Greetings From the McDowell County Partnership for Children!
Did you know that for over 12 Years, Smart Start programs have been helping to prepare children for success in school and life here in McDowell County? That means many children who have benefited from Smart Start programs in the early years are graduating this year! The McDowell County Partnership for Children & Families was incorporated In 1994 to put Smart Start and other resources to work, improving the quality of life for young children and their families in McDowell County. The Partnership office is located in downtown Marion, however we have partners and programs working all throughout McDowell County. Our Board of Directors live and work in all parts of the county as well, providing representation and information about the interests and needs of families in McDowell County. Our Board of Directors are strong supporters of the work of the Partnership as demonstrated not only by their time, energy, and advocacy, but also through 100% Board Member giving in our annual campaign! Programs through Smart Start have three core areas of focus: Early Care & Education, Health, and Family Support. Early Care and Education programs focus mainly on ensuring that young children have access to formal and informal quality learning environments that prepare them for public school. The Child Care Resource & Referral activity provides child care referrals to parents and information on topics such as quality child care and child development. Training opportunities are offered for child care providers along with technical assistance. The Early Childhood Resource Center provides resources such as laminating, die cutting, and a lending library of early childhood equipment and materials. The Professional Development Supplement activity is a program for early educators to improve the quality of child care by focusing on increasing education levels. Child care providers receive two stipends per year based on their current and continuing educational levels. The Quality Support Bonus activity Makes available monthly bonuses to licensed early childhood programs that have demonstrated a commitment to quality care by ensuring higher teacher education and licensure requirements. The McDowell County Department of Social Services Child Care Subsidies activity makes available monthly bonuses to licensed early childhood programs based upon enrollment of subsidized children to early childhood programs that have demonstrated a commitment to quality care. The McSmiles Mobile Preschool Program is a part-day mobile preschool based in school buses that have been fitted with the essential play centers to deliver age-appropriate preschool activities. McSmiles serves 3-5 year olds in various locations throughout the county. The Family Resource Programs: Part-Day Preschool is a part-day preschool program located within the North

Cove and Glenwood Elementary Schools that serves children ages 2-5 years old. The centers provide learning opportunities for children and build on the family’s capacity to help their children enter school healthy and ready to learn. Health programs through Smart Start create a vital link between child care and health care systems. The First Steps activity is a home visiting program offered to all new moms who are not eligible for Medicaid home visits. programs. New parents receive a home visit from a Registered Nurse experienced in obstetrical care, newborn care, and lactation. Family Support programs include Family Resource Programs: Family Support, which addresses family literacy and parenting through parenting support groups and parent-child activities. Programs include Families and Schools Together, Family Reading Adventures, and Circle of Parents. The Healthy Start activity is an intensive home visitation program that serves children from birth to age three and their families. Home visits are made weekly by a trained Family Support Worker for support and instruction on positive parenting, bonding, child development, and home safety.
Other Grant Funded Activities &
In addition to all of the Smart Start programs,
the McDowell County Partnership for Children is involved in several grant funded opportunities. Healthy Smiles for Preschoolers Dental Program provides grants to serve children birth to 5 years old in need of assistance
for immediate dental care. The Health Committee receives the applications, reviews them, and makes sure families qualify for this free service. The Health Resources and Services Administration Dental Grant administered by the McDowell Hospital provides children 6 months to 5 years (and before Kindergarten) with a limited oral exam. The exams take place at child care centers, family child care homes, preschool classes, and select community events. The Partnership provides program evaluation services for this activity.
The McDowell County Partnership for Children was also honored to receive a Gardening Grant from the Home Depot Foundation. This $2,500 grant was divided among five different McDowell County child care centers to provide vegetable gardens and emphasize the importance of a healthy diet and outdoor play.
But that’s not all the Partnership
has done this year…!!!
The Nurse Family Partnership activity is an evidence-based, nurse home visiting program that improves the health, well-being, and self-sufficiency of first-time, low-income parents and their children. NFP Nurse Home Visitors discuss with their clients such things as preventive health practices, diet, substance abuse, children’s health and development, economic self-sufficiency, future pregnancies, education, and work. The program is administered by the Health Department with support from the Partnership After twelve years of dedication to Smart Start, we can still be proud of our strong collaborative spirit and of the work that goes into building nurturing communities and improving the quality of life for young children and their families.
Our accomplishments can be measured by adding up the numbers from the Smart Start evaluation reports. Following are Smart Start Highlights as of June 30, 2009:
First Steps 33 families were served 66 home or office visits were conducted 319 follow-ups were performed 21 breastfeeding assessments were conducted 27 home safety checks were performed
Healthy Start 66 moms were screened 230 home visits were made 35 Home Safety Assessments were performed 33 families were served 35 Home Safety Assessments were performed Family Resource Programs: Family Support 438 participants were served through Family Reading Adventures 21 families in two FAST groups received intensive services lasting 8 weeks 15 families participated in the FASTWORKS support group for six months following graduation from the FAST program Family Resource Programs: Part-Day Preschool 15 two year olds were served in the preschool program
14 three year olds were served in the preschool program 20 four year olds were served in the preschool program McSmiles 191 children were served 186 families were served Professional Development Supplement 65 teachers from 21 centers and homes participated 595 children were impacted
Childcare Resource & Referral 41 programs received information on CCR&R Smart Start activities 41 programs participated in CCR&R Smart Start activities 150 families received child care referrals 150 information packets were mailed to families 38 classrooms received R&R technical assistance 1,149 children were impacted by R&R services
