STUDY SESSION State Assistant Attorney General, John Clark provided government training on the Open Public Meetings Act; RCW Chapter 42.30 and the Public Records Act; RCW Chapter 42.56. This training will satisfy the requirement for the Board of Trustees and other members of the college that were in attendance. MINUTES 1. CALL TO ORDER The meeting was called to order at 8:37 a.m. by Board Chair, Trustee Palmer. A quorum was

established. Trustee Palmer led the flag salute.

2. ADOPTION OF MINUTES

A. Board Chair Trustee Palmer asked for corrections and/or additions to the following minutes:

Trustee Page introduced a motion to approve the August 19, 2014 meeting minutes as presented. Trustee Unti seconded, and the motion carried.

3. COMMUNICATIONS

A. Introductions President Hanson introduced the new RTC Foundation Director, Ms. Heather Giron-Fritts. Ms. Giron-Fritts comes from the non-profit sector, from positions in both Snohomish and King County. We are pleased to welcome Ms. Giron-Fritts to RTC.

B. Correspondence Trustee Palmer shared a variety of published articles from

several sources in our community.

C. General Information President Hanson informed trustees that this was Ms. Mary Kate Richardson’s last Board meeting. Ms. Richardson has been offered an opportunity at Tacoma Public Schools, and the opportunity to work closer to home. Trustees thanked Ms. Richardson for her contributions to the college, and wished her success in her new position.

D. Comments from the Audience There were no comments from the audience. E. Human Resources Report The written report included personnel activity for the

month of August, 2014. There were no comments or questions.

F. Communications and Marketing Report The written report was included in the meeting materials. Ms. Kendra Smith informed trustees that the new RTC website is now live, and shared a short demo of the new site.

5. DISCUSSION/REPORTS

A. Student Leadership ASG President, Robert Taylor informed trustees that he had graduated from the Culinary Arts Program, and is enrolled this year in the Professional Baking Program. He introduced his successor, Jahnee Loudermilk, as the new ASG President, and welcomed her to join the trustees at the table. Ms. Loudermilk commented that she joined student leadership thanks to encouragement from Mr. Taylor and Ms. Supinski. RTC student leaders attended the LEAD2014 Conference in Wenatchee to learn leadership skills and to network and share ideas with 400+ student leaders from other community and technical colleges in Washington. Student leaders also participated in a mandatory Student Leadership Summer Orientation on campus, successfully meeting agreed upon outcomes. A Welcome Wednesday Barbeque and Information Fair is scheduled for September 24, 2014, during the lunch hour. The Student Leadership Team is looking forward to a positive year, with 18 members on the executive leadership team and 20 student tutors; approximately 40 student leaders on the payroll. The trustees welcomed Ms. Loudermilk to her new role as ASG President, and informed her that they look forward to future reports that provide a tempo to the Board from student leadership.

B. Renton Federation of Teachers RFT President, Gary Neill introduced himself as the new RFT President. He shared a brief presentation of his 16 years at the college, with a testimony from one of his students regarding his teaching style. Mr. Neill shared his concerns for feeling valued at the college, as well as his disappointment in escalated hiring of administrative-exempt personnel at the college versus faculty hiring during his tenure. Mr. Neill also shared his belief that the faculty members are the reason that RTC is in the running for the Aspen Prize, as one of the top 10 colleges in the nation, and student success is a direct result of the faculty. The faculty will begin preparing for faculty negotiations with the college. There has not been any salary increase for many years, and not paying faculty cannot continue. The faculty needs the support of the presidents, trustees, and the state board. Paying for education is critical. Mr. Martin Paquette, RFT Vice President Rights and Responsibilities and Simone Terrell, RFT Vice President Personnel were introduced. Mr. Neill shared his desire to work collaboratively with President Hanson to prepare for a new incoming President. The trustees thanked Mr. Neill and reminded him that the Aspen Foundation recognizes the entire organization in our efforts; unity doesn’t have to mean everyone agrees, but that we are all in this together. Trustee Page informed Mr. Neill that as TACTC president-elect, he is attending all State Board meetings, TACTC Trustees meetings, and WACTC Presidents meetings; all of whom are supportive of salary increases for faculty and staff.

C. Board of Trustees

1) President Search Update Ms. Lesley Hogan, Human Resource Director informed the trustees that the President Search committee met on September 8, 2014. The meeting was good, robust, and came away with the selection of a committee chair; Mr. Eric Palo, Library Director. Two campus forums will be scheduled next week; 10:00 a.m. and 3:00 p.m. in the Blencoe Auditorium. The Presidential search page on the new RTC website was previewed, showing the public view timeline. Public forum questions and the survey has also been included on the web page. Ms. Hogan shared information about next steps, and the need to keep applicants confidential until they become finalists and open to public scrutiny.

