The first set of comments are in response to adjustments to the bus service made in conjunction with Silver Line Metrorail Service to the Wiehle-Reston East Metro station on July 28, 2014 (Attachment 1). The second set of comments are in response to the start of a new service contract, which began on September 1, 2014, for fixed route and Para-transit service with MV Transportation. The express feeder service uses transit style buses (40 passengers) to provide direct connections from transit hubs (park and ride facilities) to the Metrorail stations. The Express feeder system provides service to Wiehle-Reston East, Spring Hill, Tysons Corner on Galleria Drive at Price Waterhouse Coopers, and West Falls Church Metro Stations. Following the opening of the Silver Line Phase I, the express feeder service has experienced an increase in demand and we anticipate it will continue to grow in demand until the Silver Line Phase II opens and beyond. DTCI has initiated the process to complete a comprehensive update of the Transit Development Plan. This planning effort includes a component to better estimate the service growth expected as metro-rail begins operation in Loudoun. Local-fixed route service uses cutaway buses (15-20 passengers), and is characterized by the frequent stops and connections to activity centers, though services do provide connections to the Metro stations in isolated locations. Complimentary Para-transit service uses the same equipment as the local-fixed route service and is federally mandated to allow residents with disabilities who cannot reasonably access the existing local-fixed route service. Major transit and commuter service delivery changes have been implemented since the beginning of the FY 2015. The commuter services were realigned to support the Silver Line Metrorail service at the Wiehle-Reston East Metro station. The changes primarily re-routed service from the West Falls Church Metro station to the Wiehle-Reston East Metro Station and service in Tysons was reduced. Local bus service routes were adjusted in accordance with the fixed route analysis that was endorsed by the Board on December 4, 2013 (8-0-1, Delgaudio absent). In regards to the para-transit service, consistent with direction given by the Board, Loudoun County Transit is strictly adhering to the federal para-transit rules, which stipulate the jurisdiction must provide para-transit service to all areas within a ¾ mile distance to the local-fixed route service. The previous provider extended this service to locations beyond the ¾ mile requirement. This change in policy, coupled with the elimination of routes with low ridership have resulted in the elimination of the demand responsive service in a large portion of the eastern (urban) part of the county. Commuter Coach and Express Services: The changes in commuter service focused on redirecting service that previously connected to the West Falls Church Metro Station to the Wiehle-Reston East Metro station. In addition, additional capacity was added when a new park and ride lot at Loudoun Station was opened to provide service to the Wiehle-Reston East Metro station (Attachment 1). In December of 2013, proposed Silver Line Bus schedules were posted to the website to solicit public comment; one hundred and ninety four (194) comments were received (Attachment 2). In early July the final public schedules were posed to the website and one hundred and eighty eight (188) additional comments were received through September 17, 2014 (Attachment 3). All comments received have been reviewed and summarized. Two pie charts are included to show the distribution of the comments. Duplicated comments are included in the charts. Single

comments are grouped in the “Other” category. (Attachment 4) The unfiltered comments can be found by following these links:

The three top or most prominent comments relating to the changes in the commuter service were: Add trips to Wiehle-Reston East Metro Station (95 comments or 51% of all comments); Continue/Restore or add service to West Falls Church Metro Station (19 comments or

10% of all comments); and Continue or add service to Tysons Corner Metro Station (13 comments or 7% of all

