    appropriations approved by the Board of Supervisors (Board) through March 2020. As supplemental funding is appropriated throughout the current fiscal year, or new funding is appropriated in the CIP at the beginning of the next fiscal year, the project funding information will be adjusted. Any changes in appropriations that may be rescinded because funds are not received will also be reflected in the project report. The key points of this report are summarized below. PROJECTS COMPLETED: The following projects were completed during the 3rd Quarter of FY 2020:

    • Leesburg Park & Ride Lot – This project provides funding to design and construct a minimum of a 300 parking space park and ride lot adjacent to the Loudoun United soccer stadium located within Philip A. Bolen Memorial Park. In this quarter, the contractor has completed the curb and gutter, asphalt pavement, signage, striping, bus shelters, bike lockers, lighting and landscaping. The parking lot was substantially complete in mid-January. In the next quarter, the Department of Transportation and Capital Infrastructure (DTCI) will address weather sensitive punch list items identified during the January 16, 2020, punch list walk.

    • Seneca Ridge Drive Improvements – South Cottage Road to Augusta Drive– This project provides for the planning, design, right-of-way acquisition, and construction of roadway and intersection improvements along Seneca Ridge Drive between South Cottage Road and Augusta Drive to reduce congestion and improve pedestrian movements. In this quarter, all phases of the project have been completed and the project is considered substantially complete. A project punch list was developed in February and all punch list items have been addressed. On February 26, 2020, DTCI commenced with the ribbon cutting ceremony. DTCI will move forward with the Virginia Department of Transportation (VDOT) street acceptance in the next quarter.

    • Courts Phase III Structured Parking Facility – This project provides for the design of a new structured parking facility on the Pennington Lot to support the new General District Courthouse. Construction phase funding is included in the FY 2015 CIP. Howard Shockey and Sons began construction activities in February 2017. The certificate of occupancy for the garage was received and the garage was opened to traffic on September 23, 2019. In this quarter, the work on Phase 2 for the renovation of the Pennington surface lot was completed. For pedestrian safety and accessibility to the courthouse reasons, the storm drain system in North Street and reconstruction of Church Street Extended was deleted from Shockey’s contract and will be added to the contract for the construction of the new Courthouse for completion later this year. This project is now considered substantially complete. Additional work at the temporary secondary entrance is expected to start and be completed next quarter.

    • Town of Purcellville A Street Sidewalk Connection - This project provides for the design, right-of-way acquisition and construction of sidewalk improvements along A Street between Blue Ridge Middle School and Maple Avenue. This project is managed by the

    Town of Purcellville. Substantial completion was issued on November 7, 2019, along with a punch list of items, and the project was completed in December, 2019. The final pay request was approved by the Town on December 17, 2019. This project is complete.

    • Public Safety Radio System Redundant Master/Prime Site - This project builds a geographically redundant master/prime site, allowing the County's public radio system to operate normally in the event of a future catastrophic failure at a single master/prime site. This project is managed by the Department of Information and Technology. In this quarter, the Master/Prime site was tested and implemented on February 27, 2020. This project is complete.

    PROJECT MILESTONES: The following projects achieved significant milestones during the 3rd Quarter of FY 2020:

    • Ashburn Road Sidewalk – This project provides funding to design and construct a sidewalk

    along the eastern side of Ashburn Road between Partlow Road and the W&OD Trail. In this quarter, Notice to Proceed (NTP) was issued to the contractor on February 4, 2020. Construction commenced the week of February 10, 2020, and included clearing and grubbing and storm sewer installation. In the next quarter, the contractor is expected to begin installing the sidewalk and then completing stripping and signage. Construction completion is planned for a late Spring/early Summer 2020.

    • Belmont Ridge Road Improvements – Truro Parish Drive to Croson Lane (January 2020) - This project provides for the design and construction of two additional lanes to Belmont Ridge Road from Truro Parish Drive to Croson Lane. The road plans were approved by Building and Development (B&D) on June 16, 2017. In this quarter, Certificates of Take were recorded on January 15, 2020, for the remaining right of way (ROW) acquisition parcels, completing the ROW acquisition phase. Coordination continues with utility providers so they can finalize their relocation plans and estimates in preparation for utility relocation. In the next quarter, utility relocation activities will continue. The completion of utility relocation and construction bidding is anticipated in Fall 2021, or earlier depending on the progress of utility relocation.

