Chairman’s Notes October 2016It is already autumn and both the District and Parish Council are back in full swing after the summer break. We have met with the Leisure Centre Project Manager and they have reconfirmed the overall budget and importantly that the scheme is viable.

As many will know when there is development, there is some funding called S106 paid by the developer to various parties, schools, highways, the local council, the local health authority, etc. The agreement is set up between the planning authority, Harborough District Council (HDC), and the developer. The Parish Council then has to apply for that money to be used in the village. We are using some of the money from the current developments to fund the Project Manager rather than from our reserves.

Additionally we are looking to pull down some S106 money from an earlier development. There have been a number of delays in having that money available but we are told that this has now been resolved between HDC and the developer. We intend to use that money to put towards an all-weather pitch to go alongside the leisure centre. These “Multi-Use Games Areas” are often used for five aside football but we hope other sports will make use of it once it is installed. We are told there is a big demand for these in the area and it will provide a strong income to make the new centre sustainable in the long term.

I was recently asked “How does the Parish Council know what District Councillors are doing for the Parish?” and one of the most important ways is their reports to our monthly Parish Council meetings. Copies of their reports are available with our minutes and available on the website, so you can read what they have been doing on our behalf.

Although it is only the end of September, a date for the diary is the 10th of December for the Christmas Fayre and the 11th for the Annual Santa Fun Run.

The volunteers from Broughton Alive who organise these events are looking for people to help and are starting to get things in place. It is a fair bet that Santa and his reindeer will put in an appearance.

PARISH ROUND-UP Parish Manager Debbie Barber provides a brief overview of Parish Council news and

current issues.

INTERPRETATION BOARD The newly installed Interpretation board at the War Memorial was dedicated during a small service on Saturday 10 September. The service was led by the Rev. Sharon Constable. The board was unveiled by Mrs Sue Quittenton; a relative of one of those named on the board and Mr Robert Wrathall who kindly assisted the Parish Council with its production. The Exhortation was led by Mr David Crick, President of the Royal British Legion whose members were also on parade. COTTAGE REFURBISHMENT The Parish Council have recently undertaken to have the Cottage refurbished. A new kitchenette area has been installed, the walls have been given a fresh coat of paint and new flooring will soon be laid to complete the look. CO-OPTION OF COUNCILLOR At its meeting on 18 August, the Parish Council co-opted Mr Gerry Mallaghan to represent the Astley Ward. At the time of publication, contact details for Councillor Mallaghan are waiting to be confirmed, but as soon as they become available they will be published on the Parish Council’s website and in the next edition of Broughton Matters. DATES FOR YOUR DIARIES Friday 9 December – Annual Christmas Carol Concert hosted by the Parish Council at the Village Hall. Saturday 10 December – Christmas Fayre and light switch on. Sunday 11 December – Santa Fun Run. Also over this weekend, St Mary’s Church will be hosting a Christmas Tree Festival.

LOCAL PLANNING MATTERSThe Parish Council’s Planning and Licensing Committee usually meets once a fortnight to consider its views on planning applications that have been submitted to the planning authority (Harborough District Council).

The Parish Council is formally consulted during the planning application process, but any resident can express their personal views at the touch of a button through a link on the Parish Councils website.

All the applications currently being considered by Harborough District Council are available to view on-line www.broughton-astley.gov.uk/planning-apps/html

Recent planning applications that have been submitted and approved by Harborough District Council are as follows: • 33 Aland Gardens - Erection of a detached garage. • 58 Dunton Road - Erection of a two storey side and single storey rear extension • 29 Old Mill Road - Erection of two storey side and rear extensions; erection of a boundary wall and picket fence; installation of a pedestrian and vehicular access to north boundary and installation of hard standing. • 31 Lea Close - Erection of a single storey rear extension. • Land East of Broughton Way - Erection of a car showroom and garage. • Thomas Estley Community College - Erection of a two storey prefabricated teaching block. • 5 Lichfield Avenue - Erection of a two storey rear extension and single storey side extension. • Colesbarn Farm - Conversion of existing barns to two detached dwellings. • 16 Crowfoot Way - Erection of single storey rear extension. • Field View, Soar Mill Lane - Repositioned and redesigned dormer window and roof light to the rear. • Aldi Stores Limited - Erection of a food retail store (class A1) with associated car parking, servicing and landscaping. • 4 Chestnut Close - Demolition of garage and erection of a two storey side extension. • Land off Crowfoot Way - Erection of 50 dwellings, including a scout hall, land for school use, allotments, public open space, access and landscaping.