2) Board Goals/Activities/Priorities Board Chair Trustee Palmer led the trustees through discussion about the 2014-15 Board goals, activities, and priorities. It was recommended that the goals be kept to a minimum, with the number one priority being to hire a new president. Trustee orientation and the tenure process are priorities that need to be defined. Work needs to be oriented to provide professionalism, maximizing the policy role in the college to define what a new president will be able to accomplish. Trustees must be able to define their vision, and be clear about expectations with a new president. The mission for the next year needs to be a priority. Trustee Page informed trustees that TACTC has been working diligently with the Governor’s office to replace trustees from colleges as trustee terms expire. Trustee SenGupta’s term will expire September 30, 2014; she has agreed to continue in her role until she is replaced by the Governor’s office.

• Board Priorities: Board orientation, campus safety and security, and the tenure process.

• Goal: Hire a new president for the college.

• Activities: Attend RTC campus events, and TACTC events.

Fundamentally, the Board of Trustees is evolving and Trustee Page commented that our goal is to follow our mission; “to be the premier technical college”. . .

D. President’s Report

President Hanson informed trustees that no WACTC meeting has taken place since the July retreat, for which he reported on at the August retreat. The next meeting is scheduled September 25-26, 2014 at Pierce College, Puyallup.

• An Allocation/Implementation sub-committee has been formed. President Ed Brewster, Chair of the Allocation Committee asked six presidents to serve on the committee; Christine Johnson from Spokane, Linda Kaminski from Yakima Valley, Bob Knight from Clark, David Mitchell from Everett, Tom Keegan from Skagit, and President Hanson from RTC. The sub-committee is a good representation from districts, urban colleges, and technical colleges. The sub-committee will discuss the percent of allocation for student achievement, weighting for high-demand, high-cost enrollments, weighting for ABE enrollments, stop-loss and stop-gain percentages, timing and other implementation issues. This committee will meet within the WACTC meeting schedule. These decisions

are crucial for technical colleges, as technical colleges cannot generate the large tuition-generating enrollments that are typical at community colleges.

• The Fall Kick Off was held on September 11, 2014. It was a very positive event, which included faculty and staff excellence awards. The following day, Trustee SenGupta did a fantastic job delivering a keynote address to the college faculty and staff to kick off the Faculty In-service day.

• We were notified yesterday, by Achieving the Dream, that we have been recertified as a leader college for Achieving the Dream. The news is currently embargoed at this time, until their press release has been published next week. There are significant commitments tied to the recertification. This, along with the Aspen recognition is extremely important; there are only two colleges in the Western United States recognized by Aspen and both are in Washington State. Achieving the Dream views us as national leaders with national recognition. The trustees commented that this was very positive and a very timely recognition to honor the end of President Hanson’s career with the college; the importance of the culture of evidence and what has been done to build that. The Aspen recognition is that we are the premier technical college; perhaps a revision of the vision statement will be appropriate with the arrival of a new president. We truly are unique, and we do not often blow our own horn.

• The Trustees thanked President Hanson for his willingness to serve on the Allocation Committee. We cannot compete with private industry to keep our good administration people, including salaries. We are fortunate to have President Hanson on this committee.

• One of the goals for this coming year is to demonstrate what the outcomes are in each course and how we are assessing them. Benchmarks will be set; we have had competencies and outcomes, but we need to include benchmarks. Benchmarks establish what students are expected to know and accomplish; making sure it leads to the stated goal.

E. Instruction

Vice President Novotny informed the trustees that we have had a great start to the year. The faculty returned last week. Michelle Lesmeister will be hosting a WestEd training conference on campus for Reading Apprenticeship Training.

Everyone was reminded of our success in surpassing the State enrollment target of ninety-six percent (96%) last year, which was great news. In proportion, this year needs to be the same; enrollments are currently strong and need to remain steady. We will continue to maintain a large and robust Adult Basic Education (ABE), taking an approach to stay steady in General Education classes.

