This is our sixth edition - and we are pleased to say that we
can finally announce campaign dates, campaign activity - and
how you can join in.
Over the course of September and October we will be
travelling around the country to launch the campaign in every
part of the country. If you are free, please come and join us at
one of these events, it would be great to see you.
We will also be attending all the Party Conferences, at least
in some form. Again, if you are going to a conference or even
if you just live nearby, we could do with your help. Please
come along, even if it is just to say hello.
Once the launches and conferences are out of the way we
will be starting the campaign proper on 1 November. We
have some exciting plans and there will be lots you can do to
help us to regain Britain’s freedom. Watch this space!

as we go to press, the government has been
defeated in the House of Commons over its
new suggestions for how the purdah period
should be operated in the run up to the Eu
Referendum. it may be too early to celebrate
the fact that parliament has forced the
government to do the correct thing. The Bill
still has to go through the House of Lords -
an august body packed with Europhiles such
as Lord Heseltine, Lord mandelson and
Lord Kinnock.
The old rules were perfectly clear. The
government could not spend taxpayers’ money
campaigning during the final six weeks before
a vote, be it a general election or a referendum.
Government ministers were free to speak out as
they wished, but they could not use
government-funded spin doctors to help them,
nor use government premises nor use
government cash to pay for adverts in
newspapers or on television.
When the referendum Bill was in the House
of Commons before the summer break, the
government tried to scrap these rules entirely
claiming that they would stop ministers going
to Eu summits and hinder civil servants
communicating with their Eu counterparts.
Those of us on our side of the debate feared
- rightly in my opinion - that scrapping purdah
would allow the government to use the vast
millions of government cash to fund a huge
propaganda drive to try to persuade the British
people the vote to stay in the Eu.
Thanks to a spirited defence by key
Eurosceptic MPs, the government withdrew that
plan and promised to come back with new
amendments that would address these fears,
while still allowing ministers to go to summits
and so forth.
When the new amendments were published
we could see that almost nothing has changed.
There were several amendments to the Bill, but
the two relevant to purdah are No.1 and No.23.
Amendment No.1 authorised the Secretary of
State to write regulations relating to purdah at
some future undefined date. Crucially, the
wording leaves open the possibility that the
“regulations” might mean abolishing purdah
altogether - which is what the government
wanted in the first place.
Amendment No.32 narrowed the original
scope of purdah from “any of the issues at hand”
to only those “directly addressing the question”.
This would open the way for the government to
splurge vast sums on propaganda about, say,
how wonderful trade with the Eu is, then argue
that this is not “directly addressing the
question”.
Cameron is playing fast and loose with an
essential and ancient part of the British
(unwritten) constitution. The specific rules date
only to Tony Blair’s rules of 2000, but these
brought together a wide range of regulations and
guidance that dated back to the 19th Century.
The actions of the government have been a
disgrace and, potentially, call into question the
legitimacy of the referendum itself. Now we
wait to see what the House of Lords tries.

When george osborne said recently
that all the uK needed from the Eu was
a simple trading arrangement he was
clearly playing politics.
Firstly, being the uK's chief "negotiator" in
dealing with the Eu authorities and political
leaders of member states, he was trying to send
a message about what he was looking for.
Whether or not it was sincere depends on your
existing viewpoint. Secondly he was sending
out a message to his domestic audience, seeking
to insist he longs for the days of a more
independent Britain when the Common Market
was meant to be only about trade. It is a time
that has never truly existed, for the Eu has
always been on a journey of convergence, but
Osborne reckons that is what eurosceptics want
to hear, and he is prepared to say it.
If he really wanted a simple trading
relationship then it is easy enough to obtain, he
simply needs to demand the uK's position be
like the Guernsey, Jersey and the Isle of Man,
but does he have the guile or the guts?
The Bailiwick of Guernsey, the Bailiwick of
Jersey and the Isle of Man are self- governing
English-speaking dependencies of the Crown.
They are not, and never have been, colonies of
the uK. None sends MPs to the Westminster
Parliament. Each has its own directly-elected
legislative assembly, administrative, fiscal and
legal system and its own courts of law.
Notwithstanding, the islands’ citizens are British
citizens.
The Queen is Head of State of each island.
Guernsey and Jersey have been possessions of
the English crown since at least 1204, and the
Isle of Man since 1346 The “Channel Islands”
are a geographical, not a constitutional term: the
Bailiwick of Guernsey and the Bailiwick of
Jersey are separate self-governing
dependencies. Currently, the combined
population of Guernsey, Jersey (including their