    • Braddock Road/Summerall/Supreme Intersection (January 2020)- This project provides for the installation of a traffic signal and turn lanes at the intersection of Braddock Road (Route 620) and Supreme Drive (Route 1257)/Summerall Drive (Route 1258). The missing half-section of Braddock Road near the subject intersection will be widened from two lanes to four lanes. In this quarter, B&D approved the design plans on January 19, 2020. The design consultant, ATCS, resubmitted the dedication and easement plats in January 2020 to address B&D comments. In the next quarter, ATCS will work to finalize the plats and land acquisition offers will be prepared by DTCI staff for ROW acquisition.

    • Crosstrail Boulevard – Segment B (March 2020) - The project entails the design and construction of Crosstrail Boulevard Segment B. The limits of Segment B run from Kincaid

    Boulevard to Russell Branch Parkway. Crosstrail Boulevard is proposed as a four lane divided highway. Appropriations for ROW acquisition were planned in FY 2017 with construction appropriations in FY 2020. Roadway design plans were approved by B&D on August 26, 2016. All ROW was acquired through voluntary agreements or Certificates of Take on or before July 5, 2017. The Board awarded a contract in the amount of $46,399,731 to Merritt Construction Services, LLC (Merritt) at its December 3, 2019, Business Meeting (8-0-1, Supervisor Letourneau absent) to construct the roadway in furtherance of Tuscarora Crossing's proffers. In this quarter, County staff were finalizing the construction contract with Merritt and a groundbreaking ceremony was held on March 12, 2020. Merritt is tentatively scheduled to start construction in late Spring 2020.

    • Sterling Community Center (January/February 2020) – This project provides for the

    renovation of the community center building including the expansion of community center programming in the former Sterling Library space. The construction contract was awarded to Forrester Construction on November 26, 2019. In this quarter, NTP was issued on January 24, 2020 and a ground breaking event was held on February 8, 2020. The Contractor has mobilized and commenced with demolition and site work activities.

    • Lovettsville District Park (March 2020) – This project provides for the design and construction of a District Park to serve the Lovettsville area on a 91-acre County-owned site. The park will contain seven athletic fields, restrooms, concessions, maintenance facilities and an equestrian area. In this quarter, bids were received on January 24, 2020 and were evaluated by Staff. The Contract Award was approved by the FGOEDC (5-0-0) on March 10, 2020 and Board of Supervisors (Board) (9-0-0) on March 17, 2020. Staff is working to finalize the Contact Agreement with the Contractor. In the next quarter, pre-construction meetings will be held, NTP will be issued, and the Contractor will mobilize.

    • Potomac Green Community Park (March 2020) – This project provides funding to complete and provide furnishings and equipment at the Potomac Green Community Park. The park is being constructed by a developer as an in-kind proffer and the 28-acre park site was proffered to the County. This quarter, the bids were received on March 31, 2020 and Staff is currently reviewing the bids. In the next quarter, the Contract will be awarded, pre-construction meetings will be held, NTP will be issued, and the Contractor will mobilize.

    • Elk Lick Road Intersection Improvements (February and March 2020) - VDOT completed the interim safety improvements for the Tall Cedars Parkway and Elk Lick Road intersection on July 21, 2019. In this quarter, the permanent Route 50 and Elk Lick Road intersection plans were approved by B&D on February 13, 2020. A purchase order was issued to roadway designer Dewberry on February 11, 2020, for the permanent improvements at Tall Cedars Parkway and Elk Lick Road and a kick-off meeting was held on March 17, 2020. In the next quarter, the Invitation for Bid (IFB) for the Route 50 and Elk Lick Road project will be developed and design will proceed on the permanent Tall Cedars Parkway and Elk Lick Road improvements.

    PROJECTS DELAYED: Project delays are induced into a project schedule due to a variety of issues, many of which are unforeseeable or beyond control of the County staff or County Government. The following projects are delayed, pending final resolution of the particular issue causing the delay:

    • Lovettsville Fire & Rescue – In this quarter, the architect/engineer (A/E), Lemay Erickson

    Wilcox, revised the Concept Design submission to more accurately reflect emerging design thinking and architecture features consistent with the community. DTCI, along with the Department of Fire and Rescue (DFR), DTCI and the A/E, presented the revised designs to the Lovettsville Volunteer Fire & Rescue Membership group. In the next quarter, conceptual design plans will continue to be developed to 35% Design Development drawings. The design phase completion is delayed from Spring 2020 to Fall 2020 due to the need to revise the concept exterior elevations.

