Transfer delays and the impacton both the buyer and the sellerOne of the most stressful experi-ences is said to be selling yourhome. Often it’s not so much theselling, it’s the moving – and ev-erything that goes with it.Both seller and buyer anxious-
ly await the registration of trans-fer of ownership. Most sales con-tractswill have adate for transferon which this is meant to takeplace. This could be a specificdate, or it couldbewritten to coin-cide with possession and occupa-tion being given to the purchaser.Inmany cases the possession or
occupation is stated to be the datethat registration takes place. Insuch an instance, a buyer cannotmove into a property if transferis delayed, unless the partiesagree to a change and occupation-al rental being paid.At the very least, a delay in
transfer usually has financial im-plications for the seller as theyonly receive the proceeds of thesale on transfer.There is a long list of boxes that
need tobe ticked fromwhenacon-tract is concluded, to when trans-fer takesplace.Whenasale is con-cluded a conveyancing attorneyis appointed (usually by the sell-er).The conveyancer effectively
runs the transfer process rightthrough to registration. In manyinstances they will have to liaisewith other parties, which couldinclude a bond registration attor-
ney (registering the bond for thepurchaser), and a bond cancella-tion attorney (cancelling thebond for the seller).Earlier this year therewere sig-
nificantdelays inobtainingRatesClearance certificates from theCity of Cape Town – but these is-sues seem to be resolved now.Sometimes a delay in the issue ofTransfer Duty receipts fromSARS or a backlog at the DeedsOffice can delay matters.The Cape Town Deeds Office is
running efficiently at the mo-ment – currently on 12 days fromlodgment (when the transfer pa-pers are handed in at the Deeds
Office) to actual registration, andthis could well drop to 10 days orless soon.Sadly the biggest reason for de-
lays is poor service from certainconveyancing or bond attorneys.In some cases it’s just shoddywork, with errors in the paper-work resulting in the Deeds Of-fice rejecting the transfer. Whilstwe’re all human, it’s typically thesame attorneys who repeatedlydisappoint.In other caseswe experience at-
torneys not allowing for thechanges in timing that could beanticipated. For example, if ratesclearance takes twoweeks longerthan normal, wouldn’t it makesense to apply two weeks earlier?Even in cases where the attor-
ney is not at fault, good communi-cation to the buyer and sellergives them the opportunity tomake alternative arrangements.This is especially important if itimpacts on their moving date, ormeans they need to arrange forbridging finance.On the positive, there are a
number of outstanding convey-ancing attorneys who deliverworld-class service and moveheaven and earth to get transfersthrough on time.So next time you select the at-
torney to handle your transfer,make sure you do so on thestrength of a good recommenda-tion and strong track record.

Among the factsmentioned byVan derMer-we in his comprehensive summary were:
) Year-on-year house prices in the proper-ties soldbyhis teamhave,according tohisesti-mates,moved up on average by 11,5%and con-tinuetoriseatroughlythesamerate.Theaver-age house price in 2013 was R1 650 000, but in2014 it had moved up to R1 984 000. Units ingatedvillages,ofwhichtherearemanyinSom-erset West, lead the field with 16% increasesyear-on-year.
) RawsonSomersetWest’ssales turnoverinthe 2013 to 2014 period increased by 65%, al-thoughthe increase inunit saleswasonly36%.
This,saidVanderMerwe,isanotherclearindi-cator of howmuch the average price of homeshas risen. Tony Clarke, managing director ofthe Rawson PropertyGroup, commented how-ever that a 36% increase in unit sales was inevery way commendable.
) These sales were achieved by a relativelysmallteamofonlynineagentswhoin2014aver-aged earnings of R38 000, almost double thenorm in the residential property industry.The agents’ ability to achieve, said Van der
Merwe, had been improved by the franchise’soperating model set up by him and his sons.This gives all agents the support of highlytrained office assistance, who handle much ofthe administrative and clerical work, therebyleaving the agents more time to liaise withtheirclients.Theassistanceworkincludescan-vassing for stock and new buyers and as a re-sult, despite exceptionally severe stock shorta-ges in the area, the franchise has in mostmonths been able to offer a stock list of 60 ormore homes.