smaller dependencies) and the Isle of Man is
253,000 – Jersey being the most populous with
around 93,000 citizens.
Guernsey, Jersey and the
Isle of Man use sterling as
their currency, each minting
its own coins and notes. Each
issues its own passports, in the
same format as British
passports. Each has its own
stamps. Each sets its own laws
and taxes. None applies VAT,
a requirement of Eu
membership. The Channel
Islands’ per capita GdP is
36% higher than that of the
uK; the Isle of Man’s per
capita GdP is 64% higher than
that of the uK.
Guernsey, Jersey (with their
smaller dependent islands) and the Isle of Man
are part of the “Common Travel Area” –
alongside the uK and Ireland. The CTA, which
pre-dates uK accession to the then EEC, is an
“unbinding agreement... not intended to create
legally-binding obligations, nor to create or
confer any right, privilege or benefit to any
party, private or public”. The CTA is not part of
the Eu’s “Schengen Area”, from which both
Ireland and the uK secured opt-outs in the Eu’s
Amsterdam Treaty.
Most relevantly, Guernsey, Jersey and the Isle
of Man are not part of the united Kingdom and
therefore are not members of the European
union and are not represented in the European
Parliament. Their relationship with the Eu is
defined under Article 355(5)(c) of the Treaty on
the Functioning of the European union (former
Article 299 of the EC Treaty) and Protocol No.
3 of the Act of Accession, annexed to the Treaty
of Accession 1972, by which the united
Kingdom became a member of the European
Economic Community.
Importantly for George Osborne, Guernsey,
Jersey and the Isle of Man are in the Eu’s
“Single Market” for goods.

applies to trade in goods
(including agricultural
produce) between those
islands and European union
member-states (including the
uK). In respect of trade in
goods, the islands are
therefore part of the customs
territory of the Eu. Those
Jersey potatoes on the Tesco
shelves carry no tariffs. The
uK Ministry of Justice is
responsible for managing the
constitutional relationship
between the Crown and the
islands, while the Channel
Islands (but not the Isle of Man) have a joint
office in Brussels.
The islands are not subject to the other three
Eu Single Market requirements: “free
movement of persons”, “free movement of
services” and “free movement of capital”. The
islands are outside the Eu’s Common
Agricultural Policy and thus receive no farming
subsidies from “Brussels”. Neither do they
receive “structural funds” from the Eu.
So there we have it - an off-the-shelve trading
relationship for George Osborne. All he needs
to do is reach out for it – did he mean what he
said or was he just playing politics?

pro-Europeans would have us believe that
outside the Eu Britain would shrink to this
tiny island, losing influence on the global
stage and isolating itself. in terms of foreign
power, super powers like the us would cease
to listen to us, Britain would lose its voice.
However, this is far from the truth.
Britain has a unique relationship with other
member states and has a great deal of soft
power.
unlike many member states in the Eu we
have historical connections, a special
relationship with the uS, we also have the
Common Wealth and it is unlikely that Europe
would turn around and break all relations with
us. Outside of the Eu’s Common Foreign and
Security Policy (CFSP) Britain is much stronger
that many would have you believe.
The Eu’s Common Foreign and Security
Policy is often criticised for its lack of long-term
strategy and its incoherence. The Eu is acting
in its own self interest and has a habit of getting
involved in high-profile situation in the short
term simply to boost its own image. The Eu’s
CFSP is fragmented as member states attempt
to act in their own interests, resulting in a
contradiction of policy and so becoming
incoherent and simply a waste of money.
As CFSP is fragmented and incoherent it
clearly demonstrates how outside of the Eu
Britain is still a major player. An example of this
is Mali and Libya, in which the uK and France
worked together outside the Eu framework.
This clearly demonstrates that outside of the Eu
Britain is still a strong player, but it also shows
how wasteful and useless the Eu’s CFSP is.
Having to coordinate 28 members states to
work collectively or even reach a simple
decision is a difficult task. It often proves
impossible with the result that no action is taken
at all, or members work together outside of the
Eu. Why would leaving the Eu be any
different? Only we would no longer be working
under a policy that does not work anyway. We
wouldn’t be investing in a European
battleground that to this day has never seen
action. What we would be able to do is act in
Britain’s interest, building on strategic
partnerships and see further investment and
cooperation with NATO. Of course Britain
cannot always go it alone, we need to have these
relationships. NATO is already up and running,
and is far superior to the Eu’s European
External Action Service. It has the resources, the
organization and ability to act far quicker. It is
more capable of acting than the Eu. All the Eu
is doing is running the risk of duplicating
NATO. Outside of the Eu we would still be a
major player, we would still have strategic and
arguably stronger relations and we would still
be working with organizations such as NATO.