    • Courts Phase III - New Courthouse – This project provides for the design of a new 92,000 square foot courthouse building to house the General District Court and Court administrative support programs. The construction contract was awarded to Costello Construction on September 20, 2019. In this quarter, the kickoff and pre-construction meetings were held. NTP is expected to be issued on April 6, 2020 and all courthouse staff parking will be relocated to the Pennington Garage as of that date. Dominion Energy has requested a significant change in the design of the underground electric distribution system, which will necessitate a construction sequence change on the project. County Staff and the Contractor continue to work to resolve issues regarding utility relocations and the construction sequence/techniques for the proposed underground tunnel that will connect the old and new courthouses together. Due to these issues, the construction phase completion of the project is delayed from Summer 2022 to Winter 2023.

    • Ashburn Recreation and Community Center – Based on prior experiences in other similar facilities, coordination between DTCI and the Department of General Services (DGS) identified the operational need to provide additional redundancy for the HVAC system serving the building. Discussions and studies ensued with the final result being the addition of a third large heating, ventilation, and air condition (HVAC) unit to be added to the building which will serve the competition pool in the event of one unit failing. This addition required additional structural steel framing to be added to the design as well as a new mechanical room, all of which added square footage to the building as well as changes to the floor plans, electrical system and acoustics. While this has added costs to the building and additional design fees, it has also resulted in a four month delay to the design completion schedule, but will prevent facility closures during system outages and routine maintenance activity. In the next quarter, staff should receive the 75% complete design submission for review. It is anticipated that advertisement for construction will occur in the Fall, 2020.

    • Lovettsville Community Center –This project provides for the design and construction of a new community center building in the Town of Lovettsville to replace the existing building. The construction contract was awarded to Meridian Construction on May 30, 2019. NTP

    was issued on July 8, 2019. In this quarter, the Contract with Meridian Construction was terminated on January 17, 2020. In the next quarter, the County will complete Phase 1 work and prepare the documents to rebid the remaining work to include the construction of the new community center and the demolition of the old community center. The estimated timeframe to reissue the advertisement for bids is late May/early June 2020. It is expected that the project construction completion will be delayed from Winter 2022 to Spring 2022.

    • Public Safety Firing Range – This project designs and constructs an indoor firing range facility to provide firearms training for public safety staff. The indoor facility will be constructed on a developer proffered land site owned by the County. The construction contract was awarded to Branch and Associates on July 24, 2018. NTP was issued on September 17, 2018. In this quarter, the installation of the range equipment and administrative areas remain on schedule, however the startup and commissioning of the mechanical equipment is being delayed due to the delayed installation of the Washington Gas service to the site. This delay will cause a minor delay in the project completion from late Winter 2020 to Spring 2020.

    • Farmwell Road Intersection Improvements – This project provides for the design, ROW acquisition and construction of intersection improvements along Farmwell Road between Smith Switch Road and Ashburn Road. In this quarter, the design consultant, Wallace Montgomery, began receiving 30% plan comments. Due to a staffing turnover of the VDOT Project Coordinator, receipt of 30% VDOT comments was delayed. Discussions with an adjacent developer also took place during the quarter so the project's shared use path construction schedule could be re-sequenced with the developer's schedule which is now ahead of the County's schedule. DTCI staff communicated with community stakeholders to schedule update meetings. In the next quarter, Wallace Montgomery will initiate development of 60% design plans and DTCI will continue stakeholder communications. Due to delays in receiving 30% plan comments and the need for additional coordination with an adjacent development, the completion of the design phase has been delayed from Summer 2020 to Winter 2021.

    • Shaw Road – This project provides for the design and construction of improvements to

    Shaw Road from the Sterling Technology property to the Dulles Electric Supply property in order to widen the road from two to four lanes, and to solve existing roadway drainage issues. Design plans were approved by B&D on March 1, 2019. One of five acquisitions has been completed. In this quarter, DTCI staff continued coordination to relocate a private fiber line discovered in the design process along the project corridor and continued property owner coordination to acquire ROW. The second acquisition will be complete after the property owner’s lender signs the appropriate documents. The three remaining parcels are proffered to dedicate ROW, but the dedication cannot take place until the fiber line is relocated. In the next quarter, utility relocation and ROW acquisition will continue. Due to delays by the private fiber carrier to move its line, completion of the ROW phase has been delayed from Winter 2020 to Summer 2020.

    • Town of Purcellville Pedestrian Linkages – This project is managed by the Town of

    Purcellville. In this quarter, the funding transfer was approved as part of the FY21 CIP Budget deliberations. The scope of this project now includes the walkway along south 32nd Street from West Main Street to the beginning of the Ball Property line and the pathway from Loudoun Valley High School to Sutton Place. Design is 100% complete and all necessary property access has been obtained. The project bids were opened July 9, 2019. Only one bid was received and it significantly exceeded the Engineer’s estimate and the budget, therefore, the bid was rejected. In the next quarter, it is anticipated that the project was advertised for construction on March 13, 2020 with bids due April 17, 2020. Construction is anticipated to occur during the summer months when Loudoun County Public Schools are not in session.