In the Somerset West area, added Van derMerwe, certain agents work only sole man-dates, while others handle these if and whenthey get them.“Roughly half of all our sales,” said Van derMerwe, “are now achieved on sole mandatesand there is, I believe, clear evidence that, pro-videdthesellerselectsanagentwhoisgenuine-ly professional and competent, the sole man-date system definitely delivers the best pricesin the shortest possible time.”The great advantage of the solemandate sys-tem, he added, is that it encourages the agentto spend additional time, effort and money onpromoting the property.This franchise in December learned that ithad been awarded the Chairman’s Award forthe best franchise in the Rawson PropertyGroup, coming out ahead of some 220 Rawsonfranchises countrywide. Commenting on thisas well, Tony Clarke said that, as in so manyother cases, the Van der Merwe team hadlearned the ropes “thehardway”.After initial-

Adrian Goslett, regional director andCEO of RE/MAX of Southern Africa, notesthe term “green home” has become some-what of a buzz word in the housing market,as a growing number of homebuyers con-sider energy efficiency as an important fac-tor when searching for the perfect proper-ty.
“Buyers are looking for both energy-sav-ing features, as well as environmentally-friendly features. Other features at the topof many buyers’ lists are homes which areclose to parks, public transportation andsuburbs with walkways,” Goslett says.
“Most homeowners who decide to under-take green renovation projects do so to helpconserve energy and reduce their utilitycosts.
“However, going green can sometimes bechallenging and should be done correctlyto ensure the right result is achieved.”
He adds there are a great deal of greenproducts available to homeowners, so it isimportant that they carefully consider theoptions and make the right choices whendeciding on products.
According to Goslett, homeownersshould consider the following pointerswhen looking at green products:
) Ensure the appropriate insulation isinstalled in the area being renovated;
) Use high-efficiency windows ratherthan those which only minimally meet en-ergy-efficiency standards;
) Use only low-flow water fixtures; and) Appliances are graded from “A” to “G”
to indicate the energy consumption of theproduct, with the letter “A” indicating ituses energy most efficiently.
Goslett adds homeowners who are look-ing to install green features in their homeswill be able to recover a percentage of thecost when they decide to sell, as buyers areplacing a higher value on homes offeringthese features.
“A survey conducted by the National As-sociation of Home Builders (NAHB) re-vealed that 72% of potential homebuyersreported energy-efficient features in ahome would influence their purchasing de-cision. Around 61% of the same buyerswould be prepared to spend an additionalR50 000 to R100 000 on a home with featureswhich would reduce utility costs,” Goslettexplains.
“Considering that most homes were builtmany years ago before energy-efficiencydevelopments, if a home has newly reno-vated green elements, it could be a buyer’sdream.
“Featuring the green renovations whenthe home is listed, could give the buyer add-ed value and the seller a unique market ad-vantage.”
Making the decision to add green fea-tures to a home need not be an overwhelm-ing process, and it is not necessary to makethe entire home eco-friendly.
A homeowner can start by making smallchanges at first such as installing energy-efficient lighting.
“Installing an automated thermostat onthe geyser will also help to reduce costs byensuring the geyser is only heating waterat certain key times. Once these changeshave been made, a homeowner can com-pare their utility costs and show the reduc-tion of costs to the agent is marketing theirhome,” Goslett says.
“The agent will be able to use this as oneof the selling points of the home to potentialbuyers. With the cost of living and electrici-ty increasing, any savings can be a majorinfluence on buyers. If the property offerssimilar features to others in the area, butcosts less to operate, it will grab their atten-tion.”
It is also important to market the thingswhich potential buyers may not see whenthey first look at the home.
