Other Relevant Information

Industry has applied for consent to establish. Industry has proposed to develop this Pilot Plant for recovery of AI, Ti & Iron from Red mud at their existing 6.4 MW cogeneration plant at Plot No. F- I/I, MIDC Lote Tal- Khed Dist- Ratnagiri. Industry has approached to MIDC for sub dividing this plot and MIDC vide their letter no. NO/ROR/LTP/F-1/1/2713/2014 Dated- 09/06/2014 has re-designated as a demo Pilot Plant. Industry has develop this novel process for recovery of AI, Ti & Iron from Red mud having capacity 1 TPD of Al & 0.24 TPD of Ti 3.51 TPD of Iron by reduction, separation, carbochlorination & separation process. The Pilot Plant also comprise of coal pyrolysis process which converts the volatiles and primary pyrolysis product such as chemical and solvents by cracking and generating cheap carbon source for metallurgical heating/reduction uses. For industry effluent 3.2 CMD industry proposed to provide primary, secondary, tertiary and RO treatments, the treated effluent will be recycle, RO reject will be subjected to evaporation. For APC industry has proposed to provide Alkali scrubber, HCL absorbing system and 30 meter chimney to melting Furness. For HW disposal industry has proposed for CHWTSDF membership.

Re-submitted The case of the industry was discussed in CC meeting dtd. 26.08.2014 and it was decided to issue Directions as per Sugar Policy by CAC dated 17.06.2014.

Accordingly, direction issued to industry on 13.10.2014 for submission of the compliance. Thereafter,. SRO has submitted the compliance report of directions o

n 15.11.2014 which is given as below. a) During the visit of Board Official on 13.11.2014 industry was not found in

operation and maintenance work was found under progress. b) Industry has provided primary, secondary & tertiary effluent treatment plant for

trade effluent generating sugar plant. Industry has provided Kuchha lagoon for collection of untreated effluent & treated effluent.

c) Industry, has provided RCC drain for untreated effluent carrying but top of drain not closed to avoid ingress of Bagasse & other material.

d) Industry has provided digital flow meter to ETP inlet. e) During visit maintenance work of ETP was found under progress. f) Industry has provided wet scrubber as air pollution control system to boiler

also provided proper sampling arrangement to stack attached to boiler. g) During visit maintenance work of air pollution control system was found under

progress.

2.Now, industry has applied for grant of renewal of Consent to Operate with

inclusion of additional byproduct Recovered Ethyl Acetate (15 MT/M) and

increase in C.I. by Rs. 7.01 Crs.

3.Board has issued proposed directions to the industry on 19/10/2013 for non-

compliances observed during Survey of industries in MIDC Tarapur carried out

in September 2013.

4.During the visit of Team of Officers from HQ on 30/11/2014, following

compliances made by the industry were observed:

(i) industry has cleaned algal growth in aeration tank, launder channel, air

blowing pipe etc.;

(ii) industry has disposed off ETP sludge at CHWTSDF; and

(iii) industry has provided flow meter at ETP Outlet.

5.As reported by Company representative on 14/11/14, industry has replaced

earlier 2 Nos. of low capacity Boilers with 2 Nos. of New Boilers of Capacities

1120 & 1250 Kg/Hr respectively and modified/ upgraded plant & machinery.

Also, upgraded existing ETP and provided Membrane Bio-Reactor in aeration

tank No. II. As a result of these, Capital investment of the industry increased by

Rs. 7.01 Crs. from Rs. 22.05 Crs. To Rs. 29.06 Crs.

6.Industry has modified mfg. process of specialty product i.e. U.V. Absorbers (550

MT/M) with the state of art technology as a result of which additional byproduct

Ethyl Acetate (15 MT/M) is recovered.

7.SRO has mentioned in his Consent processing report that due to modification in

mfg. process quantity of U.V. Absorbers is reduced from 550 MT/M to 535

MT/M and byproduct Ethyl Acetate (15 MT/M) is recovered.