    • Round Hill to Franklin Park Trail (September 2019) – This project designs and constructs a mixed use trail from the center of the Town of Round Hill to Franklin Park. This project also includes improvements to Main Street in the Town of Round Hill. In this quarter, DFB Procurement Office issued a letter to the apparent low bidder, Highway and Safety Services, indicating that the evaluation of their bid had resulted in a preliminary determination that they may not be a responsible bidder. Upon receipt and evaluation of their response and further input from VDOT, it was determined that Highway and Safety Services was a responsible bidder. Given the project is federally funded, on February 11, 2020, DFB issued a request to the VDOT and the Federal Highway Administration (FHWA) for authorization to award the construction contract to Highway and Safety Services, Inc. (the apparent low bidder). The project will require supplemental funding once the authority to award has been granted by VDOT and FHWA. In the next quarter, DFB will continue to work with VDOT and FHWA to obtain the authority to award, secure supplemental funding and issue the construction contract. Work is now expected to start in late Summer 2020 for a late Winter 2021 completion. The delay is due to VDOT and FHWA award authority.

    • Purcellville Development Services Group Residence – The 35% design plans were received on February 28, 2020 and the project continues to progress in the design phase. The project site plan was submitted on February 3, 2020. Completion of the project design has been delayed from Spring 2020 to Fall 2020 due to the need to redesign the project concept to stay within the project budget.

    • Metro Parking Garages – This project provides funding to construct two commuter parking garages at the Loudoun Gateway and Ashburn Metrorail stations along the Washington Metropolitan Area Transit Authority (WMATA) Silver Line. In this quarter, DTCI staff continued monitoring construction progress on the Loudoun Gateway garage and resolution of Ashburn garage punch list items by the design-build contractor, S.B. Ballard Construction Company (Ballard). The Loudoun Gateway garage has not reached substantial completion and the Ashburn garage has not reached final completion. Since the Ashburn Station garage was not completed by the July 24, 2019 contract date, and the Loudoun Gateway garage was not completed by the September 26, 2019 contract date,

    DTCI issued letters to Ballard on July 25, 2019 and September 27, 2019, respectively, notifying the contractor that he may be subject to liquidated damages. DTCI is working with DFB and the Office of the County Attorney on methods to achieve contract closeout with the design-builder. In the next quarter, DTCI and DFB will continue to communicate with the design-builder to complete garage construction and address punch list and work list items to bring the projects to final completion. Completion of the project has been delayed from Winter 2020 to Summer 2020.

    • Moorefield Boulevard – Mooreview Parkway to Moorefield Station (County Project) - This project provides for the planning, design, ROW acquisition, and construction emergency access gates along Vinegar Hill Drive and a traffic signal at the intersection of Moorefield Boulevard and Old Ryan Road. The fourth leg of this intersection is the driveway for the Moorefield Station Fire and Rescue Station. In this quarter, VDOT issued additional comments to the resubmitted signal justification report. The design consultant, Dewberry, is addressing the comments. In the next quarter, Dewberry will resubmit the updated signal justification report. Design of the signal and other improvements will be initiated once VDOT approves the signal justification report. Due to the extended time needed to obtain approval of the signal justification report, design completion is being extended from Summer 2020 to Winter 2021.

    • Route 7 Pedestrian Improvements – This project funds improvements to three pedestrian crossings along Route 7: Bartholomew Fair Drive, Potomac View Drive, and Lakeland Drive. DTCI staff and the design consultant, JMT, met with VDOT on December 19, 2019, to clarify the design criteria for the pedestrian improvements. Since the existing curb ramps within the project limits do not meet current VDOT standards, VDOT is requiring the curb ramps and the curb returns at the intersections to be upgraded to current VDOT standards and to accommodate larger design vehicles. In this quarter, JMT continued development of the 60% design plans based on the updated design criteria. In the next quarter, JMT will submit the 60% design plans to B&D and VDOT. Due to VDOT’s directive to upgrade the existing curb ramps to new VDOT standards, the time needed to prepare the design plans has been extended from Winter 2020 to Fall 2021.

