April 7, 2008 Minutes Innis Arden Board Meeting

The meeting was called to order by Board President Michael Jacobs at 7:05 pm. Board Members Present: Michael Jacobs- President, David Fosmire- Vice President; Shannon Martsolf - Secretary; Bob Allen – Buildings & Remodels, Harley O’Neil - Clubhouse; Kathi Peterson – Grounds; Brian Branagan – Activities. Board Members Absent: Rick Leary - Reserves Minutes: A motion was made to amend the March minutes adjusting the Treasurer’s report to delete the line related to Judy Allen’s transfer of $100 raised from selling of no trespassing signs. That line has been moved to appear in the board agenda content of the minutes. Amended March minutes were ap-proved 8-0.

Committee Reports A. Treasurer – Pat French: Pat reported on our March financial statements. B. President Mike Jacobs provided an update con-cerning the lawsuits involving the Club: In Carlson I, The Court of Appeals oral argument is set for Mon-day, April 14th at 9:30 a.m. The Court of Appeals is located at 600 University Street, One Union Square, Seattle, 1st floor. Mike will be meeting with Catherine Smith, the Club's appellate attorney, and Peter Eglick, the Club's trial attorney, in advance of the hearing date. In Carlson II, where the defendants are Hol-linrake, Jones, Staley, and the Club, the Club has filed an answer and will be filing additional motions. The claims adjuster has agreed to reimburse the Club for the approximate $26,000 in legal fees paid to date in Carlson II. The proposed legislation amending the Homeowner's Association Act, RCW 64.38, was not approved by the House Judiciary Committee in Olym-pia. In the Tronsen matter, the Club obtained an order of default, and will move for a default judgment. Due to the continued non-response from the hydrologist retained by the Club through R.W. Thorpe and Asso-ciates who are developing a vegetation management plan under contract with the Club, the Club has re-quested that the $8000 retainer paid to the hydrolo-gist be returned. Thorpe has been requested to rec-ommend a new expert. C. Vice President - David Fosmire: No new compli-ance matters this month. The covenant compliance meeting on April 9, 2008 will be considering the two separate requests by shareholders Hoffman and

Burns to abate their fines related to Tree Height Amendment matters. D. Secretary- Shannon Grady: Shannon communi-cated that we will be meeting in Executive Session to discuss the board’s chart of work for 2008 and to begin a formal process of managing the community work through monthly Executive Sessions which will allow for better communication and measured pro-gress on community improvements. These sessions will provide a venue to manage board business out-side of the board meeting format and use the board meetings to engage community comment and recom-mendations. E. Building and Remodels – Bob Allen: no B& R to present tonight. Several residents are in process of preparing applica-tions to the Board. Applicants should read the guide-lines governing Buildings and Remodels, on our Innis Arden website, and contact the B & R chair (Bob Al-len 542-3219) at the earliest stages of planning to prevent needless delays. Applications must be sub-mitted to Bob 25 days in advance of the next board meeting in order to meet the publication deadlines for the bulletin. F. Activities – Brian Brannagan: At the April Activities meeting, the committee ratified the balance of the events for 2008. for this event. The Activities Committee is considering purchasing new seats for the playground swing sets. The com-mittee is considering purchasing an amplification sys-tem for clubhouse use for events. The committee would like to form a joint sub-committee that works with the board to finalize a design for the kitchen re-model. The sub-committee would include two mem-bers of the board, two members of the activities com-mittee and interested community members – Brian will chair this sub-committee and work with Harley on plans.

Mike Jacobs asked Brian to propose to Activities for consideration, the purchasing of green privacy screening for the south and west side of the tennis courts The May meeting will be held on May 5th. G. Reserves – Rick Leary: In Rick’s absence, Kathi is reporting for him. We have had issues with the Boeing Creek reserve and fencing for a sewage treatment plant that was exposed. Dave received an email from the City of Shoreline; they agreed to replace 34 plants in Grouse Reserve as part of res-toration from damage done by a city project. Did a major replanting – kudos to Maggie Taber.

Preparing for the pour H. Grounds – Kathi Petersen. During the months of February and March bids were received for the clubhouse patio replacement by three cement companies. Many thanks to Troy Mart-

solf for his time and assistance! The board reviewed the three bids and awarded the job to Stone Moun-tain Concrete. (Work began within days to excavate the property for drainage and Thursday, April 17 the patio was poured. Despite frequent rain squalls through the late afternoon and evening, the crew worked under lights until midnight to complete their work. Many thanks are extended to Pat French and Dave Fosmire who helped through the day. But, top honors of the day go to Bob and Judy Allen who stepped up at the end of the evening providing food and hot coffee from their kitchen for the workers.) The next steps will be final sealing of the cement in two to three weeks (depending on the weather) and

restoring the entrance of the clubhouse and patio area with some trees and plants.

The pour

I. Clubhouse – Harley O’Neil: In March we had $2680 in rental income and $40 in refunds. We are anticipating higher rental refunds in April from March rentals. Board Agenda ---

Judy Allen made the board aware of a study session being conducted by the city. Mike Jacobs said he would contact the City of Shoreline regarding pro-posed changes to the comprehensive plan of the city and its associated development code. He will learn whether there are proposed amendments for com-munity consideration. The city would like to meet with Innis Arden regard-ing traffic control issues within Innis Arden, side-walks, speed bumps. Judy will pass along a name to Mike for follow up. Pat French thanked Judy Allen for taking care of the lock for the gate at Boeing Creek park trail. Meeting adjourned at 8:37 pm.