CHRISTIAN AID WEEK May 2016A big thank you to all who helped during Christian Aid week in delivering and collecting envelopes for the house to house collection. We are very pleased to say that this year we collected £2,810 in Broughton Astley.

Christian Aid commit a third of their total income to humanitarian work across the world and have reached millions of disaster affected people. So thank you again, on behalf of Christian Aid, for helping to make a difference.

Our Visit to the SommeOn July 15th 1916 my uncle, George Percy Blockley, was one of the many killed and missing on the Somme.

His name, along with over 70,000, is listed on the Thiepval Memorial. Roy and I planned to go out in July with our Somme Wreath but we had to put this back. A decision was made and the ferry and hotel were booked for us to go on August 28th for four nights.

We drove to Thiepval the day after we arrived in France and laid our wreath for Percy, along with crosses for Percy John Follows, Stephen Ford, Frederick Wapples and Thomas Henry Wapples, who were all killed during the 141 days of the battle. We also laid a cross for Douglas Thomas Bailey at that same memorial.

The following day we walked to Arras Cemetery where we laid a cross on the grave of Henry Blockley, who was the only one of the eight we found to have a grave and was cousin to Percy. We also put down a cross for George Edward Barwell.

In all we were able to remember eight of our fallen on the Broughton Astley Memorial, six of which were killed during the 141 days of The Battle of the Somme.

Broughton Matters

The Scout Group continues to provide young people through Beavers, Cubs, Scouts and Explorer Scouts with the opportunity of new adventures and challenges.

2016 has seemingly flown by at a rate of knots, not least due to the Cubs 100 year celebrations which have continued throughout the year. A highlight was the Mallory Park camp in July, attended by a large number of our cubs.

On the subject of camps, the start of August saw the Charnwood International Scout Jamboree with over 4000 cubs and scouts from 20 countries in attendance, including a healthy number from 1st Broughton Astley. Suffice to say a good time was had by all!

Not to be outdone, 2016 is also the 30th anniversary of the Beavers and our youngest section continues to thrive with the leaders organising a number of events to commemorate the milestone.

It wouldn’t be the village carnival without a Scout’s float, so it is with some pride that we were pleased to win first prize this year for best float. A big thanks to all the helpers, Beavers, Cubs and Scouts who worked so hard to create such a good float.

Finally, the scout hut has been undergoing much needed refurbishment over the summer with an internal refit. This has been helped by donations and support from local businesses, including Bakers Waste Services Ltd, Cobley Transport Ltd, Multicell Ltd and Pinnacle Freight Ltd for which the Group is extremely grateful.

We pick up at 9.30am and you will have enough time to shop, have a coffee and a chat, before returning to Broughton around 1.00pm.

If you have difficulty in getting your shopping and don’t use online facilities, the Broughton Bus could be the service for you!

Here are a few comments from some of our parents and students.

“Pride in Broughton Astley” Project In the last issue of Broughton Astley Matters, I asked for a response from members of our community to join me with an exciting new initiative to make our village as attractive and litter free as possible. The project is called “Pride in Broughton Astley“. The aim is to get individual villagers to adopt their own patch to keep their area clean and tidy.

We have noticed that when the village is tidy, less new litter gets dropped. It is as though when there is litter already on the ground, some people think it is ok to drop more. We hope to lead by example and educate the litter droppers wherever possible.

The response to the article has been very encouraging and we already have a core of 10 people who are keen to get started. I have also discussed the idea with the chairman of the parish council and he has given us strong encouragement and indicated that funding could be made available in due course. We will be able to provide litter picking tools, bin bags and also plan to place signs in adopted areas showing that the area is being kept litter free by members of our community.

Looking at the locations of our initial volunteers, I can see that we now need volunteers from the following roads and their side roads:

Blenheim Crescent Byre Crescent Croft Way Devitt Way Peregrine Road Warwick Road

If lots of us commit a small amount of effort, the result can be significant. We would love to hear from any fellow villagers who would like to “adopt” their own patch.

