Preface

Organizations are made up of people and function through people, without people

organizations cannot exist. The resources of men, money, material, machinery and

mechanism are connected, coordinated and utilized through people. Engineers need to

concentrate more on MECHANISM and the WAY in which things/mechanical products

have been made. The need of training arises for doing things yourself understanding its

way.

Practical Exposure for doing things makes a person conversant to the

technicalities involved in any job. In view of such benefits imparting of vocational

training has been made as an integral part of any Academic Structure.

In BSNL training is given to MBA aspirant desiring to secure future in the

dynamic world of Telecommunication. Today Telecommunications industry is one of the

fastest growing industries in the world, in order to cope up with the diverted needs of

communication and be a market leader in it can only be done through being aware of

company outline and its fund management which has been covered in this project.

Bharat Sanchar Nigam Ltd. formed in October, 2000, is World's 7th largest

Telecommunications Company providing comprehensive range of telecom services in

India: Wireline, CDMA mobile, GSM Mobile, Internet, Broadband, Carrier service,

MPLS-VPN, VSAT, VoIP services, IN Services etc. Within a span of five years it has

become one of the largest public sector unit in India.

BSNL has installed Quality Telecom Network in the country and now focusing on

improving it, expanding the network, introducing new telecom services with ICT

applications in villages and wining customer's confidence. Today, it has about 47.3

million line basic telephone capacity, 4 million WLL capacity, 20.1 Million GSM

Capacity, more than 37382 fixed exchanges, 18000 BTS, 287 Satellite Stations, 480196

Rkm of OFC Cable, 63730 Rkm of Microwave Network connecting 602 Districts, 7330

cities/towns and 5.5 Lakhs villages.

BSNL is the only service provider, making focused efforts and planned initiatives

to bridge the Rural-Urban Digital Divide ICT sector. In fact there is no telecom operator

in the country to beat its reach with its wide network giving services in every nook &

corner of country and operates across India except Delhi & Mumbai. Whether it is

inaccessible areas of Siachen glacier and North-eastern region of the country. BSNL

serves its customers with its wide bouquet of telecom services.

BSNL is numero uno operator of India in all services in its license area. The

company offers vide ranging & most transparent tariff schemes designed to suite every

customer.

BSNL cellular service, CellOne, has more than 17.8 million cellular customers,

garnering 24 percent of all mobile users as its subscribers. That means that almost every

fourth mobile user in the country has a BSNL connection. In basic services, BSNL is

miles ahead of its rivals, with 35.1 million Basic Phone subscribers i.e. 85 per cent share

of the

subscriber base and 92 percent share in revenue terms.

BSNL has more than 2.5 million WLL subscribers and 2.5 million Internet

Customers who access Internet through various modes viz. Dial-up, Leased Line, DIAS,

Account Less Internet(CLI). BSNL has been adjudged as the NUMBER ONE ISP in the

country.

BSNL has set up a world class multi-gigabit, multi-protocol convergent IP

infrastructure that provides convergent services like voice, data and video through the

same Backbone and Broadband Access Network. At present there are 0.6 million

DataOne broadband customers.

The company has vast experience in Planning, Installation, network integration

and Maintenance of Switching & Transmission Networks and also has a world class ISO

9000 certified Telecom Training Institute.

Scaling new heights of success, the present turnover of BSNL is more than Rs.351,820

million (US $ 8 billion) with net profit to the tune of Rs.99,390 million (US $ 2.26

billion) for last financial year. The infrastructure asset on telephone alone is worth about

Rs.630,000 million (US$14.37billion)

BSNL plans to expand its customer base from present 47 millions lines to 125

million lines by December 2007 and infrastructure investment plan to the tune of Rs. 733

crores (US$ 16.67 million)in the next three years.

The turnover, nationwide coverage, reach, comprehensive range of telecom services and

the desire to excel has made BSNL the No. 1 Telecom Company of India.

Global Telecom Scenario

Telecommunication is one of the faster growing service sector in the world. In developed nations, with saturation of demand for basis services, the accent is on the value added services. Developed motions are trying to augement basic service infrastructure and also introduce value – added services. Over the part decode most nation including Japan, USA, UK , Singapore and New Zealand have aliened private operators but, in most of the developing countries, overeats carries are state controlled.

With competitive pricing causing reduction in tariffs charged for overseas calls from developed nations. The telecom carries in there nations are lobbing for a steep reduction in inter carrier revenue sharing almost nations. At the same time interest telephony i.e. voice service via Internet medium in on the vise. This enables international connectivity at the price of a local call eats into revenues of international carriers. The advanced offering of the industry are-

Telecommunication Market in India

Introducing communication : one of the most important contributory factors to the supremacy of our specie over others is our ability to communicate at a high level. It enables us to meaningfully relate ourselves with others, exchange our ideas, share our thoughts impart and gain knowledge and build further on the basis of the accomplishments of our past generations.