in 2014 the Eu spent €664 million (£536m)
directly on publicity for itself spending. more
widely, the Eu committed up to €3.9 billion
(£3.1bn) to budgets that contained provisions
for Eu promotional spending and “corporate
communication of the political priorities of
the union”.
This is a substantial rise from the €2.4
billion (£1.9bn) that was available to the
Eu for self-promotion in 2008 when the
last independent assessment of the scale
of the Eu’s ‘propaganda’ spending was
made. Eu material often does not provide
“neutral factual information” and is
designed to “communicate the political
priorities of the union“, thus falling into
the category of ‘political propaganda’.
Worryingly, the Eu is directly funding
groups that have publicly criticised uK
policy decisions, while large grants have
been handed to organizations that are
committed to promoting “ever closer
union” – a key issue in Britain’s Eu
renegotiation.
The Eu appears to be specifically
targeting pro-Eu material at children.
Money assigned to communications in Eu
budgets is for much more than just ‘public
information’, and instead presents a highly
biased account of both the Eu and its
political objectives in an effort to
“improve public perceptions of the union”.
The uK’s share of the Eu budget means
Britain would have been responsible for €443
million (£357m) of this fund. There were 90
commitments in the Eu’s 2014 budget to
activities that contain provisions for Eu
promotional spending or the promotion of the
Eu’s political policies.
The European Commission has admitted in
its communication strategy that it believes that
“neutral factual information is needed of course,
but it is not enough on its own”. Eu
promotional budgets provided for “Enhancing
public awareness of the Common Agricultural
Policy” (€11,000,000), “Fostering European
Citizenship”(€24,800,000) and a “House of
European History” (€9,650,000)

not long ago, universities uK launched a
highly political campaign, calling for
Britain to remain in the Eu at all costs,
even before the terms of membership the
uK will be voting on in an Eu referendum

A number of claims by the group do not
stand up to scrutiny. Furthermore, the amount
of Eu funding for universities is dwarfed by
the amount we pay into the Eu, and is not
contingent on membership:
Claim: uK universities accessed over £870
million in research funding in 2013 alone.

Norway and Turkey. The uK does not need to
be an Eu member to be in Horizon 2020.
Claim: The Erasmus programme 207,546
students and 21,133 staff from the uK have
benefited from it.

membership. The programme covers 32
countries – the Eu, the EEA, Turkey, and even
Macedonia. Nearly every country in the world
has opted in to some elements of the
Erasmus+ package.
Claim: The uK’s research base has been
strengthened by over 6,000 individual
researchers coming to uK universities by the
Eu’s Marie Curie scheme.