comments) Comments asking to “add trips to Wiehle-Reston East” (this includes peak trips, midday, evening and weekend) were the overwhelming majority of the comments received (95 comments or 51%). The comments indicate there is strong support countywide to expand service to the Wiehle-Reston East Metro Station. The other two prominent comments were “continue/restore or add service to West Falls Church Metro Station (19 comments or 10%)” and “continue or add service to Tysons” (13 comments or 7%) could be predicted by staff. Both the West Falls Church and Tysons services were reduced to accommodate new service to Wiehle-Reston East. Loss of service, anywhere in the system, tends to typically generate a high a number of comments. In the analysis of the comments, it was interesting to note that requests for additional service to the Wiehle-Reston East (a new service) were far higher than those citing the reduction. Clearly, this indicates a strong desire to connect at Wiehle-Reston East. The Potomac Falls riders were impacted the most from the change in service. Previously, they enjoyed express service to the West Falls Church Metro Station. The West Falls Church service was popular because riders had well established travel patterns over years of using the service and this change disrupted that pattern. The current service delivery plan (Attachment 5 and 6) offers a few trips to West Falls Church from Broad Run Farms, Cascades, and Our Lady of Hope. The majority of this service is provided by transit buses and now takes riders to Wiehle-Reston East. The impact to the riders include both increases in fare costs and travel time. Local-Fixed Route/Para-transit Service Effective on October 1, 2013, the Virginia Department of Rail and Public Transportation (DRPT) determined that Virginia Regional Transit (VRT) was no longer eligible for Federal Transit Administration 5311 funding for rural transportation. Once it was determined VRT was no longer eligible, Loudoun County assumed responsibility for the operation of the local-fixed route and complimentary para-transit services. VRT was granted an emergency contract to continue operation while a Request for Proposal (RFP) to provide the local-fixed route service was drafted and the procurement process was completed. Following the procurement process, the Board authorized the award of the contract to MV Transportation on June 18, 2014 (7-0-2;

Supervisors Clarke and Delgaudio-Absent) to provide the local-fixed route transit service. In conjunction with the Loudoun County’s assumption of the operation local-fixed route service, route and policy changes were implemented. The route changes were implemented based on the “Loudoun County Transit Management Analysis Report”, a study completed in December 2013. Changes included the modification or elimination of unproductive routes, and the implementation of a new route (Attachment 7). A summary of the changes made are provided as Attachment 8. The unfiltered comments can be found by following this link:

http://www.loudoun.gov/DocumentCenter/View/108806 Loudoun County made the decision to implement a policy to strictly adhere to the federal mandate for para-transit services and eliminate the demand responsive service previously provided by VRT. With the new provider all users, including former customers of VRT, were required to apply for eligibility for the para-transit service in compliance with federal rules. Loudoun County exercises strict adherence to the guidelines for para-transit service as required by the Americans with Disabilities Act (ADA) and Federal Transit Administration (FTA). Since the start of service under the new contract, 28 comments have been received (Attachment 8). A pie chart is included in Attachment 4 to show the distribution of the comments. The three top or most prominent comments regarding the change in local-fixed route transit services were: Disappointment with the elimination of local-fixed route service (7 comments or 25% of

all comments); Disappointment with loss of demand responsive or para-transit services (6 comments or

21% of all comments); and Concern regarding various, operational issues (bus late, off route, etc.) (5 comments or

18% of all comments) The most prominent comments for changes to the local-fixed route service were predictable. Any loss of service typically generates the largest amount of comments, and likewise major changes in service delivery typically result in comments regarding operational issues until service is allowed to “settle-in”. This was a “start-up” operation with a new contractor providing service, which impacts service delivery due to the large amount of upfront work. Tasks include: acquiring rolling stock, hiring operators, training operators, establish facilities, developing policy, registering para-transit customers, complying with local regulation and other tasks associated with the establishment of a business. The demand responsive service provided by VRT was open to all passengers regardless of para-transit ADA certification per the VRT policy.