Communication is a managerial skill which is essential for effective leading and motivation of people at work. Most of the manager spend more than 90% of their time in communication with others.

Communication transmits information not only about tangible facts and determinable ideas and opinions but also about emotions. When a communicator passes on or transmits some information he may also, either intentionally our unconsciously, be communicating his attitude or the frame of his mind.

According to Peter little defines “Communication is the process by which information is transmitted between individuals and / or organization so that an understanding response results.

The process of communication involves exchanging facts, ideas, opinions or emotions between two or more persons. Feedback is an essential aspects of communication. The main purpose of communication is to inform or to bring round to a certain point of view, or to elicit action.

Deepika Padukon as Present brand ambassador of BSNL

State-run BSNL has appointed Deepika Padukone as its new brand ambassador replacing Preity zinta. BSNL, Country’s largest telecom operator with 74mn customer has not renewed Zinta’s contract that ended last week as it was eager to associate the brand with a younger face.

Bharat Sanchar Nigam Limited, the largest Public Sector Undertaking of the Nation, is certainly on a financial ground that's sound. 

 The Company has a net worth of Rs. 84,948 crores (US$ 19.49 billion), authorised equity capital of Rs. 10,000 crores (US $ 2.29 billion), Paid up Equity Share Capital of Rs. 5,000 crores (US $ 1.15 billion) and Revenues is Rs. 39,715 crores (US $ 9.11 billion) in 2006-07.

GROSS INVESTMENT IN FIXED ASSETS:

The BSNL is making substantial investment year to year for its network expansion and modernization. During the current financial year BSNL has made the gross investment of Rs. 8153 crore ( US $ 1.87 billion) in Fixed Assets. These investments have been financed by the internal accruals.

ACCOUNTING POLICIES

(Schedule T)

1. BASIS OF PREPARATION OF FINANCIAL STATEMENTSThe financial statements of Bharat Sanchar Nigam Limited (the “Company” or “BSNL”) are prepared under the historical cost convention adopting the accrual method of

accounting in accordance with Indian Generally Accepted Accounting Principles and in accordance with the provisions of the Companies Act, 1956 (the “Act”).

2. REVENUE RECOGNITIONIncome from services is accounted for on accrual basis and in conformity with Accounting Standard – 9 of ICAI. Accordingly,a) Revenue for all services is recognized when earned and are realizable at the time of billing. Unbilled revenues from the billing date to the end of the year are recorded as accrued revenue during the period in which the services are provided. Provision is made in respect of bills considered to be disputed (by the management), debts outstanding for more than two years and for debts due for less than 2 years, to the extent considered necessary by the management.b) Installation Charges recovered from subscribers at the time of new telephone connections are recognized as income in the first year of the billing.c) In terms of the arrangement between Department of Telecommunications (“DoT”) and the Company, the charges for telecommunication services and other infrastructural services provided by BSNL to DoT are neither being billed nor provided for.d) Sale proceeds of scrap arising from maintenance and project works are taken into miscellaneous income in the year of sale.e) Income from SIMs, recharge coupons of Mobile, Prepaid Calling Cards, and Prepaid internet connection cards are treated as income of the year in which the payment is received since the extent of use of these cards within the financial year could not be ascertained.f) Wherever there is uncertainty in realization of income, such as liquidated damages, claims on Government Departments & local authorities etc., these are recognized on collection basis.g) The claims on account of reimbursement for provision of infrastructure, operation andmaintenance of Village Public Telephones (VPTs) and Rural Household Connections (RDELs) receivable from U.S.O. fund are accounted for as revenue on account of the fact that the claim for infrastructure cannot be credited to the concerned asset account since the claim amount could not be segregated asset wise.h) Other income by way of interest on loans to employees, security deposit with Government Departments and local authorities, being not material, are accounted for on collection.

3. FIXED ASSETS

3.1 Fixed assets are carried at cost less depreciation. Cost includes directly related establishment and other expenses including employee remuneration and benefits, directly identifiable to the construction or creation of the assets.

