AMS input.

3. Bureau/Office signature on AMD-23E serves as certification of services received. Bureau personnel will NOT function as electronic Submitter, Validator or approver in AMS.

4. No paper invoices accepted for payment at AMD.

5. Bureau offices will retain the ability to run reports and query AMS data.

6. AMD-23E will be available by the end of March.
