Whereas the Government, desiring to encourage the establishmentof an automobile assembly plantinNigeria, has provided in Customs Tariff (Duties and Exemptions) (No. 1) Order 1966 of 26th March, 1966that components for passengercars (including station wagons and estate cars) may be imported CKD {com-pletely,knocked down)forlocal assembly by a manufadturer approvedin that behalf by the Ministry, and thatsuch components will-be dutiable at 15 per centum less than the rate applicableto a similar vehicle importedassembled, the Government now wishesto solicit proposals from producers ofestablished reputation fromwhich will'be selected a single producer who will be granted approved status for the.above described tariff. . :o

3. Importance will be attached to the qualifications of the group or groups that have aneconomic stakein the proposed enterprise. In judging the proposals weight will be giving to evidence thatthis group has :—-(a), experience in the development‘of attomobile technology andready accessto the latest improvementsof product quality;. . i . c(6)| experience in-assembling automobiles in other developing countries;{¢)| a policy of, and experience in, encouraging the local supply of components ;{d), experience in the establishment and training af independentlocal dealership organisations ;{e)! willingness to train local personnel for technical and managerial positions, and experience in doing so ;(f);an established market position in Nigeria for the products to be manufactured and demonstratedhigh standards of quality and efficiency in their'servicing. ~ . .

’ . e+. ‘The Government views automobile assembling’ as a germinal industry whoseestablishment can be animportgnt stimulus to other types of economic activity. By encouraging a single assembler the Govern-ment hbpes that economiesof scale can be achieved that will justify increases in the value added in Nigeria.Proposals should therefore include ; .(a)| a programmeofproduction expansion, over atJeast the next eight years indicating proportion allocableto each make, model and bodystyle proposed. Such programmeshould be based upon realistic estimatesof market growth andthe‘ability of the ‘producerto’ compete under the dutydifferential incentive beingoffered by Governmentas described herein in paragraph1 ofthis notice ; ; "(6)|a realistic estimate when,and the extent to which, the proposed assembler could expect: to procure,manufacture, or assemble additional components not now available locally without any increase in Govern-ment} concessions ; \(c)}an estimate of the additional investment, capacity ; employment, value of production and value ofimpofts involved in the programmedescribed in (a)and (4) above. 5. It is realised that additional incentives may be required if Proposers are to,make commitments‘toestablish a large assemblyplant in Nigeria. Proposals should therefore indiéate whether proposers would bewilling to increase thesize of-the plannedprojects and seek the-procurement, manufacture, or assembly locallyof additional components if the Government werewilling to guarantee all or a portion of the market to thelocal assembler. If, with such a guarantee, but without anyincrease in import duty on assembled passenger
