I am both honoured and privileged to be elected as President of Bowls Cambridgeshire for the forthcoming year. I will endeavour to continue the excellent work of my predecessors and thank both Sylvia and Tony for their help and guidance through my year as Senior Vice president. I look forward to working with Peter who is my SVP this year.

I owe a great deal of thanks to my club St Neots for proposing me for this important role. It is reassuring

to know that I have the full support of the club and its members to carry out my Presidential duties. My thanks also go to the Officers of the county who work tirelessly to make the game available and enjoyable to everyone that wishes to participate. As I meet other officers from various Counties they comment on unification and how well Bowls Cambridgeshire has progressed and is still progressing through the changes I hope that members realise the value and amount of the work undertaken by the Officers and without their efforts the county would not function effectively. Over the past few years Cambridgeshire Bowlers have achieved success at International, European, and World levels being represented by both genders in these events. We should be proud to acknowledge their achievements, as they not only represent themselves; they are ambassadors for their clubs and County as well as Bowls England. It is important that we maintain a legacy for future generations in order that they can play bowls at venues that are convenient to them. Every club in the county is important regardless of its size and playing ability, it is essential that all clubs are supported in their efforts to attract new members and I have a plea for all existing bowlers to encourage friends and acquaintances to visit their club so that they can enjoy the sport of bowls and its associated social activities. Finally I wish everyone good health, good bowling, and hopefully good weather. I look forward to seeing many old faces and welcoming new faces to the greens this year. Kind Regards Sue Alexander

Secretary’s report 2011. Dear Members, It gives me great pleasure in presenting to you my report of the activities of Bowls Cambridgeshire for 2011. I am extremely pleased with the way the governing body for Bowls in Cambridgeshire is evolving. There is still practices and procedures that need further work which your executive will work to ensure the best solutions are found for all our members. Membership:- Clubs - 39 (43) Members 1609 (1807) Four Clubs did not affiliate to the County for the year and it resulted in a fall of membership of 198. Presidents We have been fortunate to have had an exceptional President, in Tony Taylor, Tony has been exemplary in the way he carried out the duties President, a month attending the national championships supporting Bowls Cambridgeshire players and circulating amongst the other County officials attending both championships. The first male County president to grace the greens officially at Leamington. I am indebted to Tony along with his team of Sue, Peter and Sylvia for all the good work they have done for Bowls in Cambridgeshire. International events Ellen Falkner (St Neots) has been selected to represent England in the Atlantic Rim Championships in Cyprus played in October. Richard Catton (Cambridge & County) has been selected to represent England in the European Team championships in Portugal we wish them both well and hope they return with a bounty of medals (I will update in my 2012 report). Jayne Christie (St Neots), and Ellen Falkner both represented England at the International series in Wales. Richard Catton represented England in the International series in Edinburgh, whilst Robert Drew (Cambridge & County) and Richard Catton both played in the Junior Series held at Worthing Pavilion. Sue Alexander (St Neots), Chris Chapman (Chesterton), Jamie Stewart (Cambridge & County), were invited to attend England trials. Congratulations to all. The British Isle Championships were held at Sighthill BC Edinburgh. Our 2010 National fours champions played the Weale brothers from Wales in the prelim round. The game was played on a tricky green and the Welsh skip Robert Weale was perhaps the only player to constantly find the lines. Martin Pankhurst, Kevin Bane, Ian Miller, Richard Catton (England) 15 R Weale (Wales) 27. County Fixtures A full programme (56 matches in total) of competitive and friendly matches where arranged for the 2011 season. Competitively the women reached the regional final of the Walker Cup only to lose to Herts well done. The Johns and Middle England League results where disappointing. The Amy Rose at Leamington also saw a early exit. The men’s Middleton Cup, Eastern Counties League, White Rose and ECL under 30’s results were extremely disappointing.

