    Why Do they Work?

    Child Labor in Brazil was started by extreme poverty. When the

    adult members in the household do not generate sufficient in-

    come, children are usually expected to work. Kids will go and

    start having jobs at around 7 years old and earn half of whattheyre supposed to. So the lower the income of the community,

    the more children is used to work. Child labor existed way before

    this generation, it was used from decades back. In the poor

    northern areas of Brazil, most of the people who are adults today

    started working before they were eight years old. So, child labor

    was viewed to the people as a habit, not a serious issue. Another

    reason for parents to send children to work relates to the condi-

    tion of Brazilian public schools. In rare populated rural areas, pri-mary schools are located far away from each other, and secon-

    dary schools only exist in bigger cities. Schools in those areas

    are in very bad conditions due to the lack of care given to them.

    So the parents think that spending their money for these schools

    are a waste of time.

    What Jobs Did they have

    The children in Brazil had multiple jobs including clean-

    ing, farming, brick making, and even metal working. Kids

    usually do manual tasks. Only on rare occasions where

    we see kids use machine to do jobs. The jobs that kids

    face during their childhood is proved to be too severe forthem in many ways. Kids cut themselves, get injured or

    even die from doing these jobs. Analysis of preliminary

    2010 census figures compiled by Brazil's government sta-

    tistics agency shows that more than 1 million children be-

    tween the ages of 10 and 14 were working in 2009. Most

    kids live a very lonely life. They dont make friends be-

    cause of their busy schedules and their lack of educa-

    tion. A lot of kids in northern Brazil didnt receive enougheducation to read and write properly.

    A study of the shoe manufacturing industry in the city of Franca, Sao Paulo, was conducted by the

    National Trade Union Congress. Of the 7000 persons working in the subcontracting of shoe parts,

    1,300 were children under the legal age of 14. Shoes are one of the leading exports from Brazil,

    with the industry in Franca contributing significantly to the country's footwear production.

    In 1993, the United States imported $289 million in textiles from Brazil. Several sources have re-

    ported the existence of child labor in the weaving other sewing tasks of the textile and garment in-

    dustries.

    There are additional export industries which have been alleged to use child labor, including the

    wood pulp, handicrafts, electronics, leather, and gold mining industries.

    Bolsa Famlia

    President Lula implemented a policy in order to reduce child labor,

    Bolsa Famlia, it is a financial assistant program for the needy fami-

    lies. This policy, not only give the money to the families, they also

    make sure that the children attend school regularly and receive vac-cinations. They also provide a monthly stipend for children to attend

    school up to three children per family (22 reals); available for the

    families that have the income below the poverty line (less 140 reals

    income per month). Others that are in extreme poverty also receive

    68 reals per month (less than 70 reals income per month).

    In the short term, the aim is to alleviate the problems resulting from

    poverty. In the long term, the goal is to invest in human capital and

    interrupt the vicious cycle of poverty.

    By February 2011, 26% of the Brazilian population were covered by

    this program.

    It is almost impossible tostop child labor becausewhen the government out-law child labor, parentsare more likely to forcetheir children to work in

    less regulated and less visi-ble jobs. Many of themwere forced to work in pri-vate households so that itis harder to detect.We believe that the bestway to stop child labor isto give the kids the besteducation as possible. So,

    in order to make this hap-pen, the Bolsa Famliashould build cleaner andbetter schools for the kidson the northern part ofBrazil.