VRT Demand Response Policy Virginia Regional Transit provides demand response service throughout each of its regions. Demand response service provides travel assistance from a resident’s home to locations within our regions for medical appointments, shopping, and other basic needs destinations. Fares vary throughout the regions based on length of trip and users of this service are required to call 24-HOURS in advance to make reservations. Reservations are accepted from 8:00am to 2:00pm, Monday through Friday. Where VRT provides only Demand Response service it will be open to all passengers regardless if they have an ADA Certification or not. http://www.vatransit.org/demand-response-service In the rural environment, this service model works well; however, it is unsustainable in an urban or suburban environment due to heavy demand that would be generated by the increased population. Many of the comments received expressed disappointment in the change and loss of the demand responsive service. The individuals who submitted comments relied on the availability of this service and eliminating it induced a hardship on their lifestyle and livelihood. Loudoun County strictly complies with all regulations and guidelines for the provision of para-transit services. The Americans with Disabilities Act (ADA) guarantees people with disabilities the same access to public transportation as people without disabilities. All Loudoun County Transit buses are wheelchair accessible. Customers are required to register for the para-transit service and their disabilities are evaluated to verify they are unable to use the regular fixed route service. Many residents with disabilities can and do ride the local fixed-route service. A person with a disability that prevents them from accessing the public transit system is eligible to use the ADA para-transit services. The para-transit service is a curb-to-curb, shared ride service, which operates within 3/4 of a mile from the local-fixed bus service route. A customer who is eligible for use of the ADA service must schedule their rides 24-hours ahead of time. Passengers usually ride with others who are traveling in the same general direction, and drivers often stop to pick up or drop off other passengers on route. Para-transit eligibility is based on an individual’s functional ability to use the fixed route system; it is not based on a medical diagnosis or meeting the broader ADA definition of “disability”. Simply having a disability does not make you eligible for complementary para-transit under the ADA. The ADA para-transit service is for riders whose disabilities prevent them from using local-fixed route bus service. To be eligible, an individual must: Meet the disability guidelines of the Americans with Disabilities Act; Not be able to access the service’s local-fixed-route bus due to their disability; and

Be approved to use Metro Access or be approved by ADARide to use Loudoun County

para-transit services. Staff has identified 16 residents that have lost service due to elimination of the demand responsive service and are unable to secure a reasonable alternative. Staff is working to identify other solutions through grants, volunteers and other alternatives to provide transportation solutions for these residents. ISSUES: Metrorail service is anticipated to start in Loudoun County in 2018; and with the start of rail service in Loudoun County, it is anticipated service demand will shift or transition from the commuter-coach, long-haul service to express Metrorail connections and local-fixed routes. The County needs to make decisions soon regarding the bus service to be offered when the Silver Line Metrorail service begins to operate. Over half the existing commuter fleet will have reached the end of its useful life by 2018 and the will County need to make decisions regarding the composition of the fleet for 2018 and beyond. Therefore, the County will be updating the Transit Development Plan (TDP) starting in the fall of 2014. The TDP will provide a structured, financially constrained plan for the growth of transit service in Loudoun County for the next 6 years (FY 2017 – FY 2022), which will include service provided with the start of Silver Line Metrorail service to the County. In May of 2015, the TDP will be at a critical juncture where Board direction will be required for the formulation of the final plan. At that time, staff recommends holding a “Transit Summit” with the Board to provide a summary of the findings from the research portion of the TDP and present alternatives to receive feedback from the Board to formulate final recommendations. Identifying future funding for transit will become a critical issue. Current funding for transit service comes from the fares, state operating assistance and gasoline tax revenues. When the operation of the Silver Line begins in Loudoun County, the gasoline tax revenue will be diverted to pay WMATA’s operation and capital facility costs. Additionally, the market share of the commuter-coach service will decrease as demand for express and local service increase. Task 4 of the TDP will assess the available transit funding. The farebox recovery for commuter-coach service is far higher than the farebox recovery for other services. It is anticipated that operational costs will rise as funding sources decrease. Essentially, as the share of ridership on the high return rate commuter-coach system declines and the lower farebox recovery Silver Line express and local fixed route system ridership share increases, overall revenues for transit services may decline and will have to be supplemented from another funding source within the County’s budget. While the TDP will provide the plan for the future provision of transit service in Loudoun County, the plan will be based on the Board of Supervisors’ vision for the future of transit.