However the County friendly’s and President’s matches were enjoyed by all the members who took part. I would like to thank those clubs that hosted our home fixtures and those Clubs celebrating events. I would like also to thank Match Secretary, Barbara and match official, John for their efforts over the year. Competitions I must start with a big thank you to Dot Careless our Competition Secretary and her team or recorders, Denise Hinks, Margaret Southgate, Barry Grimwood and Philip Harper-Scott for the leagues for ensuring all the competitions reach the final stages in a timely manner. A championship roll of honour will be submitted by Dot. I would also like to personally thank Newmarket Avenue BC for hosting the County finals. Leamington was the start of a great week for Bowls Cambridgeshire with Sue Alexander and Ellen Falkner (St Neots BC) wining the National mother and Daughter pairs. Ellen had not won a national singles title over her illustrious career however like buses two came at once. Ellen won the two wood singles championships followed by lifting the National Singles Championship a great feat congratulations. We wish Ellen every success when she represents England in the British Isle championships in Northern Ireland. It could very well have been a all Cambridgeshire National singles final, but alas Jayne Christie (St Neots BC) was beaten in the Semi-final, well done Jayne. In the ladies pairs Eileen Taylor and Jean Stephens (Newmarket Avenue BC) and Robert Drew in the Junior singles reached the national championship quarter finals, I would also like congratulate Fordham BC for qualifying in the new competition for the Tony Allcock trophy, the over 60’s mixed fours double rink. To all the players and teams who qualified for Leamington and Worthing congratulations. Eastern Counties Championship, Cambridgeshire had two representatives in the semi-finals the fours from March Town and the pairs from Newmarket Avenue. Neither teams were able to play. County Luncheon This event was held at the Cambridge Motel, Shepreth and was our first unified luncheon and prize presentation. Bowls England President Joan Balding was our guest, the day was very successful. Bowls Cambridgeshire presented it’s first award of merit, this award went to Cathy Fraser (Chesterton BC) for her outstanding contribution to bowls in our county. I would like to thank John Southgate and his committee that dealt with the organisation of the event. General Your delegates to Bowls England also sit on the International Events committee. Can I also remind you that Bowls England hold a ‘open’ conference each year in April, further information will be available on the BE website. I would also like to thank all the clubs and their executive committees who turned over their facilities to the County during the year. The Executive committee and sub committees work extremely hard for bowls in our county and I would like to thank those members for their support and help. COUNTY COMPETITIONS

NOTES FOR COMPETITORS The names and telephone numbers of each competitor will be found towards the end of this section of the handbook ALL competitions must be played on the FIXED OR PLAY BY DATES: these dates are shown at the head of the draw for each round of the competition. By agreement between opponents, games may be played BEFORE the set date. All matches should start promptly at 6.30pm unless mutually agreed otherwise. In August matches should start at 6.15pm. Afternoon matches should start at 2.00pm. Home players should make arrangements in advance for a marker for singles games and for an umpire to be called if any doubt should arise when measuring. Players are requested to wear white tops (Club shirts) and greys in all competition games up to the Semi-Finals.

COMPETITION BYE-LAWS

COUNTY DOMESTIC AND BOWLS ENGLAND CHAMPIONSHIPS PRELIMINARY ROUNDS

1 CHANGES TO RULES

These Competition Bye-Laws may be amended:

a) Immediately following notification of relevant changes to the Rules of Bowls England.

b) By a simple majority at the Annual General Meeting, subject to the change being consistent with the rules of Bowls England.

2 ELIGIBILITY

The competitions shall be confined to Clubs that are affiliated to this Association and Bowls England and have paid their subscriptions for the current year. No restriction shall be placed upon any member playing in more than one competition but no player shall represent or allow his name to be submitted for more than one Club in any one year in the Bowls England competitions. Players may play for another Club in County Domestic competitions, provided that, by agreement with his parent club he is registered for that purpose.

3 CONDITIONS

a) The time for starting play in each round of each competition shall be 6:30pm May to July and 6:15pm during August or as otherwise mutually agreed.

b) Players are required to wear white tops and greys in all competitions up to the semi-finals when whites will be worn. Club shirts may be worn provided that all team members wear them.

c) All competitions shall be played under the Rules of Bowls England and the Laws of the Sport of Bowls as adopted by the Bowls England. They shall be under the management of the Competition Committee of Bowls Cambridgeshire.

d) All ties in County Domestic Competitions and Bowls England Championship Preliminary Rounds shall be played on the greens of Clubs affiliated to the Bowls Cambridgeshire. Greens may be inspected and passed by the Greens Inspection Committee at any time during the season.

