Overview
bull On December 19 2011 a one year hiatus and review of the Citizen Awards Program was approved with the formation of a Review Committee (C2011-049) The resolution included reporting back to Committee of Council in the following year
bull A Review Committee was formed to review the ceremony format award categories and criteria and Selection Committee composition
bull Municipal benchmarking and customer satisfaction surveys were facilitated bull The Review Committees program analysis recommendations and next steps
are outlined in this report
Recommendations
1) That the report from Jennie DeMedicis Events Supervisor Arts ampCulture Division Community Services dated October 17 2012 to the Committee of Council Meeting of November21 2012 re Citizens Awards Program Renewal Plan (File R51) be received
2) That staff be directed to implement the Review Committees recommendations as outlined in this report
3) That staff be directed to include the 2011 Citizen Award recipients in the 2012 Citizens Awards program
4) That council endorses the next steps as outlined in this report

Background
Since 1974the City of Brampton Citizens Awards Program has recognized over 10000 outstanding citizens in the areas of sports arts humanitarian inspirational and long term volunteerism in the community The Sports Achievement Award and the Arts Acclaim Award promote Brampton residents whose achievements have been recognized at the Provincial National or International level The Long Term Service Award merits dedicated volunteers whose efforts have made a significant impact towards the development and advancement of recreational sports the arts and community social services for ten or more years The HumanitarianInspirational Award distinguishes individuals or groups who have accomplished an Act of Heroism practiced a humane action or have had an inspirational influence on others The event has evolved into three nights of ceremonies recognizing approximately 500 - 600 recipients per year
On December 7 2010 Council passed a resolution that the Citizen Awards Committee be referred to the Committee of Council for further consideration and a report back to Council The discussion included the need to review the committee structure and
refresh the Citizens Awards Program
One year later on December 19 2011 a one year hiatus and review of the Citizen Awards Program was approved with the formation of a Review Committee (C2011-049) The resolution included reporting back to Committee of Council in the following year
Current Situation
Program Analysis
A Review Committee was established and comprised of members from the Brampton Sport Alliance (BSA) Brampton Arts Council (BAC) Volunteer Mississauga Brampton Caledon (Volunteer MBC) Peel Regional Police Brampton Fire amp Emergency Services City Council and City staff The Review Committee met on three occassions September 17th September 26th and October 5th 2012 The Review Committee assessed the current Citizens Awards Program the award categories and criteria ceremony format and Selection Committee composition

An awards program benchmarking survey was completed by 11 municipalities in the Greater Toronto Area The analysis results indicate that Brampton has a well established and diverse awards program that reaches a great volume ofcitizens in our municipality (Appendix A)
Customer satisfaction surveys were collected from 2008 to 2010 Citizens Awards nominators and recipients The survey responses emphasize that residents of the City of Brampton are very proud to nominate others or be recognized at the annual Citizens Awards Program (Appendix B)
Review Committee Recommendations
The Review Committee recommends that revisions be made to three programming areas the Sports Achievement ceremony Long Term Service ceremony and 2011 Citizens Awards recipients recognition
The current Sports Achievement ceremony is a formal awards ceremony in a banquet hall The recommended Sports Achievement ceremony revisions were made to promote an athletic atmosphere and recognition program The revisions include
bull Move the annual date for the ceremony from February to April Approval was obtained from the Brampton Sport Alliance (BSA) prior to proceeding with this recommendation
bull Combine the 2 day ceremony into a 1 day ceremony
bull Hold the ceremony at a sports facility that can accommodate the collective attendees such as the Powerade Center
bull Program a pre-ceremony reception where recipients will first receive their awards and then take a professional picture with their nominator Members of Council and Selection Committee members
bull The program should commence with the introduction of Members of Council and members of the Citizens Awards Selection Committee
bull Recipients should participate in a ceremonial parade as their name is called and their achievement is showcased
bull The ceremony should close with a post-ceremony reception that will include live entertainment and light catering

The current Long Term Service ceremony (Arts Acclaim Humanitarian Inspirational Long Term Volunteer Service 10 and Long Term Volunteer Service 25) has base elements ofan elegant and formal awards ceremony The recommended Long Term Service ceremony revisions supportan increase in the entertainment value and prestige of the event The revisions include
bull The annual date in May and the ceremony location presented at the Rose Theatre should remain the same as in previous years
bull A new theme should be developed on a yearly basis and will encompass all aspects of the event
bull The theme should come to life through a combination of lighting fabric set designs and projections
bull The presenters seating on stage should be incorporated into the set design
bull The band should be placed in a sectional pit fill and should take on a more prominent role by also becoming the entertainment for the night
As per the December 19th 2011 Citizens Awards report to Council (C2011-049) advisors reviewed and approved the 2011 Citizens Awards recipients Recipients received a City of Brampton congratulatory letter and souvenir gift In addition all recipients names were posted on the City of Brampton website The Review Committees recommendations for the previous 2011 Citizens Awards recipients include
bull To provide an official awards ceremony for the 2011 Citizen Awards recipients
bull To add the 2011 award presentations to the 2012 Citizens Awards program
bull To request a one-time increase in funding for the addition of the 2011 recipients to the 2012 Citizens Awards ceremony
Next Steps
The Review Committee recommends the execution of the 2012 Citizens Awards
program with the current nomination criteria and previous Selection Committee composition for the 2012 Citizen Awards program
The Review Committee will use 2013 to evaluate the award categories nomination criteria and Selection Committee Composition and report back to Committee of Council with their final recommendations in June 2013

Base funding for the Citizens Awards Program Renewal Plan is included as part of Community Services operating budget within the cost centre 0740- Special Events in the amount of $95807
Additional funding is required for the Review Committees recommendation to the previous 2011 Citizens Awards recipients at a one-time cost of $30850 Staff will request the one-time funding as part of the 2013 budget process
Conclusion
The City of Brampton is proud to offer a recognition program for outstanding citizens in the community and is committed to acknowledging the admirable achievements in arts sports long term service volunteers and humanitarians

than one for each event When watching the presentations it takes away from the honour of the award when someone is called up 5 or 6 times
bull Perhaps you may limit the reading of accomplishments of each athlete to one major item for example only state the one accomplishment they were nominated for
Add more increments to the long term volunteer service category

The current Long Term Service ceremony (Arts Acclaim Humanitarian Inspirational Long Term Volunteer Service 10 and Long Term Volunteer Service 25) has base elements ofan elegant and formal awards ceremony The recommended Long Term Service ceremony revisions supportan increase in the entertainment value and prestige of the event The revisions include

Group all accomplishments into one award presentation per person

bull In the sports category sports such as track and field receive too many awards for one person A recipient should get only one award for their total performance rather
than one for each event When watching the presentations it takes away from the honour of the award when someone is called up 5 or 6 times
bull Perhaps you may limit the reading of accomplishments of each athlete to one major item for example only state the one accomplishment they were nominated for
Add more increments to the long term volunteer service category