Commuter-Coach or Long-Haul Bus service: Currently, commuter-coach service is the backbone of transit service provided by Loudoun County. The commuter-coach is a “premium” service that provides a non-stop trip to Washington DC and other destinations in the urban core. The coaches are designed for inter-city travel and provide comfortable, reclining seats; individual seat lighting and an on-board bathroom. The commuter-coach service has a very high farebox recovery and only a moderate increase in fares would allow the system to operate at a revenue-cost neutral position. A downside to the commuter-coach service from an operational perspective is the ability to make only one trip to its destination during the peak period. This a growing concern is primarily due to the increasing travel time caused by congestion along the commuter-coach route. Once the Silver Line opens in Loudoun, commuter capacity can be greatly increased with an equivalent number of bus operating hours by providing connections directly to the Silver Line Stations via smaller transit connector buses. Currently a few early AM buses make a second trip, but this is becoming less feasible due to the increasing traffic congestion. It is even more difficult for PM buses to make second trips. While some PM buses are able to make a second trip, a second trip is essential when a bus makes a second trip in the AM. The AM and PM commuter capacity must be matched; otherwise commuters will be left behind in the District and the level of customer service and customer confidence will deteriorate. In the future, it may be reasonable to expect that no coach buses will make more than one trip in the peak periods. Park and Ride lots countywide are near capacity; and the vast majority of the service being provided from those lots is commuter-coach service. As we increase services to the express and local services, the market share of the commuter-coach will decline. While the market share will decrease, actually commuter-coach demand will not fall that significantly. Park and ride lots county-wide are at capacity, and commuter-coach service will need to be reduced, resources will need to be reallocated or additional park and ride spaces will need to be identified to provide capacity at park and ride lots for express services. This will likely generate a number of comments from commuter-coach customers disappointed with changes in service. Express feeder services: The Express feeder service typically has a lower fare and farebox return than the commuter-coach service. Therefore, the farebox recovery of the express services will be lower and require a higher subsidy to operate. As express service becomes a larger share of the service provided, cost of providing service will increase. Express service will use transit-style buses instead of the over-the-road coach buses. Currently, the county owned fleet has five (5) Gillig transit buses. The composition of the fleet will need to change to align with the type of service that will be provided in the future. Local Bus Service: The loss of the demand-responsive service previously offered by VRT has been difficult for a portion of previous users of the system. Demand-responsive service is unsustainable in a suburban or urban environment. The strict adherence to the federal Para-transit requirements, coupled with the lack of fixed route service in a large part of the county has left several people without transportation options. Over time, the fixed-route service is

anticipated to expand, which will expand the para-transit coverage area; some people that have lost options will again have access to services. Steps or Tasks Moving Forward:

1. The Board will need to make decisions on how the commuter coach service will be offered in the future. Currently, the commuter-coach fleet has 64 buses, 55 owned and 9 leased. There are 5 transit buses in the fleet – used for providing express feeder service. The new Transit Maintenance and Operations Facility (TMOF) is designed to accommodate 80 buses as it is currently configured. With the current fleet held constant, there is room for 16 transit buses in the fleet before the TMOF reaches capacity; however at that time the configuration of the lot and technology used to manage the lot could be used to accommodate more buses. Staff recommends that commuter-coach service is held constant with no additions in units until the start of Silver Line service in the County.

2. Requests for connections to the Silver Line were far higher than any other comment received. Staff recommends the acquisition of additional transit buses to provide the requested service. Acquiring transit buses now, will address the request for additional service and starts the change in the composition of the existing fleet as Silver Line Metrorail service begins. If the Board were to consider this recommendation, staff suggests that eight (8) buses be added to the existing fleet. Each bus represents a $500,000 initial capital investment, and an additional $180,000 per bus per year for operations. This would be in addition to the three (3) buses already programed in the CIP for FY2016. The buses would be used to provide service from park and ride lots that are being constructed currently: Stone Ridge, Leesburg East, and One Loudoun in addition to supplementing existing services from Leesburg, Loudoun Station, Dulles South and Potomac Falls. The current bus manufacturer has an eighteen (18) month lead time from order until the bus is complete and delivered. Buses ordered in FY 2016 would not be available for service until FY 2017. If buses are not ordered soon, then it is likely that they will not be available for service when Silver Line operations start in the County.

3. Staff recommends continued monitoring of the local-fixed route service to determine routes that are performing up to Loudoun County Transit performance standards and make recommendations for changes based on that performance.

4. Staff recommends that para-transit operation continues to strictly adhere to the federal guidelines as expansion of the scope of services would greatly expand the costs.

5. Staff suggests that discussions may be necessary during the development and adoption of the FY 2016 budget, should the Board be inclined to make adjustments or expand the commuter and transit service.