Noel Levitz recently completed our Academic Plan, which included a space utilization piece done by Ad Astra. This piece shows that we are underutilized during certain times of the day. We are moving forward with the BAS degree (an evening hybrid course). The cohort model has been a strength of the college, and we understand how that correlates to our high completion rates. We also know that offering classes from 8 a.m. to 2:30 p.m. prevents many students from accessing our programs. Beginning winter quarter we will offer a hybrid

evening Legal Assistant Program. We have also made changes to our CNA program; scaling back credits and looking at possibly offering an evening hybrid. A mobilization team will continue to look at the Noel Levitz and Ad Astra reports; continuing to set goals and look at new program development. Hybrid at RTC means fifty percent (50%) or better is face-to-face. Every student has access to Canvas but it is not necessarily hybrid or on-line. Under the new model in counseling, faculty is much closer to the counselor, and counselors are much closer to students. The Achieving the Dream grant was primarily for retention. Direct contact with the student is proven over and over. We have navigators in some of our grants, and a student veteran’s navigator. Early alert advising in Title III is new and is significant. We will approach hybrid cautiously; we have some funding built into our supplemental budgets. Long-term we will have to look at a lot of factors. There are large numbers of Basic Studies students in the evening. Trustees are engaged in the value of student success.

F. Student Services

Vice President Stacey-Clemons thanked the trustees for their warm welcome to student leaders. Vice President Stacey-Clemons shared a graph and report from the State Board, showing what colleges have gone through with enrollments over the past seven years. In 2007-08 enrollments were sliding downhill fast. Everyone was looking at how to increase enrollments strategically. The following year budget cuts began and the recession was picking up steam. But record unemployment, meant a record number of students coming in the door. We are still enrolling more students than in 2007-08 but the decline last year and this year, are cause for worry. In her history of looking at enrollment numbers, and unemployment rates, Vice President Stacey-Clemons feels that RTC will need to do more outreach, develop viable programs, and continue the great retention efforts. She is hopeful that 2014-15 will be similar to last year. Summer quarter had 891 students, generating 429.34 FTEs; 22 FTEs from last year. As of today, fall quarter shows 1139 students, generating 660 FTEs; but this changes daily and hourly at this time. When classes begin next week, over 980 students will receive Pell Grants. That number will grow as student files are completed during the quarter. Vice President Stacey-Clemons identified programs that are currently full; Commercial Building, Engineering Design, Welding, Dental Assistant, Pharmacy Tech, Phlebotomy, Registered Nurse, Surgical Technologies and Vet Assistant. Some other programs, such as Automotive are over seventy percent (70%) full.

G. Administration and Finance

1) Operating Funds Budget Status Report As a regular report to the Board of Trustees, Vice President Merrell provided information on the revenues and expenditures for the period ending July 31, 2014.

6. STUDENT SUCCESS

As required under the new Accreditation model, the Board is required to approve any change to the Core Themes. At the August 19, 2014 Board Retreat, the Core Themes revision was approved. These themes are included in our Year One Accreditation Report. The report has been filed and the map is

in place; Mission/Vision/Core Themes and the measurements. President Hanson shared a sample Core Themes document of the themes, with objectives and key performance indicators included.

7. MEETINGS

As a reminder, the October meeting has been canceled due to the conflict with the ACCT Congress in Chicago, IL. The next regular meeting of the Board of Trustees will be held November 18, 2014.

Vice President Joe Biden Visits RTC

On Thursday, Oct. 9, the 47th Vice President of the United States Joe Biden paid a visit to Renton Technical College. He was able to spend time in the Precision Machining classroom and talk with some of the students. After his classroom visit, Vice President Biden delivered a speech to a handful of guests, dignitaries, reporters, students, faculty and staff. RTC student James Cantway had the honor of introducing the vice president and shaking his hand. Vice President Biden’s speech focused on the importance of community college education and reviving the middle class. Community colleges are “the best kept secret in the world,” he said. Vice President Biden’s wife is an instructor at North Virginia Community College. The vice president ended his speech by stating, “We have the best trained workforce in the world. Where is the best place to invest? Manufacturing, IT and the Service Industry.” He hailed Renton Technical College and the work that the faculty and staff are doing.

The Vice President’s visit was an incredible exposure event for the college. In addition to receiving live coverage of Biden’s speech on every major local news network, the speech was also broadcasted live on the White House’s website: www.whitehouse.gov. Website Launch / Considerable Website Traffic Increase

The brand new RTC.edu went live on Friday, Sept. 12 (a soft launch) and was fully live and functional on Monday, Sept. 15. The launch was extremely smooth, mostly due to the many hours of quality assurance testing that the IT and Communications and Marketing departments did, prior to the go-live date. The feedback from students, faculty and staff has been positive.