Features such as insulation aren’t some-thing homeowners often think to promote,but, if the home is well insulated it can bea big selling point.
“While one of the reasons for going greenis to save money on costs and attract buyersto the home, it is not the only reason. Itis also about sustainability and reducingthe household’s effect on the environmentand its surroundings. A home with greenelements will not only cut costs, it will alsocut the home’s carbon footprint,” Goslettconcludes.
Figures quoted last week by MikevanAlphen,nationalmanagerof theRawson Property Group’s bondorigination division, Rawson Fi-nance, show that interest in buyingmore expensive homes, like thosewith a value of R4m to R10m, has in-creased and the average value of theindividual bonds being applied forthis year is consequently likely to be14 to 16% higher than in 2014.
This, said Tony Clarke, managingdirector of the Rawson PropertyGroup, is just one of many indica-tors giving reason to believe thatresidential property in South Africais in for a satisfactory 2015.
Another important indication,said Clarke, is rents. Figures fromthe respected analysts, TPN, showthat since 2011 the number of ten-ants in good standing with theirlandlords – paying on time or rea-sonably close to the specified date–has improved by 6%, from 79% in2011 to 85% in the last quarter of2014.
What ismore, figures fromRental-Connect, the Rawson PropertyGroup’srentalmanagementsystem,show that inflation on residentialrents is now running at close to 7,5%per annum and is set to remain atthis level or above it for 2015.
Also particularly encouraging,said Clarke, are the latest figures re-garding the number of first timehome buyers being awarded bonds.Today 36% of these applicants arebeing given bonds, many with 100%loans.
Figures from Rawson Developers,added Clarke, show that investorstoo are back in the market with avengeance with projects like “TheBeaumont” and “The Rondebosch”seeing over 45% of the units beingsold to buy-to-let investors.
“Property,” said Clarke, “has tra-ditionally been an economic corner-stone in the western world and inmanyeasterneconomies—andwiththe many countries, including theNetherlands, Germany, Denmarkand the USA, now recovering, prop-erty will continue to attract inves-tors. Today, high net worth individ-uals from both the west and easthave35 to40%of theirassets inprop-erty and those predicting a slow-down in the appreciation rates donot realise how strong demand hasbecome.”
Asked how this will impact on theRawson Property Group, which nowhas over 220 franchises, Clarke saidthat he is budgeting for a 30% aver-age growth this year.
“It is,” he said, “definitely achiev-able.”

Loosening the ropesforbondapplicantsReports from various sources indicat-ing that South African banks are noweasing up on their bond loan criteriahave been confirmed by the nationalmanagerof abondoriginationdivisionwith a countrywide footprint.
Mike van Alphen, national manager ofRawson Finance, one of the faster growingbond originators in South Africa, says cer-tain banks are now showing a real hungerto get back into the bond finance marketand have slightly relaxed on some of themore stringentclauses in theirbond loan criteria.
“Previously, thegenerally acceptednorm was for thebanks to give ap-proved creditwor-thy customers a90% loan at prime,9,25% plus 0,75%. Now we are seeing 90%bonds awarded at prime minus 0,45% –again provided the client is deemed credit-worthy,” Van Alphen explains.
“This is a significant change, especiallyas in many cases it has been applied notjust to the banks’ clients, but to a widerrange of the public who have not previous-ly dealt with them.”
Therecords,VanAlphenadds,showthatthe banks acting in this way in a very shorttime period are increasing their marketshare not only with Rawson Finance, butoverall.
“One has to welcome the growth of amore competitive spirit among the banks,butat thesametimeit isreassuringtoreal-ise that this time there is no likelihood atall of irresponsible or reckless spending.
The National Credit Act has put an end tothat once and for all.”
Throughout the market, says Van Al-phen, there has been a reduction in unse-cured loans – down by some 5% – and thisis accompanied by a stronger desire by theless affluent sections of the population tobecomebonafidehomeowners,thevirtuesof this being increasingly appreciated.