4 DRAW

a) The draws for all competitions will be taken from an approved computer program.

b) For the County Championships in Singles, Pairs, Triples, Fours and Junior Singles, the draw shall be open.

5 PROTESTS AND DISPUTES

a) All protests appertaining to the green, etc. must be lodged before the commencement of the game, however protests against a player must be made within forty-eight hours of the match. Protests must be lodged in duplicate. A clear statement in writing of the point at issue shall be communicated to the Competition Secretary at the earliest possible date together with any

evidence producible.

b) The club or competitor lodging the protest shall deposit with the Hon. Competitions Secretary of the Association the sum of £25:00, which may be forfeited to the funds of the association in the event of the protest not being sustained.

c) No objections or protests shall be withdrawn except by leave of the Competitions Committee.

d) The Competition Committee of Bowls Cambridgeshire shall determine all questions and disputes that may arise and which do not come within the scope of the Umpire’s duties. The decision of the Competition Committee shall be final and binding.

6 DRAW, CHALLENGER AND OPPONENT a) A straight draw for each competition will be conducted. The first out being termed the

'Challenger' and the second the 'Opponent'. b) The result of the draw shall be published in the County Handbook. c) For County Domestic Competitions and Bowls England Championship Preliminary Rounds

(unless otherwise stated) where the green of a challenger as drawn does not conform to an acceptable standard the challenger shall have the right within 24 hours of nominating a suitable green in his own area. If he is unable or does not elect to exercise this right, then the tie shall be played on the green of the opponent. When the green of the opponent also does not comply, then the tie shall be played on a green mutually agreed upon.

7 ARRANGING A GAME a) Selecting the Rinks for play - The Home Club has the right to pre-book the rinks that are to be

used for a particular match or competition. The Skips of a visiting side or their representative, i.e. the Captain of the side, will pair their teams with those of the home teams (by placing their cards on the faced down cards of the home side). The visiting Skip or Captain will then make a draw from the pre-booked rink members to determine which match will play on which rink.

Note: 'Side' means any agreed number of teams, whose combined scores determine the result of the match.

Note: 'Team' means a Four, Triple, Pair or Single player. b) No player in a competition or match shall play on the same rink, on the day of such

competition or match before play commences, under penalty of disqualification. 8 DATE OF ROUND a) The date on which the various rounds must be played will be found in the Handbook. These

dates must be strictly adhered to but ties may be played off BEFORE the dates specified by the mutual consent of both parties. Under exceptional circumstances a limited extension may be granted at the discretion of the Executive Committee (or by any authorised Sub Committee thereof).

It shall be the duty of the player informed by the appropriate competition recorder who they

are playing to notify his opponent confirming the venue. 9 COMMENCING TIMES a) Any visiting competitor may claim that the tie shall be fixed to commence not later than the

times identified in rule 3 a. b) If a party is not ready to play within half-an-hour after the time fixed for a tie, the other party

may claim a 'walk over' (attention is directed to the conditions governing the several competitions).

10 VENUE OF COUNTY DOMESTIC AND BOWLS ENGLAND CHAMPIONSHIP

PRELIMINARY ROUNDS a) The ties in all rounds shall be played on the greens of the challenger except in cases where

home and away venues are to be used. For the open draw quarter-finals and semi-finals, the ties shall be played on greens selected by the Competition Committee.

b) The Finals shall be played on a green or greens selected by the Competition Committee. 11 RESULTS, NOTIFYING a) The actual result shall be telephoned to the relevant Competition Secretary/recorder

immediately after the match and before 10:30pm. b) The actual score card shall be sent to the Competition Secretary immediately after the match.

The onus of making such returns shall lie with the winner and no result can be accepted which is postmarked later than the day following the day fixed for the tie to be played. The names of ALL PLAYERS MUST be entered on the card.

12 MARKERS AND UMPIRES

a) Markers and Umpires shall be appointed in accordance with the 'Laws of the Sport of Bowls' as adopted by Bowls England.