    • Shellhorn Road – Loudoun County Parkway to Moran Road (County Project) – Following the Board’s approval of the Silver District West Land Use Application, the limits of work for this project have changed. This project provides for the planning, design, and ROW acquisition for Shellhorn Road from the northern Metropolitan Washington Airports Authority (MWAA) Property line to Moran Road. The project entails the construction of a four-lane roadway within a 120 foot right of way. In this quarter, the County's design consultant, J2 Engineers, continued development of 30% design plans. In the next quarter, it is anticipated 30% plans will be submitted to VDOT and B&D for review. Now that DTCI staff have reviewed Silver District West's Shellhorn Road plans for the section of roadway west of the MWAA property and better understand its development schedule, DTCI has updated its the design schedule for the County portion of the project. Based on this updated schedule, the completion of the design phase has been revised from Fall 2020 to Summer 2021.

    • Sterling Boulevard Extension - This project provides for the design, ROW acquisition and construction of Sterling Boulevard from Moran Road (Route 634) to Pacific Boulevard. The project is a four lane urban major connector with divided median, associated turn lanes and shared used path. In this quarter, the design consultant, ATCS, continued preparation of 100% plans, plats for ROW dedication, and utility relocation coordination. Completion of the 100% plans and plats has been delayed due to difficulties coordinating the design for overhead and underground utility relocations (Dominion Energy) within the project limits and the stormwater management design with a proposed adjacent development along the roadway corridor. In the next quarter, development of 100% design plans, development of plats, and utility relocation will continue. Due to the utility relocation and stormwater management design coordination issues, the completion of the design phase has been delayed from Winter 2020 to Summer 2020.

    PROJECTS REQUIRING SUPPLEMENTAL FUNDING: The following projects listed in this section require supplemental funding.

    • Braddock Road/Summerall Drive/Supreme Drive Intersection - This project provides for the installation of a traffic signal and turn lanes at the intersection of Braddock Road (Route 620) and Supreme Drive (Route 1257)/Summerall Drive (Route 1258). The missing half-section of Braddock Road near the subject intersection will be widened from two lanes to four lanes. Funds have been identified in the CIP Contingency account for this project. When funds are needed, staff will process a budget adjustment to move funds to the project.

    • Waxpool Road at Pacific Boulevard and Broderick Drive – This project funds the design and construction of intersection improvements and turn lanes at Waxpool Road (Route 625) and Pacific and Broderick. This project has a budget shortfall of approximately $4,100,000 based on the most current cost estimates. At their December 3, 2019 Business Meeting, the Board approved (8-0-1, Letourneau absent)the use of FY 2019 General Fund balance to address shortfalls in currently active projects by adding funds to the CIP Contingency account.     • Round Hill to Franklin Park Trail – As stated in the Delayed Projects Section of this item, supplemental funding for this project is needed. However, until the VDOT and FHWA complete their review of the apparent low bidder to determine if their bid is responsive, staff will not know the amount of supplemental funding needed. If the apparent low bidder is approved by VDOT and FHWA, the amount of supplemental funding needed is $4,301,670. If the County is required to move to the second low-bidder, the amount of supplemental funding needed is $5,058,584. The supplemental funding necessary would cover the incremental cost of the bid as well as construction engineering and inspection costs. Once the value is determined, DTCI and DFB will coordinate and propose a funding source to the Board for action.

    ISSUES: Five issues warrant mention in this item: COVID-19: DTCI recognizes that the COVID-19 pandemic response will likely have a currently unrealized impact to the schedules of projects in design and construction. At the present time, DTCIis unable to quantify the impact, but is directing Project Managers to assess the impacts in order to provide a report in the next quarter. Also, in the next quarter, DTCI is planning to conduct public meetings for some projects. Due to the COVID-19 pandemic, those meetings may not be held until conditions improve. The projects that may be impacted by this situation are: Route 15 Bypass to Montresor Road, Metro Station Area Pedestrian Improvement Project, Evergreen Mills Road Realignments, Aldie Fire & Rescue Station, Franklin Park to Purcellville Trail, and Potomac Greene Park. DTCI, DFB and County Administration are reviewing projects that are anticipated to be advertised for bids over the next two to three months to determine if the bids should be delayed due to potential impacts on the construction and bond markets. Prior to the issuance of debt, the DFB confers with the DTCI, to review the status of projects and verify the amounts and timing of when the debt should be issued. Due to the COVID-19 pandemic, there has been volatility in the bond market over the last several weeks. Staff and the County’s financial advisors are monitoring the markets to determine if any changes to the debt issuance plans will be necessary. DFB staff is presenting the bond sale items to the committee at the April 14 FGOEDC meeting which will provide more information. Project Related Correspondence: Periodically, during the previous quarter, staff provides capital project related information to the full Board to report on project status or give notice upon reaching a specific project milestone. Memoranda and email notices provided to the Board during the previous quarter are included as Attachment 2.