The biggest demand is in the R800 000 toR1,5m price bracket, but both above andbelow these price levels there is now an in-creasingly strong call for bond finance and
it is particularlypleasing to findthatinterest inup-market homes isreviving.
“If the banks in-volved in the newpolicies do not getcold feet,” saysVan Alphen, “and
continuetooperateontheselines,itshouldbe possible for Rawson Finance to up itsturnover by 8 to 10% this year and to im-prove its current 65% success rate on bondapplications to around 70% plus.”
Van Alphen adds there is still a percep-tion among the less well informed home-buyers that calling on the services of abond originator will add to their overallcosts.
In reality, he says, the exact opposite istrue: the banks pay the originators’ feesand bond originators by contacting a widerange of possible financiers and tend to getthe most competitive quotes for their cli-ents.
It is worth noting that today 60% ofawarded bonds have been routed throughbond originators.

Although we are blessed with amultitude of cars – some mayeven argue abundance – thereare somemodelswhichwedon’tget. Next to any left-hand-drive-only examples, quite a few sub-species don’t always make it toourshores.Onesuchcarwas theVolkswagen Golf Plus.
I’ve used the word “was” for tworeasons; firstly, VW South Africahas finally decided to bring in thethird edition and secondly, the big-ger Golf is now called a Golf SV(short for Sports Van). You justread the simplest explanation ofwhat this car is – a larger versionof the Golf.If you’re comically inclined, im-
agine aWile E Coyote setup wherea shot of compressed air goes up aregular Golf’s tailpipe. Poof, jobdone. I could end this text now,throw in a reference to the JumboGolf (MkII) and meep-meep downthe sunset-drenched road butthere’s waymore that I need to tellyou.Based on the same multi-vehicle
MQB platform, SV has a superiorwheel base among its many largerdimensions but doesn’t share a sin-gle body panel with its namesake.The only similarities are badges,wheels, some interior trim, switch-esandbuttons.Mostofwhichyou’llalso find on other VWs.The grand plan is, of course, add-
ed space andbetter functionality aswell as improved visibility on thealready superbly capable Golf. AlltheotherdesirableVWcharacteris-tics like build quality, safety andease of use have not only been re-tained but improved on. Golf SV al-so has a higher driving position.
Its looks are highly commenda-ble as every SV casts a few hints toits parent but has its own identitywith those chiseled good looks,modern lightclusters, subtledetail-ing and a prominent shoulder line.It certainly doesn’t look like a Golfthat’s been at the bottom of a laketoo long.Panel gaps and paint quality are
on the usual excellent standardsdue to SV being built next to otherVolksiebrethrenatthemothershipin Wolfsburg. As for its cabin, anyuntrained eyes may immediatelymistake itwith thatofaGolfbut the
keen observer will notice how ev-erything has puffed-up. Grown abit.Dials, screens, knobs, handles,
materials are all familiar but you’llnotice that the dashboard is deeperto accommodate the SV’s biggerwindscreen. The next two evidentimprovements are rear leg room(withseats thatcanslide18 cm)andthe slightly more cavernous bootwhich can swallow a class-leading500 L.Volkswagen demonstrated the
cargoroomversatility tousbyplac-ing the removable parcel shelf in a
pre-molded slot under the bootfloor. The rear seat backs can foldin a 40-20-40 arrangement for allshapes and kinds of loads with thefull cargo area turningGolf SV intoany estate car’s nightmare.Under the boot floor you’ll also
find a full-size alloy spare wheelwhich can be removed to makeroomforaVWbicycle rack.Clever.Very clever.Halfmy friendsareob-sessed with mountain bicycles andthe other half won’t touch a car ifit doesn’t have a full size spaarwiel.Other notable goodies are front

Mahindra South Africa has ex-tended its highly successfulrangeofBoleropick-upswith thelaunch of the Bolero MaxitruckPlus – a single-cab workhorsebakkie specifically focussed onproviding a maximised payload,low running costs and rugged re-liability at an affordable pricepoint.