13 MISCELLANEOUS a) All Trophy winners, players(s) or club(s) must attend the County Annual Dinner and Prize

Presentation to collect their trophy. Unless there are mitigating circumstances, failure to do so will result in the player(s) or club(s) not receiving their individual trophy and the player(s) or club(s) will be barred from entering the competition(s) the following year.

b) When representing the County Association in the National Championships, all bowlers must

wear the official County coloured shirt.

COUNTY CHAMPIONSHIPS (PRELIMINARY STAGE OF NATIONAL CHAMPIONSHIPS) 1. The attention of the competitors is also directed to the General Bye-Laws. The following rules

must be strictly adhered to: 2. Bowls used in the County Championships must bear a stamp in accordance with Bowls

England Rules. It will be the skip's responsibility to check opponent’s bowls prior to the commencement of any County Championship.

3. Entries must only be made through the Club Secretaries and upon the form supplied, together with the entrance fee agreed by the general purposes committee.

4. Those playing in the first tie of a competition shall be deemed to be the Championship entry for that competition and the rules as to substitution shall apply thereafter.

SINGLES COMPETITIONS

1. Each game shall consist of 21 shots; four bowls each player. Or whatever formats Bowls England adopts.

2. All competitors to be on the green ready to start play on the day and time arranged. Any competitor who fails to appear within 30 minutes of this time shall be disqualified.

3. To the winner, will be accorded the Singles Championship of the County. The women’s Champion will be entitled to hold for one year the Tufnel Cup and the men’s champion the Webber Cup and will be awarded a suitable prize. The runners-up will be awarded a suitable prize.

PAIRS COMPETITION

1. Each game shall consist of 21 ends; four bowls each player, the leads to play their four bowls before the skips. In the event of a tie an extra end must be played, the shots in this end to count in the final score.

2. All competitors to be on the green ready to start play on the day and time arranged. Any pair who fail to appear within 30 minutes of this time shall be disqualified.

3. Each pair shall consist of two competitors who must be playing members of the same Club. The two players taking part in the first game shall constitute the Pair and should normally play together throughout the competition. One additional - and the same - player may however be used as a substitute at any time provided he has not already played in the competition.

4. To the winning Pairs will be accorded the Pairs Championship of the County. They will be entitled to hold for one year women the Colville Cup, men the 'Briscoe Cup' and to each will be awarded a suitable prize. The runners-up will each be awarded a suitable prize.

TRIPLES COMPETITION

1. Each game shall consist of 18 ends. Three players with three bowls each. In the event of a tie an extra end must be played, the shots in this end to count in the final score.

2. Each Triple shall consist of three competitors who must be playing members of the same

4. The winning Triples will be entitled to hold for one year, women the Rolfe Cup, men the ‘Lucas-Tooth Cup’ and to each will be awarded a suitable prize. The runners-up will each be awarded a suitable prize.

FOURS COMPETITION

1. Each game shall consist of 21 ends; two bowls each player. In the event of a tie an extra end must be played, the shots in this end to count in the final score.

2. Each four shall consist of four competitors who must be playing members of the same Club. The four players taking part in the first game shall constitute the Four and should normally play together throughout the competition. One additional - and the same player may however be used as a substitute at any time provided he has not already played in the competition.

3. All competitors to be on the green ready to start play on the day and time arranged. Any team who fail to appear within 30 minutes of this time shall be disqualified

4. To the winning Fours will be accorded the Fours Championship of the County and they will be entitled to hold for one year women the Gatward Cup, men the 'Dale Cup' Cup and to each will be awarded a suitable prize. The runners-up will be awarded a suitable prize.

JUNIOR SINGLES COMPETITION

1. Open to players who have not attained the age of 25 on 1st April in the playing season.

2. Each game shall consist of 21 shots; four bowls each player. Or whatever format Bowls England adopts.

3. The winners will be accorded the Junior Singles Championship of the County. They will be entitled to hold for one year woman the ‘Patron Bowl’ and man the ‘Roy Brown Cup' both will be awarded a suitable prize. The runner-up will be awarded a suitable prize

TWO BOWL SINGLES COMPETITION

1. Each game shall consist of 21 ends – two bowls each player. In the event of the scores being equal when all ends have been played, an extra end or ends must be played until a decision is reach.

