The CCC Terms of Reference were endorsed at our last whole-of-community
meeting held in March 2013.
Included in the Terms is a commitment by Boral to conduct an ‘administrative
review’ to ensure the Terms remain ‘relevant and up-to-date’.
We have not identified any need to change the current Terms, however would like
to hear from our residents as to whether you require any changes.

At the whole-of-community meeting of 19 May 2011, Boral committed to:
Staging a whole-of-community meeting every 18 to 24 months for all interested residents
and stakeholders to hear about progress at the operations, and
Using the whole-of-community meetings to elect/re-elect the community representatives
to the CCC.
The quarry’s consent outlines the membership of the CCC.
CCC is to include at least two representatives of the local community.
Also must include a representative of the Ballina Environment Society.
The 2013-15 members were Peter Blackwood, Kevin Nelson, Rajee Henderson and
Denis Perkins.
President of the BES, Fiona Folan, has been the
Society’s representative since 2011.

Weed Control and Rehabilitation
- Dec 2014 - 50 native seedlings planted on bund along North Teven Road south of main entrance (in addition to the 30 trees planted in the same location back in mid 2011)
- Feb 2015 - 1000 native seedlings planted in vegetation corridor
- Mar 2015 – 216 native seedlings planted in vegetation corridor and another 178 native seedlings planted along North Teven Rd in NW Corner of property
- 861 hours spent on weed control and planting activities by contractor from November 2014 to June 2015 inclusive
Since last whole-of-community meeting in March 2013:
- 2961.5 hours on weed control and planting
- 3639 tree seedlings and grasses planted

Complaints Summary Boral Teven Quarry Whole of Community meeting 16 July 2015
There have been two community complaints
made since the meeting in October 2014
- 10/3/2015 – Residential Neighbour (S of Quarry) –
Noise coming from bulldozer operating prior to 7am
- Action: All onsite employees were made aware of
complaint
- Action: The requirement not to start plant or equipment
prior to 7am was clarified with all onsite employees.
- 2/4/2015 – Residential Neighbour (S of Quarry) –
Blast event was quite loud
- Action: Blast results at nearest monitor (Beacons
Road) checked and results from blast were confirmed
as being within the blast limits for the site.
- Action: Additional blast monitor placed at this residents
house for the following blast (8/5) to monitor results –
overpressure and vibration were lower at this location
than at the Beacons Road monitor (usual location).

Condition 24 of the 1996 development consent states:
These conditions shall be re-examined by Council and a final date for the termination of the
consent determined within, but not later than, six years prior to 20 years after the date of
commencement of this consent.
At forecasted production rates, the consented hard rock resource would last
another 10 years.
A significant inferred hard rock resource exists beyond the consented quarry
footprint which would require a future approval

The key issues raised which we could improve upon included
Operational noise
Dust emissions
Blasting
Road transport
Hours of operation
Significant capital has been spent on improvement works including
Full enclosure of the fixed plant (noise and dust management gains)
Visual and noise bunding
Surface water management improvements.
Efforts have been made to improve blast design and minimise noise and
vibration.
A driver training package has been rolled out to emphasise appropriate conduct
on local roads.

Production on Saturdays has been identified as a consistent amenity issue with
neighbours.
We are proposing to cease production on Saturdays in exchange for the use of
mobile crushing plant (in addition to the fixed plant) between 7am and 4pm on
weekdays to meet production limits.
To adjust the hours of operation and allow for mobile crushing, we would need to
modify the consent.
We are proposing to incorporate the re-examination of the consent termination
date with the modification.

Boral Teven Quarry has continued its program of supporting local community
initiatives as part of its outreach to residents.
Continued support for the annual TinCAN Art Shows held in October
Support for other TinCAN initiatives including bus trips for seniors
Materials assistance to Ballina Riding for the Disabled
Use of corporate partnership with Conservation Volunteers Australia for works and projects at
local schools – Teven-Tintenbar, Southern Cross Ballina, Bright Horizons Childcare Centre
We are currently reviewing what program of support we will offer through 2015-16
in line with the available resources. Your ideas are welcomed.
