The attached wire from Dr. Jonah B. Wise, National Chairman of the Uni ted Jewish Appeal , sent to al.1 communities in be­half of our officers, represents our basic thinking at this moment.

In amplification of it, there are several points to be re­membered. Nothing in the general situation ha.a occurred to lessen the need to raise the minimum $250 1 000,000 campaign goal. OUr primary job is still to raise that money. Any compelling facts that we bring to bear to accomplish this end are legitimate.

Whatever our personal feelings may be about the latest United States position, the fact is tha.t the United Nations decision concerning the partition of Palestine still ie the only legal reality today. Unless there is some major change of policy accepted by the General Assembly, the moral grounds on which our campaign rests are in no way affected.

Since the United Nations decision was taken, the course of events in Palestine bas forced the active defense of life and property by the 700,000 Jews there. The withdrawal of all British troops from the Arab sections; the permission that their inaction has tacitly given to the continuous infiltration of armed Arab f orces from neighboring states, and their virtual non-intervention when the Arabs have at­tacked the Jews ha.a created a situation where the Jews muet fight to aa.fegua.rd their own l ives as well as fight for the right of :f'ree immigration for those European Jews who want to come to Palestine.

The mandatory power has already permitted the disruption of necessary communal services. Today there are no secure postal, telegraphic, or telephonic oomnunications in Palestine, and tood transportation i e becoming more and

more difficult. When the Mandate ends on May 15th, there will be an unthinkable vacuum if no authority is prepared to take over government responsibilities. Knowing this, the Jewish Agency i s preparing i tself for that role. The Palestine Treasury has been taken over by the British, so there la no money with which to carry on even the most elementary functions.

Funds are essential and fund- raising is our job.

I know t hat there can be no formal "thank you" between us for t he work we do in behalf of the United Jewish Appeal. We are in it together and, under the pressure of the unique a.nd stirring situ­ation with which we Jews are faced today, each of us does what he ca.n out of his own sense of duty and conviction.

Nevertheless, einoe you have spoken outside of your own colllllUllity under the aegis of the National U. J . A. Speakers Comn1ttee, I want you to know how fully aware we are of the contribution your effor t s have ma.de to the encouraging initial phases of the spring campaigns, nationally speaking.

You have a right to a sense of real satisfaction in this generally good beginning. The funds which have come in a.re at lea.at in part the result of your enthusiasm and energy, and a.re a measure of the value of t he example of sincerity and dedication which you have set .

Dear Rabbi Friedman:

l As predicted by those of us who heard you speak in Louisville this past

September, you eloquently "said what had to be said" at our $100,000 Dinner last evening. I pray that one day you will return to our community to address a dinner when the $100,000 is the fine print on the inside of the invitation.

Equally important were your suggestions during the conversation with Mitchell Charney, Joe Hertzman and myself in the hotel restaurant after the Dirmer. This discussion served to crystalize the needs of our younger mens division. The program you outlined will serve as a springboard in the development of a plan to help "raise" the next generation of community leadership. An internship program on the boards of the local agencies is an innovative approach to involve young people and inject fresh ideas into the community. In addition, programming to develop fund raising skills and to educate as to the state of affairs of our people both in Israel and the irest of the world will give us the tools to act and react from strength in the years to come.

I will keep you informed about the progress of our younger mens division. Mol'eover, we intend to involve you in our Rumania/ Austria Mission.

Good luck with your new endeavors on behalf of Tel Aviv University.

I have done a lot of soul searching, and your letter of October 19 certainly is in order.

The simple truth is that I cannot make a corrmitrnent for a million dollars because I am not in that position. I just don't have the assets . I have been doing a lot of thinking for a long time about my gift and I wi ll make the gift as soon as possible .

I can truthfully say that if I had the assets, you would not have had to write me the letter; I would have made the pledge at the Executive ColTITiittee Meeti ng without any hesi tation. I do not intend to die a rich man . I hope to give most of it away in my lifetime, outside of providing Sara with enough to take care of her needs. You know my deepest interest is in Israel, and my resources are available to Israel.

At that time Nat Rosenberg wrote you with the express purpose of informing you that we would bevery much interested in any charter or group business which we can service for the United Jewish Appeal. Your former Assistant, Milt Goldstein, informed Nat that the business of charters and transportation to Israel, through your office was so minute that we at Atlas would not be interested in it.

Being an ardent worker of the United Jewish Appeal, I have been swamped at my office regarding the Young Executive Group to Israel. Only yesterday I received a notice out of our local Allied Jewish Office, informing me about the Youth trip to Israel.

Your correspondence, over your signature, has indicated that you are going to have many missions to Israel, and after all, how can the youth of our Country get interested in fund raising if they do not know what they are fund raising for. This seventh trip differs from the prior ones 1n a number of ways. For one thing ve ~ill be here for a ear. Ve have cut most of our U.S. ties and th1s J.s a sort of "trio.l aliyah". We arrived in late June with our daughter Judy, aged l,t. She will do her 8th grade here, starting ~n September. Our sons, aged 20 and ia, ~ill continue their educations in the U.S., although both of them are here with us now on a tiyul.

Perla and I would very muph like to see you and talk to you, at your convenience, either here in Kfar Shmaryahu or, if you prefer, in Caesar~a. I part~~ularly would like to have the benefit of your advice concern1ng some thoughts I have about a career in Israel. I should like to call your attention to an article which was in Women's Wear Daily, Monday, February 2nd, written b~ Lloyd Scllwartz. This was an inter­view with ~mbassador Sharar, from the State of Jordan. The article presented the usual biased Arab viewpoint, and from the way I read it, had a great deal of acrimonious distortions, and presented the State of Israel in a despicable situation.

While I realize ~his is nothing new. I feel a person of your stature should be aware of this so that you could give a rather judicious and incisive reply in this newspaper. Should you wish a copy of this article and you cannot get it, please contact me and I will send you a Xerox copy of it.

As President of the Camden County Federation , I have had many discussions witlillernie Dubin regarding the urgent need for for money and energy to be spent by UJA £or a clear and naked public relations effort. This to me, is almost as necessary as raising our levei of giving. All of us in this area are quite con­cerned with the potentially disastrous results which can accrue from the violent Arab propaganda. I feel whatever is being done at the national level must be improved.

We are attempting in our area to do what we can, and we are successful through the good offices of the editors of our local paper (circulation 120,000.)
