With the emergence of WTO and its
conditionalities, industries have to
modernize its technology, adopt marketing
concepts and management practices to
improve the quality of its products to remain
efficient and competitive. The Council
promotes activities on such awareness
issues through entrepreneurship
development training programmes.
Council aims to give impetus to emerging
areas like nanotechnology, genetic
engineering, high tech aquaculture,
sericulture etc and will assist new venture by
gaining funds through financial institutions
and intermediary agencies.
The council facilitates cooperation amongst
national R&D institutions and have laid
policy framework to encourage small
enterprise to take up technology
upgradation and transfer of technology.

The council in its continuing endeavor to help
state grow into economically
viable zone helps to commercialize the
deliverables like tangible goods and
technologies and services offered by various
organization in Uttarakhand.
The scheme heralds development of improved
technologies based on locally available natural
resources and improvement of post harvesting
techniques for commercial requirements. The
scheme is initiated in all the thirteen districts
and will be subsequently extended to block
level. These TRCs blends modern science with
traditional experience and knowledge.
Intellectual Property (IP) is an asset and day by
day becoming a competitive weapon in
knowledge economy. In such a setting, for
increasing IP and to strengthen IPR within the
state, two centres were established.
For supporting innovators and researchers of
the state in protecting their discoveries by
means of patent rights, PIC facility has been
established. The main objectives are to create
awareness and understanding about the IPR's
especially patents in the state of Uttarakhand
and toenable patent searches for the
universities, industry, government departments
and R&D institutions in the state.
The MSME sector is an important constituent
of the state economy, contributing significantly
to its development. This sector also plays a
vital role in nurturing entrepreneurial talent as
well as spreading wealth at grassroots levels.
Recognizing the embedded talent in the
masses, this center has been created to
facilitate the MSME in registering their
innovations, thence increasing the pool of the
intellectual property. This would act as a single
window system helping and guiding the
applicant researchers with all the necessary
information for patent filing. The center is
exclusively meant for MSME's.
Technology Outreach Center (TUC) provides
financial grants to individual innovators having
original ideas for converting them into working
models, prototypes etc. Students having
nascent creative ideas are also supported for
translating into working model/prototypes. In
essence the scheme promotes individual
innovators to become technology based
entrepreneurs (Technopreneurs).

Under this programme innovative
management approach that helps in the
efficient utilization of the State’s natural

This programme aims to document and
bio-prospect biodiversity on priority basis.
Various R&D programmes to conserve
rich flora and fauna forming integral part
of Himalayan ecosystem are being
supported.
Conservation of Medicinal and
Aromatic Plants
The programme promotes ex- situ and in-
situ cultivation, survey and inventorisation
of medicinal plants and production of
quality planting material.
The state has distinct geo-morphological attributes and some of its features like high-attitude ecosystem, tarai-agro systems, glaciers, pastures, biodiversity and lakes are unique and needs urgent attention for the conservation and development. The Council aims to support all such R & D programmes which focus on above issues. Following programmes are under taken -

classes like SC/ST, weaker sections,
women and rural people of the

State S&T Congress
The Uttarakhand State Council for
Science & Technology organizes
‘Uttarakhand State Science Congress’
on 10th November every year. This
programme aims at providing a
common platform to the young
Scientists (upto the age of 40 years)
working in different research institutions,
universities and colleges and other
organizations to share their expertise
and experience. However, scientists over
40 years of age are also welcome for
presentation of their research findings.
The research papers (Oral and Poster)
are invited from all disciplines of Science
& Technology as given below:-

scientists are evaluated by the renowned
experts in the field and the best paper
adjudged are given State level award. The
awardees may be considered for sending
them to the national laboratories to pursue
their advance research work and benefit
form national exposure provided they
secure a place in any national laboratory.

