BRIEFING REPORT ON THE MINISTER’S OUTREACH
PROGRAMME : KATLEHONG

This report presents an analysis of the Social Development services delivered in Katlehong based on the information that was collected from the sections of Gauteng Social Development, SASSA, NDA and community dialogues conducted on the 2nd and 3rd December 2014.
Introduction
To brief the Minister on the following:

Purpose of the presentation:-
Background:-
The name Katlehong means “place of success”. It is a township located 35 kilometres east of Johannesburg and south of Germiston. Its an area that occupies 55.36 km2 of space and it is fused within two other townships Thokoza and Vosloorus next to the N3 highway in the Ekurhuleni Metropolitan Municipality Gauteng Province.
Historically, it was established in 1945 and became a location for migrant workers working in the mines of Johannesburg Reef. Today, it has become a high density area which consists of 11 municipal wards including 6 informal settlements. Together with Thokoza and Vosloorus [KHATHORUS], it is the second largest township in South Africa following Soweto.
Population:-• Katlehong has a population of 407294 people, residing
in approximately 124841 households.• There are more males [51%] than females [49%].• The largest population groups are Black Africans
[98.44%], Indians or Asians [0.75%], Coloured [0.49%] and whites constitutes the smallest group [0.06%].

The Service Centre functions very well , They do not have a proper venue, they could be accommodating more people
Due to the venue problems, not all programmes can be run in the service centre
Municipality to play a major role in assisting with land and facilities

Masego Home Based Care26 Benefiaries funded forTotal =R78 000
The Home Based Care Centre is being funded for the third year, but the funds do not increase according to the request from the NGO and from the regional office. It could otherwise be serving more benefiaries
The two services are inadequate for the population of Elderly people in the community They serve more people than the funding given

The Home based care functions well, it could also serve more benefiaries as the area of Katlehong is huge, and the two Home Based Care services do not meet the needs of the whole community

Overall Challenges on Older Persons:-There is little intervention for abuse cases as there is only one Social Work service in Katlehong; and works from a strategic level. There are also cases against persons who rob the Older Persons of their houses and their grants are never given attention by the Police. Long ques at Clinics; grant application offices and there is no specified area where they are treated as elderly and disabled persons

-The Stimulation Center is funded by the Health Department, and it is also the responsibility of the Department of Health -The Social Worker works as both a worker and a manager for the Centre.-Wits mental health is unable to carry another post for a Social Worker, due to lack of funds
-There is no Protective Workshop for the Mentally handicapped in Katlehong
-There should be synergy between the polices of the Department of Health and Social Development-The community should be motivated to initiate such a service, especially the parents of the children with mental handicap not forthcoming in initiating this project

Ubuntu Workshop for the Blind 36 X Beneficiaries = R129 6001 x Centre Manager = R60 000Total = R189,600
There is a challenge for a better venue. The place that the workshop is functioning from is an old hostel; it is completely conducive to serving people with a disability.
Protective workshop functions in Silos
- The protective workshop runs a small economic project which contributes to its sustainability- There is a need to assist to grow this initiative into a business

Not all people with a Disability attend the workshop
The three workshops for the people with a disability do not function in collaboration with each other. Even in caring for the disabled person they still serve a specialized group.eg. whist there is no protective workshop for the mentally handicapped, the Ubuntu workshop still specializes in caring for the blind disabled person, and Zicabangeleni still caters for the physically handicapped
There is a need to market the service.

The subsidy is never enough to keep Social Worker and avoid staff turn over
There is no Women’s shelter in Katlehong, they are using shelters from neighboring townships
The organization raises funds and runs a small skills development project for keeping the women busySills do not generate enough funds for women to be independent

The organization does not have a place to work from. It was housed in the Old Hospital and had to relocate when the hospital was declared not to be functional. The organization has relocated
There are not enough services for abused women in this community
Clients from Katlehong have to now travel to Vosloorus for service delivery

Job creation aspects;The above mentioned Cooperatives are part of the school uniform project contracted by the Department of Social Development. Total number of beneficiaries within these Coops;There are 48 members within the 9 Cooperatives Total target of School Uniforms to be distributed in the area;The total target of school uniforms to be distributed in the area is 1050
Total number of other Coops (Shoe Coops/ Jersey Coops/ Gardening Coops exist in the area);There are 5 other Cooperatives that are within the area of Katlehong but are not funded by Social Development: Mexza CooperativeMohloli CooperativeYouth in Action Cooperative Ramodika CooperativeKetsepile Neo Cooperative What is the success rate in relation to job markets; Through the school uniform project the cooperatives got exposure and they are now part of other project in the community
What are the faced challenges on the Coops;Cooperatives lack skills sewing Skills and Financial management skills, Conflicts amongst cooperative that affects growth within the cooperative Cooperative governance issues, they don’t have relevant documents What are the mitigation plans thereof?Sewing Skills- FUMU will provide training Documentation -Financial Management – Kagisano have already startedCooperative governance – SACONO has already Planned intervention measures for the next three months. Interventions for the challenges outlined above are in progress

People with disabilities Unemployment; Poverty; Poor Health Care; Neglect and Abuse; Funding is very little for persons with disabilities as compared to other services. Policies for this sector needs to be finalized
Older Persons Poverty; There is little intervention for abuse cases as there is only one Social Work service in Katlehong; and works from a strategic level. There are also cases against persons who rob the Older Persons of their houses and their grants are never given attention by the Police.