In addition to the positive feedback, the traffic to RTC.edu has skyrocketed. Since Sept. 15, the average website daily traffic has increased an average of 75 percent over last year. During the week leading up to Vice President Biden’s visit to RTC, website traffic increased over 100 percent from last year. A lot of the increased traffic can be attributed to the enhanced search engine optimization (SEO) functionality.

The Communications and Marketing staff has been working with IT to make sure that the website content is fresh and updated in a timely manner. We anticipate traffic and time spent on the new RTC.edu website will increase over the coming months.

Winter Quarter Marketing Campaign

The winter quarter advertising campaign is scheduled to begin on Monday, Nov. 24 and end on Sunday, Jan. 4. These dates were chosen because they are in the middle of the college’s peak enrollment period and also during the holiday season when many people are paying more attention to advertisements. We picked a heavy TV schedule for the winter quarter advertising campaign, which mirrors what the college did last year. Last year’s winter ad campaign was also heavy, and it resulted in increased student retention. We have typically seen a decrease in retention during winter quarter, but last year we did not see that, and we believe that a large part of that is a result of the college’s marketing efforts.

OUTREACH

The Outreach Manager has moved from the Communications and Marketing department to the Student Success/Entry Services department. This was a strategic move to streamline the student entry process from start to finish. Communications and Marketing will still work closely with outreach staff to make sure that key marketing messages are being shared, as well as open houses and prospect/lead generating events are being planned.

Fall is the busiest time for outreach and recruiting. Since the September Board of Trustees meeting, we have collected 103 inquiry cards from prospective students.

We have also hosted 70 students from Tahoma High School and plan on bringing in 400 Kentlake High School students this spring.

Reading Apprenticeship Program Conference

In collaboration with Michelle Lesmeister, Full Time Faculty (ABE/GED) have been instrumental in bringing the Reading Apprenticeship Program to RTC. The Foundation is coordinating the first annual Regional Reading Apprenticeship Program Conference, March 14th. We are working on sponsors and supporters to deliver the conference. The Renton Reporter will be running two stories on the Reading Apprenticeship Program, stating our groundwork in the program and the difference it makes in retention and graduation rates, as well as sponsoring advertisements for the event.

Taxes and Audit Review:

The Foundation is planning a full Audit in January 2015, with the firm who processed our 2013 Review and 990.This audit will roll into the RTC Audit later in 2015. Because the outcome from the 2013 Review resulted in updating all donor, fundraising and financial policies to be in alignment with General Acceptable Accounting Principles (GAAP), my expectations are that we will pass our audit with high standards.

Board of Trustees Scholarship

It is understood that the Board would like to release a portion of the Board of Trustees Scholarship Fund to cover an incentive for students to apply for the TACTC Transforming Lives Scholarship.

RECOMMENDATION:

Because the Board of Trustees determines, on an annual basis, the target population/program that their scholarship(s) will fund in spring, it is by all means allowable that a portion of their scholarship for this year can fund the incentive for the TACTC candidate. It is recommended by the Foundation Director, to offer a $100-250 incentive scholarship for this process, as the external TACTC award is a $500 Scholarship.

Foundation Budget and Projecting Scholarships

The Foundation Director is reviewing the recommended FY 2014-2015 budget from the outgoing Director and working with the Foundation Board to finalize the administrative budget. Scholarships were previously defined, by the outgoing Foundation Director, for the FY 2014-15. The 2015 Winter Scholarship application process closed November 17th. We have received 97 applications, which can be submitted online or in hard copy, meeting ADA requirements. The Scholarship Committee meets the week of Thanksgiving to review applications and decisions will be released early December.

Grants

The Foundation has applied for three grants:

• The Seattle Foundation (TSF) GiveTogether program focusing on Success in Higher Education. The RTC Foundation submitted a $50,000 grant application and was selected as a finalist for a site visit later this month. If awarded, the funds will support our general operating budget.

• The First Financial Northwest Foundation grant, managed by the Renton Community Foundation for a $15,000 grant to support our general operating

• The Rotary Club of Renton Community Service Grant of $2,000.00 to support our Emergency Grant Program fund.

Emergency Services

The Foundation is implementing a Financial Literacy Wraparound program to support students who are experiencing financial difficulty. Each quarter we have approximately $2,000 in emergency funds granted to students. This quarter, the Foundation has awarded (8) grants totaling $1408.72; (9) food/gas cards; and we have (3) grants pending for $600.00. If awarded, our total distributions will reach the $2,000 distribution limits. This quarter’s application process has clearly shown that students applying for emergency grants are experiencing financial turmoil. More than not, student expenditures far outweigh income levels. Therefore, we have begun a partnership with external partners to create support for students.

