President Manuel A. Roxas (July 4, 1946-April 15, 1948) Description: The First President of the third Republic (inaugurated on July 4, 1946) He made vital changes in the government, and then found ways to solve problems of the new Republic. His service ended because he died of heart attack (April 15, 1948) Programs: The US approved the Phil. Rehabilitation Act, which provided 400 million dollars as payment for damages in the Phils. during the war, 100 million dollars to transfer American military armaments and 150 million dollars for repairing destroyed facilities during the war. The US approved the Philippine Bell Trade Act of 1946. (This provided 8 years of free trade between the US and the Philippines (1946-1954). It imposed taxes on both countries (5% added every year) and a quota on some Phil. goods and no quota on American goods.) The Bell Trade Act gave a way to the Parity Rights Agreement, which stated that both Fils. and Americans can use natural resources for profit. The Americans managed the Phil. public service in exchange for the money given by the Americans Roxas also encouraged the Filipinos to help themselves and implement Kabayanihan in rebuilding the community. Republic Act No. 34 gave a 70-30% share of harvest between tenants and landowners. The Philippine National Bank lent money to the farmers. Filipinos with small and medium scale businesses were given capital by the Rehabilitation Finance Corp. To pardon some of the HUK, Pres. Roxas declared amnesty for those who killed for freedom only. (Those who killed for reasons were not pardoned). Roxas adopted foreign policy. Treaty of General Relations was signed. US would surrender its ownership, administration and sovereignty in the Phil. except Military bases for protection. Philippines became 1 of the original members of the United Nations (UN). Problems Encountered: The free trade was not advantageous due to the damaged industries during the war. The dollar reserve of the country lessened. The Filipinos couldnt export large quantities because of the limit of goods. The HUK became stronger after the war. They became a problem to the Government. Peace and order was threatened. The Guerillas became abusive. Murder, abuse, kidnap and rape were reopened in the court. Some Pictures about President Manuel Roxas:

(April 17, 1948-December 30, 1953) Description: Took oath of office as President 2 days after Roxass death. Tried to solve problems that werent solved during President Roxass service and worked hard to bring back peace and order. Quickly attended to the countrys peace and trust. Retired from office after losing to Ramon Magsaysay. Programs: He worked out a peace agreement with the HUK and declared amnesty to all members of HUK. He appointed Ramon Magsaysay as Secretary of National Defenseto help him regain the trust of HUK.

With the help of the American government, the Quirino-Foster Agreement was signed to implement the Bell Mission suggestions and it started the Economic Rehabilitation of the government.The suggestions were:1. Improvement of the Financial System. The central bank of the Philippines and the Agricultural Credit Cooperative Financing Administration (ACCFA) were established. Rural banks were established in remote towns and barrios in order to grant loans to farmers.2. Modernization in Farming. Farmers harvest increased because of modern irrigation and construction of roads and bridges.3. Opening of other Industries.4. Imposition off additional taxes on imported products. 5. Improvement of Education, Health and System of local government.6. Lending of 250 million dollars for the 5-year development program in the Philippines.

For the restoration of confidence in the government, he conducted weekly reports from Malacanang to inform people about the projects of the government. He also created Presidents Action Committee on Social Amelioration (PACSA). The agency provided assistance to poor Filipinos.The Minimum Wage Law was also created.He signed the Mutual Defense act of 1949; According to this agreement America would help the Philippines in case of foreign invasions. He made diplomatic ties with other countries like Spain, Argentina, Taiwan, Thailand, Pakistan, Indonesia and Korea. He gave emphasis to use Pilipinas as the official name of the country Problems Encountered:HUK Movements. The decrease in farm production. The loss of confidence of Filipinos in the government.