3.2 Expenditure on replacement of assets, equipments, instruments and rehabilitation works is capitalized if, in the opinion of the management, it results in enhancement of revenue generating capacity.3.3 Assets are capitalized to the extent completion certificates have been obtained, wherever applicable.3.4 The cost of stores and materials at the time of issue to a project, is debited to CWIP.3.5 Apparatus and plants principally consisting of telephone exchanges, transmission equipments and air conditioning plants etc. are capitalized as and when an exchange is commissioned and put to use.3.6 Cables are capitalized as and when ready for connection to the main system.3.7 Intangible assets are stated at cost of acquiring the same less accumulated depreciation /amortization.

4. DEPRECIATION/AMORTIZATION

Depreciation is provided based on the Written Down Value method at the rates prescribed in Schedule XIV to the Companies Act, 1956 except for Subscriber Installation. The Subscriber Installation is depreciated over the useful life of 5 years on Written Down Value method.Assets costing up to Rs. 5,000 are depreciated fully in the year of purchase. Similarly, partition works costing up to Rs. 2,00,000 are depreciated fully in the year of construction.The depreciation on machinery & tools used both for project and maintenance work is charged to profit and loss account instead of capitalization.All telephone exchange buildings, administrative offices and captive consumption assembling premises/workshops are considered as normal building and not as factory building. Accordingly depreciation is charged uniformly.Intangible assets such as Entry License Fee for Telecom Service operations are amortized over the license period (i.e. 20 years) and standalone computer software applications are amortized over the license period subject to maximum of 10 years as per straight line method.

5. IMPAIRMENT OF ASSETS

Assets, which are impaired by disuse or obsolescence, are segregated from the concerned assets category and shown as ‘Decommissioned Assets’ and provision made for the loss, if any, due to the difference between their net carrying cost and the net realizable value.

6. INVESTMENTS

Long-term investments are carried at cost, after providing for any diminution in value, if such diminution is of a permanent nature.

7. INVENTORIES

Inventories are valued at cost or net realizable value as the case may be - cost ascertained generally on weighted average method; obsolete/non moving inventories are valued at net realizable value.

8 FOREIGN CURRENCY TRANSACTIONS

(i) Transactions in foreign currency are recorded at the exchange rate prevailing on the date of the transaction i.e. on the date of payment or receipt as the case may be.(ii) All Foreign Currency Liabilities and monetary assets are stated at the exchange rate prevailing as at the date of Balance Sheet and the difference taken to Profit and Loss Accounts as Exchange Fluctuation Loss or Gain.

9. EXTRAORDINARY ITEMS

Extra-ordinary items of income and expenditure, as covered by AS – 5, are disclosed separately.

10. EMPLOYEES’ BENEFITS

10.1 SHORT TERM EMPLOYEE BENEFITS:

Short Term employee benefits are recognized in the period during which the services have beenrendered.

10.2 LONG TERM EMPLOYEE BENEFITS:

10.2.1 DEFINED CONTRIBUTION PLAN:

a) Pension Contribution ( including gratuity)The employees of DoT who have opted for absorption / absorbed in the company, and theemployees on deemed deputation from Government are eligible for pension, which is a defined contribution plan. The company makes monthly contribution (including liability on account of gratuity) at the applicable rates as per Government Pension Rules, 1972 and FR & SR to the Government who administers the same.

b) Employees’ Provident Fund All directly recruited employees of the company are entitled to receive benefits under the Provident Fund. Both employees and employer make monthly contribution to the plan at a predetermined rate of employee’s basic salary and dearness allowance. These contributions to Provident fund are administered by the Provident Fund Commissioner. Contributions to Provident Fund are expensed in the Profit and Loss Account.

c) Contribution for Leave Salary For employees on deemed deputation from Government, Leave salary contribution is provided and such leave salary contribution takes care of leave encashment also.

10.2.2 DEFINED BENEFIT PLANS:

a) Leave Encashment:The liability on account of unavailed leave in respect of absorbed employees and directlyrecruited employees at the year end is fully provided for on estimated basis.

b) GratuityThe company provides for gratuity, a defined benefit plan (the Gratuity Plan) covering alldirectly recruited eligible employees. In accordance with the payment of Gratuity Act, 1972, the Gratuity Plan provides a lump sum payment to vested employees on retirement, deaths, incapacitation or termination of employment. Liabilities with regards to the Gratuity Plan are determined by actuarial valuation on balance sheet date and are expensed in the profit and loss account

c) Other benefits including post employment medical care Medical reimbursements and other personal claim bills of existing / retired employees are accounted for on actual basis in respect of bills received till the cut off period in the accounts at the concerned primary units as per the prescribed limits.

11. MANUFACTURING EXPENSES

Expenses incurred at Factory units are allocated to the cost of the manufactured products.

12. PRIOR PERIOD ITEMS

Items of Income/expenditure exceeding Rs. 5 lakh are only considered for being treated as 'prior period items'.