2. If a player has enough shots that the opponent can not win in the ends remaining the game shall cease.

H. H. Norton Challenge Cup

(Challenge Trophy, Instituted 1941) The Executive to determine distribution of entry fees.

1. Only one double from each club.

2. The competition to be played on the knock-out system.

3. Games will be played on Wednesdays.

4. The ultimate winners of this competition will be entitled to hold the H H Norton Cup for one year. No prizes for any players.

5. All Clubs affiliated to the Association may enter this Competition on payment of an entrance fee (agreed at the April Council Meeting). Entries must be made through Club Secretaries and upon the form supplied.

6. Each Club shall be represented by eight players, four to play at home, and four on the opponent’s green, all to play on the same day in all rounds up to the Final. The Final shall be played on a neutral green and date fixed by the Executive Committee.

7. The dates for each round shall be strictly adhered to.

8. It is unnecessary to have the same players throughout.

9. This competition shall be played under the rules as adopted by Bowls England and in accordance with the Competition bye-laws and conditions determined by the Bowls Cambridgeshire.

10. A delegated person (non-playing) may be appointed at both venues, they shall liaise with each other and their opposite person, on ends 5; 10; 15; 18; and last end.

11. The game shall be 21 ends and all trial ends shall be completed prior to a match commencement time of not later than 6.30p.m.

12. One extra end shall be played on one rink only, on the green of the challenger, i.e. the first drawn in the tie in accordance with the County Handbook. The shots scored in this end shall only count in the event of a tie at 21 ends.

13. If a match is abandoned owing to exceptional weather conditions, bad light, or any other valid reason; should both rinks have completed 15 ends, then the aggregate score at 15 ends shall stand as the result. If all rinks have not completed 15 ends, then those rinks will within 2 days, resume their match with the scores standing as they were when the game was stopped. An end started but not completed shall be declared void. The resumed games will be on the same green although the rink may be changed and one substitute will be allowed in each rink, as long as transferring between rinks is not involved. The position of the substitute will be as described in the current Laws of the Sport of Bowls as adopted by Bowls England. The resumed games will be played to 21 or 15 ends depending on the point reached by any rinks not resuming.

C. G. GILBERT CUP (County Club Competition)

1. The competition to be played on the knockout system.

2. The ultimate winners of this competition will be entitled to hold for one year the Cup presented by C.G. Gilbert Esq. A suitable prize will be awarded to the winning club.

3. All Clubs affiliated to the Association may enter this Competition on payment of an entrance fee of £20.00 each (or such other sum as may be fixed at the April Council Meeting.). Entries must be made through Club Secretaries and upon the form supplied, by 30th September.

4. Each Club shall be represented by twelve players (three rinks), all to play on the challenger’s green, up to the Final. The Final shall be played on a green and date fixed by the Competition Committee.

5. The dates for each round shall be strictly adhered to.

6. It is unnecessary to have the same players throughout.

7. This competition shall be played under the rules as adopted by Bowls England and in accordance with the Competition bye-laws and conditions determined by the Bowls Cambridgeshire

8. The game shall be 21 ends and all trial ends shall be completed prior to a match commencement time of not later than 6.30p.m.

9. One extra end shall be played on one rink only. The rink playing the extra end shall be determined before commencement of the game by card selection and the shots scored in this end shall only count in the event of a tie at 21 ends.

10. If a match is abandoned owing to exceptional weather conditions, bad light, or any other valid reason; should all rinks have completed 15 ends, then the aggregate score at 15 ends shall stand as the result. If all rinks have not completed 15 ends, then those rinks will within 2 days, resume their match with the scores standing, as they were when the game was stopped. An end started but not completed shall be declared void. The resumed games will be on the same green although the rink may be changed and one substitute will be allowed in each rink, as long as transferring between rinks is not involved. The position of the substitute will be as described in the current Laws of the Sport of Bowls as adopted by Bowls England. The resumed games will be played to 21 or 15 ends depending on the point reached by any rinks not resuming.