in Eu at all costs
Conservatives for Britain has launched its
new website, allowing Conservative party
councillors, members and supporters to sign
up as supporters of the campaign and help
secure the best deal for Britain in the Eu
renegotiation.
Conservatives for Britain will act to ensure
that the voice of Conservative voters is heard in
the renegotiation and that the Government’s
agenda for the renegotiation is successfully
delivered.
Having already attracted the support of over
100 Conservative MPs, as well as a significant
number of Peers and half of Conservative
MEPs, Conservatives for Britain is a strong
position to add significant weight to the Prime
Minister’s efforts to secure “fundamental
change” in Britain’s relationship with the Eu.
However, should Eu elites refuse to
acknowledge the strong appetite among
business leaders and the public for substantive
reform, they would be prepared to back a ‘No’
campaign in the forthcoming referendum.
Business for Britain is already in discussions
with Conservatives for Britain, as well as
representatives of Labour for Britain, to discuss
how such a ‘No’ campaign may be formed,
encompassing the principles recently set out in
our ‘Change, or go’ publication.
The Eu renegotiation offers a unique
opportunity to deliver the change we need and
forge the kind of relationship between Britain
and the Eu which the majority of the British
public would endorse: one based on trade and
co-operation, rather than political union. As this
process unfolds, it is important that a large
number of voices are involved in this vital
debate. Conservatives for Britain will form a
key part of this process, and I look forward to
working with its Co-Chairmen, Steve Baker and
david Campbell Bannerman, in the months
ahead to help secure the best possible deal for
Britain.

Whilst we know that politicians are not on
oath to tell the truth, the whole truth and
nothing but the truth, they are not entitled
to misinform people either recklessly or
deliberately. This is particularly true for
those who speak from a position of
apparent experience or authority which
lends weight to their views.
You would expect a lawyer and former Crown
Law Officer to be aware of this responsibility.
Yet dominic Grieve, the former Attorney
General and a practising barrister did not live
up to this standard.
In the run-up to the election, the Guardian
reported him saying that 2 million uK citizens
working in the Eu would become illegal
immigrants overnight if Britain were to leave
the Eu. This is a massive untruth. People who
have acquired rights of residence will still
have those rights even if the Eu treaties. They
are known as “acquired rights”, “executed
rights” or “vested rights”.
They are so firmly established that they have
acquired the status of “customary law” which
means that they stand as a fundamental
principle of international law, not needing a
specific treaty to confirm them. There is even
a parliamentary briefing note about it, so Mr.
Grieve has no excuse.
On 26 May I was surprised to see a report on
rT (russia Today) giving credence to this
scare in a report about worried British
expatriates living in France. Now rT is
generally a far more sceptical reporter of Eu
affairs than the BBC but they seemed to have
swallowed the British government story hook,
line and sinker. There were some very
distressed people with established businesses,
fearful that they would be forced to leave and
preparing to put their homes on the market.
We can expect much more of this style of
panic mongering from the British government
as the date for the British Eu referendum
approaches and it was surprising that rT had
unwittingly stoked up unnecessary distress for

Eu propaganda barrage does not absolve
teachers of legal duty to provide balanced
coverage of political issues
recent exposure of the huge budget the Eu
has to spend on promoting itself, some £536
million, a significant proportion of which is
spent on propaganda sent to schools, has
provoked the independent Labour Peer, Lord
Stoddart of Swindon, to remind the teaching
profession of its legal obligations under
sections 406 & 407 of the 1996 Education Act
which charges schools to provide balance in
the presentation of political issues.
Lord Stoddart said: “The Government is
failing to ensure that schools obey the law and
provide a balanced presentation of the issues
on either side of the argument. Even if, as the
European Commission states, the material is
requested by the schools, head teachers and
school governors have a statutory duty to
ensure that political balance is achieved in the
classroom.”

The Airbus 380 illustrates the temporal &
spatial complexity of global supply chains.

Constructing a properly-functioning Global
Supply Chain requires sustained effort and
substantial resources deployed over years,
even decades: management, equipment,
services, logistics, real estate, finance, systems
etc etc.
The Airbus 380 double-decker four-engined
airliner is an illustration of such a Global
Supply Chain.
Work on designing what was to become the
A380 began in 1994, whenAirbus decided to
develop the aircraft now known as the A380.
The design was finalised in 2001 and
manufacturing began in 2002.
Major structural sections of the A380 are built
in France, Germany, Spain & the uK. due to
the sections’ large size, they are mainly
brought to the final assembly hall in Toulouse
by a specialised surface transportation system
known collectively as the Itineraire à Grand
Gabarit – “Wide-Load route”. This involved
designing and building a fleet of roll-on roll-
off (“ro-ro”) ocean- and river-going ships
and barges, the creation and re-building of
roads and bridges to accommodate oversized
road convoys.