13. TAXES ON INCOME

Taxes on Income for the current period are determined on the basis of taxable income and tax credits computed in accordance with the provisions of the Income Tax Act, 1961.In accordance with the AS-22, Deferred Tax Liability is recognized on the timing differences between accounting income and the taxable income for the period taking into consideration the contents of Accounting Standard Interpretations 3 and quantified using the tax rates in force or substantively enacted as on the Balance Sheet date.Deferred Tax Assets are recognized and carried forward to the extent there is a virtual certainty that such deferred tax assets can be realized14. PROVISIONS

Provisions are recognized when the Company has a present obligation as a result of past events; it is more likely than not that an outflow of resources will be required to settle the obligation; and the amount has been reliably estimated.

15. CONTINGENT LIABILITIES

Liabilities, though contingent, are provided for if there are reasonable chances of maturing such liabilities as per management. Other contingent liabilities, barring frivolous claims, not acknowledged as debts, are disclosed by way of notes.

16. EARNING PER SHARE

Earning Per Share ("EPS") comprises the Net Profit after tax (excluding extraordinary income net of tax). The number of shares used in computing Basic & Diluted EPS is the weighted average number of shares outstanding during the year.

17. SEGMENT REPORTING

The primary segment consists of ‘basic’ and ‘cellular’ services provided. The manufacturing activities have not been treated as a separate segment since such activities are essentially carried on as support service to other segments.The following specific accounting policies have been followed for segment reporting:Segment Revenue includes service income and other income directly identifiable with/allocable to the segment.Income/expense, which relates to the Company, as a whole and not allocable to individual business segment is included in “Un-allocable Corporate Income/expense respectively”.Expenses that are directly identifiable with/allocable to segments are considered for determining Segment Results.Segment Assets and Liabilities include those directly identifiable with the respective segments. Unallowable corporate assets and liabilities represent the assets and liabilities that relate to the Company as a whole and not allocable to any segment.

To apex training centers of BSNL i.e. Advance level Telecom Training Center

(ALTTC) at Ghaziabad and Bharat Ratna Bhimrao Telecom Training Center at

Jabalpur are comparable to any world class Telecom Training Center. Moreover, 25

43 zonal training centers and a National Academy of Telecom Finance and

Management have been running for several years now Different curriculum run in

these centers to impart technology based training, training for Attitudinal change,

basic educational and skill development program etc.

National Internet Backbone OF BSNL

The National Internet Backbone of BSNL consists of 432 Point of Presence( POP) that gives it the capability of transporting IP traffic from every hook and corner of the country.    This network  provides internet services to more than 1 million dial-up customers including about 3.5 lakh customers on CLI basis.    

2nd in the line of IP network, BSNL commissioned a state-of-the-art Multi Protocol Label Switching (MPLS) NETWORK TAKING India into the next stage of the IP evolution.  This network has 10 physical nodes with all district headquarters designated as virtual nodes.  This network has opened up a new market segment of secure and reliable Virtual Private Networks (VPNs) for corporate customers. 

  The latest endeavor of BSNL is a world-class multi-gigabit multi-protocol, convergent IP infrastructure which will provide voice, data and video services through the same backbone.  In terms of infrastructure for broadband services, this would put India at par with more advanced nations.  Designated as NIB-II this will be implemented in the form of four projects. 

Project 1 involves building up of MPLS backbone   Project 2.1 is for narrow band access    Project 2.2 is for broadband access  Project 3 is to put systems and processes in place to integrate network

built in the other projects and provide services like messaging, billing etc. 

All the above projects in form of NIB-II are at different stages of implementation and as per schedule .They will be operational in the third quarter of this year.  The services that will be available to customers when NIB-II is in place: 

Narrowband and broadband Internet access. Virtual Private Network. Managed OPE Value Added Services like encryption, firewall and NAT Messaging: Plain Vanilla and feature rich Data Center Services: web hosting and web-collocation.

BSNL launched DataOne broadband service in January 2005 which shall be extended to 

198 cities very shortly. The service is being provided on existing copper infrastructure on

ADSL2 technology. The minimum speed offered to the customer is 256 Kbps at Rs. 250/-

per month only. Subsequently, other services such as VPN, Multicasting, Video

Conferencing, Video-on-Demand, Broadcast application etc will be added. BSNL has

around 50% marketshare in broadband in India. BSNL has planned aggressive rollout in

broadband for current financial year.

