BACKGROUND Our boxers achieved their best ever results during the last investment cycle, resulting in Boxing Scotland’s best ever international medal success. Medals were captured over a series of multi-nation tournaments, including the Tammer and Belgrade Winners. In 2016, Boxing Scotland hosted the GB three nation elite tournament and Scotland won six gold medals from the 10 Male Elite weight categories placing Scotland on top of the podium for the first time ever. Our youth boxers also competed all over the world, winning two gold medals at the 2015 Samoa Commonwealth Youth Games and five gold medals at the Lah Minana Multi-Nation Tournament in Kosovo.

Boxing Scotland’S 2019 – 2023 Strategic Plan outlineS our viSion, miSSion and Strategic oBjectiveS for the next four yearS. thiS Performance Plan haS Been written with the aim of SuPPorting the Boxing Scotland 2019 – 2023 Strategic Plan and to detail the work our coaching team will undertake within the key delivery area of Performance.

Winning our first ever European and world gold medals was the highlight of the last four year cycle. Both medals were won by the same boxer, Willie Hutchison. Willie defied all odds defeating a Russian boxer in Russia to capture the 2014 European Junior Championship gold medal and then went on to win the 2016 youth world championships in St Petersburg and was voted one of the top three boxers of the competition.

Our recent successes reflect the work of our existing performance pathway and our medal success proves without doubt our ability to prepare boxers to both combat and overcome the rigours of the highest level of international competition.

REviEw & conSultationOn completion of the 2014-18 cycle, and ultimately the 2018 Gold Coast Commonwealth Games, Boxing Scotland conducted a SWOT analysis of its existing performance programme and conducted a series of consultations with various key stakeholders to collect external opinions.

Although Boxing Scotland achieved its most successful Performance period over the last two Commonwealth Games cycles, there were several areas highlighted during the SWOT analysis that required attention and immediate action to propel the sport at elite level to greater success. Sam Hickey - Boxer

• To be the recognised Boxing Scotland strategicperformance lead responsible for driving theevolution of the performance pathway to deliverScottish medal success on the International stage;

nEw PERFoRMancE PRogRaMME PatHWaY – WHY?A national programme will be delivered through each of the Boxing Scotland regions (East, North, West) in order to replicate the high performance syllabus and increase the strength depth of our potential elite programme boxers whilst ensuring a clear focus can be kept on a smaller elite performance group. Delivery of this will commence in November 2018.

Each cycle will last a period of six months with an exit/entry point every April and October each year during which every boxer will be re-assessed and only those who are successful will be taken forward over the next six months as part of the elite boxing programme. Those who do not meet the criteria can be retained at a regional level and re-assessed at the following exit/entry point. This will ensure a continual loop of boxers who strive to be part of the elite boxing programme.

STAGE 1 (November 2018): Delivery of training syllabus aligned to the Boxing Scotland performance athlete criteria;• This training syllabus will be delivered by

our chosen regional coaches through 8training sessions during the six-monthcycle;

STAGE 2: On completion of the training syllabus, all boxers will be assessed in accordance with Boxing Scotland’s performance athlete criteria;

nEw PEFoRMancE PatHwaY Programme – WHat?The introduction of the new Elite Boxing Group and Regional Talent Pathway programme shall see the introduction of an “Open Loop” method of delivery, starting with a regional led training and assessment programme, will provide clear and transparent entry/exit points at each stage of the pathway.

STAGE 3: Successful boxers will proceed to high performance preparation training camp to be assessed alongside other international level boxers;

STAGE 4: Boxers will be chosen to be part of the elite performance group for the following six-month period;

• Each boxer who wishes to be part of the BoxingScotland elite boxing programme will be requiredto attend an entry interview and sign BoxingScotland’s new Athlete Agreement;

• The purpose of the new Athlete Agreement isto ensure investment is being spent on boxers whoare not only focused, determined and willing to bepart of the elite boxing group but have the clearability to win medals internationally.

• In addition to the stages above, the results andperformance from Boxing Scotland’s nationalchampionships will also be taken into account priorto entry in the May to October cycle.

• Following the completion of each cycle, reviewsessions shall be held with the regional coaches tocomplete SWOT analysis from the previous cycle toensure continuous improvement for eachsubsequent cycle;

• All boxers that attend at any stage of the newperformance pathway will receive objectivefeedback aligned to Boxing Scotland’s performanceathlete criteria. Again, this will ensure continualimprovement and an ongoing opportunity for everyboxer to address any perceived weaknesses with aview to continued engagement on the programme.

• Boxing Scotland shall introduce, during cycle one, anew bespoke sports science and innovationprogramme to complement existing ScottishInstitute of Sport support. All boxers will be requiredto actively attend, participate and comply with theirindividual requirements as set by our experts.

training sYllabus – stanDarDisation

Boxing has drastically changed over the last two Commonwealth Games cycles – not only have the technical, tactical and physical capabilities of the world’s best boxers increased and evolved significantly, but consistent changes to the technical and competition rules and the introduction of the AIBA WSB franchise have raised the top level of the sport considerably.

Now more than ever, the complexities of boxing can be witnessed at the highest levels of competition, for example, in an Olympic final where one boxer wins by a 3:2 split decision, two of the best judges in the world disagree with the other three when assessing / judging two of the best boxers in the world, in itself emphasising the fact that boxing is not an exact science, but a very subjective sport.

This subjectivity resonates back down to our elite boxing programme. Therefore, it is imperative that this performance plan underpins and details how Boxing Scotland is going to achieve continued medal success at major international competitions whilst facing the complexities and organic growth of the sport.