Partners include Financial Planner, Steve Rapp from Edward Jones, who is providing complimentary one on one financial advice; Chuck Wilmot, Foundation Trustee and Key Bank Small Business Relationship Manager, who will offer, together with his colleague, ongoing workshops on Financial Literacy and include Budgeting, Credit, Identity Theft and more; and an additional consultant who will design a student handout for those experiencing financial difficulty.

Foundation Board Retreat and Strategic Planning

A Foundation Board Retreat is being scheduled within the next four months to focus on individual relationship building and Foundation strategic planning, budgeting and living calendar to span a three year strategy.

ASG Senate Doubles in Size! The ASG Senate has already met twice during fall quarter and already has a roster of 27 members. (There were 12 members at this time last year). The students serving on ASG Senate have all participated in parliamentary procedures training and have received an orientation to the 2014-2015 Services & Activities Fee Program Budgets and the budgeting process. Student senators have also been appointed to serve on one or more committees including both campus-wide committees/councils, and the ASG Budget Committee, ASG Student Success Committee and Student Leadership Communications Committee.

Student Leadership Recognizes Disability Awareness Month October was Disability Awareness Month and the Events & Activities Board hosted activities in the cafeteria to raise awareness of the challenges and triumphs of differently-abled people. The activities included navigating a path through the cafeteria in a wheel-chair and also blindfolded, reading sentences from the perspective of a person with dyslexia and trying to pick up objects with gloves to feel what it’s like to have sensory disabilities.

Student Leadership Recognizes Domestic Violence Awareness Month October was Domestic Violence Awareness Month. The Events & Activities Board hosted two workshops focused on empowering women because they learned in their research that 80% of victims from of reported domestic violence cases are women. They included Self-Defense for Women and Assertiveness Training for Women. A display about the effects of domestic violence and information about resources for victims was on display in the I Building during the month of October. Student Veterans Association Hosts Veterans Day Ceremony On Monday, November 10, the RTC Student Veterans Association hosted a ceremony to honor student, staff and faculty veterans. Three student veterans spoke about the history and meaning of Veterans Day and the Horn Health Club (BIRT) provided music. After the ceremony, the Student Veterans Association hosted a luncheon for student, staff and faculty veterans and 53 were in attendance.

Renton Technical College (RTC), founded in 1941, is one of only five public technical colleges in Washington State, operated by the State Board of Community and Technical Colleges. FISCALHEALTHMEASURESSUMMARY 

 Operating Cash and Investments (Reserves) to Operating Expenditures Ratio  Reserves or Operating Cash and Investments are defined for this purpose as the cash and investment balances in operating funds; 145, 148, 149, 4xx and 5xx.  Operating expenses are the costs incurred in these same funds with the addition of Fund 001. 

 This ratio attempts to examine the adequacy of reserves to meet ongoing operating expenses.  As a measure of adequacy, the college’s ratio is compared to the ratio for the system or to peer colleges.  Another important function of reserves and this measure of fiscal health is that they reflect a college’s ability to absorb or cushion the effect of budget reductions or revenue shortfalls.  Operating Revenue to Debt Ratio  Operating revenue is compared to the total short and long‐term debt of the college.  The amount of debt incurred by a college is an indication of its willingness to obligate future resources to fund current activity or to invest in additions to physical plant or equipment to benefit current and future operations.  This ratio is a broad measure of a college’s ability to meet its debt obligations.  A significantly lower ratio than the “norm” may be an indication that a college may be debt leveraged to the point that a downturn in revenue could seriously impact the ability to fund current operations.  It would be important to evaluate the relative strength of supporting revenue streams under this scenario.  Local Funds Operating Margin 

This measure compares all revenues for local operating funds against operating expenditures.  Capital expenditures are excluded.  The amount revenues exceed expenditures is considered the operating margin.  Since local funds are the primary source for operating and capital reserves, this measure provides information about a college’s ability to generate or maintain reserves.  Tuition Revenue per FTE 

Tuition Revenue for this purpose is defined as revenue source 0424 (Tuition) reported in Fund 149 plus revenue source 0433 (Excess Enrollment Fees) reported in Fund 148.  FTE data is taken from college enrollment data provided to SBCTC. 

 Some of the factors influencing this measure are the number of students on waivers, the volume of ABE/ESL enrollments, the mix of full and part‐time students, and the volume of excess enrollments.  A significant variance from the “norm” could impact a college’s ability to build or maintain reserves.
