From the EditorA feeling of ‘well-being’ for Christmas.

Crisp bright mornings with huge blue skies that lift spirits - although chinsmay be buried in woolly scarves and turned-up collars. These morningsmake winter worthwhile and, quite literally, add a sparkle. Looking acrossour stunning scenery it is impossible not to smile inside, a magic moment– before the traffic pushes into reality. Even in the tiny lanes the increasingamount of traffic is noticeable even in November. The holes at the sides ofthe roads get deeper and more hazardous, and the grass verges aredisappearing. All this before the developers start to erode for ever ourprecious and life-sustaining AONB, our Cotswolds Area of OutstandingNatural Beauty, responsible (probably) for why we all live here andbringing in approximately 80% of the Cotswolds’ income.

The developers’ plans for building, marketing and profit are cleverlyconstructed -and they know that the Government is backing developmentagainst almost every other argument. Each new scheme comes withsweeteners and financial incentives – and reminds me of being a child,when I was warned against taking sweets from strangers! It soundsdramatic, but the consequences are not dissimilar.

However we can’t and must not bury our chins and our brains in woollythinking. We have an opportunity to make the best of the proposition thatis being so heavily laid down – and in this part of the world it is housing,which includes for those needing assisted housing, the over 55s, care andlong term care…and the services they will require. We like things to look‘Cotswold-y’, but take notice of the latest advances in ‘farming’ sunlight,recycling waste, clever materials and products that are ecologicallyfriendly and which should become standards not luxuries. And we look atwhat’s happening in the next village, the next town – and are amazed thatthere doesn’t seem to be any ‘joined-up’ thinking in planning!

The planners are besieged with requests for pre-planning advice, newproposals and amendments – and the developers know that they may bedealt with ‘lightly’ due to the pressures of the work load and Government’spressure on District Councils to build. So how about we work together toinject some ‘joined up’ thinking! It is in our interest, isn’t it?

The Cotswolds could become the benchmark for development in smallcommunities, incorporating the very best in affordable housing and aCentre of Excellence for care in the community, attracting skills,experience and financial rewards. If we are going to have these things,why don’t we plan to have the best, all the facilities we need within a fewmiles of each other all surrounded by the green and pleasant land thatalready does so much to bring us prosperity and that precious feeling of‘well-being’?

My Christmas wish for the North Cotswolds – for communities to worktogether to plan the next few years’ development, without compromise.What’s yours?

In previous years I have used this column to feature my Christmas wish list for helping smallbusinesses & individuals during these difficult economic times. These have included further raisingthe threshold at which tax is paid, asking government to take a good look at how tax is paid and tolook at where the tax system should be in five, ten or even twenty years time. Things are changingfast & our creaking tax system is nearing breaking point. Time to think of better ways to collect tax? Ithink so.

Perhaps 2014 will be the year of change. There’s no doubt in my mind that the system needs to besimpler, more efficient and one where everyone pays less tax.

I’ll be back next year but meanwhile may I wish everyone an enjoyable Christmas & a reallysuccessful New Year.

Restore Emergency At Cheltenham Hospital

REACH reaction to the Keogh Report:

Cost cutting or Service Improvement?

REACH is disappointed that NHS England’s proposed solution to the current crisis in A&E departmentsacross the country should be to downgrade permanently between 70 and 100 A&E departments to‘Emergency Centres’. These may only have the status of Minor Injuries Units, staffed by EmergencyNurse Practitioners with no specialist A&E doctors on duty.

This is what has already happened overnight at Cheltenham General Hospital, which no longeraccepts ‘blue-light ambulances’ overnight (except for cardiac cases) and has no A&E doctors onduty overnight.

REACH accepts that many patients who go to A&E could and should be treated elsewhere, andwelcomes NHS England’s proposals to improve other health care provision. These proposals shouldbe implemented before any further reconfiguration of A&E services is carried out, so the underlyingdemand for A&E services can be properly assessed.