Internet

Keeping the global network of Networks networked, the countrywide Internet Services of

BSNL under the brand name includes Internet dial up/ Leased line access,

CLI based access (no account is required) and DIAS service, for web browsing and E-

mail applications. You can use your dialup Sancharnet account from any place in India

using the same access no '172233' , the facility which no other ISP has. BSNL has

customer base of more than 1.7 million for Sancharnet service.

All BSNL Customer Service Centers (CSCs) now remain open on all seven days from

8.00 AM to 8.00 PM without any break for all activities.

Cheque deposit machines have also been installed in many cities, so that customers

can make payments 24X7 at their convenience.

Customers can also make payments by cheque/Demand Draft to BSNL franchisees all

over the country.

With a view to simplify and offer customer friendly services, more than one Bfone

connections can be applied on a single application form. Accordingly, a single

demand note would be issued to the customer in respect of all the connections applied

for.

Shifting charges  for local as well as all India shifting of fixed telephone (bfone) has

been abolished.

Pagers being given to outdoor staff in a phased manner for speedy rectification of

faults.

Majority of the local network is built up on jelly filled and OFC for trouble free

service. 

Internal Distribution Points (DPs) being provided in the customer premises to

eliminate the faults arising out of overhead wires.

Extensive use of digital loop carrier (DLC)/Wireless in Local Loop (WLL) system for

improving reliability of external plant.

extensively to reduce the long lengths of copper cables.

INSTRUCTIONS FOR FILLING UP STAFF DETAILS FORM.

A new HR package is being introduced in BSNL. The package envisages the

total gamut of HR activities including staff details, transfers, training, promotions, leave

etc. For this purpose we need to collect as many details as possible relating to the

employee. Some of the details are available in the Service Book and some are not. The

enclosed form is proposed to capture lot of information from the employee and after

receiving the details from the employee, the details, to the extent available in the service

book are to be verified by the office before entering the same into the database. The

fields to be verified with the service book are so mentioned in the enclosed proforma.

The system proposes to generate a unique 9 digit staff number for all employees

in the form XXXX, YYYY. The first four digits are captured from the year of

appointment like 1976, 1980 etc. The last five digits are the serial number for the

particular year. The staff no. is system generated, on entering certain mandatory fields

into the database. The fields which are mandatory are so mentioned in the enclosed

proforma. It implies that staff data entry need not be stopped if all the fields are not

available as per the enclosed proforma. By entering the mandatory fields we can

generate the staff No. and get the minimum required reports.

Mandatory: The field is necessary to be filled up. Computer will not accept nil data

here.

Mandatory & SB: This mandatory data should be verified with that in the service book

at the data entry.

Not mandatory: The computer accepts nil data here. If the employee does not give the

information, it will be left blank. And at the appropriate time the employee may be put to

inconvenience due to non availability of data.

Organizational Structure

The structure in this system is defined at 4 levels –

a) Corporate office

b) Circle

c) SSA

d) Unit

All the units under one SSA come at the fourth level. E.g. Area GMs/DGM say

GM(West); DGM(East) etc. Every office is a unit. Each unit has a reporting unit. The

reporting unit can be the SSA itself. (The office of a DGM can have a reporting unit as

the SSA if the SSA is headed by a GM). Similarly office of a DE will have a reporting

unit as the DGM’s office. The office of the SSA head is itself a unit for all the staff

working in that office. Similarly the office of the CGM is itself a unit for all the staff

working in that office; say for GM(HQ). For all those who are working in Corporate

office the unit will be corporate office and there will not be any circle or SSA attached to

them.

For Regions, Projects, T&D, QA, Data Network, IT, Training Centres and Telecom

Factory, there will not be any SSA. There will be units directly attached to circles. Unit to

unit reporting (e.g DGM (Region) reporting to GM(Region)) will however be there.

Civil and Electrical wings will be different units under the circles with their own unit to

unit hierarchies.

Fields of the FORM

The name of each field and the relevant details are given below :

1) Present Staff No. (Mandatory Field)

Every employee is allotted a staff number by the office in which he is working at

the time of data entry. E.g. 0068, 1003 etc. This number is not the All India staff

No. or Blue book allotted by the Corporate Office. In some offices this no. is

allotted by the Accounts Branch. This field is intended for linking the newly

generated staff number with the present staff no.of employee at the place of his

work for any future reference.

The staff no. generated will be unique and will be constant till the attachment of

the employee to the department is severed and any vacated staff no. by an

employee will not be reused.

2) Present Unit. ( Mandatory Field)

The office in which the employees working at the time of data entry is given here.

E.g. O/o The PGM, Pune, O/o CGMT, MH Circle, O/o PGM (mobile), O/o DE.