However, in order for this plan to have the desired impact stated, a standardised training approach must be adopted across the country so every boxer and every coach involved with our performance pathway is kept updated and educated on the changes and complexities previously explained.

Put simply, the objective and strategy behind the performance athlete criteria & what it takes to win model is to objectify the sport of boxing, outlining what the individual boxers need to achieve in order to develop and perform to be the best they can be.

Standardisation not only informs and upskills boxers and coaches of the continuous changes within the sport of boxing, whether that be technical, tactical or judgmental, but importantly assists with:

• Improving performance athlete criteria related skills through the Elite Boxing Group;• Providing objective feedback for all boxers attending assessment stages through

improved and more frequent engagement with club coaches;• Transparent selection process throughout the Pathway;• Identity & expectation management – boxers aligned to specific performance

groups.

To conclude, standardisation of training has been consistently relayed from club coaches during the many Boxing Scotland coaching courses delivered to date, and finally standardisation provides the platform for a fair and transparent assessment process.

Cyclical assessments shall be undertaken against every boxer wishing to be selected for the Elite Boxing Group on a six-monthly basis. These assessments shall review each boxer against the following criteria with a view to ultimately achieving medal success on the international stage.

These will assess each boxer against three distinct areas: Individual, the AIBA scorings system and the What It Takes To Win (WITTW) model, each of which can be seen in expanded format in the diagram below;

Boxing Scotland ElitE Boxing gRouP

As previously illustrated within this plan, the completion of cycle one of the performance pathway will produce a group of the most talented boxers in Scotland, which will be known as the Boxing Scotland Elite Boxing Group.

Essentially, there will be two main criteria for boxers to be selected to this group:

• Each individual has completed Cycle 1 and achieved the standards set out as per theperformance athlete criteria;

• Individuals that can clearly demonstrate the ability to win a 2022 BirminghamCommonwealth Games medal.

ELITE BOXING GROUP TIER 1 & 2

Each boxer selected onto the group will conduct an entry interview whereby they will sign an Athlete Agreement document in the presence of the national coach/performance director and club coach.

Although personal information on each individual will be collated throughout Cycle 1, it is following the entry interview where it is decided which tier that boxer will be placed.

It is important to note, that the final decision may not be concluded during the interview itself regarding Tier placing. The aim is to fully utilise Scottish Institute of Sport Performance Lifestyle support to communicate with employers and educational establishments to ultimately assist with decision making.

The tiered system is merely a means of identifying which boxers in the elite boxing group can operate on a full-time basis or on a restricted / part-time basis due to employment and/or education status.

Tier 1 - Full Engagement• Full commitment to EBG activities,

including competition & training camps;

• Full commitment to Scottish Instituteprogramme support;

• Minimum 2 x physical prep sessions perweek;

• Additional needs based programmesupport.

Tier 2 - Part Engagement• Commitment to EBG activities to be

agreed on the production of the 6month programme;

• Minimum 1 x Physical prep sessionsper week;

• Limited support from the ScottishInstitute.

elite boxing grouP – metHoD of oPeration

The Boxing Scotland national coach/performance director will manage and lead the Elite Boxing Group, who in turn will be supported by the Boxing Scotland technical coach and a pool of Elite Boxing Group Coaches over and above the regional co-ordinators & coaches.

As per the objective of the streamlined Performance Pathway, resulting in the creation of the Elite Boxing Group, this group will be “ring-fenced” to ensure the robust delivery of the top-down approach methodology. Whilst the Performance Pathway will follow a regional based programme, as previously illustrated, the Elite Boxing Group will follow a centralised model as highlighted below:

Via the organic growth of the new elite boxing programme detailed within this plan, the centralised model and top down approach will be delivered much more effectively with a higher calibre of boxer engaged in the programme. The Elite Boxing Group staff will be educated and mentored to ensure an environment is provided that allows boxers to grow continuously, with every training session and every competition.

In a sport where athletes have to adapt and make split decisions within seconds, influenced both internally and externally by their opponent, the boxer centric philosophy will help nurture “independent” athletes, who are able to critique their own performance, make decisions and correct their mistakes without relying on the Coach to do it for them, or the 1-minute interval.

Whilst the rationale behind this document and the Elite Boxing Group is a continuation of the previous performance plan, namely a centralised programme and top down approach, a new series of initiatives will be introduced to both strengthen our performance pathway and strive towards the creation of a performance and excellence culture:

Following the top-down approach philosophy, our coaches will lead by example in creating a performance & excellence culture, not only preparing and developing our boxers for international competition but for the individual, environmental and psychological factors that go hand in hand with high performance sport – our coaching staff will:

Following a boxer centric philosophy, all coaches within the elite boxing programme will receive continuous development and education, via both the Boxing Scotland and AIBA education programmes, so concurrently to our boxers being developed, an essential a pathway is created for our coaches.

• 2019 – 20• 2020 – 21• 2021 – 22

= Minimum of 10 boxers; = Minimum of 12 boxers; = 12 + boxers.

Elite boxing programme members to attend a minimum of 4 Critical Mass Training Camps with Olympic level Nations every 12-month period:

• 2019 – 20• 2020 – 21• 2021 – 22

= 40% Graded 7 or above; = 50% Graded 7 or above; = 50% Graded 7 or above.

Elite boxing programme boxers to produce the following medal return from multi-nation tournaments attended: • 2019 – 20 = 40%;• 2020 – 21 = 50%; • 2021 – 22 = 60%;• 2022 – 23 = >60%.
