ACHIEVEMENT (MESA) PROGRAM

It is recommended that the Board approve the staff and students listed below to attend the following conferences:

1. 2004 Student Leadership Retreat – April 2-4, 2004, Happy Valley Conference Center, Santa Cruz.

Transportation will be by van. All conference expenses will be covered by MESA.

2. MESA Leadership Conference for the Basic and Advance Science and Technology Academies of Research (B.A.S.T.A.R.) Program – April 16-18, 2004, Alpine Meadows, San Bernardino. The MESA Leadership Conference will be the first part of the B.A.S.T.A.R. Program. The project is funded by the National Science Foundation, whose purpose is to increase the number of students obtaining technical degrees by providing students with the opportunity to develop technical, teamwork, and leadership abilities. Some students may be selected to participate in a two-year summer internship. Transportation will be by van. Conference expenses will be covered by MESA.

It is recommended that the Board approve the following instructional field trip for Spring 2004: April 30 – May 2, 2004 – Professor Jeanne Bellemin – Biology 16 Class, estimated students 16, James Reserve, Idylwild – depart 10:00 a.m. (4/30), return 3:00 p.m. (5/2) – Van transportation.

Current Status/Proposed Change Fundamentals of Economics is In this course students are introduced to the study of how a market economy solves the problem that the scarcity of resources and goods imposes on a society. The basic concepts of sSupply and demand are used to show how prices are determined and how these prices allocate resources and goods. Futhermore concepts, the effects of controls on the economy, by either the government or monopolies are examined. The course develops an elementary understanding of how unemployment and inflation, can occur and the principles of international trade and finance are also discussed.

2. Philosophy 2 – Introduction to Philosophy Current Status/Proposed Change Critical In this course students critically survey of various philosophies, such as including idealism, naturalism, pragmatism, existentialism, mysticism, rationalism and empiricism. and of the main The problems of knowledge, and truth, values, and reality, and values in these philosophies will be analyzed. Aids students in clarifying basic beliefs.

The student will become familiar with the principles of set up and operation of telescopes and use them to view the Moon, the Sun, planets, stars, and deep-sky objects, uses of the spectroscope and currently available technology; interpretations of observational star clusters, and nebulae. The Lineman camp is designed to work with South Bay Athletes who aspire to be lineman in high school and college. Youths will receive expert coaching in skill development and training tips along with meeting and working with a professional. The camp will be staffed by volunteer Derrick Deese, Gene Engle Camp Director, Rory Natividad, Trainer, Pete Wright, Equipment Attendant, and various Camp Directors who will be employed as Casuals. PARTNERSHIP FOR EXCELLENCE 2001-2002 Survey of Local Investments of Partnership Funds

The California Community College Chancellor’s Office requires all colleges to submit a “compliance survey” showing planned expenditures for all Partnership for Excellence (PFE) projects for the 2003-2004 academic year. It was also required that all local Boards of Trustees certify the survey that was submitted by the college. To make it easier for all to understand the survey, the report that follows also includes descriptions of each project. It is recommended that the Board authorize the issuance of Tax and Revenue Anticipation Notes on July 1, 2004, for the 2004–05 fiscal year. The issue will not exceed $10 million, and the District will participate in the 2004 Community College League of California TRANs Program.