6. Staff recommends work sessions with the Board during the development of the comprehensive update to the Transit Development Plan, including public involvement.

7. Staff recommends the Board hold another transit summit, similar to that occurring in FY 2014, to have in-depth policy discussions on the service delivery options for commuter and transit services.

Commuter Bus Silver Line Changes Summary 

July 28, 2014  

Potomac Falls Service (Broad Run Farms, Cascades, and Lowes Island) 

The Potomac Falls service will transition in part to the Wiehle‐Reston East Metro station, while retaining 

four morning runs to the Orange Line at West Falls Church Metro.  As part of this transition, three transit 

buses have been purchased to be dedicated for service to the Silver Line. The new buses, along with the 

quicker trip to Wiehle‐Reston East have created enough time for an additional run in the morning and 

two additional runs in the evening, offering riders more options.  The new buses devoted solely to 

Potomac Falls Service will improve reliability and on time performance. To view the proposed schedules,

Reverse Commute Service 

Reverse Commute bus service will originate and terminate at either the Wiehle‐Reston East or the 

Spring Hill Metro station. This service change allowed enough time to add an additional and often

Loudoun Station Service  

Loudoun Station is a brand new 300 space park & ride lot located at the intersection of Loudoun Station 

and Gramercy Drives, on the site of the future Route 772 Metro station. Transit buses are dedicated to 

this lot with eleven morning and twelve evening peak service runs to and from the Wiehle‐Reston East

Harmony, Leesburg, Goose Creek Village and Broadlands South Service 

Service to and from Tysons Corner will include an inbound stop at the Spring Hill Metro station, with 

continuing service to additional stops at employment centers in Tysons Corner.  This offers an additional

Dulles North Transit Center Service 

Dulles North will now provide service to and from the Wiehle‐Reston East Metro station. To view the

Local Service Changes Summary September 9, 2014 

 Town of Leesburg Modifications: The Town of Leesburg modified all four of its existing routes based off 

the analysis. The Government Center remained the major hub of the Leesburg system. The Safe‐T‐Ride 

was modified to make quicker trips in a smaller loop back and forth over the Leesburg Bypass. The Town 

modified the existing Trolley route to operate between downtown Leesburg and the Village of Leesburg 

and the Trolley was replaced with a bus. The other two Leesburg routes were modified to eliminate 

unproductive streets. 

Loudoun County Local Fixed Routes: Many of the current cost effective routes with high ridership were 

unchanged. These routes included the 7 to 7 on 7, Sterling Connector, and the Countryside Connector. 

The two routes with the lowest ridership, the Ashburn Village and Ashburn Farm services were 

combined. The Sugarland Run Connector was modified to eliminate a large one‐direction loop and areas 

of poor passenger access. The Falls Church Express was revised to serve the new Wiehle Metro Station 

while still partnering with the GWU and HHMI campuses. 

The new Atlantic Pacific Connector began service between Dulles Town Center and the Wiehle Metro 

Station to enhance connectivity between the Route 28 corridor employment centers and the Silver Line. 

The Dulles to Dulles Connector and Herndon‐Monroe Connector were replaced by the new route.

Loudoun County Local Bus Service Paratransit Providers

What is Paratransit:The Americans with Disabilities Act (ADA) guarantees people with disabilities the same access to public transportation as people without disabilities. Many residents with disabilities can ride the local fixed route buses.People with disabilities who cannot use public transit because of their disability can use the ADA Paratransit Service. The ADA Paratransit Service is a curb-to-curb, shared ride service, which operates within ¾ of a mile from fixed route bus service stops. All rides must be scheduled ahead of time. Passengers usually ride with others who are traveling in the same general direction, and drivers may often stop to pick up or drop off other passengers on route.Am I eligible?Paratransit eligibility is based on an individual’s functional ability to use the fixed route system; it is not based on a medical diagnosis or meeting the broader ADA definition of “disability.” Simply having a disability does not make you eligible for complementary paratransit under the ADA. The ADA Paratransit Service is for residents riders whose disabilities prevent them from using fixed route bus service.
