INTRODUCTION

Objectives

Specific: To provide analytics and potential interventions on selected value chain corridors covering the main geographic clusters of National Capital Region (NCR), North Luzon, South Luzon, Visayas and Mindanao

1. provide a situational assessment of the Philippine cold chain industry;

2. present, describe and analyze the status and prospects for the Philippine Cold Chain Industry;

3. identify supply/value chain gaps and required interventions;

4. set goals and strategies as well as plan targets to be competitive and enable the industry to contribute to the national goal of inclusive growth; and

5. recommend strategic directions and action programs in short to medium terms to enhance the industry.

Primary: To craft a stakeholder-driven, inclusive and market-oriented roadmap to guide the industry in the coming years

Structure

Global: Total worldwide capacity of refrigerated warehouses

was about 616 M cu m. (2018), 2.67% greater than the

capacity reported in 2016. The largest were India (150 M cum.), USA (131 M cu m.), and China (105 M cu m.)

Philippines: There were 120 facilities in 2018 with a storage

capacity of 2 M cu m. and an average capacity of 16,667 cu

m.

Plan Monitoring

Initially the CCAP and BOI shall handle the monitoring system for roadmap implementation. Once the NC3 is formalized, it shall agree on a monitoring system at the provincial and regional level.

Regions are formed into corridors specifically NCR, North Luzon, South Luzon, Visayas and Mindanao for efficient monitoring and reporting system to the National Cold Chain Committee.

Completion within one month of the Cold Chain Industry Roadmap

Official Launching of an industry-endorsed Cold Chain Industry Roadmap

Creation of the National Cold Chain Committee (NC3) to serve as venue forthe implementation of the plans, programs and resolution of issues affectingthe Industry.

Creation of the Technical Working Groups (TWGs) under the NC3 to i) prepareits area-specific strategies to address the 5-action agenda as stated in theRoadmap and ii) to assign the Secretariat in all roadmap-related activities andfunctions;

Creation of a BOI-CCAP Data and Information Group to provide updateddatabase and industry information;

Creation of the Overall Secretariat under the BOI-CCAP to oversee andmonitor the implementation of the Roadmap Action Agenda.

Creation of the Flagship Program Action Team to oversee the realization ofthe industry milestones in the short-term. The action team will break offonce the short-term milestones have been realized.
