“Leveling the playing field and reducing ‘the natural advantage that wealthy individuals possess in campaigns’ have been explicitly rejected as legitimate or compelling government objectives,” wrote Lawrence Noble and Kenneth Gross, citing case law, in the paperwork submitted to the Campaign Finance Board, a copy of which was obtained by City Hall.