The new Bolero Maxitruck Pluscombines a large load box with aneconomical, torque-focussed tur-bodiesel engine to achieve an excep-tional payload while achieving highfuelefficiency.At thesametime, theaffordable price tag allows a re-duced acquisition cost, while bene-fiting the overall cost of ownership.
The new Maxitruck Plus is in-stantly recognisable as a member ofthe Bolero family, thanks to its boldfront-end styling, emphasised bythe vertically slotted grille, squareheadlights, extended bonnet andpronounced wheel arches.
However, the newcomer does fulljustice to its Maxitruck Plus desig-nation by offering an extendedwheelbase of 3 150 mm, compared tothe normal Bolero’s 3 014 mm – a 4,5percent increase that accounts forthe Maxitruck’s large load box.
The Maxitruck Plus boasts the
same, robust sheet metal body pan-els as the rest of the Bolero range,ensuring that the load box easilycopeswiththedailybumpandgrindassociatedwithworkhorsebakkies.
Powering the new Bolero Maxi-truck Plus is Mahindra’s M2DICR2,5-litre turbodiesel engine. De-signed for rugged reliability, ex-tendedservice lifeandsuperior low-down torque, the four-cylinder, di-rect-injection unit is tough enoughtocopewithheavyloads,andthehotand high operating conditions typi-cal of the high altitudes at the Reef.
The turbodiesel engine is credit-ed with a maximum power outputof 46 kW at just 3 200 r/min, com-bined with an impressive torquepeak of 195 Nm, already availablefrom just 1 400 r/min, and sustainedto 2 200 r/min.
The result is a vehicle that can beloadedtocapacity,whilestillcopingwith the most challenging operat-ing conditions – from steep inclinesand compromised road surfaces tolong distances and extreme temper-ature variations. A five-speed man-ual gearbox provides a good spreadof ratios to make the most of the en-gine’s output.
Despite its impressive payload,the Maxitruck Plus achieves an im-pressive average fuel consumptionfigure of 7,0 litres/100 km in thecombined cycle.
The Bolero Maxitruck Plusmakes short work of heavy loads byemploying a stout suspension sys-tem, designed to endure punish-ment without compromising relia-bility, regardless of road condi-tions.
Both front and rear axles are rigiddesigns, and make use of a tried andtrusted, progressive leaf spring sus-pension, combined with hydraulicdampers. Hydraulic power steeringeases steering effort and greatly en-hances the driving experience.
A revised steering geometry hasallowed a significant reduction inturning circle to just 11,0 metres,significantly enhancing manoeu-vrability in tight spaces while bene-fiting overall ease of use and conve-
nience, especially in restricted spa-ces.
The new Mahindra pick-up runson 15-inch steel wheels shod with195/80 R15 tyres. The added flexibil-ity of the taller tyre profile benefitsboth load carrying capacity andoverall ride comfort. A 170 mmground clearance ensures that theMaxitruck easily copes with roughterrain, despite being rear-wheeldrive only.
An improved braking system fea-tures front disc brakes combinedwith rear drums. A load-sensingproportionate valve (LSPV) en-hances retardation when brakinghard, especially when the bakkie isfully laden.
Wide-opening doors and a conve-
nient side step provide easy accessto a functional, comfortable andsafe cabin with plenty of room fortwo. A transponder immobiliser isstandard, providing theft deter-rence and adding peace of mind.
The interior features stylish clothupholstery, a two-tone instrumentpanel and an auxiliary power point,allowing smartphones to becharged on the move. The finishesand materials reflect the Maxi-truck’s tough character, promisinglong-term durability.
The new Mahindra Bolero Maxi-truck Plus is offered at a recom-mended retail price of R127 995 andis supported by a two-year/50 000 km warranty. Servicesare at 10 000 km intervals.