Smith-Emery Testing & Inspection –Science Complex Remodel Project: Due to unforeseen field conditions, the Division of State Architects (DSA) required that additional soil testing and rebar pull tests (added concrete work), be done. The request for additional funds is to cover costs already incurred beyond the original scope of the work and to cover future anticipated cost to complete Phase 1 of the Science Complex Project. CLASS TITLE: VICE PRESIDENT OF ACADEMIC AFFAIRS BASIC FUNCTION: Under the direction of the Superintendent/President, provide overall leadership in the planning, development and implementation of the District’s comprehensive instructional program and provide direction to and work collaboratively with academic personnel; recommend instructional agenda items for Board of Trustees approval; develop plans and policies that enhance the District’s instructional program, the development of new curricula and the evaluation of existing programs; administer the academic affairs area budget; Board’s designee for mutual agreement with the senate on academic and professional matters; recommend personnel actions to the Superintendent; engage academic personnel in educational master planning based upon a comprehensive review process; represent the Superintendent/President, the Board of Trustees, and the College on instructional matters; oversee accreditation process and procedures for the College and special instructional programs; and supervise and evaluate the performance of assigned personnel. REPRESENTATIVE DUTIES: Function as chief instructional administrator by providing leadership in the planning, development and implementation of the District’s instructional program. Evaluate the effectiveness of the District’s overall instructional program and services and develop plans and policies for the improvement of this program by evaluating all curricula from educational, cost benefits, and personnel management perspectives. Implements the academic program review process and ensures that all stakeholders have an opportunity to provide input into the development processes. Make recommendations to the Superintendent/President. Board’s designee for mutual agreement with the Academic Senate on academic and professional matters. Administer the Academic Area budget; recommend budget requests for each fiscal year to the Superintendent/President; and ensure expenditures are appropriate and within budget. Maintain involvement with the Academic Senate on educational and professional matters; serve as a conduit for Academic Senate access to the governance process; serve as a communication link with academic personnel; and recommend a budget for the Academic Senate. Recommend instructional personnel actions to the Superintendent/President, including but not limited to ensuring compliance with District personnel policies, State and Federal equal employment opportunity requirements, education code provisions, rules and April 19, 2004 Human Resources – Administrative Services - 9

Vice President - Academic Affairs Page 2 regulations; monitoring academic program for consistent and compliant faculty selection procedures; and recommending academic appointments, reappointments, terminations, and tenured appointments. Provide consistent direction in administering the collective bargaining agreements with faculty and classified employees; understand and interpret agreements to faculty and staff. Participate in planning the future of instruction at El Camino College by engaging academic personnel in education master planning based upon a comprehensive program review; periodically assess community needs in relation to instruction; and identify data that supports instructional planning. Oversee the development of a college catalog and schedule of classes. Coordinate instructional needs with service areas such as Admissions and Records, Financial Aid, Public Information and Marketing, Counseling, Information Technology Services, Facilities Planning and Services, Staff Development, etc. Serve as the District’s primary liaison with the Accrediting Commission for California Community Colleges; monitor accreditation process and ensure that institutional self-studies are conducted and documented with appropriate constituency involvement. Recommend to the Superintendent/President the process and procedures for institutional self study and college visitation. Recommend agenda items for Board approval; attend Board of Trustees meetings and closed sessions; prepare the Academic Affairs board agenda and supporting materials for the Superintendent/President; recommend new policies or amendments to existing policies to the Superintendent/President; provide information and data as requested; submit academic personnel Board items to the Human Resources Division for inclusion on the Administrative Services - Human Resources segment of the Board agenda. EDUCATION AND EXPERIENCE: Requires a Master’s Degree and three full-time years of post secondary teaching experience and one year of formal training, internship or leadership experience reasonably related to the administrator’s assignment OR a Master’s degree and five years of increasingly responsible management experience within an academic environment. DESIRABLE QUALIFICATIONS: Possession of an Earned Doctorate from an Accredited Institution Experience as a college instructor and management level experience within an accredited institution of higher education WORKING CONDITIONS: ENVIRONMENT: Office Work Environment Attend multiple meetings. Work Experience

1. I presently work at Tilly’s Clothing Store in the South Bay Galleria. I am a sales associate and I am consistently one of the top sellers in the store. I have worked there since September 20.

2. I work for Pronto Income Tax when time and convenience permit. My dad owns the tax business and I perform such tasks as data entry, answering phone calls, and filing tax documents.

3. I served as a babysitter for an 8-year-old girl and a 10-year-old boy in Hermosa Beach during the summer of 2003. The kids loved me and I had a great experience interacting with the youngsters.

4. I worked as a go-kart attendant at Mulligan Family Fun Center in Torrance from 8-2002 to 3-2003 and received Employee of the Month.

Volunteering Endeavors

5. I have volunteered at a senior center by my house. 6. I served as a camp counselor for an HIV and AIDS children’s camp by the name of Camp

Laurel. It was one of the greatest and most profound experiences I’ve ever encountered. It took place at Lost Valley Scout Reservation in San Diego February 12th –16th.

7. I served as high school student-body president my senior year.

8. I co-captained the men’s varsity volleyball team in high school. 9. I was cross-country league champion and MVP my senior year-my first year in cross-country

league.