    Debt Issuance Schedules and Information: As an enhancement to the Capital Improvements Project (CIP) reports, staff has incorporated a debt section which provides an update on issuance of debt (bonds) for financing active County capital projects in the CIP. This depiction will be available on a biannual basis and timed with the release of the spring and fall quarterly reports, which usually coincide with the spring and fall bond sales. The purpose of this attachment is to show the relationship between project status and debt issuance. Simply put, debt is issued for projects based on cash flow needs, which is based on how the project is proceeding. Therefore, the debt proposed to be issued may vary from what was planned to be issued per the Schedule of Major Financings. The tables in Attachment 3 display the type of debt financing and the sale amounts for the County capital projects included in the 3rd Quarter, FY 2020 Capital Improvement Projects Report. The projected sale amounts depicted in Attachment 3 are the anticipated amounts to be sold in the Spring.

    It is important to note that this report does not illustrate debt issuance for the school division since this report is primarily focused on county government CIP projects, and it is not an appropriation (budget) schedule. The tables in the attachment group County government projects by functional area/category as they are shown in the Quarterly Capital Improvements Report. For each capital project, the debt issuance information is provided including the type of financing (general obligation or lease revenue). For general obligation bond financed projects, the referendum year is shown. The table also shows the amount of debt authorized, the amount of debt that has been issued, and the remaining amount of authorized, but unissued debt on the project. The tables also show the amount of debt planned to be issued in FY 2020 from the FY 2020 Board Adopted Schedule of Major Financings. The Projected Spring Issuance represents the amount that is planned to be issued for the spring bond sale based on the project status referenced in this quarterly report, and any variances.

    Project Status Update:

    Developers have proffered the development of the Arcola Boulevard segments. The developer of Arcola Center, Arcola Limited Parnership (Arcola LP), commenced construction of the Arcola Boulevard segment between Dulles West Boulevard and Evergreen Mills Road in June 2019. Arcola LP is currently bidding the construction of Arcola Boulevard between Route 50 and Dulles West Boulevard with anticipated construction start in Spring 2020 and estimated completion in Spring 2021. The level of development that triggers development of the segment of Arcola Boulevard between Evergreen Mills Road and the intersection of Route 606/Loudoun County Parkway is estimated to occur in late 2023 or early 2024. DTCI staff is negotiating an agreement with Arcola LP to accelerate development of Arcola Boulevard between Evergreen Mills Road and Route 606/Loudoun County Parkway, so it can be completed and opened prior to the proffer development trigger.

In this quarter, Certificates of Take were recorded on January 15, 2020, for the remaining ROW acquisition parcels, completing the ROW acquisition phase.     Project Status Update: The Peterson Companies had previously filed the Braddock Spring rezoning application for the SW southwest quadrant of the Braddock Road/Gum Spring Road intersection (ZMAP - 2017-0002). The draft proffer statement with this application included design and construction services to widen Braddock Road between Royal Hunter Drive and Gum Spring Road. Staff anticipated this application would be reactivated at the beginning of 2020, but it appears this application is not progressing. To ensure this project continues moving forward, DTCI will have a task order roadway design consultant initiate design of this roadway segment when funding is available. In the next quarter, DTCI staff will work with a task order roadway design consultant to develop the project's scope of work.

    Project Status Update:At its July 2, 2019 Business Meeting, the Board adopted a resolution (6-0-3, Supervisors Buona, Meyer, and Umstattd absent for the vote) to award a contract to Van Metre Homes at Whitman Farm, LLC (Van Metre), to design and construct the widening of Braddock Road to a four-lane median divided roadway between the Whitman Property North eastern property boundary and the eastern entrance into the Paul VI Catholic High School in furtherance of the Whitman North proffers. Therefore, the portion of Braddock Road between Gum Spring Road and the eastern entrance into the Paul VI Catholic High School is being designed and constructed by a developer, Van Metre, and the portion of Braddock Road between Royal Hunter Drive and Gum Spring Road is being designed and constructed by the County. In this quarter, for the developer portion of the project, a construction plan revision was approved by B&D on February 6, 2020; the necessary ROW was recorded on March 3, 2020; construction commenced during week of March 9, 2020. In the next quarter, construction will continue.

    BRADDOCK ROAD - GUM SPRING ROAD TO PAUL VI EAST ENTRANCE (Developer Project)

    Roadway design plans were approved by B&D on August 26, 2016. All ROW was acquired through voluntary agreements or Certificates of Take on or before July 5, 2017. The Board awarded a contract in the amount of $46,399,731 to Merritt Construction Services, LLC (Merritt) at its December 3, 2019, Business Meeting (8-0-1, Supervisor Letourneau absent) to construct the roadway in furtherance of Tuscarora Crossing's proffers. In this quarter, County staff were finalizing the construction contract with Merritt and a groundbreaking ceremony was held on March 12, 2020. Merritt is tentatively scheduled to start construction in late Spring 2020. * In previous quarterly reports, the design budget for Segment B was funded in Segment A1. Moving forward, the buget represented above is for Segment B only.