July’ each year or as advertised.
The application should contain the name
of the candidate and supervisor, affiliation,
Certificate of Date of Birth (those who are
below 40 years of age). The candidate
must send their abstract / full paper in CD
ROM (MS Word) and tables in Excel.
Advance electronic copy can be sent by
email. TA/DA for young scientist is
provided by the Council, other candidates
can also apply for TA/DA, if such a
provision is not available in their project.
Lodging and boarding is generally
provided by the Council.
Seminar / Symposium /
Conference / Workshops
Under this scheme financial assistance is
provided to organize seminars,
workshops, symposium etc. on topical
issues by various academic and R & D
organizations of the state including NGOs.
The aim is to provide a forume for
interaction and exchange of ideas for
budding researcher’s with distinguished
scientists of national and international
repute. The scheme facilitates national and
international exposure to the researchers
and scientists by granting travel support
to participate in various conferences. The
Council might bear full travel cost to
attend National conference. Partial / Full
(in exceptional cases) funding might be
granted as travel fare to scientists and
researchers of the State to present their
research papers (Posters are excluded
under this scheme) in international
conferences.
Young Scientist Training
ProgrammeThe UCOST encourages exceptionally
good researches or Science Congress
awardees upto the age of 40 years by
extending financial support to pursue their
advance research work in national
laboratories.
Creation of Centre for Excellence
and Summer SchoolsThe Council recognizes existing
Universities and Institutes and contributes
towards providing technical and financial
assistance in order to introduce cutting
edge technologies and upgrade them into
world class infrastructure. This will not
only give significant thrust in boosting R &
D services and other facilities offered by
the Organization but also augment its
stature in national and international arena
to attract funds and talent. Summer
Schools in various subjects are organized
to fulfill Council’s commitment of
Excellence in Science.
S & T Development Study
The scheme acts as a vantage point for
various R & D activities undergoing in the
state and provides critical analysis to
various development activities undergoing
in the area of S & T in Uttarakhand.
Identification of Areas
The Council is driven by vision of
taskforce comprising of administrators,
technocrats and NGO’s who will identify
new areas that will benefit the state
through S&T.
Retired Scientist Promotion Programme
The Council aims to harness the expertise
and experience of retired scientists and
supports projects and ventures initiated by
them in their respective fields.
Innovation Promotion Programme
This scheme taps innovation at grassroots
level for application / invention catering to
local needs and all individuals with
demonstrable talent are promoted.
The council acts as an incubator for technology driven projects and programmes and provide a platform for creative interaction among diverse interest groups.
Science Popularization & Science City
Science Popularization is
another programme initiated
by the Council to inculcate
scientific temper among
citizens of Uttarakhand
specially youths. Following

The council proposes to establish a state-
of-art science city and planetarium in
Uttarakhand which will cater to needs of
the people of state especially school going
children. This will help the children to
understand scientific principles involved
along with complexities of nature without
formal textbooks and classrooms lectures.
In order to catalyze the scientific temper in
the state, leading scientists are invited to
the state for delivering the popular lectures
in general science and cutting edge
technologies.
A library-cum-documentation center
provides scientific references books,
journals, science magazines reports and
latest informations to academicians and
scientists engaged in research.
The Council promotes wider dissemination
of knowledge in S&T and helps publication
of quality manuscripts in national and
international journals, introduction of
regional text books and translation of local
literature related to S&T.
The Council promotes activities like face-
to-face interaction of leading scientist with
common public, exhibition, Vigyan Mela
and use of Audio Visual media for
popularization of Science.
The Council promotes activities like
National Mathematics Olympiad, conduct
workshop cum-training programme on
various events, time-to-time.
Regional workshops and activities are
undertaken to commemorate events
scheduled for the year by international and
national organizations like International
year of Planet Earth and other annually
recurring events like National Science Day
(NSD), Technology Day, Biodiversity Day
etc. Modus operandi of UKSSTC

involve the network of newly created
Vigyan Prasar Kendras (VPKs).

The council hosts and participates in
various events like State Level innovation
Exhibition, National Science Seminar,

The council forges partnership between
Central and State Governments, NGOs,
R & D institutions, academia and industry
and acts as a hub, maximizing
collaboration between various
organizations and promote science in
multidisciplinary mode. As an initiative,
Coordination Cells of the Council have
been established at district level.
The Council facilitates and promotes the
Uttarakhand Science Forum consisting of
think tanks from various research
departments and academia. The core of
the panel initiates, develops and
channelizes various activities of Science
& technology in the state.
The exceptional researchers in Science
and Technology receives state level
awards in form of cash prize and citation.
The awardees can be from any institution
located in Uttarakhand. Similar awards
are also given to school teachers,
students at Secondary level and grass
root innovators in recognition to their
outstanding contribution in S & T. State
level awards are also given in the field of
Science Journalism.
In order to give the benefit of the National
Academy of Science, India (NASI)
programs to the Scientist in the State
Uttarakhand chapter of NASI has been
introduced under the aegis of the UCOST.
Uttarakhand chapter of NASI & the
Council organises various Science
promotion programs in the State. It

to interact with Scientist and
Academicians of Nation and International
