WHAT ARE THE BENEFITS OF PARTICIPATION
IN THE SURVEY?
• Easy-to-use information that serves as a measure
of inner justice and that is a valuable tool for
planning salary budget and basis for reviewing
salaries. It is an opportunity to look at the
internal distribution of compensation in an
organization by using a universal method for
determining the value of jobs and comparing jobs
between themselves.
• Comparison and analysis of the competitiveness
of an organization’s compensation, as well as a
comparison of each employee’s remuneration
with similar jobs in the labour market, based on
qualitative and structured data in Latvia and the
Baltic states. Compensation survey includes an
analysis on:
○ Base salaries, incentives and bonuses;
○ Benefits and perquisites;
○ Trends in compensation policy;
○ Forecasted compensation changes.

CONFIDENTIALITY
• Information included in the compensation survey
report is a summary of data submitted by
participating organizations. None of the
organizations’ personal data is disclosed, while a
summary of incumbents’ compensation information
is available only if sufficient number of organizations
have provided data.
• Each compensation survey participant can only see
their organization’s employee compensation
comparison to the general labour market and/or
sector market data summary. The list of survey
participants is not indicated by separate job families
and levels; it is visible only in a summarised form at
the end of the report.
• Personal information about employees (surname,
personal identity number, etc.) is not being asked.
BSS works in accordance with the requirements of
the Law on Legal Protection of Personal Data and
GDPR.
• The results of compensation analysis are displayed for
those jobs which are present in at least four of the
organizations included in the survey. The lower and upper
quartile figures are reported for jobs that are represented
in at least six organizations in the sample; and the lower
and upper decile values are reported only for jobs
represented in at least 10 organizations in the sample.

QUESTIONNAIRE
The main purpose of completing the
questionnaire is to obtain information about
the compensation data of each employee, the
main principles of the compensation system
and trends – what changes were made in the
last 12 months and what are expected to be
made in the future. The questionnaire is
completed in three stages:
1. Secure login and questionnaire
downloading from imercer.com.
Each client will receive an individual
login to the system for secure
downloading of the questionnaire.
Time needed: 5 minutes.
2. Job classification according to BSS job
description catalogue (together with
BSS consultant).
To ensure a precise comparison of
compensation data between similar
positions, organization’s manager
and/or HR manager together with BSS
consultant performs job
classification in accordance with BSS job
description catalogue. The positions
represented in the organization are
divided into job families and levels.
Time needed: for a first-time job
classification you must schedule 1-8
hours (depending on the number of
employees/jobs in the organization);
for a review of job classification if it has
been done before you must schedule
0.5-4 hours.
3. Filling in the questionnaire.
The following information is required in
the questionnaire:
• General information about the
organization;
• Compensation policy
(compensation forecasts, HR
challenges etc.);
• Compensation data for each
employee:
- Gross monthly base salary as of
May 2019;
- Short term variable and sales
bonuses and incentives for the last
6-12 months;
- Guaranteed allowances for the last
12 months;
- Long term incentives etc.
• Short term incentives policy
(frequency, amount, availability for
different employee groups etc.);
• Benefits (insurance, mobile phone
bill coverage/purchase, meals etc.);
• Organization car benefits.
Time needed: on average up to
one working day, depending on the
number of employees in the
organization and the accounting
software used in the organization.
The completed questionnaire must be
submitted by uploading it to imercer.com.
If additional questions about the
questionnaire arise or help with filling it is
required, BSS provides support.

SURVEY REPORT
The survey report consists of three parts:
1. Review of compensation policies.
A convenient way to gain a good understanding of labour market compensation changes and forecasts, elements of compensation policies, bonus schemes, benefits and perquisites, their respective limits. The analysis is carried out by employee groups (e.g., executives, management, professional sales, professional non-sales, para-professionals “white collar”, para-professionals “blue collar”). 2. Salary tables for each job level.
Salary tables show detailed and precise information on financial compensation for each job in the sector and/or the general labour market. The analysis is also useful when planning new positions in the organization. Compensation analysis is carried out if sample is sufficient (i.e. if a similar position is present in at least four organizations). Example (illustrative)

COMPENSATION ANALYSIS TOOL
• Individually prepared for each organization;
• Compensation comparison of each employee in the organization to the labour market data.
1. Pictorial comparison of the level of compensation of the organization and its jobs to the compensation level in the sector and/or the labour market.
The comparison is available for monthly/annual base salary, monthly/annual total cash, and other additional cuts. This makes it possible to draw conclusions about the compensation level of the organization, compensation distribution and internal fairness, as well as to carry out and in-depth analysis. The tool is based on MS Excel. Example (illustrative)
2. Pictorial comparison by job families.
This analysis provides compensation comparison of specific functions in the organization to the market data regardless of the structural split in departments and units, e.g., accountants’ compensation comparison to the labour market. The analysis is available for monthly/annual base salary, monthly/annual total cash, as well as by various compensation levels (e.g., median, 75th percentile (upper quartile)) and other additional cuts. 3. Detailed compensation analysis for all positions within an
organization.
This comparison provides an opportunity to compare each job
position’s compensation to similar positions in the labour market,
as well as allows to determine the relatively underpaid or overpaid
job positions. The comparison is available for monthly/annual base
salary, monthly/annual total cash, as well as by various
compensation levels and other additional cuts.