    CROSSTRAIL BOULEVARD - SEGMENT BThe project entails the design and construction of Crosstrail Boulevard Segment B. Segment B is from Kincaid Boulevard to Russell Branch Parkway. Crosstrail Boulevard is proposed as a four lane divided highway. Appropriations for right-of-way acquisition were planned in FY 2017 with construction appropriations in FY 2020.

    Project Status Update:The developer of Arcola Center, Arcola Limited Parnership (Arcola LP), proffered the design and construction of Dulles West Boulevard from Arcola Boulevard to Dulles Landing Drive. Therefore, the portion of Dulles West Boulevard from Northstar Boulevard to Arcola Boulevard will be designed and constructed by the County and the portion of Dulles West Boulevard between Arcola Boulevard and Dulles Landing Drive will be designed and constructed by the developer, Arcola LP. In this quarter, design proposals for the County's portion of Dulles West Boulevard were received by DFB on January 22, 2020, and reviewed by the PAG composed of DTCI staff. A notice of shortlist was issued on March 3, 2020 and consultant interviews were conducted on March 13, 2020. A notice of final ranking was issued on March 18, 2020 and DFB initiated contract negotiations with the top ranked firm. In the next quarter, items will be presented to the FGOEDC and Board to award a design contract to the top ranked firm and a kick-off meeting will be held to initiate the roadway design.

It is Arcola LP's intent not to open Dulles West Boulevard to through traffic until construction is complete on all Arcola Boulevard roadway segments between Route 50 and Evergreen Mills Road.

    Project Status Update:This project is managed by the Town of Leesburg. In this quarter, the traffic study was completed. In the next quarter, survey work and preliminary design is anticipated to begin. The delay in design completion date is due to the Commonwealth of Virginia new requirements for public notification for surveying activities. This necessitated drafting and approving a change order and contract amendment for the Town’s consultant. Evergreen Mill Road Widening Project is the first in the Town project to require this public notification; both the notification language as well as the contract amendment took longer than anticipated.

    In this quarter, the design consultant, Wallace Montgomery, began receiving 30% plan comments. Due to turnover of the VDOT project coordinator, receipt of 30% VDOT comments was delayed. Discussions with an adjacent developer also took place during the quarter so the project's shared use path construction schedule could be resequenced with the developer's schedule which is now ahead of the County's schedule. DTCI staff communicated with community stakeholders to schedule update meetings. In the next quarter, Wallace Montgomery will initiate development of 60% design plans and DTCI will continue stakeholder communications. Due to delays in receiving 30% plan comments and the need for additional coordination with an adjacent development, the completion of the design phase has been delayed from Summer 2020 to Winter 2021.

    In this quarter, DTCI staff continued monitoring construction progress on the Loudoun Gateway garage and resolution of Ashburn garage punch list items by the design-build contractor, S.B. Ballard Construction Company (Ballard). The Loudoun Gateway garage has not reached substantial completion and the Ashburn garage has not reached final completion. Since the Ashburn Station garage was not completed by the July 24, 2019 contract date, and the Loudoun Gateway garage was not completed by the September 26, 2019 contract date, DTCI issued letters to Ballard on July 25, 2019 and September 27, 2019, respectively, notifying the contractor that he may be subject to liquidated damages. DTCI is working with DFB on methods to achieve contract closeout with the design-builder. In the next quarter, DTCI and DFB will continue to communicate with the design-builder to complete garage construction and address punch list and work list items to bring the projects to final completion. Completion of the project has been delayed from Winter 2020 to Summer 2020.

The signal justification report was initially submitted to VDOT in July 2019 and third submission went into VDOT on March 6, 2020, to close out comments. Due to the extended time needed to obtain approval of the signal justification report, design completion is being extended from Summer 2020 to Winter 2021.

    The Board at its June 20, 2019, Business Meeting approved (9-0) the Broadlands Ashburn Metro rezoning (ZMAP-2016-0010) application where the developer proffered the construction of the Moorefield Boulevard roadway between Mooreview Parkway and Moorefield Station. A traffic signal at the entrance of the Moorefield Fire Station along Moorefield Boulevard as well as access gates to Vinegar Hill Drive to facilitate limited access to this private road are not included in the proffered improvements. Therefore, the developer, Broadlands Commercial Development, will design and construct the roadway improvements from Mooreview Parkway to Moorefield Station and the County will design and construct the traffic signal and limited access gates to Vinegar Hill Drive. In this quarter, the developer submitted the construction plans (CPAP-2020-0012) to B&D on March 2, 2020; first submission comments from the referral agencies are due on April 9, 2020. In the next quarter, the developer will continue development of the roadway design plans.

