Distinct key category analysis were conducted taking into account both the excluding and including LULUCF and also both level and trend criteria. The key category analysis followed a Tier 1 approach.

MANAGEMENT


Uncertainty• For the first time, the 2008 NIR comprises a full quantitative

assessment of the uncertainty. Romania built the uncertainty analysis in order to help prioritising efforts to improve the accuracy of the inventory in the future and to guide decisions on methodological choice and also for providing a complete NGHGI.

• Romania carried out the uncertainty analysis on the basis of the Tier 1 method according to the provisions in Chapter 6 of the IPCC Good Practice Guidance (2000), in the Chapter 5 of the IPCC Good Practice Guidance for Land-Use, Land-Use Change and Forestry and also taking into account local conditions.

• The uncertainty calculation was performed using the framework provided in the IPCC GPG (2000) and also in the IPCC GPG for LULUCF 2003. The disaggregation of the inventory into categories is equivalent to the key category analysis splitting, except two particular cases specific to the Waste sector

GHG Registry


Functions of the registry

• Recording of units– holding account - containing initial AAUs & RMUs, EAUs

and ERUs initiated in JI projects– cancellation account - corresponding to each commitment

period– retirement account - for each commitment period, to

demonstrate compliance– each legal entity authorized to trade will have at least one

holding account– available list of legal entities (to UNFCCC Secretariat and

public)– serial numbers - assigned to AAUs, RMUs, EAUs , ERUs– account numbers - assigned to every account in the NR.


• Processing transactions– issuance

• no. of AAUs to be issued is equal to no. of tones of CO2eq corresponding to Romania’s assigned amount (92 % of emissions in 1989)

• no of EAUs• issuance of RMUs, equivalent to net GHG removals • issuance of ERUs, as result of JI projects

Romania links its GHGR to ITLRomania’s emission ceiling - assigned amount

Romania’s quantified emission limitation is 92 per cent, as included in Annex B to the Kyoto Protocol. Based on Romania’s original estimate of its base year emissions (282,467,184.19 Gg CO2 eq.) and its Kyoto Protocol target (92 per cent), Romania calculated its assigned amount to be 1,299,349,047 tonnes CO2 eq.

In response to inventory issues identified during the review, Romania submitted revised estimates for its base year inventory, which resulted in a recalculation of the assigned amount. Based on the revised estimates for Romania’s base year emissions is 278,225.022 Gg CO2 eq.

Romania calculates its assigned amount to be 1,279,835,099 tonnes CO2 eq. The ERT agrees with this figure.


Commitment Period ReserveBased on the original estimate for its total GHG emissions in

the most recent inventory year (2004), 160,059,731.4 Gg CO2 eq., Romania calculated its CPR to be 800,298,657 tonnes CO2 eq.

In response to inventory issues identified during the review, Romania submitted revised estimates of its 2004 inventory, which resulted in a recalculation of the CPR. Based on the revised estimates, Romania calculates its CPR to be 780,545,734 tonnes CO2 eq. The ERT agrees with this figure.


Land Use, Land Use Change and Forestry (LULUCF)


Romania links its GHGR to the CITL by entering into agreements with EU Parties so as to mutually recognize each other’s allowances

• Romanian Registry is integrated in the EU network of NR and linked to the Central Emissions Register

• The total amount of allowances allocated for the second phase of the EU – ETS (2008 - 2012) is 379 721 760 with average value 75 944 352 per year.

The methodology for establishing the total amount of allowances and the sector totals is described in detail in According to GD no. 780/2006.

The total amount of allowances shall be allocated for free.

Allowances from the New Entrants Reserve not used by the end of period 2008 – 2012 shall be auctioned.

• the amount of annual maintenance charges is settled annually through ministerial order


by 31 March each year at the latest, each operator of an installation reports, to the competent authority, the emissions from that installation during the preceding calendar year, monitored in accordance with the guidelines and verified as satisfactory in accordance with the criteria set out in Annex V

by 30 April each year at the latest, the operator of each installation surrenders a number of allowances equal to the total emissions from that installation during the preceding calendar year as verified in accordance with Article 15, and that these are subsequently cancelled.

• involve a broader range of sectoral experts, for example, from industry, universities and local agencies, to develop country-specific methods and EFs;

• coordination between:

– responsible inside the central environment authority;

– central environment authority and other governmental institutions;

• targeted trainings addressed to personnel, international assistance needed.


• elaborate QA/QC plan in line with the requirements of the IPCC good practice guidance, including extensive tier 2 checking procedures for key categories, a procedure for external review and QA/QC procedures for activities; additionally elaborate a guidance for prioritising inventory improvements;

• transfer all relevant inventory information into the central archiving system, giving priority to the base year and the most recent year, develop catalogued or archived information and report updated information on the archiving system;

• maintain a detailed description of the approaches taken and the underlying assumptions used for the selection of EFs and AD;

• cross-checking the information available from different sources;

• collect AD and develop well-documented country-specific EFs for use with higher-tier methods for key categories.


FINANCING

• ensuring adequate long-term financial support for inventory-related contracts and arrangements and by encouraging inventory experts to attend the UNFCCC training;

• need for international financing assistance (agreements under MoUs, GEF capacity building).