The real long-term solution would be to train sufficient A&E doctors to meet patients’ genuine needs,while at the same time trying to improve the other NHS services. This should reduce the number ofpatients who use A&E to ‘plug other holes’ in the NHS. Planned properly it should be possible toreach a balance, where the number of A&E doctors and the number and distribution of A&Edepartments meets the needs of patients – including patients from Cheltenham and the Cotswolds.

REACH recognises that Gloucestershire Hospitals Trust may have had no alternative to the temporaryovernight downgrading of A&E at Cheltenham, because of the current difficulty in recruiting sufficientA&E doctors and consultants, but believes the aim should be to restore a full 24/7 A&E service atCheltenham General Hospital as soon as possible.

In the light of Sir Bruce Keogh’s report, REACH is afraid that, far from Emergency Services beingrestored, Cheltenham may face further downgrading, not just of A&E, but of other major surgicalservices currently provided in Cheltenham.

REACH is also concerned that one motive for downgrading A&E departments, both nationally andlocally, is likely to be ‘cost cutting’, rather than providing ‘High Quality Care for All’.

All too often these days the NHS tries to cover up real cuts in services by claiming they are designedto deliver unsubstantiated ‘improvements for patients’ - so much so that it is hard to believe anyclaims of ‘service improvements’ when services are being downgraded or closed.

Bourton Roadrunners turned out in force for the 2nd round ofthe Gloucestershire Cross Country League at Pitville Park,Cheltenham on Saturday 2nd November, competing againstlarge fields of quality runners.

The U11's certainly have a great future.Bethan Powell again led the U11 girls home to an excellent 3rd,putting her equal first in the competition so far. Jessica Hale20th, Isobel Barnett 21st and Helena West 22nd tussled for 2ndclub member home. Libby Herbert 29th is the only member torun in all the club Race Champ Competition, winning the titlethis year. Isobel Kiey-Thomas 31st did well, also DarcyThompson 46th in her first race (at 8 years old). Annabella Tallis48th and Isobel Nevins 57thran well. With 3 club members perteam, the girls managed 5th, 9th, and 14th in the teampositions.

U11 boys. Dylan Williams 2nd ran extremely well, only justbeaten by Alex Grocott. Josh Angus 9th did very well and LouisMutsaars 19th, following in his sister’s footsteps. These boysachieved an A team 2ndplace. Max Pinkham 22nd ran well;Beau Griffin 25th (only 7 years old)- a fantastic result. CharlieDavidson 27th and Henry Bell 36th, with great support fromAlfie Griffin 39th, Findlay Morriss 49th, Malachy Jones 60th,Toby Sellek 63rd, Jacob Herbert, 68th, new member GeorgeQuli 70th and Christopher Hunt 71st – all, the start of thecompetition, under 9 years of age. Thomas Wood 77th showsthe potential to move up. The U11 Boys put out 5 teamsmanaging 2nd, 7th, 11th, 16th and 19th. What great support!

Niamh Powell’s training was rewarded with an excellent 2nd,eight seconds behind the winner and currently 1stoverall in theindividual competition. Veteran member Felicity Darwent 7thhad lead the race for a time; Lucy Griffin 9th (just moved upfrom the U11's) shows potential. The U13 Girls A team won 1stplace both on the day and overall. Josephine Mutsaars 15th(also just moved up from the U11's) ran well with great supportfrom Gabby Jones 27th, Charlotte Foster 35th, Isobel Hartley44thand Emily Williams 58th. U15s. Rosie Mutsaars 5th has just moved to the U15's havingwon the U13 competition, is adjusting to the new distance. Ifshe continues to train well Rosie has a great chance of a medalagain this year.

U15 boys. Alfie Howell-Smith 18th led the boys home, movingup through the field. Peter Wood 29th did well despite anongoing knee injury; also Joe Salph, recovering from injury. Theboys managed 7th place in the team competition.

The previous week Libby Herbert 3rd and Annie Tallis 4th tookpart in the Chocolate Biscuit Race, a Cross Country at PlockCourt over approximately 1 mile.