Broughton Astley Gardeners Association

92nd Open Village Show and up-coming

Trading Hut opening times

Broughton Astley Gardeners Association staged their 92nd Open Village Show in the Village Hall on August Bank Holiday Saturday. The event once again proved to be extremely popular with both exhibitors, and the many visitors who attended the Show, viewing over 450 exhibits on the show bench. The few months weather leading up to the day of the show had been mixed to put it mildly, and the horrendous thunder storm during the afternoon continued that trend, although the many who did manage to come along all appeared to enjoy an afternoon visit to a long established village tradition. The Homecrafts (cookery) and Handicraft sections once again amply demonstrated the wide ranging skills of local people, whilst the number of children’s exhibits was significantly up on last years total. This is an encouraging trend and one we would love to see continue. If any parents would like to make suggestions for possible alternative classes in future years, we would certainly be pleased to hear from you, if such suggestions would encourage even more of the younger generation to compete in future years. Amongst the many trophies contested, the major prize winners included the following: Top Junior – Silas Hopkins Homecrafts – Rachel Hewkin Handicrafts – Terry Orton Fruit and Vegetables – Nigel Johnson / Phil Burgess / Ian Hextall Flowers – Mick Cross / Louise Enderby / Jane Johnson / Martin Webster / John Hurford Flower Arranging – Chris Riley / Audrey Foxall Parish Council Award / Best Kept Allotment – Tom George The committee of BAGA are extremely grateful to all of those persons who took the time and effort to exhibit, and to all of those who came along to support the Show on such an awful afternoon, and hope everyone enjoyed the experience of this traditional village event.

Anyone who has attended the Village Show will appreciate just how popular it is with residents of all ages, and we are always delighted to welcome any new volunteers on board to help with the running of the event. In closing BAGA would like to remind everyone that their Trading Hut, situated on the Western Willows Allotment Site, will now only open for business between 10.00am – 12.00noon on the first Sunday morning of November, December and January, before re-opening again every Sunday morning from 5th February 2017. If anyone has any queries relating to BAGA, please don’t hesitate to give Colin Golding a call at home, on the telephone number shown on the back page of this magazine. Agatha Christie's Classic - And Then There Were None.

Broughton Astley Drama Society presents Agatha Christie's And Then There Were None at the Concordia Theatre, Hinckley "Ten little solider boys going out to dine. One choked his little self and then there were nine..." and so it continues... to quote Christie herself: "very few of us are what we seem" but can you tell the murders from the innocent? Rehearsals are well underway for BADS next production and the cast are having a blast. With many well known faces from the Concordia theatre joining BADS for this year's show it is shaping up to be a great production so grab your tickets now! Our WI members celebrated the 85th Anniversary of Broughton Astley WI at our summer party in July, when we all shared a delicious buffet provided by the committee, as a thank you to everyone for their support and the baking of so many wonderful cakes for the variety of events that we support throughout the year.

Richard Adams transported our August meeting, by way of a selection of his beautiful photographs, on a magic carpet ride from the wildlife of his garden and at Rutland Water to the more exotic surroundings of Marrakech. Our final destination was to the Camargue area of France, where we saw some amazing images of the wild white horses there before returning home to the display of a murmuration of starlings.

Our October meeting is “Bits and Bobs”, hosted by Bob and Del Neill, who will be encouraging us to guess what the various items are!

A group is looking forward to visiting Trentham Gardens near Stoke-on-Trent in Staffordshire and another to a performance of “Singing in the Rain” at the Concordia. We are planning to restart our monthly lunch groups for the autumn.

Broughton Astley Women's Section

of the Royal British LegionIt is with heavy hearts that we have to announce that the Broughton Astley Women's Section of the Royal British Legion will be closing at the end of September this year.

We were informed by the National Committee that we were no longer 'cost effective' despite all the fund raising which the Women's Section undertakes.

There was little consultation and although letters were sent stating how we all felt the decision to close was passed.

As a consequence of our section being closed we were told that our standard will no longer be carried and the wreath from our section would no longer be laid at the Cenotaph on November 11th.

It is hard to put into words how we all felt. Our section was formed in 1948 and despite two years when we closed we have tirelessly given our time, energy and help to support those who have suffered as a result of military action, their families also. We were disheartened, sad and angry.

As a result of a vote our decision to close was made.

We would like to thank you for your support over the last 68 years.

