The structures inspected consisted of concrete and steel bridges, concrete and steel culverts, and timber bridges. Hands-on inspections were performed for vehicular bridges over waterways, roadways, and railroad tracks. Snoopers, bucket trucks, ladders, boats, bucket boats, hi-rail vehicles, and rigging were utilized to gain access to the structures. SWA personnel coordinated with vendors to obtain all necessary traffic permits, railroad safety training, and access equipment. Stream soundings were taken for bridges over waterways and compared to the base year data to track changes to the stream bed. Written inspection reports were prepared for each structure which included identification photographs, summary of findings, photographs for notable defects, review of load ratings (if available), repair recommendations, Structural Inventory and Appraisal (SI&A) forms, PONTIS forms, and sounding data (if applicable). The majority of the reports were completed using InspectTech. Three of the 179 bridges noted above were inspections of bridges with fracture critical members of Amtrak Railroad property. These structures included a steel box girder, steel through girders, and a steel pier. SWA performed confined space inspections for the steel box girder and steel pier. Sabra, Wang & Assocaites, Inc. (SWA) was responsible for the inspection of 179 bridges throughout Maryland. These inspections included bridges in Montgomery County, Caroline County, Alleghany County, Baltimore County, Garrett County, Washington County, Harford County, and Baltimore City. The structures inspected consisted of concrete and steel bridges, concrete and steel culverts, and timber bridges. Hands-on inspections were performed for vehicular bridges over waterways, roadways, and railroad tracks. Snoopers, bucket trucks, ladders, boats, bucket boats, hi-rail vehicles, and rigging were utilized to gain access to the structures. SWA personnel coordinated with vendors to obtain all necessary traffic permits, railroad safety training, and access equipment. Stream soundings were taken for bridges over waterways and compared to the base year data to track changes to the stream bed. Sabra, Wang & Associates, Inc. (SWA) designed the replacement retaining wall with a minimum depth of toe wall to resist scour. Channel slope protection was designed to match the proposed stream restoration project. SWA performed a site visit to obtain pertinent dimensions. SWA prepared a general plan and elevation sheet showing the location of the existing and proposed retaining wall to match the new channel geometry, with bottom of foundation and top of wall elevations, wall dimensions and materials.

During the design, SWA coordinated impacts to the land disturbance, stream alignment, tree preservation, and re-vegetation with our stream restoration design partners before the final drawings were submitted.

SWA provided a General Plan and Elevation Drawing, Specifications and Cost Estimate for removal of the existing retaining wall and construction of the new retaining wall.

Design Highlights:

- Wall design incorporated necessary provisions to allow for surface drainage from adjacent sheet flow and not create ponding.

- Wall design is sufficient to withstand any anticipated shear stress and hydrostatic pressure

- Wall does not obstruct the downstream culvert opening

- Wall was designed to be structurally stable,

as to not inhibit natural functionality or conveyance capacity of the adjacent stream channel as determined by others.

- Wall design considered construction sequencing associated with the stream restoration by others

- Wall design does not inhibit the placement

of the footers associated with the nearby sill

- Wall was designed with Form Liner surface with a pattern approved by City.

- Wall design also included removal of existing

deteriorated chain link fence and replacing with a new VDOT standard chain link fence.

Sabra, Wang & Associates, Inc. (SWA) was responsible for inspecting the replacement of the deteriorated stringers and lateral bracing per our firm’s recent bridge inspection and evaluations. The two (eastbound and westbound) 200-foot bascule bridges consisted of four leaves, each complete with wind bracing, sway framing, center-locking machinery, and finger joints. All leaves were rehabilitated with new open grid decks, traffic barriers, and purlins, while floor beams, stringers, wind bracing, and sway framing were only replaced as necessary.

SWA also provided field construction inspection services twice a week for twelve months to ensure ASTM and AASHTO standards were in compliance. A two-member crew inspected structural placement of the aforementioned bridge components, in addition to coatings, design, and installation inspections.

SWA prepared painting plans, details and notes for all new and existing steel members as well as conducted shop drawing reviews. SWA also provided on-site office engineering support to the Office of Construction and Inspection.

This includes inspetion of milling of existing asphault to prepare HMA fabric, shoulder backfilling using stone and/or topsoil, placement as well as removal of temporary pavement tape. Also included are the inspection of sketching, layout and placement of permanet line makrings with placement of raised pavement partkers (RPMs), and placement of signal loop detectors.

Sabra, Wang & Associates (SWA) has served SHA TOD for the past six years on four contracts and has provided four field inspectors and two office engineer’s to SHA’s Traffic Operations Division (TOD). SWA also has provided supplemental engineering services and construction inspection to several SHA Districts and providing supplemental construction inspection services for MD SHA’s Traffic Operations for the installation of Traffic Signals, Signing, Lighting and minor geometric projects such as curbs, gutters, islands, medians and roadways.

Currently, SWA is providing to TOD a total of four TET III and IV inspectors, and two TET II and III office support staff to administer inspection services for various districts in the state. SWA support under these contracts has been an on-going activity for the past four years.

Sabra, Wang & Associates, Inc. (SWA) has been responsible for providing 4 inspectors for the past seven years in various MD SHA Districts throughout Maryland and providing supplemental construction inspection services for the installation of Traffic Signals, Signing, Lighting and minor geometric projects such as curbs, gutters, islands, medians and roadways.

Supplemental inspection services were divided between seven districts statewide that covered the following counties: Dorchester, Somerset, Wicomico, Caroline, Cecil, Kent, Queen Anne’s, Tabot, Montgomery, Prince George’s, Harford, Howard, Frederick, Calvert, Charles, St. Mary’s, Allegany, Garrett, Washington, Carroll and Baltimore County.

SWA also provided on-site office engineering to the office of Traffic and Safety Inspection Section. Responsibilities of the two office engineers are to maintain MD SHA Project Manager (project tracking program) with current data, tracking construction costs of projects, reviewing invoices, closing out construction projects, preparing correspondence and reviewing new projects to ensure cost estimates and plans are in compliance.

(SWA) has been responsible for providing 2 inspectors for the past seven years in various MD SHA Districts throughout Maryland and providing supplemental construction inspection services for SHA’s Traffic Operations for the installation of Traffic Signals, Signing, Lighting and minor geometric projects such as curbs, gutters, islands, medians and roadways.

Traffic Construction Inspection services include:

• Concrete foundation • Steel structures such as mast arms

and spans • Traffic signal components including

handboxes, lighting systems including wiring, CCTV cameras, opticom, detection cameras, red light cameras and ITS devices, invasive and noninvasive probe detectors for speed, weigh-in-motion and other sensors