11. The Hon. Secretary of the club appearing first in each round must send the scorecards, signed by the respective skips to the Competition Secretary immediately after the match. The result should also be telephoned to the competition secretary that evening.

12. For the Final and where both games are played on the same green, the rink on which an extra end shall be played in the event of a tie shall be decided by the Umpire or Official in charge by drawing a number from within the range of rink numbers as played on.

County League Rules

1. Fours league, teams shall consist of 4 Fours, 21 ends. 3 points for a win 1.5 for a tie, plus 1 point for each rink, 0.5 for a tie rink.

2. Triples League, teams shall consist of 4 Triples, 18 ends. 3 points for a win 1.5 for a tie, plus 1 point for each rink, 0.5 for a tie rink.

3. All games played in May, June, July commence by 18:30, August 18:15

4. Score cards, from both teams, to be sent to the League Secretary with in 24hrs of the match, (email forms confirming results are the preferred communication as longs they have all the players’ names and the amount of ends played).

5. In the event of teams tying for any position in the league shot difference will determine the position.

6. Where there are two Divisions in a league, then the team that has finished bottom of the higher division will be replaced by the team that has won the lower division.

7. The league programme will be published in the County handbook and given to the Clubs at the October Council meeting (subject to no league amendments and rule changes).

8. Players must be registered with the league secretary at least 24 hours before playing in the

leagues. No player to register for more than one club. Clubs entering more than one team must register a list of ‘a’ team members and ‘b’ team members. Playing unregistered players may result in the Competition Committee deducting clubs points and shots.

9. All matches shall be played on FIXED DATES as shown in the handbook and circulated to

clubs at the October Council Meeting. Inclement weather is the only valid reason for being unable play matches. Matches needing to be re-arranged due to inclement weather must be re-arranged and notified to the league official within SEVEN days. Failure to agree re-arranged dates will result in both Clubs being deducted 10 points and 20 shots.

10. Matches abandoned due to weather, bad light or any other valid reason, and the match having reached 15 ends stage on all rinks, and then the score at the 15 end stage stands as a result. If less than 15 ends have been played the match shall be replayed.

11. In the Fours league, the rinks are too made up mainly of all men but Clubs can play up to 3 ladies per match. Ladies players must be registered.

12. The Triples league is a open league, Clubs can play All Men, Ladies or Mixed Triples.

13. Default of players. In the event of a team being one player short for the Triples match, the result will be decided by the overall score of the three full triples, the defaulting team to lose a quarter of the team score. In the Fours League Bowls England rule on fours play will apply.

Constitution and Rules

The name of the Association shall be BOWLS CAMBRIDGESHIRE. Mission Statement To develop, promote and administer the game of Lawn Bowls in Cambridgeshire to achieve maximum participation enjoyment and success.

1. Aims (a) To adopt and enforce the Rules and constitution of Bowls England and the Laws of the Sport of Bowls Crystal Mark Edition with the bye-laws currently laid down by Bowls England. (b) To promote, organise various competition of the affiliated Clubs. Including the preliminary rounds of all National Championships qualifiers. (c)To interpret when called upon by affiliated Clubs, or members thereof, difficult or doubtful questions of law and practice and arbitrate in all disputes referred to the Association between Affiliated Clubs and members thereof.

2. Membership (a) Membership of the Association shall be open to Clubs in the County of Cambridgeshire possessing greens with banks and ditches in compliance with the Laws of the Sport of Bowls Crystal Mark Edition and having no fewer than 16 members, and a playing surface of at least 31 metres long in the direction of play. (b) Clubs playing on greens connected with licensed premises must be managed by an Executive Committee and must have sole and exclusive use of funds of the Club and the green on which they play. (c) Clubs playing on Council or other public greens must possess a permit from the local authority allowing them to use rinks for competitive purposes. (d) Clubs seeking to become members will be required to request an application form from the Secretary. All applications for affiliation will be dealt with by the Council. (e) We have three categories of membership the Club (Full members) and individuals (Affiliated Members), Association and leagues at the discretion of the Executive Committee become (Associate Members). Life membership may be awarded for services to Bowls Cambridgeshire. Bowls Cambridgeshire shall be open to all irrespective of nationality, gender, religion, disability, sexual orientation, race or colour.