June and July are great months for our wildflowers and they add a depth of colour to nature’s spring palette. The early yellows turn to pinks and blues and bright reds begin to appear as the arrow of time speeds another year along. The light pink of the wild dog roses and the honeysuckle appear along hedgerows together with the flowers of the bramble (blackberry). Cranes bills, our wild geraniums, are already producing their flowers which can range from the Meadow Crane's-bill - Geranium pratense which has bright violet blue flowers and is a tufted and hairy plant with erect stems with deeply divided leaves. It likes roadside verges. Less common than many of the other, Crane's-bills, the Hedgerow Crane's-bill - Geranium pyrenaicum, no guesses to where this plant lives! The petals of the flower are deeply notched and a purple to mauve-pink colour with hairy stems. Foxgloves begin their flowering season, the flowers opening at the base of the stem first and gradually, as the summer progresses the open flowers climb the stem of this biennial until only a few remain at the top of a tall spike. At this time of year there are several tall white umbeliferous flowers showing well including Cow Parsley, the infamous Hemlock, and Queen Anne’s lace, Apiaceae Daucus, also known as wild carrot. It earned its common name from a legend that tells of Queen Anne of England (1665-1714) pricking her finger and a drop of blood landed on white lace she was sewing. Queen Anne’s lace flowers have a flat-topped white umbel, sometimes with a solitary purple flower in the centre. These flowers bloom from late spring until mid-autumn. Each flower cluster is made up of numerous tiny white flowers. I find the seed head of this plant fascinating as the umbel incurves as the seeds set and it produces a wonderful orb type ball with pretty pink/purple shades which eventually fade. Keep a look out for these enchanting flowers on your next perambulation!

We now approach the autumn when colour spreads through the hedgerows and woodlands, hazel being one of the earliest native species to turn brown. Sloes start to stand prominent on the spikey branches of the blackthorn, as its tatty autumn leaves fall away. Horse chestnut leaves take on their seasonal hues and quickly look shabby, but are also the first to create a wonderful bronze spectacle in the bright autumn sunshine. During October the remaining conkers drop to the ground which used to signal the start of the conker season when all the recipes for making your conker invincible in the playground battles were trotted out, soak them in oils, vinegar or even put them in the oven! The shine and gleam of a conker on the path is an invitation to pick it up and feel its smooth skin and, dropped into a pot of soil, you can witness the miracle of the birth of a new tree. Other trees such as ash are much more subtle in their colour change, turning light green then yellow. Often their leaves drop very suddenly and the bare branches give a stark preview of a winter landscape. The opposite extreme is beech whose leaves turn a bright, fiery orange and bronze. The branches hang on quite tenaciously to their dying leaves. The field maple, which is native and common in hedgerows, has small lobed leaves which turn a wonderfully vibrant yellow.

The weather can have a dramatic effect on the autumn, some years allowing the leaves to gently go through their full colour repertoire. Other years an early frost or gale force winds can sometimes bring a quick leaf fall and make it feel like winter came overnight. Hopefully this year the autumn will be a colourful one.

Dunton & Broughton United FC

Broughton Astley FC and Dunton & Broughton Rangers FC have merged to create one of the largest clubs in the County, and one of the largest Men’s clubs in the country! We are now running a club which has – 3 Open age men’s teams playing in the Leicester & District League 2 Veterans teams playing in the City Veterans League (over 35s) 2 Sunday men’s teams playing in the Hinckley League & the Alliance League 14 Junior & youth teams ranging from Under 5s to Under 17s playing in different league across the county We are always looking for new players both young & old, so please get in touch if you would like to play at any level or age, or even to get involved in running the club, all help will be gratefully received. Both clubs would like to say a massive thank you to everyone who has been involved with the clubs last season, in what has proved to be another fantastic season for both clubs. Thanks must also go to all the sponsors of the individual sides over the last season, and thank you also must go to everyone at both Broughton Astley & Sapcote Parish Councils for providing the pitches for us to play on. News from Sutton Elms Baptist Church

Hello Broughton Astley…

You may have heard and it’s true, Sutton Elms Church has a new Minister! How do I know this? Because it’s me :-)

My wife, Rachel, and two children, Joseph and Lydia are looking forward to living in the village and becoming part of the community here.

A ‘Minister’ can seem such a serious title, yet I assure you I am quite human indeed. My lovely children, as brilliant as they are, keep me on my toes with their lively and inquisitive personalities. You will often find them dancing at the front of church. My wife and I may not always agree on certain matters (code word for heated disagreement!) but we have encountered the wonderful love, freedom, forgiveness and transformation that comes through Jesus Christ and we continue to do so.

At Sutton Elms Church, we are continuing to develop our service styles, events and content to make it accessible to an even wider audience. You should check out the following:
