    Introduction

    T his a rea is one o f se v e ra l im portant in du stria l cen ters in w hich the U .S . D epartm ent o f L a b or1 s Bureau o f L abor S tatistics has conducted su rveys o f occu pation al earn ings and re lated wage benefits on an areaw ide b a s is . In this a rea , data w ere obtained by p e rso n a l v is its o f B ureau fie ld e c o n o m is ts 1 to rep resen tative establishm ents within s ix b road in du stry d iv is ion s : M anufacturing; tran sportation , 2com m u n ication , and other pu b lic u tilities ; w h olesa le trade ; re ta il trade; fin an ce , in su ran ce , and re a l estate ; and s e r v ic e s . M a jor in dustry grou ps exclu ded fr o m these studies are governm ent operations and the con stru ction and ex tractive in du stries . E stablishm ents having few er than a p r e s c r ib e d num ber o f w ork ers a re om itted a lso becau se they fu rn ish in su ffic ien t em ploym ent in the occu pation s studied to w a r rant in clu sion . W h erever p o s s ib le , separate tabulations are p rov id ed fo r each o f the broad industry d iv is ion s .

    T h ese su rveys are conducted on a sam ple b a sis becau se o f the u n n ecessa ry c o s t involved in surveying a ll estab lishm ents. T o obtain appropria te a ccu ra cy at m inim um co s t , a g rea ter p rop ortion o f la rg e than o f sm all establishm ents is studied. In com bining the data, h ow ev e r , a ll estab lishm ents a re g iven th eir appropria te w eight. E stim ates based on the establishm ents studied are p resen ted , th e re fo re , as r e lating to a ll estab lishm ents in the industry grouping and area , ex cept fo r th ose be low the m inim um s ize studied.

    O ccupations and E arnings

    The occu pation s se lected fo r study are com m on to a variety o f m anufacturing and nonm anufacturing in du str ies . O ccupationa l c la s s ifica tion is based on a u n iform set o f jo b d escr ip tion s designed to take account o f in ter estab lishm ent varia tion in duties w ithin the sam e jo b . (See appendix fo r listin g o f th ese d e s c r ip t io n s .) E arnings data are presen ted (in the A -s e r ie s tab les) fo r the fo llow in g types o f o ccu p a tions: (a) O ffice c le r ic a l ; (b) p ro fe ss io n a l and tech n ica l; (c) m a in tenance and pow erplant; and (d) custod ia l and m a te r ia l m ovem en t.

Such plans include those underw ritten by a co m m e r c ia l insu ran ce com pany and those p rovided through a union fund o r paid d ire c t ly by the em p loyer out of curren t operating funds or fr o m a fund set as ide fo r this pu rpose. Death ben efits a re included as a fo rm o f life in surance.

    S ickn ess and acc iden t insu ran ce is lim ited to that type o f in surance under w hich pred eterm in ed cash paym ents a re m ade d ire c tly to the insured on a w eekly or m onthly b a s is during illn e ss or acciden t d isab ility . In form ation is p resen ted fo r a ll such plans to which the em p loyer contributes. H ow ever, in New Y ork and New J ersey , which have enacted tem p ora ry d isab ility in su ran ce law s w hich requ ire e m p lo y e r contribution s, 5 plans a re included only if the em ployer (1) co n tributes m o re than is leg a lly requ ired , o r (2) p rov id es the em ployee with ben efits w hich exceed the requ irem en ts o f the law. Tabulations o f paid s ick -le a v e plans are lim ited to fo rm a l plans 6 w hich provide fu ll pay or a p rop ortion o f the w o r k e r 's pay during absen ce fro m w ork beca u se of illn e ss . Separate tabulations a re p rov id ed accord in g to ( l ) plans w hich p rov id e fu ll pay and no w aiting p er iod , and (2) plans p rovid in g either pa rtia l pay or a waiting p eriod . In addition to the p resen ta tion o f the p rop ortion s o f w o rk e rs who a r e provided sick n ess and acc id en t in surance o r paid s ick leave , an unduplicated total is shown o f w o rk e rs who r e ce iv e either or both types o f ben efits.

    1 The Boston Standard M etropolitan Statistical A re a (Suffolk County, 15 com m unities in E s s e x County, 29 in M iddlesex County, 19 in N orfolk County, and 9 in P lym outh County). The"w o rk ers within scope of study" estim ates shown in this table provide a reason ably accurate description of the size and com position of the labor force included in the su rvey. The estim atesare not intended, h ow ever, to serve as a b asis of com parison with other area em ploym ent indexes to m easu re em ploym ent trends or le v els since (1) planning of wage su rveys requ ires the useof establish m en t data com piled considerably in advance of the p ayroll period studied, and (2) sm all establish m en ts are excluded from the scope of the su rvey.

    2 The 1957 revised edition of the Standard Industrial C lassification Manual was used in c lassify in g establish m en ts by industry d ivision . M ajor changes fro m the e a rlie r edition (used in the B u reau s labor m arket wage su rveys conducted prior to July 1958) are the tra n sfer of m ilk pasteurization plants and read y-m ixed concrete establish m en ts fro m trade (w holesale or retail) to m anufacturing, and the tra n sfer of radio and television broadcasting from se rv ic e s to the transportation , com m unication, and other public u tilities d ivision .

T h ese w eighted earn ings fo r individual occu pation s w ere then tota led to obtain an aggregate fo r each occu p a tiona l group. F in ally , the ra tio o f th ese group aggregates fo r a giv^n y ea r to the aggregate fo r the ba se p e r io d (su rv ey m onth, w inter 195253) w as com puted *and the re su lt m u ltip lied by the ba se yea r index (100) to get the index fo r the g iven y ea r .

    A djustm ents have been m ade w here n e ce s sa ry to m aintain com p a ra b ility so that the y e a r -to -y e a r com p a rison s a re based on the sam e industry and occu pation al co v era g e . F or exam ple, ra ilroa d s have been included in the co v e ra g e o f the su rveys only sin ce July 1959. In com puting the indexes fo r the f ir s t y ear in w hich ra ilroa d s w ere included, data relating to ra ilro a d s w ere excluded. Indexes fo r su b se quent y e a rs include data fo r ra ilro a d s .

    The indexes m ea su re , p r in cip a lly , the e ffe cts o f (1) general sa la ry and w age changes; (2) m e r it or other in cre a s e s in pay re ce iv e d by individual w ork ers w hile in the sam e jo b ; and (3) changes in the labor fo r c e such as la bor tu rnover, fo r c e expansions, fo r c e re d u c tions, and changes in the p rop ortion o f w ork ers em ployed by estab lish m en ts with d ifferen t pay le v e ls . Changes in the labor fo r c e can cau se in cre a se s or d e c re a se s in the occu pation al averages without actual w age changes. F o r exam ple, a fo r c e expansion m ight in crea se the p rop ortion o f low er paid w o rk e rs in a sp e c ific occupation and r e sult in a drop in the average , w hereas a reduction in the p rop ortion o f low er paid w o rk e rs w ould have the opposite e ffect . The m ovem ent o f a h igh -paying estab lishm ent out o f an a rea could cause the average earn ings to drop , even though no change in ra tes o c cu rre d in other a rea estab lishm ents.

    The use o f constant em ploym ent w eights e lim inates the e ffe cts of changes in the p rop ortion o f w o rk e rs rep resen ted in each job in cluded in the data. Nor a re the indexes in fluenced by changes in standard w ork sch edu les or in p rem iu m pay fo r overtim e, since they a re ba sed on pay fo r stra ig h t-tim e hours.