3. Fees and Subscriptions Annual subscription will be based on the Clubs individual membership at a sum fixed by the Council. Annual subscription will be paid no later than 30th November of the preceding year any club failing to pay the subscription by the due date will forfeit all rights and privileges of membership until the whole of the arrears have been discharged. Competition entry fees will also be agreed by the Council.

4. Management and administration (a) The affairs of Bowls Cambridgeshire will be conducted by a Council consisting of the President, SVP, JVP, IPP, Chairman, Vice Chairman, Secretary, Match Secretary, Competition Secretary, Treasurer, Child/Vulnerable people officer and two council members per Club and Life members. Clubs must notify the Secretary of the names of the Clubs Council members. (b) Bowls Cambridgeshire Executive Committee shall deal with the day to day running of the association and will through the committee structure report back to the Council twice a year. The Executive committee will consist of the President, SVP, JVP, IPP, Chair, Vice Chair, Secretary, Match Secretary, Competition Secretary, Treasurer and Child/Vulnerable people officer. The Executive officers, SVP, JVP, representatives to Bowls England, Eastern Counties BA, Middle England League, shall be elected at the Annual General Meeting. (c) The Committees will be as follows and the Chair and Secretary will sit on all committees as ex- officio members. Annex A lists the committees’ responsibilities. Each Committee will appoint a note taker who will record bullet points of resolved issues. Finance (Chair :- Treasurer plus SVP, and three elected council members) Competitions (Chair:- Competition Secretary plus JVP and five elected members) Matches (Chair:- Assistant Secretary plus President, and five elected members) Development &General Purposes (Chair:- Vice Chair, President, SVP, JVP, IPP plus two elected member) Benevolent & Good Fellowship Committee (Trustees plus President and two elected members) Emergency (Chair, Vice Chair, Secretary & Treasurer)

5. Annual and other General Meetings The Annual General meeting will be held before the 2nd Saturday in December each year. To transact the following business: (a) to receive and if approved adopt the following annual reports Chair Annual report Secretary’s Annual report Treasurer’s financial statement on the association’s account to end of the preceding year (Financial year 1st October to 30th September) (b) to receive amendments to the constitution, the secretary must receive any amendments by 1st September. In order to change the constitution there must be a 2/3 majority of those

present and eligible to vote (c) to elect the Executive Committee and Presidential team (d) to elect two auditors Twenty-one days notice of all Annual and General meeting shall be given, specifying matters to be dealt with. A Special General Meeting may be convened at any time by the Executive Committee and shall be convened within twenty-one days from receipt of a requisition in writing signed by not less than six member clubs specifying the object of the meeting for any of the following purposes: (i) to deal with any special matter which the Executive Committee may desire to place before the members (ii) to deal with any special matter which the membership require the meeting may desire to place before them. Notice convening a Special General Meeting shall be sent to the members not less than fourteen days before the meeting and shall specify the matter to be dealt with.

6. Chair, Secretary and Treasurer The Chair will submit a report on the activities of the Executive committee, mindful of the Mission Statement and Aims of Bowls Cambridgeshire The Secretary shall keep a record of all business transacted at Annual and Special General Meetings, Council Meetings and meeting of the Executive committee, and report on the proceedings of Bowls Cambridgeshire throughout the year The Treasurer will tender a full and proper financial statement including an income and expenditure of the past year audited by two persons appointed for that purpose at the AGM Copies of all reports shall be sent to every affiliated Club fourteen days before the Annual Meeting.

7. Rules and regulations Bowls Cambridgeshire will issue rules and regulations that will form part of the constitution.

8. Alterations to the rules These rules may be rescinded, amended or added to only by a resolution in that behalf when at least two-thirds of the eligible votes are cast in favour by delegates present and voting at the Annual General meeting or a General Meeting convened for that purpose.

9. Matters Not Provided For If any matter shall arise which in the opinion of the Council or Executive Committee is not provided for in the Rules then the same may be determined by the Council in such manner as it deems fit, and every such determination shall be binding upon Clubs and members of Clubs unless and until set aside by a resolution at a General Meeting