    Dulles

    Bridge plans were approved by VDOT on October 3, 2017, and roadway plans were approved by B&D on June 1, 2018. Six of the 14 acquisitions have been completed. The remaining properties are in progress with the status as follows: two of the remaining properties are owned by the Board of Supervisors and Loudoun County Public Schools and are waiting on NOVEC signatures before the deeds can be signed by Loudoun County. NOVEC has advised the documents will be signed by April 10, 2020. The third outstanding property is owned by the Board of Supervisors and requires signatures from two outstanding utility companies including Dominion Cove Point LNG and Dominion Energy Transmission Inc., which are in process. The fourth property is a Stone Ridge HOA parcel, which has been signed by Stone Ridge, but waiting on NOVEC signature. Three properties have obtained legal representation and DTCI staff has been coordinating negotiations through the County Attorney’s Office. Staff may need to discuss these parcels in a future closed session meeting. The last parcel is the VDOT Maintenance Yard. At VDOT’s request the County will obtain a permit for this property, and are currently in discussions regarding permit processing. In the next quarter, ROW acquisition efforts will continue.

    Project Status Update:

    Blue Ridge

    In this quarter, DFB received six Statements of Qualifications (SOQs) on January 17, 2020, from design-build teams in response to the design-build Request for Qualifications (RFQ). DTCI staff reviewed the SOQs and DFB issued a Notice of Shortlist on March 9, 2020. DFB is finalizing the design-build RFP that will be issued to the three shortlisted design-build teams . DTCI staff continue to work with VDOT and FHWA to finalize the TIGER grant agreement. In the next quarter, it is anticipated that DFB will issue the design-build RFP.

    NORTHSTAR BOULEVARD - SHREVEPORT DRIVE TO ROUTE 50This project provides for the planning, design, right-of-way acquisition and construction of a minor arterial roadway from Shreveport Drive to Route 50.

    Project Status Update:

    Broad Run

    The Prentice Drive project has been split into two segments since the roadway design east and west of Loudoun County Parkway are on differing schedules. In this quarter, the design consultant, RK&K, continued 60% design plan development for the section of Prentice Drive west of Loudoun County Parkway. RK&K also performed traffic analyses for the roadway segment east of Loudoun County Parkway and initiated the development of 30% plans. Staff continues to coordinate the land acquisition for Prentice Drive east of Loudoun County Parkway from Sentinel Data Centers (SDC). Plats for land acquisition from SDC property has been initiated by Urban Engineer's on behalf of SDC. In the next quarter, submission of 60% design plans to VDOT and B&D is anticipated for the segment west of Loudoun County Parkway and 30% plan development and land acquisition will continue for the roadway segment east of Loudoun County Parkway. Design phase completion for the segments west and east of Loudoun County Parkway are scheduled for Summer 2021 and Summer 2023, respectively.

    PRENTICE DRIVEThis project provides for the design, ROW aquisition and construction of Prentice Drive from Lockridge Road (Route 789) to Shellhorn Road at its intersection with Metro Center Drive and Lockridge Road West between Waxpool Road and Prentice Drive.

    Project Status Update:

    Algonkian

    The construction IFB was issued on May 30, 2019 and bids were received on July 16, 2019. The construction contract was awarded at the September 19, 2019 (8-0-1, Supervisor Buffington absent for the vote), Board Business Meeting. In this quarter, the contractor completed Phase I E&S Controls and clearing and grubbing operations. Borrow and filling operations along with water line and storm sewer installation have been initiated. In the next quarter, the contractor will work to complete borrow and filling operations and storm water and water line installation. The budget figures shown above reflect current budget adjustments. The Board, at their February 4, 2020 Business Meeting, approved a budget adjustment (8-0-1, Supervisor Buffington absent) in the amount of $2,250,000 to transfer funding from the Land Acquisition account to this project account in the Capital Projects fund for land acquisition purposes.

    RIVERSIDE PARKWAY - LOUDOUN COUNTY PARKWAY TO LEXINGTONThis project funds the design and construction of a 4 lane divided road segment between Loudoun County Parkway and Lexington Drive, a new Loudoun Water main along Smith Circle, and a traffic signal at Loudoun County Parkway and George Washington Boulevard.
